:00:00. > :00:07.Welcome to Wales Today - our top stories:

:00:08. > :00:09.It costs more than ?200 million a year.

:00:10. > :00:10.Tonight questions over whether the Welsh Government's policy

:00:11. > :00:16.And the policemen jailed for stealing ?10,000

:00:17. > :00:38.It costs more than ?200 million a year, and tonight there are

:00:39. > :00:41.questions over whether the Welsh Government's policy of funding Welsh

:00:42. > :00:51.At the moment, students pay the first ?3,5000

:00:52. > :00:53.At the moment, students pay the first ?3,500

:00:54. > :00:56.The rest is picked up by the Welsh Government.

:00:57. > :01:00.That costs ?236 million a year, and an estimated ?90 million of that

:01:01. > :01:02.goes to universities in England for students who choose to study there.

:01:03. > :01:04.Tonight, universities here, and opposition parties, say

:01:05. > :01:28.This is a made in Wales policy demonstrating the benefits of

:01:29. > :01:31.devolution. Five years ago today ministers announced Welsh students

:01:32. > :01:35.would be protected from a hike in fees. Now there are questions as to

:01:36. > :01:39.whether the money is going to those who need it most.

:01:40. > :01:45.There should be a Jewish and they grant for some students, and a loan

:01:46. > :01:54.for others -- there should be a tuition fee grant. The loan does not

:01:55. > :01:57.deter people who come from disadvantaged backgrounds, for

:01:58. > :02:02.instance. University is the next step for

:02:03. > :02:06.these students in Swansea. It is good that everybody has

:02:07. > :02:10.opportunities, from working-class grant, but I don't see how we all

:02:11. > :02:16.need the subsidy when people are capable of paying for it themselves.

:02:17. > :02:18.I like that everybody has the same standard but it would help those who

:02:19. > :02:24.can really afford it that much to go.

:02:25. > :02:29.Universities hope that any savings from a new system would go directly

:02:30. > :02:33.to them. They argue that tens of millions of pounds leaves Wales

:02:34. > :02:37.every year to pay for the tuition of Welsh students in England. But a

:02:38. > :02:44.recent report suggested that Wales was not losing money. Nearly ?153

:02:45. > :02:49.million leaves Wales with the 20,000 or so students who go to study in

:02:50. > :02:53.England. But an hundred and ?82 million comes into Wales with the

:02:54. > :02:57.30,000 students who make the journey in the other direction and study

:02:58. > :03:01.here. We accept that the current system is

:03:02. > :03:04.not sustainable for the whole of the next assembly so it needs

:03:05. > :03:08.configurations. We would like to guarantee those students who study

:03:09. > :03:13.in Wales, in Welsh institutions, that they will get a similar deal to

:03:14. > :03:16.what they are getting now. Rather than simply spreading the

:03:17. > :03:21.money across all students at huge cost, some ?3.6 billion over the

:03:22. > :03:26.last few years, we would say, this is going to be means tested.

:03:27. > :03:34.The Lib Dems would this clap the grant, spending more on living

:03:35. > :03:38.costs. Universities have previously advocated cutting fees for maths

:03:39. > :03:42.to students. An investment in young people is how the Welsh Government

:03:43. > :03:45.describes its subsidy. It has commissioned a report considering

:03:46. > :03:47.other options that will be published after next year's assembly election.

:03:48. > :03:50.A major search and rescue operation is under way

:03:51. > :03:53.tonight in Brecon, after reports a woman was seen in the River Usk.

:03:54. > :03:55.Fire crews, mountain rescue teams, and a rescue helicopter are

:03:56. > :03:58.among those involved in the search for a missing 51 year old woman.

:03:59. > :04:01.22 flood warnings are in place tonight, as heavy rain

:04:02. > :04:04.This was Aberystwyth seafront earlier.

:04:05. > :04:06.Firefighters across the country have been dealing with dozens

:04:07. > :04:12.In the Conwy Valley the river has burst its banks at Llanrwst, and

:04:13. > :04:19.A full weather forecast in a few minutes.

:04:20. > :04:27.Two policemen have each been jailed for two years

:04:28. > :04:35.A builder who spiked a workmate's hot chocolate with amphetamines

:04:36. > :04:43.because he thought was a joke has been told he is likely to face

:04:44. > :04:46.prison. Result he lawfully -- and Offaly caused amphetamines to be

:04:47. > :04:47.administered and will be sentenced next week.

:04:48. > :04:51.Two policemen have each been jailed for two years

:04:52. > :04:54.for stealing ?10,000 during a police drugs raid in Swansea.

