:01:35. > :01:41.It's been confirmed tonight that police are looking

:01:42. > :01:44.into an alleged scam exposed by BBC Wales at a college in Cardiff.

:01:45. > :02:09.In last night's Week In Week Out programme, a student, posing as an

:02:10. > :02:12.-- undercover reporter posing as a student, was offered a loan based on

:02:13. > :02:16.to study at the Cardiff campus of West London Vocational and Training

:02:17. > :02:19.It's also emerged that Assembly members were warned about potential

:02:20. > :02:21.gaps in the regulation of private colleges around a year ago.

:02:22. > :02:27.Our political editor Nick Servini has the latest.

:02:28. > :02:36.Last night BBC Wales revealed how this man was advising a member of

:02:37. > :02:39.the undercover team to fake a qualification and in the process tap

:02:40. > :02:56.into Welsh student loans and grants.

:02:57. > :03:03.to have a Ph.D. From Cambridge. He has now been removed from his

:03:04. > :03:07.position by the college. The education minister confirmed the

:03:08. > :03:14.police are now involved. South Wales Police economic crime unit and the

:03:15. > :03:17.Government counter fraud blanch are now working together in

:03:18. > :03:23.investigating the allegations of fraud made in the BBC programme.

:03:24. > :03:28.There are only a handful of private colleges then Wales but the Welsh

:03:29. > :03:33.Government funds hundreds of students who attend colleges in

:03:34. > :03:38.England where there has been a huge rise in recent years and a big rise

:03:39. > :03:44.in the problems associated with them. And concerns in Wales is not

:03:45. > :03:49.new either. Over a year ago a committee at the Assembly warned

:03:50. > :03:52.about gaps in their oversight. The response from the Welsh

:03:53. > :03:57.Government is to force private colleges from next year to have to

:03:58. > :04:03.register as a charity. Is it enough? One member of the Assembly

:04:04. > :04:06.committee sees more should be done. The reality of the situation as we

:04:07. > :04:11.have instances where there have been issues with regard to proper

:04:12. > :04:19.governance of charities here in the same way that we have issues with

:04:20. > :04:24.this particular college. There are greater safeguards in place at

:04:25. > :04:27.universities and further education colleges in Wales, but that is

:04:28. > :04:30.always concerned that confidence levels could be charged

:04:31. > :04:38.across-the-board and students miss out. It is bad because we have

:04:39. > :04:52.wasted resources and we have looted resources to spend on education. --

:04:53. > :04:55.we have limited resources. The college owner denies knowing of any

:04:56. > :05:02.wrongdoing in the recruitment of students to his college.

:05:03. > :05:07.What has been the response to the developments today?

:05:08. > :05:11.The Leader of the Opposition kicked things off when he said he was

:05:12. > :05:17.aghast at the content of the programme. During the course of the

:05:18. > :05:24.day we became aware of their concerns and more broadly in the

:05:25. > :05:30.higher education sector in Wales. The education committee were worried

:05:31. > :05:36.about some of these institutions being squeezed out of a crowded

:05:37. > :05:45.marketplace. Lots of and answered questions. The officials in Wales

:05:46. > :05:48.did not want to duplicate the checks and balances that were carried out

:05:49. > :05:52.because they had been done in England where it had been

:05:53. > :05:56.registered. Should more have been done? How concerned as the Welsh

:05:57. > :05:59.Government about the funding of places in England? Very little

:06:00. > :06:06.information from the Welsh Government other than the statement

:06:07. > :06:10.that the police are involved. The education minister, two days on the

:06:11. > :06:14.trot, focusing on this claim that they will have to become charities

:06:15. > :06:18.in the New Year. There is an acknowledgement from most people but

:06:19. > :06:22.that will put off organisations potentially taking advantage of the

:06:23. > :06:25.system, but at the same time concerns about whether it will

:06:26. > :06:26.really get to the heart of this issue, the falsification of

:06:27. > :06:32.documents. The debate over UK military action

:06:33. > :06:35.in Syria is continuing this evening. This is the scene live in the House

:06:36. > :06:38.of Commons at the moment. More than half of Wales's 25

:06:39. > :06:42.Labour MPs will vote against extending air strikes against

:06:43. > :06:46.Islamic State militants to Syria. The 11 Welsh Conservative MPs are

:06:47. > :06:50.expected to support the Government, with the three Plaid Cymru MPs

:06:51. > :06:52.voting against air strikes. Here's our parliamentary

:06:53. > :07:08.correspondent, David Cornock. It is an issue that divides

:07:09. > :07:12.politicians and Syrians in Wales. This man cheers the Syrian Welsh

:07:13. > :07:17.society and worries that it strikes will kill innocent people. -- is

:07:18. > :07:28.chairman of the Syrian Welsh society.

