0:00:40 > 0:00:42Good evening.

0:00:42 > 0:00:46A former headteacher from Newport, accused of historical sexual abuse,

0:00:46 > 0:00:49may have been one of Wales' most prolific paedophiles,

0:00:49 > 0:00:53according to solicitors representing his alleged victims.

0:00:53 > 0:00:55Lawyers say Jon Styler, who killed himself while being

0:00:55 > 0:00:58investigated by police could have abused more than 100 boys.

0:00:58 > 0:01:04He denied all the allegations. Jordan Davies reports.

0:01:04 > 0:01:07Jon Styler, as some would have known him.

0:01:07 > 0:01:11A talented musician and charismatic young headteacher.

0:01:11 > 0:01:16Others claim he was a predatory paedophile who abused young boys.

0:01:16 > 0:01:20Solicitors now believe that there may be more than 100 victims,

0:01:20 > 0:01:23making him one of Wales's most prolific paedophiles.

0:01:23 > 0:01:33This man, a former police officer, who doesn't want to be identified

0:01:33 > 0:01:36was speaking for the first time says he and his brother were abused

0:01:36 > 0:01:40by Jon Styler and that his brother told police about the abuse in 2005

0:01:40 > 0:01:41but the details weren't properly recorded.

0:01:41 > 0:01:44It's such a shame to hear

0:01:44 > 0:01:47that this type of incident, along with a lot of other tragic cases

0:01:47 > 0:01:49in our lives, still go on today.

0:01:49 > 0:01:51Little things, details matter in policing.

0:01:51 > 0:01:53They matter enormously.

0:01:53 > 0:01:56So, why wasn't that link made?

0:01:56 > 0:01:59Jon Styler killed himself in 2007, following another allegation

0:01:59 > 0:02:03made earlier that year.

0:02:03 > 0:02:06BBC Wales has learned that Gwent Police didn't connect

0:02:06 > 0:02:07these two allegations.

0:02:07 > 0:02:12The force has launched a review, following our investigation.

0:02:12 > 0:02:14We also understand a formal complaint has been made to

0:02:14 > 0:02:18the Independent Police Complaints Commission.

0:02:18 > 0:02:22But Jon Styler's alleged behaviour at the Welsh primary school was

0:02:22 > 0:02:25questioned as far back as the 1970s.

0:02:25 > 0:02:28Concerns were raised by this man, the deputy head Lyndon Middleship.

0:02:28 > 0:02:31Speaking publicly for the first time, he questions

0:02:31 > 0:02:35the way this case has been handled.

0:02:35 > 0:02:39The police came to the school, questioned the head, the deputy head

0:02:39 > 0:02:45and some of the teachers, but none of them had ever taught with Styler.

0:02:45 > 0:02:53No police came at all and ask me anything about the situation.

0:02:53 > 0:02:56Newport Council said it has no record of Gwent Police contacting

0:02:56 > 0:02:57them about the allegations.

0:02:57 > 0:03:00Nor does it have Jon Styler's personnel records.

0:03:00 > 0:03:02The council says it can't comment further.

0:03:02 > 0:03:06The matter is subject to a compensation claim.

0:03:06 > 0:03:09The Children's Commissioner for Wales says the way the case was

0:03:09 > 0:03:14handled should be looked at again.

0:03:14 > 0:03:16Potentially by a high profile ongoing judge-led enquiry.

0:03:16 > 0:03:27This case fits for me exactly within

0:03:27 > 0:03:29the Goddard Enquiry, a general enquiry into historic sexual abuse

0:03:29 > 0:03:31claims for the whole of England and

0:03:31 > 0:03:34Wales. Jon Styler denied all the allegations against him.

0:03:34 > 0:03:44The police and crime commission for Quinn says lessons says lessons

0:03:44 > 0:03:46have now been learned and urges any victims of historical

0:03:46 > 0:03:47abuse to come forward.

0:03:47 > 0:03:49More on this story in Week in, Week Out immediately

0:03:49 > 0:03:52after this programme.

0:03:52 > 0:03:55A court has heard that a woman was brutally murdered at a flat in

0:03:55 > 0:03:58Pontypridd, after meeting a man in a nearby pub. Tracey Woodford's body

0:03:58 > 0:04:01was found dismembered in a flat in the town, days after being reported

0:04:01 > 0:04:03missing in April. Rebecca John reports.