:04:55. > :04:55.Stephen Phillips, a former Detective Sergeant

:04:56. > :04:58.in the South Wales force, and his colleague Michael Stokes were found

:04:59. > :05:02.The judge said their actions were a gross abuse of trust, which had

:05:03. > :05:14.The officers were close friends and had worked together at Swansea

:05:15. > :05:18.Central police station in the organised crime team but the court

:05:19. > :05:23.heard that by 2011 each of them had significant debt and a gambling

:05:24. > :05:27.habit. In 2014 they took part in the raids in properties in Swansea

:05:28. > :05:33.belonging to a suspected drug dealer. The court heard how ?61,000

:05:34. > :05:36.was found in the safes recovered in the raids. But when members of the

:05:37. > :05:42.family were not charged and their money was returned the check they

:05:43. > :05:46.were given amounted to just ?51,000. The jury was told the officers had

:05:47. > :05:50.stolen the rest of the cash during the course of a money count of the

:05:51. > :05:56.police station, taking large and bulls of notes. The complaint that

:05:57. > :06:00.money was missing following raids on the house resulted in an

:06:01. > :06:10.investigation by the standards unit, the officers were subjected to

:06:11. > :06:13.a so-called integrity test. Today they were found guilty of further

:06:14. > :06:18.corruption charges. Look at the lengths we went to to

:06:19. > :06:22.investigate, how hard we worked with the Crown Prosecution Service to get

:06:23. > :06:26.a successful prosecution. That demonstrates how far we will go in

:06:27. > :06:31.identifying and rooting out corruption within the constabulary.

:06:32. > :06:35.Sentencing both to two years the judge said you demonstrated a

:06:36. > :06:40.contempt for the Lord you were meant to uphold. She said there was

:06:41. > :06:44.planning and subterfuge and this was a gross abuse of trust. She said

:06:45. > :06:45.such corrupt behaviour does untold damage to public confidence in the

:06:46. > :06:47.police. Tomorrow, Wales will become the

:06:48. > :06:49.first country in the UK to introduce The new law will mean, every adult

:06:50. > :06:55.living here will be presumed to be willing to donate their organs

:06:56. > :06:57.after death, unless they've made Throughout the day,

:06:58. > :07:03.we'll be on the transplant ward at Wales' biggest hospital to

:07:04. > :07:05.discuss the implications. Our Health Correspondent Owain

:07:06. > :07:24.Clarke will meet staff, In a sense, the patient to end up

:07:25. > :07:29.here are the lucky ones. It means they have found an organ. It could

:07:30. > :07:34.have come from anywhere in the UK. It is suitable and has not been

:07:35. > :07:37.allocated elsewhere. But at any one point over 200 others are on the

:07:38. > :07:43.waiting list. Waiting for that crucial phone call. And there are

:07:44. > :07:50.concerns that too often, too many of them died before that phone call

:07:51. > :07:51.arrives. More on this in our bulletins throughout the day

:07:52. > :07:51.tomorrow. Join us for more

:07:52. > :07:54.in our programmes at 1.30 and 6.30. A stormy day and a stormy night -

:07:55. > :08:06.Sue Charles has Very wet and windy across Wales over

:08:07. > :08:14.the past 48 hours. I'm still a wet and windy night ahead. The Met

:08:15. > :08:17.office has an ongoing warning in place for the wind and rain, gale

:08:18. > :08:22.force long exposed coast. The rain falling on saturated ground, full

:08:28. > :08:34.northwards. Eventually becoming lighter with out wrecks of drizzle.

:08:35. > :08:38.Stay mild in the south overnight. Tomorrow's overcast and down with

:08:39. > :08:45.out weeks of rain and drizzle. Staying in general quite cloudy,

:08:46. > :08:50.strengthening wind will push the rain to the north, turning to snow

:08:51. > :08:54.for a time as it meets colder air in the Scottish Highlands, then back to

:08:55. > :08:58.rain as the mild air moves to the north. Temperatures rising and

:08:59. > :09:03.turning dry in the south. A better end to the day across Wales. Still

:09:04. > :09:08.lost three, damp, drizzly, but generally more dry in the afternoon,

:09:26. > :09:30.8-11 C. Wednesday has further rain on the way. Arriving from the

:09:31. > :09:34.north-west later. A respite on Wednesday morning, rather cloudy

:09:35. > :09:38.with outbreaks of drizzle, turning increasingly wet and windy from the

:09:39. > :09:42.north-west later on Wednesday. The rain continues overnight into

:09:43. > :09:48.Thursday, eventually clearing later on Thursday. Wet and windy at times

:09:49. > :09:56.over the next few days, much more dry, they are, cold on Friday. But

:09:57. > :10:07.looking changeable next weekend. Good night.
