:00:42. > :00:45.after the discovery of human remains at a village near Pontypridd.

:00:46. > :00:48.Officers were called to a block of flats in Beddau at around lunchtime.

:00:49. > :00:50.Detectives have appealed for information to try

:00:51. > :01:01.Scenes-of-crime officers have been conducting a fingertip search

:01:02. > :01:04.of land behind Trem-Y-Cwm flats in the heart of this village

:01:05. > :01:09.There has been a heavy police presence since the discovery

:01:10. > :01:12.of human remains was made at around one o'clock this afternoon.

:01:13. > :01:15.South Wales Police say they are treating the death as suspicious

:01:16. > :01:27.Residents say the police have been conducting house-to-house enquiries

:01:28. > :01:34.since mid-afternoon, asking if anybody had seen anything

:01:35. > :01:36.suspicious, then at just before eight o'clock this evening

:01:37. > :01:39.undertakers brought a body out from the front of this building.

:01:40. > :01:42.Police say the body was concealed above ground in an outside area

:01:43. > :01:44.of flats that were in the process of being demolished.

:01:45. > :01:46.Tonight the area is floodlit as officers carry out

:01:47. > :01:53.Loads has gone on in Beddau over the last few weeks.

:01:54. > :01:55.I fear for my children and everybody else's around here.

:01:56. > :01:57.It is disgusting, it is absolutely disgusting.

:01:58. > :01:59.It is quite frightening, to be honest with you.

:02:10. > :02:13.Detectives are appealing for anyone with any information to

:02:14. > :02:18.A postmortem examination will be carried out tomorrow.

:02:19. > :02:21.An 18-year-old man from Llanelli has been arrested on suspicion of

:02:22. > :02:24.blackmail by police investigating the alleged data breach against

:02:25. > :02:33.The personal details of more than 150,000 customers are

:02:34. > :02:36.believed to have been accessed following the attack last month.

:02:37. > :02:42.It's the fifth arrest in connection with the investigation.

:02:43. > :02:44.Taxpayers will save ?650 million over ten years

:02:45. > :02:53.That's the claim tonight from the Welsh Government, as it confirmed it

:02:54. > :02:57.wants to cut the number of councils here from 22 to eight or nine.

:02:58. > :03:00.But for the mergers to go ahead Labour will have to stay in power

:03:01. > :03:02.after the next Assembly election, and get support from parties

:03:03. > :03:12.Cenarth, famous for its falls, its cheese and,

:03:13. > :03:17.for those who love maps, for almost being in three counties at once.

:03:18. > :03:20.The town is in Carmarthenshire, Ceredigion is on the other side

:03:21. > :03:24.of the river and downstream is Pembrokeshire.

:03:25. > :03:28.Before the last reorganisation all these counties were one.

:03:29. > :03:30.If the Labour Welsh Government has its

:03:31. > :03:35.Ministers want to scrap Wales' current 22 councils.

:03:36. > :03:37.Eight new authorities would be created.

:03:38. > :03:44.It's not a million miles away from the councils that existed 20

:03:45. > :03:51.They haven't decided whether to merge Conwy and Denbighshire,

:03:52. > :03:54.creating a third council in North Wales and nine in total.

:03:55. > :03:57.We know that we have 22 authorities, some of them very small

:03:58. > :04:04.They are not delivering in terms of quality of education services

:04:05. > :04:14.We also know that there is a cost of the current system and there is

:04:15. > :04:16.potential for substantial savings as we move forward with our proposals.

:04:17. > :04:24.Here in Newport the Labour leader of the council said he was

:04:25. > :04:26.horrified the Welsh Government was pushing ahead without meaningful

:04:27. > :04:32.He said this merger would leave the city short-changed.

:04:33. > :04:37.But ministers say their plans would save money.

:04:38. > :04:40.The merger would cost up to ?246 million but that will pay

:04:41. > :04:48.There will be fewer councillors than the current 1250, perhaps as few as

:04:49. > :04:54.700, and there will be fewer people working in admin for local councils.

:04:55. > :04:58.There are 9000 now and that could fall to just over 7000.

:04:59. > :05:02.We need to reorganise local government due to

:05:03. > :05:07.the current context, not just financial but also the need for us

:05:08. > :05:10.to work across a broad range of areas to improve the lot of Wales.

:05:11. > :05:14.That hasn't changed and my opinion hasn't changed.

:05:15. > :05:26.Labour still has a long way to go to convince some of its own.

:05:27. > :05:30.Here in Newport the Friars Walk shopping centre has just opened

:05:31. > :05:34.but the council leader says if the city were part of Gwent

:05:35. > :05:36.facelifts like this would be more difficult to achieve.

:05:37. > :05:38.Just one headache for whoever tries to push forward with

:05:39. > :05:40.these plans after next made's collection.

:05:41. > :05:45.A BBC Wales investigation has found that Welsh rugby players -

:05:46. > :05:48.from grassroots to semi-pro level - make up a THIRD of all British

:05:49. > :05:52.A former player - who at one point played at semi-professional level -

:05:53. > :05:54.has admitted taking steroids, but never got caught.

:05:55. > :05:57.He also said the use of anabolic steroids in the game is widespread.

:05:58. > :06:02.I think people are probably blind to it.

:06:03. > :06:07.And if the truth came out I think there would probably be a lot

:06:08. > :06:12.The pressures when you are younger to make those

:06:13. > :06:14.quick jumps, especially with young players now who have got

:06:15. > :06:16.the opportunity to have a full-time professional career, I certainly

:06:17. > :06:21.I think it is a problem in society to start with

:06:22. > :06:24.and I wouldn't sit here and say, you know, it's not an issue in rugby.

:06:25. > :06:30.The fact is, even one player getting banned is one too many.

:06:31. > :06:34.So the challenge for us not just in rugby but in sport generally,

:06:35. > :06:41.I think, is we've got to try and get it out of the game.

:07:39. > :07:41.think it is a reasonable answer to say, OK, we will discuss this issue