0:04:03 > 0:04:0550-year-old Christopher May seen here at a previous hearing.

0:04:05 > 0:04:08He was accused in court of strangling and killing 47-year-old

0:04:08 > 0:04:12Tracy Woodford in a deliberate, brutal, and vicious murder.

0:04:12 > 0:04:15The two had met in this pub in Pontypridd

0:04:15 > 0:04:19on Tuesday the 21st of April.

0:04:19 > 0:04:21Tracey Woodford who was single and unemployed was reported missing

0:04:21 > 0:04:26by her family the following day.

0:04:26 > 0:04:29Police called at Christopher May's flat on Friday 24th of April, where

0:04:29 > 0:04:32they described what was described as "a truly gruesome sight."

0:04:32 > 0:04:35The jury was told that when officers went to Christopher

0:04:35 > 0:04:38May's flat, they were immediately struck by the foul smell,

0:04:38 > 0:04:42despite the wide-open windows.

0:04:42 > 0:04:44He allowed them to search the flat and in the bathroom,

0:04:44 > 0:04:51when one officer pulled back the shower curtain, he was confronted

0:04:51 > 0:04:54with a sight he had never seen before and certainly didn't expect.

0:04:54 > 0:04:57Christopher May was immediately arrested on suspicion of murder

0:04:57 > 0:05:00and he told officers they would find further remains in a storm

0:05:00 > 0:05:02drain at Pontypridd rugby club.

0:05:02 > 0:05:04This sparked a detailed forensic search which took in several

0:05:04 > 0:05:08locations across the town.

0:05:08 > 0:05:10The jury has been told that Christopher May admits that

0:05:10 > 0:05:12his actions were responsible for Tracey Woodford's death

0:05:12 > 0:05:17but he denies murdering her.

0:05:17 > 0:05:20The trial at Cardiff Crown Court is expected to last two weeks.

0:05:20 > 0:05:22A man has been charged with murder,

0:05:22 > 0:05:24following the death of a 22-year-old man in Carmarthenshire.

0:05:24 > 0:05:27Simon Bell was taken to hospital after an incident in Llanelli

0:05:27 > 0:05:28on Friday but later died.

0:05:28 > 0:05:32Wesley Jones is due to appear before Magistrates tomorrow.

0:05:32 > 0:05:41A 52-year-old man has been released on bail pending further enquires.

0:05:41 > 0:05:44All of Arriva Trains Wales services will be cancelled this

0:05:44 > 0:05:45Thursday and Friday because of industrial action.

0:05:45 > 0:05:48Members of the RMT and Aslef unions will strike

0:05:48 > 0:05:51for 48 hours in a dispute over pay and working conditions.

0:05:51 > 0:05:53The Conservatives would consider

0:05:53 > 0:05:56supporting the Welsh Government's proposal for a new motorway

0:05:56 > 0:05:59around Newport - if the First Minister can prove

0:05:59 > 0:06:02that it will cost less than the official estimate.

0:06:02 > 0:06:06Carwyn Jones has refused to put an exact figure on the total.

0:06:06 > 0:06:08The final decision won't be made until after next year's

0:06:08 > 0:06:10Assembly Elections.

0:06:10 > 0:06:12Here's Our Political Editor Nick Servini.

0:06:12 > 0:06:16It would be the biggest single infrastructure project carried

0:06:16 > 0:06:21out by the Welsh government.

0:06:21 > 0:06:24A six-lane motorway 15 miles long to the south of Newport,

0:06:24 > 0:06:32avoiding the notorious tunnels with a price tag of ?1 billion,

0:06:32 > 0:06:35or so we thought.

0:06:35 > 0:06:37Now, the First Minister says it would be nowhere near that.

0:06:37 > 0:06:40Although he has refused to say how much it will cost for fear

0:06:40 > 0:06:45of damaging contract negotiations.

0:06:45 > 0:06:48We will have countries tendering for the contracts to build the M4 if it

0:06:48 > 0:06:50gets to that stage, as is our plan.

0:06:50 > 0:06:53Revealing beforehand what your target figure is, is not a wise

0:06:53 > 0:06:54move in the world of business.