:07:29. > :07:33.Isis infiltrated in that region. When the bomb that region civilians

:07:34. > :07:39.will be killed. But this person does not agree. Now

:07:40. > :07:44.studying journalism in Cardiff she was forced to flee the Kurdish area

:08:11. > :08:20.think with this terrorist group the only efficient way to destroy them

:08:21. > :08:23.as by air strikes. Among those taking the decision, even MPs mind

:08:24. > :08:28.is to support the Government had questions for the Prime Minister.

:08:29. > :08:35.What practical steps will be taken to reduce civilian casualties and

:09:45. > :09:48.a force but I believe you need to have a strategy as to what comes

:09:49. > :09:52.after any force that is used. You need to know immediately what you

:09:53. > :09:56.are going to be doing. It is no good saying you will try to bomb some

:09:57. > :10:00.people out of where they are if you have not got a clue who is then

:10:01. > :10:05.going to take over. Whatever the results tonight Syrians in Wales

:10:06. > :10:07.will be watching closely to see what it means for them and their families

:10:55. > :10:59.made up his mind. When the votes are counted tonight I think we will see

:11:00. > :11:03.Welsh MPs as a whole evenly split probably. More Welsh Labour MPs

:11:04. > :11:08.voting against totally action than with the Government. We should get

:11:09. > :11:14.the result at 10:30pm. And we will hear more in the evening bulletin.

:11:15. > :11:16.Campaigners have welcomed the news that plans to remove doctor-led

:11:17. > :11:19.maternity services from Glan Clwyd Hospital could be scrapped.

:11:20. > :11:20.A report has recommended that consultants stay at the three

:11:21. > :11:25.It had been claimed expectant mothers could be at risk, if they

:11:26. > :11:35.It was back in February that the Health Board announced a temporary

:11:36. > :11:38.removal of consultant led care at Glan Clwyd's maternity unit, meaning

:11:39. > :11:42.that complex deliveries could only be done in Bangor or Wrexham.

:11:43. > :11:44.That drew an angry response from people who received specialist

:11:45. > :11:46.care from doctors at Glan Clwyd, more than 1,500 people

:11:47. > :11:53.She relied on consultants at Glan Clwyd to help deliver three

:11:54. > :12:19.There is no way they can continue to let things slide like they have.

:12:20. > :12:22.Their health board needs to have a word with themselves and realise

:12:23. > :12:23.they cannot continue the way they are.

:12:24. > :12:25.The shortage of trained gynaecologists here

:12:26. > :12:28.The board has increased the amount it spends

:12:29. > :12:33.Dr John Atumonyogo was brought in to fill the gap at Glan Clwyd.

:12:34. > :12:35.He says he overcame initial reluctance to work here

:12:36. > :12:37.and thinks that could be a factor hampering recruitment.

:12:38. > :12:45.If I had left at that time, my impression would have been it is too

:12:46. > :12:53.far, the train services take too long. But I know the train

:12:54. > :12:56.schedules. I can go straight to London Euston in three and a half

:12:57. > :13:00.is not as frightening as it was, spending nine hours coming with all

:13:01. > :13:03.The Health Board has been placed in special measures by the

:13:04. > :13:08.Welsh Government after a series of critical reports.

:13:09. > :13:14.The deputy Health Minister says it is a sign of greater openness and

:13:15. > :13:19.accountability. A patient watchdog says staffing issues are not being

:13:20. > :13:23.addressed. To allow them to act in the way they once they have had to

:13:24. > :13:28.resolve some problems. They have had different ways of managing services

:13:35. > :13:37.think it is a good thing. The health board says it is aware of the

:13:47. > :13:50.make a final decision on the way forward. It does seem that after one

:15:29. > :15:33.round. Giving evidence from a video link the coroner was told that

:15:34. > :15:38.physical exercise was used as punishment in the battalion. It was

:15:39. > :15:42.also a kind of embarrassment for the person to discourage other soldiers

:15:43. > :15:49.from misbehaving. The problem was the rules of the army said that kind

:15:50. > :15:56.of action should not happen. It was written down in a document.

:15:57. > :16:20.The coroner said this was not disciplined, it was a third system.

:16:21. > :16:25.experience. His persona was designed to intimidate. Giving evidence today

:16:26. > :16:28.he looked anxious and upset. He broke down several times when

:16:29. > :16:33.describing what's way Gavin Williams that day. He said lip service was

:16:34. > :16:35.paid to a new disciplinary system within the army but they all system

:16:42. > :16:45.were doing because no one told us to stop. He told the mother of Gavin

:16:46. > :16:51.Williams he was truly deeply sorry for the death of her son. She

:16:52. > :16:56.responded by simply shaking her head. The inquest continues.

