:00:44. > :00:48.should deliver call coverage to 90% of the country by 2017.
:00:49. > :00:51.But there's concern in rural parts of Wales that they
:00:52. > :00:55.will be the ones left behind, with calls for Government intervention.
:00:56. > :01:05.They've changed the way we live our lives, a revolution sitting
:01:06. > :01:10.Put simply, we've come to rely on our mobile phones.
:01:11. > :01:17.That's why we get so cross when they don't work.
:01:18. > :01:19.In September, we spoke to Wayne Evans in Newtown.
:01:20. > :01:21.Mobile coverage there was falling well short
:01:22. > :01:25.Today, representatives of the big four operators -
:01:26. > :01:28.O2, EE, Vodafone and Three - were in Newtown
:01:29. > :01:31.to meet people from across mid Wales.
:01:32. > :01:34.There have been improvements, they said.
:01:35. > :01:36.So we asked Wayne, how much have things changed
:01:37. > :01:41.It's still the same issues still ongoing.
:01:42. > :01:43.Signal dropping, calls being dropped,
:01:44. > :01:47.text messages not coming through. It's the same.
:01:48. > :01:51.Here in Newtown, the mobile companies insist that
:01:52. > :01:54.Signals are getting a boost, apparently.
:01:55. > :01:58.But it's in the countryside that the real problem persists.
:01:59. > :02:03.There, you can't improve coverage by simply flicking a switch.
:02:04. > :02:05.It all boils down to geography and population.
:02:06. > :02:08.The companies make their cash by selling their contracts.
:02:09. > :02:13.There is little incentive to put up masts where few people live.
:02:14. > :02:16.In geographical terms, that leaves much of rural Wales
:02:17. > :02:20.A third of two Welsh counties, Powys and Ceredigion,
:02:21. > :02:23.still don't have any form of coverage.
:02:24. > :02:28.Now we are told that by the end of 2017, you will be able to make
:02:29. > :02:32.calls from 90% of the land area of Wales, and 95% of us will have
:02:33. > :02:38.Even if you meet your 2017 commitments,
:02:39. > :02:41.there will still be lots of people living in rural Wales who
:02:42. > :02:50.We have an obligation to roll out to 98% of the population of the UK, and
:02:51. > :02:55.There is a role for government, especially when it comes to making
:02:56. > :03:02.There is also a role for Ofcom, the regulator, when they issue
:03:03. > :03:05.licensing, that they take into account that rural areas
:03:06. > :03:10.It seems most of us in Wales will see great improvement in
:03:11. > :03:13.our mobile coverage over the next few years, but there will remain
:03:14. > :03:16.quite a few of us caught on the wrong side of this great
:03:17. > :03:23.A cub scout leader who used the internet to prey on young girls
:03:24. > :03:26.has been given a 10 year sentence at Cardiff Crown Court.
:03:27. > :03:29.He was caught by police as he booked into a Bridgend hotel
:03:30. > :03:33.The judge said Scott Nicholls, from Taunton,
:03:34. > :03:43.Described by the prosecution today as predatory and persistent,
:03:44. > :03:46.these images show the moment Scott Nicholls booked into a
:03:47. > :03:49.Premier Inn in Bridgend, believing he would meet a 12-year-old girl he
:03:50. > :03:56.In fact, it was an undercover officer who was waiting.
:03:57. > :03:59.His arrest led police to uncover a mass of material,
:04:00. > :04:03.in all, more than 2,000 indecent images.
:04:04. > :04:08.They also discovered that he had shared 860 of these online.
:04:09. > :04:12.In all, he pleaded guilty to 19 offences, including possessing
:04:13. > :04:16.and distributing indecent pictures and videos,
:04:17. > :04:22.The prosecution told the court that Nicholls had volunteered to work
:04:23. > :04:27.at the London Olympics, and in his hometown of Taunton, he had been
:04:28. > :04:31.a cub scout leader and an ambulance care assistant, all activities which
:04:32. > :04:35.could have brought him into contact with children.
:04:36. > :04:39.In another disturbing twist, the prosecution said he had filmed
:04:40. > :04:42.videos of children around his hometown.
:04:43. > :04:46.He was caught by specialist South Wales police officers who uncovered
:04:47. > :04:51.e-mails and online posts he had sent to girls as young as ten.
:04:52. > :04:53.Today, the police said the commitment of the team had
:04:54. > :04:58.ensured that he was detained before an innocent child was ever abused.
:04:59. > :05:03.Sentencing him, the judge said he posed a high risk of serious harm to
:05:04. > :05:07.children, and it was a worrying aspect of the case that he was both
:05:08. > :05:12.a scoutmaster and had volunteered for the Ambulance Service.
:05:13. > :05:16.Of the ten year sentence, up to six will be behind bars,
:05:17. > :05:19.after which he may be considered for parole, but would remain
:05:20. > :05:27.And he will be placed on the sex offenders' register.
:05:28. > :05:29.Anyone using the Severn crossings will have to
:05:30. > :05:37.The price for cars rises 10p to ?6.60.
:05:38. > :05:41.And HGVs and buses will pay ?19.80, up 20p.
:05:42. > :05:44.The new tolls are confirmed every year in a Parliamentary Order,
:05:45. > :05:49.Businesses in Wales can benefit from the construction of a new
:05:50. > :05:55.That's according to the Royal Institution of Chartered Surveyors.
