:00:33. > :00:36.A man from Swansea has been jailed for life, after strangling his

:00:37. > :00:42.Keith Hughes attacked Stacey Gwilym as they walked on the

:00:43. > :00:46.He then tried to hide her body in undergrowth.

:00:47. > :00:59.On the surface they were the happy couple, but this was a deeply

:01:00. > :01:02.troubled relationship. Keith Hughes and Stacy Gwylim had been together

:01:03. > :01:06.before, but in 2013 he was jailed for more than three years after

:01:07. > :01:09.attacking her. When he was released, they got engaged, but the

:01:10. > :01:14.relationship broke down again. Hughes begged for her to go for a

:01:15. > :01:20.walk on the Gower to persuade her to get back with him. It was in July

:01:21. > :01:26.earlier this year when Keith and Stacy walked along this coastal

:01:27. > :01:30.path. They started arguing and, when things became heated, Hughes

:01:31. > :01:34.strangled Stacy. When she became unconscious, he tried to hide her

:01:35. > :01:38.body off the path, using leaves and branches to cover it. He then took

:01:39. > :01:44.her car keys and bank card and left her for dead. When she came to, she

:01:45. > :01:48.crawled out of the undergrowth. She was taken to hospital where she was

:01:49. > :01:52.put in a medically induced coma for 14 days. She still walks with a

:01:53. > :01:55.stick and doesn't know if she'll ever recover.

:01:56. > :02:00.In court today, a victim impact statement was read out on her

:02:01. > :02:06.behalf. Her words are read by a BBC journalist. I think a part of me did

:02:07. > :02:10.die out on that coastal path. When I woke, I couldn't speak or eat and

:02:11. > :02:13.was very weak. I have constant flashbacks and panic attacks and

:02:14. > :02:20.have become extremely withdrawn and quiet. I will never fully trust a

:02:21. > :02:23.man again. Stacy wasn't in court but her family left after hearing the

:02:24. > :02:30.judge describe the person who beat their loved one as a man with a

:02:31. > :02:34.volcanic temper. On sentencing, the judge said he considered this such a

:02:35. > :02:37.serious offence that life imprisonment was appropriate. Keith

:02:38. > :02:41.Hughes will serve eight-and-a-half years in jail before he's even

:02:42. > :02:45.considered for release. The judge said, that will only happen if he

:02:46. > :02:47.proves himself to no longer be a danger to the public or any future

:02:48. > :02:50.partners. Cardiff Council is planning to

:02:51. > :02:52.increase the cost of school meals by 10p, cut arts funding,

:02:53. > :02:57.and put up council tax by 4.5% The local authority, the largest

:02:58. > :03:04.in Wales, says it needs to plug The plans will now go

:03:05. > :03:09.out to consultation. The Vice-Chancellor of

:03:10. > :03:12.Aberystwyth University has announced she'll step down next July

:03:13. > :03:15.after five years at the helm. During her tenure,

:03:16. > :03:19.April McMahon refuted allegations that the university was being run

:03:20. > :03:23."like a dictatorship" following She says she's immensely proud

:03:24. > :03:29.of the work she has done there. The relative of a woman who was

:03:30. > :03:33.imprisoned by her own father, Aravindan Balakrishnan, has said

:03:34. > :03:37.she feels hatred towards him. Eleri Morgan was a cousin

:03:38. > :03:40.of the victim's mother, Sian Davies from Tregaron who was a follower

:03:41. > :03:45.of his cult for two decades. Ms Morgan has told BBC Wales that

:03:46. > :03:50.she believes Balakrishnan forbade any contact between Sian,

:03:51. > :03:54.and her family in Ceredigion, Bal-krishnan was convicted today

:03:55. > :04:13.of a string of sexual assaults. Out of the blue in July of 96, she

:04:14. > :04:20.rang me and I was not sure to begin with, I was shocked. She said it was

:04:21. > :04:25.Sian and I happen to know a few and she told me it was her cousin. We

:04:26. > :04:31.spoke for a while and I thought, keep her talking, she wanted to find

:04:32. > :04:37.out about the family. I did ask where are you and she wouldn't say.

:04:38. > :04:41.I said can we meet somewhere neutral for a cup of tea or something and

:04:42. > :04:49.she said she'd ring me back and she never did. I think it was the

:04:50. > :04:52.beginning of her wanting to come back to the family really.

:04:53. > :04:54.It's a condition which affects around 1 in 50 people.

:04:55. > :04:57.But a mental health expert in Obsessive Compulsive Disorder

:04:58. > :05:01.says patients in Wales are suffering unnecessarily,

:05:02. > :05:07.Professor Paul Salkofskis, who leads a specialist unit

:05:08. > :05:09.in Bristol, has described provision here as "woefully inadequate".

:05:10. > :05:12.The Welsh Government says it expects all Welsh health boards to be able

:05:13. > :05:16.to offer appropriate care, as Caroline Evans reports.

:05:17. > :05:23.It's an anxiety related condition sometimes aserviated with compulsive

:05:24. > :05:28.cleaning. A mental health problem regarded as relatively common, but

:05:29. > :05:37.it can be extreme. John Lewis's daughter is 26. She's a prisoner to

:05:38. > :05:46.the illness in terms of her whole day more or less is spent either

:05:47. > :05:53.preparing, cleaning, in readiness for eating or cleaning herself. The

:05:54. > :05:57.BBC recently won an award from the mental health charity MIND for its

:05:58. > :06:02.portrayal of the condition. With around 2% of the population said to

:06:03. > :06:07.be affected by it, one expert from England is warning patients in Wales

:06:08. > :06:12.are being let down. It concerns me we are seeing patients who, with

:06:13. > :06:15.much more rudimentary type of treatment than we are offering,

:06:16. > :06:20.would have resolved the problems before they got to us are being

:06:21. > :06:25.missed. I'm seeing that more with Welsh patients than with patients

:06:26. > :06:29.from Scotland, Ireland and England. The Welsh Government says ?600

:06:30. > :06:32.million a year is being spent on mental health and expects all Welsh

:06:33. > :06:36.health boards and mental Health Service providers to be able to

:06:37. > :06:41.offer appropriate interventions. Four of the seven Welsh health

:06:42. > :06:44.boards who commented to the BBC told us they do employ experts to deal

:06:45. > :06:57.with a number of conditions, including OCD. In the drama, the

:06:58. > :07:06.patient does learn to live with the condition. Manon's father is

:07:07. > :07:08.considering paying for his daughter's treatment privately.

:07:09. > :07:11.Wales' players and the FA of Wales are in talks to resolve

:07:12. > :07:14.a dispute over bonuses for qualifying for Euro 2016.

:07:15. > :07:16.It's understood that before the campaign, the FAW offered the squad
