:00:31. > :00:32.Tonight, I'll be asking the industry regulator here why it's taking

:00:33. > :00:37.The moment a cub scout leader was arrested

:00:38. > :00:42.There's a construction boom on the horizon, but does Wales have

:00:43. > :00:56.Wales start their preparation for Euro 2016 at the Cardiff City

:00:57. > :00:57.Stadium. They face the Netherlands, a team they have never beaten

:00:58. > :00:58.before. And there's more wet

:00:59. > :01:01.and windy weather on the way. An Amber warning

:01:02. > :01:02.of heavy rain issued. Over 100mm of rain in Snowdonia,

:01:03. > :01:22.with a risk of flooding. Mobile phone coverage across Wales

:01:23. > :01:28.is set for big improvements over the next few years, but many of us will

:01:29. > :01:35.still be left without a signal. Ofcom, the telecommunications

:01:36. > :01:37.regulator, says phone companies should deliver call coverage to

:01:38. > :01:44.90% of the country by 2017. But there's concern

:01:45. > :01:46.in rural parts of Wales that they will be the ones left behind, with

:01:47. > :02:03.calls for government intervention. They have changed the way we live

:02:04. > :02:07.our lives, a revolution sitting in our pockets and handbags. We have

:02:08. > :02:12.come to rely on our mobile phones, which is why we get so cross when

:02:13. > :02:17.they do not work. In September, bespoke to Wayne Evans in Newtown,

:02:18. > :02:21.coverage was falling well short of what the companies promised. He

:02:22. > :02:26.launched a petition. Today, representatives of the big four

:02:27. > :02:31.operators were in Newtown to meet people from across mid Wales. There

:02:32. > :02:34.have been improvements, they said. So we asked Wayne how much have been

:02:35. > :02:40.change in the last couple of months? What has happened in the last six,

:02:41. > :02:45.seven weeks? Basically, nothing. It is the same issues ongoing. Signal

:02:46. > :02:50.drops, text messages not coming through. It is just basically the

:02:51. > :02:53.same. In Newtown, the mobile companies insist coverage is being

:02:54. > :02:59.improved and signals are getting a boost. But it is in the countryside

:03:00. > :03:03.the real problem persists. You cannot improve coverage that by

:03:04. > :03:06.simply flicking a switch. It boils down to geography and population.

:03:07. > :03:12.The companies make their money selling contracts. There is little

:03:13. > :03:17.incentive to put up masts were few people live. In geographical terms,

:03:18. > :03:24.that leaves much of rural Wales without a signal. A third of two

:03:25. > :03:28.counties, do not have coverage. Now we are told by the end of 2017, you

:03:29. > :03:34.will be able to make calls from 90% of the land area of Wales and 95%

:03:35. > :03:38.will have 4G coverage. Even if you meet your travelling --

:03:39. > :03:43.2017 commitments, there will still be a lot of people in rural without

:03:44. > :03:51.being able to make a call. I do not know the exact numbers but we have a

:03:52. > :03:55.obligation to reach 90% of the population and that is what we are

:03:56. > :03:59.aiming to do. What you say to people in mid Wales who may still be left

:04:00. > :04:03.after 2017 with no coverage? I do not know, we will endeavour to bring

:04:04. > :04:06.the deepest coverage we can for mid Wales.

:04:07. > :04:11.There is a role for government when it comes to making regulation easier

:04:12. > :04:16.to build masts. That is important. There is also a role for Ofcom when

:04:17. > :04:21.they issue licensing that they take into account rural areas have to be

:04:22. > :04:24.covered. Most of Wales will see great improvement in mobile coverage

:04:25. > :04:28.over the next couple of years but there will remain many of ours

:04:29. > :04:31.caught on the wrong side of this great technological divide.

:04:32. > :04:33.Well, earlier, I spoke to Elinor Williams, from

:04:34. > :04:45.What have they got the power to do if that 90% coverage target is not

:04:46. > :04:52.met? Ofcom has the power to take enforcement action. We have done in

:04:53. > :04:56.the past and we monitor the situation very carefully. Making

:04:57. > :05:03.sure that they are on target to meet the percentages. And it is something

:05:04. > :05:07.that Ofcom takes very seriously. Would you take enforcement action if

:05:08. > :05:11.the targets are not met by the end 2017? Yes, there is a regulatory

:05:12. > :05:18.process we have to keep two. What we will make sure the network operators

:05:19. > :05:21.will be fully committed to making sure the percentages are met and

:05:22. > :05:26.they have said they will probably meet the targets in advance of 2017.

:05:27. > :05:32.These are commercial companies. Why should they put money into areas

:05:33. > :05:36.where they may not see much return? Having a good mobile signal is not a

:05:37. > :05:41.luxury any more, it is part of everyday life. The expectation by

:05:42. > :05:46.customers is much more than what it has been in past years. There is not

:05:47. > :05:53.aid Universal service obligation for mobile coverage like for broad and

:05:54. > :05:57.post, and at the end of the day, it is a commercial judgment --

:05:58. > :06:02.broadband. But it is something people expect and customers are

:06:03. > :06:09.hopeful the operators will see fit to provide good coverage as

:06:10. > :06:12.expected. For years, we have heard the frustrations of people who

:06:13. > :06:17.cannot get a decent mobile signal, which does not seem much to ask for

:06:18. > :06:21.in this day and age. How can you reassure them you will make good on

:06:22. > :06:27.a promise? Ofcom will keep the operators to their promises. EE have

:06:28. > :06:32.made improvements to the coverage in the Newtown area. They put right

:06:33. > :06:37.what was causing some of the issues with the coverage and they have made

:06:38. > :06:42.by Mrs to make further improvements over the next weeks. What I would

:06:43. > :06:47.tell customers is to let us know if there is no improvement and we will

:06:48. > :06:51.keep the pressure on EE and the other operators. The problem is not

:06:52. > :06:56.unique to EE or to Newtown. Einor Williams, of Ofcom Cymru,

:06:59. > :07:02.the internet to prey on young girls, has been given a ten-year sentence

:07:03. > :07:06.at Cardiff Crown Court. He was caught by police

:13:21. > :13:25.product is a dangerous product. South Wales Police said the sale of

:13:26. > :13:29.this product has been a catalyst for anti-social behaviour in the area

:13:30. > :13:32.and across the country, authorities continue to deal with similar issues

:13:33. > :13:38.as the UK Government decides which substances should be permanently

:13:39. > :13:44.banned. There is no one bit of legislation around these types of

:13:45. > :13:48.drugs. At hasn't, the substances sold is not for human consumption.
