:01:35. > :01:39.A judge has urged landlords to take steps to keep their tenants safe,

:01:40. > :01:42.after she jailed a man who owned a property where five people died

:01:43. > :01:46.Part-time firefighter Jay Liptrot failed to make basic improvements

:01:47. > :01:47.which may have saved Lee-Anna Shires, her partner,

:01:48. > :01:52.Jay Liptrot tried to save his tenants as one of the first

:01:53. > :01:56.firefighters to arrive at the scene of the blaze in October 2012.

:01:57. > :01:59.20-year-old Lee-Anna Shiers, her partner Liam Timbrell, 23,

:02:00. > :02:03.their 15-month-old son Charlie and Miss Shiers' four-year-old nephew

:02:04. > :02:06.Bailey and two-year-old niece Skye died in Prestatyn in 2012 when the

:02:07. > :02:08.downstairs neighbour Melanie Smith set light to Charlie's pushchair

:02:09. > :02:12.following a lengthy dispute with Lee-Anna Shiers.

:02:13. > :02:16.The court heard how no fire door had been fitted which could have given

:02:17. > :02:19.the victims an extra 30 minutes of protection from the flames.

:02:20. > :02:21.The Windows were too small for people to escape through,

:02:22. > :02:27.Liam Timbrell's hand prints were found of the glass he

:02:52. > :02:55.in the fire, he read a statement in court which acknowledged

:02:56. > :03:02.his long friendship with Jay Liptrot, who remains his landlord.

:03:03. > :03:08.He said this was not a case of their family pushing for a prosecution but

:03:09. > :03:11.we felt it was the right thing for the police and CPS to do. They said

:03:12. > :03:16.they hope he has learned his lesson, not just for himself but for all

:03:17. > :03:19.landlords. For him, it is a business, but for us, it is a home.

:03:20. > :03:20.The Residential Landlords Association says

:03:21. > :03:23.its members can often be overwhelmed by the amount of regulations they

:03:24. > :03:30.must meet and need more support to help them comply.

:03:31. > :03:35.There are so many different areas for landlords to comply with these

:03:36. > :03:38.days that it is very often that the really important ones like fire get

:03:39. > :03:44.missed and actually what happens is the bureaucratic pieces of

:03:45. > :03:48.regulation actually come to the forefront and people are more

:03:49. > :03:49.concerned about filling in pieces of paper rather than making sure that

:03:50. > :03:58.their properties are up to standard. Melanie Smith was jailed for

:03:59. > :04:01.a minimum of 30 years for murder. The judge Mrs justice McGowan said

:04:02. > :04:06.though Smith started the fire, Jay Liptrot's failings meant it was

:04:07. > :04:08.able to spread undetected causing He was sentenced to 15

:04:09. > :04:14.months imprisonment. A former butcher who killed

:04:15. > :04:17.and dismembered a woman in Pontypridd has been sentenced to

:04:18. > :04:20.life in prison, On Wednesday,

:04:21. > :04:24.Christopher May was found guilty Our reporter Kate Morgan is

:04:25. > :04:30.at Cardiff Crown Court for us now. Today in court, Christopher May was

:04:31. > :04:38.described as a cruel, The judge, Justice Nicola Davies,

:04:39. > :04:44.said May was a sexually motivated predator who'd

:04:45. > :04:46.invited Tracey Woodford back to his flat after meeting in a pub before

:04:47. > :04:49.strangling her and dismembering her body in a deliberate attempt to

:04:50. > :04:53.conceal his crime. She added he did this without

:04:54. > :04:56.a thought for the 47-year-old's family and sentenced him to serve

:04:57. > :04:59.at least 28 years in prison before Tracey Woodford's family quietly

:05:00. > :05:05.and collectively called out "yes" as the emotionless 50-year-old

:05:06. > :05:08.was taken away. The Judge then thanked two police

:05:09. > :05:11.officers who arrived at Christopher May's flat and found

:05:12. > :05:15.the remains of Tracey Woodford. She says the impact

:05:16. > :05:17.the gruesome scene had on the officers was still evident on

:05:18. > :05:21.each of them throughout the trial. Finally, she addressed Tracey

:05:22. > :05:23.Woodford's family who she said had attended court every day to hear

:05:24. > :05:26.deeply disturbing evidence, with courage and dignity, adding that

:07:50. > :07:52.metal is aimed at providing a more reliable transport system across the

:07:53. > :07:56.Cardiff region. The line from Swansea was supposed to be

:07:57. > :07:59.electrified by 2018. The Government says that remains a priority but has

:08:00. > :08:05.admitted it could be delayed. It needs to come all the way to Swansea

:08:06. > :08:08.and the Swansea City region because they have done some very good stuff

:08:09. > :08:12.with infrastructure there are and litigation of the railway is all

:08:13. > :08:16.part of that. The new electric trains are already being delivered.