:16:57. > :16:59.Police are warning that the number of people

:17:00. > :17:01.in Wales being blackmailed over the internet is growing rapidly.

:17:02. > :17:05.In the past month alone nine people in North Wales have been threatened

:17:06. > :17:08.that intimate pictures or videos of them will be posted online unless

:17:09. > :17:15.One man has spoken anonymously to BBC Wales

:17:16. > :17:19.after he replied to a friend request from a woman he didn't know

:17:20. > :17:21.on social media, and ended up being blackmailed for ?6,000.

:17:22. > :17:26.Criminals across the world using social media to ensnare people

:17:27. > :17:35.Now one man is sharing his story to warn others.

:17:36. > :17:38.She looked like a woman from Wales, a white woman with dark hair,

:17:39. > :17:41.she was extremely attractive, to be honest with you.

:17:42. > :17:43.He was approached by the woman online.

:17:44. > :17:49.Soon the conversation became sexual, and he was encouraged to

:17:50. > :17:52.The next morning, he was contacted again.

:17:53. > :17:55."I've got something to show you," she said.

:17:56. > :18:02.Then I saw myself, and she said, "I'm going to put this on Facebook

:18:03. > :18:06."and say you've been stripping off in front of an eight-year-old girl.

:18:07. > :18:09."If I don't get ?6,000 from you, I'm going to go ahead

:18:10. > :18:15.North Wales Police say this type of crime is growing fast.

:18:16. > :18:20.Since we've been in post, since December,

:18:21. > :18:23.we've seen a growth of 25 instances recorded since April alone,

:18:24. > :18:26.and only in the last month, we've seen a growth now of nine instances

:18:27. > :18:41.The age range is between 14 and 65, so the age range is concerning.

:18:42. > :18:50.This man runs a group that helps with victims of online scams. Often

:18:51. > :18:58.the woman at the other end is not even real that computer-generated.

:18:59. > :19:05.There is something you can use that as a virtual film basically, that

:19:06. > :19:11.has buttons you can press. If you were talking to me and you said,

:19:12. > :19:12.prove you are a real, hauled up three fingers, that would be

:19:13. > :19:18.possible. The man who spoke to us didn't pay,

:19:19. > :19:21.and his video was posted online. It was a horrible feeling to know

:19:22. > :19:24.that somebody had done such a thing. I was quite disappointed

:19:25. > :19:27.with myself as well, that it had got out,

:19:28. > :19:29.and that people had seen it. Police believe

:19:30. > :19:31.the people who targeted him were from the Ivory Coast, and say

:19:32. > :19:34.what they can do in such cases is limited because the criminals can

:19:35. > :19:39.be anywhere in the world. The Chief Executive

:19:40. > :19:42.of S4C has told BBC Wales that the Welsh language channel remains

:19:43. > :19:45.fully committed to plans for a new headquarters in Carmarthen, despite

:19:46. > :19:47.a ?1.7 million cut in its budget. These are the first images

:21:23. > :21:28.top of the reactor core. The radioactive fuel elements are 30 or

:21:29. > :21:32.below that again. That is what will be switched off at the end of the

:21:33. > :21:35.month. As Wylfa as Wylfa is concerned it is not the end of the

:21:36. > :21:41.story. It will take three years to remove the fuel, ten years before

:21:42. > :21:46.the site can be put in what is called a care and maintenance state.

:21:47. > :21:53.This person was there on the opening day. When I left school nuclear

:21:54. > :22:00.power was in its infancy. Having been here at this long I have seen

:22:01. > :22:05.it develop. Hopefully there will be a new reactor designed and built.

:22:06. > :22:10.But not everyone shares that faith in nuclear power. Throughout its

:22:11. > :22:17.life Wylfa has attracted protests. These days critics oppose plans for

:22:18. > :22:21.a replacement. Inside they insist safety is

:22:22. > :22:25.paramount. Everyone and everything leaving the area closest to the

:22:26. > :22:30.reactor is scanned for radiation. The decade-long decommissioning

:22:31. > :22:37.programme means some jobs will remain. But this is an uncertain

:22:38. > :22:44.time for workers. It will be a sad day when the turbines are shut down

:22:45. > :22:50.for the final time. It is a worrying time. Hopefully we can continue what

:22:51. > :22:54.we are doing and close down the station in a safe manner. I am sure

:22:55. > :22:57.there are plenty of opportunities out there that I can take on board

:22:58. > :23:04.with the skill set I have developed over the years. In end of an user

:23:05. > :23:08.but it will take up to 80 years before radiation levels are low

:23:09. > :23:11.enough to clear the site. These familiar structures will continue to

:23:12. > :23:15.dominate the skyline here for some time yet.
