:01:19. > :01:30.Welsh Government has suspended payments to a further education
:01:31. > :01:32.college in the capital. It follows a BBC Wales investigation
:01:33. > :01:35.by 'Week in Week Out' into allegations of fraud
:01:36. > :01:38.at the Cardiff campus of the West Tim Rogers joins me now with
:01:39. > :01:52.the latest. What have you been finding out? We
:01:53. > :01:56.have been investigating allegations of the regularities in the way this
:01:57. > :02:01.college is being operated and the way students have been recruited for
:02:02. > :02:06.the college by a local agent. This is a newly opened privately run
:02:07. > :02:09.college in Cardiff which has its headquarters in Wembley in London.
:02:10. > :02:14.It has been operating there for almost a decade. But the Cardiff
:02:15. > :02:19.branch runs various IT courses and business courses and has been
:02:20. > :02:24.designated as a suitable to offer huge end the business courses which
:02:25. > :02:29.attract tuition fees of ?6,000 per student. That is funded by the Welsh
:02:30. > :02:35.Government. The students on those courses can also apply for student
:02:36. > :02:37.Finance Wales loans and grants. Our programme has been investigating
:02:38. > :02:45.some of the offers made by that recruiter to students who have told
:02:46. > :02:51.him they can use fake documents to get onto the course and access those
:02:52. > :02:57.loans and grants. And that they don't have to attend to get the
:02:58. > :03:02.money. He also says that if they don't go on to earn over ?21,000
:03:03. > :03:06.they won't have to repay the money. Of course, that is true. What has
:03:07. > :03:12.been the response to this? The college deny any knowledge of the
:03:13. > :03:17.scam and says all its students are genuine. We contacted the Welsh
:03:18. > :03:22.Government with our concerns and we have been pressing the Minister Hugh
:03:23. > :03:24.Lewis to give us an interview. He has refused to do that up to this
:03:25. > :03:29.point but this afternoon 's statement came from the Welsh
:03:30. > :03:35.Government and they said they had some concerns about the college
:03:36. > :03:40.although I am not clearly understand all the file evidence that we have
:03:41. > :03:43.available and he has asked student Finance Wales to suspend all
:03:44. > :03:44.payments to the college and its students for further investigations
:03:45. > :03:52.continue. And there's more on this story

:03:58. > :03:59.have had to close suddenly on 16 separate occasions
:04:00. > :04:01.in just 12 months. BBC Wales understands that
:04:02. > :04:03.a shortage of maternity doctors has meant all three units in the region
:04:04. > :04:06.at Bangor, Bodelwyddan and Wrexham have been unable, on occasions,
:04:07. > :04:09.to admit patients safely. Our Health Correspondent,
:04:10. > :04:19.Owain Clarke, reports. Few things can be more important
:04:20. > :04:22.than the moment the woman Anna Lloyd is waiting patiently
:04:23. > :04:27.at Wrexham's maternity ward. Because she has a higher risk pregnancy she
:04:28. > :04:31.has been a frequent visitor here. It's been busy but the staff
:04:32. > :04:35.have been absolutely fantastic. I can't praise the staff
:04:36. > :04:40.at the assessment unit enough. But sometimes the pressure on staff
:04:41. > :04:43.can become so intense the entire If our unit is at capacity
:04:44. > :04:51.or we've had a catastrophic event we have to close because we can't
:04:52. > :04:55.give the patient safety. So we have two redirect them to
:04:56. > :04:58.our next available unit where they This is a problem that goes
:04:59. > :05:03.far beyond this unit. Emergency closes have also occurred
:05:04. > :05:06.all too often recently here at Ysbyty Gwynedd and anger and at
:05:07. > :05:11.Glan Clwyd Hospital in Bodelwyddan. In the last 12 months we've
:05:12. > :05:14.had to those 16 times. This is
:05:15. > :05:17.a service currently being run as it No other maternity services within
:05:18. > :05:30.Wales or any of the other countries are currently
:05:31. > :05:35.being monitored to this level. She blames a shortage of doctors
:05:36. > :05:38.and despite several recruitment drives, 14 out
:05:39. > :05:51.of 30 middle grade maternity doctors It means lots of temporary doctors
:05:52. > :05:58.have been brought in to fill the gaps and managers say that is far
:05:59. > :06:00.from ideal. For example a middle grade locum doctor who had worked
:06:01. > :06:05.with the spuriously was booked to work night shift in one of our
:06:06. > :06:09.hospitals and did not turn up. The staff working that night did not
:06:10. > :06:13.know he wasn't coming until he didn't turn up. Previously the
:06:14. > :06:17.health board said its preferred solution would be to move maternity
:06:18. > :06:21.doctors from Glan Clwyd Hospital to strengthen teams at Andorra and
:06:22. > :06:26.Wrexham. But Glan Clwyd Hospital would then only be left with a
:06:27. > :06:29.midwife unit. High-risk mothers would have to travel east or west to
:06:30. > :06:35.give birth. Campaigners have argued those mothers could be put at risk.
:06:36. > :06:40.Some doctors are also worried. When pregnancy and labour go wrong it
:06:41. > :06:48.goes wrong pretty quickly. Sometimes the need to do a Caesarean section
:06:49. > :06:52.can be immediate. The shortage of doctors is a problem that is
:06:53. > :06:56.unlikely to be solved quickly. Yet it is hoped a new baby intensive
:06:57. > :07:01.care unit due to open up Glan Clwyd Hospital in a few years could act as
:07:02. > :07:03.a magnet. In the meantime the Royal of speakers gynaecologists has been
:07:04. > :07:08.looking at longer-term solutions which could see consultants taking
:07:09. > :07:12.over the responsibility of middle grade doctors for certain periods.
:07:13. > :07:16.We are used to consultants providing care. That is undoubtedly the future
:07:17. > :07:21.direction for much of the health service. We have seen it for
:07:22. > :07:28.neonatal care and for other specialties. Can you switch into
:07:29. > :07:32.that system quite easily? Yes. If any downgrade happens they will be
:07:33. > :07:35.anger and disappointment but bosses argue the risk of doing nothing is
:07:36. > :07:45.much higher. The challenge for them is to convince mothers of that. The
:07:46. > :07:50.reassurance that somebody was at the end of the line to talk to and that
:07:51. > :07:56.we were only ten minutes try the way, that makes everything a lot
:07:57. > :08:01.easier. It keeps you can't. Few things can stir up more emotions

:09:56. > :09:58.at her former school and claimed on the Childline website that she
:09:59. > :10:04.was being sexually abused The police investigated, interviewed
:10:05. > :10:14.Mr Williams and found it was a hoax. They traced the accusations back
:10:15. > :10:18.to Eleri Edwards' computer. She was arrested
:10:19. > :10:20.and cautioned last year. Today,
:10:21. > :10:22.the Education Workforce Council found her guilty of unacceptable
:10:23. > :10:26.professional misconduct. Members said her behaviour
:10:27. > :10:29.was fundamentally incompatible Has there been any reaction