:08:17. > :08:20.The UK Government will have to pay up to ?400,000 per day for the

:08:21. > :08:25.rental of them, whether or not they are fully in use. Transport experts

:08:26. > :08:29.say any hold-up any litigation will cause problems. We may find that we

:08:30. > :08:34.have trains which will take people all the way through to Swansea, no

:08:35. > :08:38.changing at Cardiff involved, but these are slower trains, their

:08:39. > :08:42.acceleration isn't as good, and they are much heavier. Therefore, there

:08:43. > :08:47.is a chance that if we do have these trains, the time to Swansea will be

:08:48. > :08:50.5 minutes more than it is now and we will not get the saving that was

:08:51. > :08:54.intended from the electric only trains. Network Rail says it has

:08:55. > :08:57.made changes and it now has a grip on costs. Commuters across South

:08:58. > :08:59.Wales will be waiting to see what rising costs and potential delays

:09:00. > :09:01.will mean for Swansea and the valleys.

:09:02. > :09:03.Hundreds of residents of Blaenau Gwent protested outside their

:09:04. > :09:05.Councils headquarters today, angry at a new system for collecting

:09:06. > :09:13.Protestors claim many elderly residents will now be expected to

:09:14. > :09:15.carry boxes of rubbish through their homes and

:09:16. > :09:21.But the local authority say the change is vital to meet recycling

:09:22. > :09:24.targets, and have vowed to help any residents facing difficulties.

:09:25. > :09:31.They're missing their old bin bags here in Gwent.

:09:32. > :09:35.They were replaced last month by a system of trolley blocks, a stack

:09:36. > :09:38.of three recycling boxes for paper, metals, plastic and glass, but the

:09:39. > :09:43.protesters are angry that big trucks picking them up want them at the

:09:44. > :09:46.front of the house, and many elderly residents simply can't manage to

:09:47. > :09:55.There's too many people that are struggling.

:09:56. > :09:58.A lot of collections used to be up the old alleys where they used to

:09:59. > :10:02.have the coal delivered and their ash bins taken away.

:10:03. > :10:06.They have now put it to the front of the property.

:10:07. > :10:10.They can't get these great big wagons up there.

:10:11. > :10:13.You have got people with steps at the front of their houses

:10:14. > :10:17.They haven't thought of the people's needs.

:10:18. > :10:23.67-year-old retired factory worker Chris Meilleur is one

:11:38. > :11:41.It isn't that we don't want to recycle, because recycling is so,

:11:42. > :11:45.But they are making it physically impossible to do so

:11:46. > :11:53.and that is why people are so upset and angry about it.

:12:35. > :12:37.North Wales Police are appealing for anyone who witnessed

:12:38. > :12:40.An inquest into the death of a 37-year-old man on

:12:41. > :12:43.Swansea's Kingsway has ruled that the main cause of death was that

:12:44. > :12:46.he'd stepped into the path of a coach without looking.

:12:47. > :12:48.Daniel Foss died in September 2013 after stepping

:12:49. > :12:50.Recording a narrative verdict the Coroner said

:12:51. > :12:53.the unconventional lay-out of the road and the speed limit of 30mph

:12:54. > :12:58.Daniel Foss died from a head injury after he was hit

:12:59. > :13:00.by a coach travelling on Swansea's Kingsway two years ago.

:13:01. > :13:03.The inquest heard how an eyewitness described Mr Foss to

:13:04. > :13:06.be looking in the wrong direction as he went across the road here.

:13:07. > :13:13.He then stepped into the road, despite the red man showing,

:13:14. > :13:16.in the way of the couch approaching from the other side.