0:06:54 > 0:06:57Without an overall majority, the Labour Welsh government needs

0:06:57 > 0:06:59support from one of the opposition parties and none have

0:06:59 > 0:07:00been prepared to give it.

0:07:00 > 0:07:04Plaid Cymru and the Liberal Democrats support

0:07:04 > 0:07:06a cheaper alternative, to upgrade the existing Southern

0:07:06 > 0:07:09distributor road in Newport.

0:07:09 > 0:07:13The Conservatives say there's an opportunity for the

0:07:13 > 0:07:16First Minister to build support for a new motorway if he is more

0:07:16 > 0:07:17transparent with the figures.

0:07:17 > 0:07:20He should come out with the parameters that he believes

0:07:20 > 0:07:22his government and any future Welsh government will be operating on

0:07:22 > 0:07:24when they commission this road.

0:07:24 > 0:07:28If he can do that, then I think he will gain a lot of

0:07:28 > 0:07:30support and there will be traction in delivering this project.

0:07:30 > 0:07:34What we have learned today is that if a lid can be kept on the costs

0:07:34 > 0:07:37of this new motorway, then the Tories are willing to talk

0:07:37 > 0:07:40to Labour about it.

0:07:40 > 0:07:44Now, there's a long way to go on this but at a time when many

0:07:44 > 0:07:48people simply think this road isn't going to be built, it just opens the

0:07:48 > 0:07:53door to the possibility of a deal.

0:07:53 > 0:07:57Let's see what the weather has in store here's Derek Brockway.

0:07:57 > 0:07:59Hello again.

0:08:07 > 0:08:09It's going to stay mild and breezy tonight.

0:08:09 > 0:08:12More rain and drizzle.

0:08:14 > 0:08:17Dry to the north and east on high ground.

0:08:17 > 0:08:19Some flooding on the Conwy Valley at the moment.

0:08:19 > 0:08:21And there are still seven flood alerts in force.

0:08:21 > 0:08:25Tomorrow morning, damper for most of us, drier in the marches and to

0:08:25 > 0:08:29the north-east some poor conditions on the Snowdonia Mountains,

0:08:29 > 0:08:32some heavy rain reaching Anglesey.

0:08:32 > 0:08:37Across the rest of the UK, a band of rain through northern

0:08:37 > 0:08:40England and the Irish Sea will move south-east through the day.

0:08:40 > 0:08:41Some of that rain heavily.

0:08:41 > 0:08:43Further east, drier and brighter across eastern England.

0:08:43 > 0:08:46To the north and west, brightening up across Scotland and Northern

0:08:46 > 0:08:49Ireland, some heavy showers in the north-west later in the afternoon.

0:08:49 > 0:08:5116 degrees in London tomorrow, still very mild.

0:08:51 > 0:08:57A few degrees cooler in Glasgow.

0:08:57 > 0:09:04In Wales tomorrow afternoon, there will be some damp, wet weather.

0:09:04 > 0:09:07The rain heaviest on the hills and mountains in the west

0:09:07 > 0:09:08and north-west.

0:09:08 > 0:09:11But the rain should start to clear late in the afternoon and

0:09:11 > 0:09:12into the evening.

0:09:12 > 0:09:13Once again, temperatures above average.

0:09:13 > 0:09:15Tomorrow night, turning drier and clear everywhere and

0:09:15 > 0:09:18a much cooler night but still not that cold for this time of year.

0:09:18 > 0:09:21Thursday, a promising start, dry and bright in the morning with

0:09:21 > 0:09:22some sunshine but it won't last.

0:09:22 > 0:09:24The wind will pick up again.

0:09:24 > 0:09:27Rain expected during the afternoon and evening.

0:09:27 > 0:09:29That rain will clear away on Thursday night,

0:09:29 > 0:09:34Friday a brighter and colder day.

0:09:34 > 0:09:36Some sunshine and blustery showers, heavy in places, hail

0:09:36 > 0:09:41and thunder possible, even a little snow on the top of Mount Snowdon.

0:09:41 > 0:09:44Into the weekend, it is all change again.

0:09:44 > 0:09:46Turning mild and windy with more rain and drizzle.

0:09:46 > 0:09:51See you.
