:01:32. > :01:35.would be protected from a hike in fees. Now there are questions as to
:01:36. > :01:39.whether the money is going to those who need it most.
:01:40. > :01:45.There should be a Jewish and they grant for some students, and a loan
:01:46. > :01:54.for others -- there should be a tuition fee grant. The loan does not
:01:55. > :01:57.deter people who come from disadvantaged backgrounds, for
:01:58. > :02:02.instance. University is the next step for
:02:03. > :02:06.these students in Swansea. It is good that everybody has
:02:07. > :02:10.opportunities, from working-class grant, but I don't see how we all
:02:11. > :02:16.need the subsidy when people are capable of paying for it themselves.
:02:17. > :02:18.I like that everybody has the same standard but it would help those who
:02:19. > :02:24.can really afford it that much to go.
:02:25. > :02:29.Universities hope that any savings from a new system would go directly
:02:30. > :02:33.to them. They argue that tens of millions of pounds leaves Wales
:02:34. > :02:37.every year to pay for the tuition of Welsh students in England. But a
:02:38. > :02:44.recent report suggested that Wales was not losing money. Nearly ?153
:02:45. > :02:49.million leaves Wales with the 20,000 or so students who go to study in
:02:50. > :02:53.England. But an hundred and ?82 million comes into Wales with the
:02:54. > :02:57.30,000 students who make the journey in the other direction and study
:02:58. > :03:01.here. We accept that the current system is
:03:02. > :03:04.not sustainable for the whole of the next assembly so it needs
:03:05. > :03:08.configurations. We would like to guarantee those students who study
:03:09. > :03:13.in Wales, in Welsh institutions, that they will get a similar deal to
:03:14. > :03:16.what they are getting now. Rather than simply spreading the
:03:17. > :03:21.money across all students at huge cost, some ?3.6 billion over the
:03:22. > :03:26.last few years, we would say, this is going to be means tested.
:03:27. > :03:34.The Lib Dems would this clap the grant, spending more on living
:03:35. > :03:38.costs. Universities have previously advocated cutting fees for maths
:03:39. > :03:42.to students. An investment in young people is how the Welsh Government
:03:43. > :03:45.describes its subsidy. It has commissioned a report considering
:03:46. > :03:47.other options that will be published after next year's assembly election.

:04:59. > :05:02.The judge said their actions were a gross abuse of trust, which had
:05:03. > :05:14.The officers were close friends and had worked together at Swansea
:05:15. > :05:18.Central police station in the organised crime team but the court
:05:19. > :05:23.heard that by 2011 each of them had significant debt and a gambling
:05:24. > :05:27.habit. In 2014 they took part in the raids in properties in Swansea
:05:28. > :05:33.belonging to a suspected drug dealer. The court heard how ?61,000
:05:34. > :05:36.was found in the safes recovered in the raids. But when members of the
:05:37. > :05:42.family were not charged and their money was returned the check they
:05:43. > :05:46.were given amounted to just ?51,000. The jury was told the officers had
:05:47. > :05:50.stolen the rest of the cash during the course of a money count of the
:05:51. > :05:56.police station, taking large and bulls of notes. The complaint that
:05:57. > :06:00.money was missing following raids on the house resulted in an
:06:01. > :06:10.investigation by the standards unit, the officers were subjected to
:06:11. > :06:13.a so-called integrity test. Today they were found guilty of further
:06:14. > :06:18.corruption charges. Look at the lengths we went to to
:06:19. > :06:22.investigate, how hard we worked with the Crown Prosecution Service to get
:06:23. > :06:26.a successful prosecution. That demonstrates how far we will go in
:06:27. > :06:31.identifying and rooting out corruption within the constabulary.
:06:32. > :06:35.Sentencing both to two years the judge said you demonstrated a
:06:36. > :06:40.contempt for the Lord you were meant to uphold. She said there was
