0:01:23 > 0:01:26in which students are getting lessons in how to cheat and lie
0:01:26 > 0:01:28their way to loans and grants.
0:01:28 > 0:01:31This is taxi driver and student recruiter Kazi Shajahan,
0:01:31 > 0:01:34advising a member of our team to fake a certificate to
0:01:34 > 0:01:37get on to an HND in business.
0:01:49 > 0:01:52The college gets ?6,000 per student in tuition fees for a level four
0:01:52 > 0:01:56and five HND and that is public money from Student Finance Wales,
0:01:56 > 0:01:59part of the Welsh Government.
0:01:59 > 0:02:01One man, who asked not to be identified, who went to enrol
0:02:01 > 0:02:06as a student, says Shajahan told him it was easy money and he wouldn't
0:02:06 > 0:02:08have to do any work.
0:02:08 > 0:02:10He could pay for someone else to do it.
0:02:10 > 0:02:13At the beginning he said I don't have to do anything
0:02:13 > 0:02:16because all the assignments, all the work is going to be...

0:02:20 > 0:02:22The principal of the college is Manoj Kumar, who
0:02:22 > 0:02:29calls himself Dr. He claims to have a PhD from Cambridge University but
0:02:29 > 0:02:31when we checked we found this was a lie.

0:02:41 > 0:02:43In England, before private colleges are allowed
0:02:43 > 0:02:45to access public money, they have to be inspected by regulators,
0:02:45 > 0:02:46the Quality Assurance Agency.
0:02:46 > 0:02:51But the QAA doesn't have the power to inspect private colleges
0:02:51 > 0:02:53or higher education in Wales.
0:02:53 > 0:02:54Today, Darren Millar, the chairman of the
0:02:54 > 0:02:57Assembly's Public Accounts Committee called for the system to be
0:02:57 > 0:03:01investigated by the Auditor General and for the West London Vocational
0:03:01 > 0:03:05Training College in Cardiff to be looked at by the police.
0:03:05 > 0:03:07We need some swift response from the Welsh Government, we need
0:03:07 > 0:03:10the Auditor General for Wales to consider the implications of this
0:03:10 > 0:03:14for the wider FE sector because, let's face it, if this is going on
0:03:14 > 0:03:18in one organisation it could potentially be going on elsewhere.
0:03:18 > 0:03:20The college's owner says he denies knowing of any wrongdoing
0:03:20 > 0:03:25in the recruitment of students to his college
0:03:25 > 0:03:30and he says that Shajahan was never employed as a recruitment director
0:03:30 > 0:03:33and the principal, Manoj Kumar, has been removed from his position.
0:03:33 > 0:03:35The Education Minister wasn't available for interview,
0:03:35 > 0:03:38but this afternoon in the Assembly he was asked about this story.
0:03:38 > 0:03:41This was his response.
0:03:41 > 0:03:45We do not know as yet if there is any substance to these allegations.
0:03:45 > 0:03:48It is for the BBC to make those allegations, as we believe they
0:03:48 > 0:03:53will, and then to pass them to the police as they should.
0:03:53 > 0:03:57I will say there would be no system of regulation,
0:03:57 > 0:04:01or it would be very difficult to contrive of a system of regulation
0:04:01 > 0:04:08that could be 100% proof against any planned or deliberate fraud.

0:06:24 > 0:06:28trained people who are very sensitive to the very difficult set