:13:17. > :13:21.Following the coroner's narrative verdict today,

:13:22. > :13:26.a family liaison officer spoke on the half of the Foss family.

:13:27. > :13:29.We have lost a beloved son, brother and uncle, and whilst

:13:30. > :13:33.the inquest can never bring him back, we feel that it is incredibly

:13:34. > :13:37.important for the factors which contributed to Daniel's death to be

:13:38. > :13:45.Now that it is over, we can quietly get on with our grieving.

:13:46. > :13:48.During the course of this inquest, the 30 mph limit of the Kingsway

:13:49. > :13:50.was seen as the contributing cause in Mr Foss's death.

:13:51. > :13:53.The coroner concluded that had it been 20 mph, the coach may have

:13:54. > :13:57.stopped quicker and a fatality may have been avoided.

:13:58. > :14:01.The former layout of this road was also described

:14:02. > :14:04.The inquest heard concerns have been raised

:14:05. > :14:07.about the road's counterintuitive design during a number of safety

:14:08. > :14:15.It has has been put right and I congratulate the council leader, Rob

:14:16. > :14:18.Stewart, and his officers and fellow councillors in having put it right

:14:19. > :14:21.now, but it is unfortunate people have to lose their lives on a scheme

:14:22. > :14:25.Changes have since been made to the Kingsway, with all carriageways

:14:26. > :14:30.Swansea council says it will consider the coroner's findings

:14:31. > :14:35.in more detail to determine whether more action is needed.

:14:36. > :14:37.Coroner Colin Phillips expressed his condolences to the family

:14:38. > :14:40.and thanked them for conducting themselves with

:14:41. > :14:45.He also thanked the council for their assistance

:17:52. > :17:55.when you think of mental health, you think of mess and chaos, so I

:17:56. > :17:59.thought it would tackle that straight on, do that, ensure that

:18:00. > :18:04.there is beauty in the chaos. The day ended in a Denbigh with 8 visit

:18:05. > :18:07.to a men's Project, a place were meant to meet and socialise. More

:18:08. > :18:11.crowds, more handshakes, and again more time to chat.

:18:12. > :18:13.Controversial plans to reorganise 6th form provision in Pembrokeshire

:18:14. > :18:16.The council has confirmed it's looking to withdraw

:18:17. > :18:19.its current plans and launch a third round of public consultation after

:18:20. > :18:28.Proposals to scrape more of Pembrokeshire's 6th forms

:18:29. > :18:36.prompted a huge public reaction, and now it seems that campaigners

:18:37. > :18:40.The plan involved two secondary schools in Halford West merging,

:18:41. > :18:45.replaced by one Welsh medium and one English secondary school,

:18:46. > :18:57.along with a new post-16 centre of education on site.

:18:58. > :19:00.But much of the land at one of those schools, Tasker Millward,

:19:01. > :19:03.is owned by a trust, and they are proving a huge stumbling block to

:19:04. > :19:06.The trust are unhappy about the new proposed 6th form

:19:07. > :19:10.They have pointed out flaws in the procedure to halt the consultation.

:19:11. > :19:13.We would like them to continue and build the school as it was

:19:14. > :19:16.suggested initially in the first consultation and do it properly and

:19:17. > :19:24.have continuous 6th formers in the school so that we don't have this

:19:25. > :19:26.hodgepodge of a 6th form suggested college type organisation

:19:27. > :19:37.Fears of a legal challenge means Pembrokeshire County Council are now

:19:38. > :19:38.recommending the whole public consultation be

:19:39. > :19:43.discontinued a second time and new proposals put forward.

:19:44. > :19:47.Some, however, question how this process has been managed.

:19:48. > :19:51.We have had stop-starts before on this project.

:19:52. > :19:54.It has been a farce from start to now, when we thought

:19:55. > :20:03.And also where is the accountability?

:20:04. > :20:06.The director of education says they are determined to get this right for

:20:07. > :20:10.An extraordinary meeting will be held next Thursday to decide

:20:11. > :20:14.whether plans need to be dropped and restarted.

:21:40. > :21:49.Training under one roof, but as three independent teams preparing

:21:50. > :21:55.That tournament will come to an end in London at the end of May,

:22:01. > :22:18.squad less than a few months to prepare for the real gains.
