:00:20. > :00:38.Major operations are being postponed on a weekly basis because

:00:39. > :00:40.of a severe shortage of intensive care beds.

:00:41. > :00:42.That's according to the Royal College of Surgeons.

:00:43. > :00:46.Speaking exclusively to BBC Wales, the college says procedures

:00:47. > :00:49.including cancer and vascular surgery are being

:00:50. > :00:52.called off and too many patients here are waiting too long.

:00:53. > :00:58.Our Health Correspondent Owain Clarke reports.

:00:59. > :01:00.Big operations cause enough worry without the extra distress

:01:01. > :01:09.This is a major cancer operation but according to the surgeon

:01:10. > :01:12.on the left operations like this end up cancelled because there are

:01:13. > :01:18.There are plenty of incidents where we put together

:01:19. > :01:22.a team for a large cancer operation and we arrive on the day to find

:01:23. > :01:25.actually the critical care capacity is full

:01:26. > :01:28.and that patient has to be cancelled at the last minute.

:01:29. > :01:32.One of the main problems according to the Royal College of Surgeons is

:01:33. > :01:34.Wales has the lowest portion of critical care beds in Europe.

:01:35. > :01:37.3.2 beds per 100,000 population, compared to four in England

:01:38. > :01:49.The more you postpone operations, the longer patients have to wait.

:01:50. > :01:51.The college claims the total number of patients waiting

:01:52. > :01:54.more than 26 weeks for planned surgery has increased by over 70%

:01:55. > :01:58.in just under four years and there has been a dramatic tenfold rise

:01:59. > :02:05.The Royal College of Surgeons also says there is much

:02:08. > :02:15.One example of that is happening right here

:02:16. > :02:22.After an investment of three quarters of a million

:02:27. > :02:34.super micro surgery for lymphedema patients.

:02:35. > :02:36.This painful condition is where the lymph nodes swell after surgery

:02:37. > :02:38.and affects nearly 8,000 people in Wales.

:02:39. > :02:42.The new scanning equipment we now have allows us to first inject dye

:02:43. > :02:47.into the patient's limb and scan them and we can see the lymphatics.

:02:48. > :02:49.Also praise for the quality of surgical training in Wales

:02:50. > :02:52.and that waiting times for heart surgery has gone down recently.

:02:53. > :02:54.But that was in part a response to a crisis a

:02:55. > :02:58.couple of years back and some Welsh patients had to be sent to England.

:02:59. > :03:01.We need an adequate number of ward beds and critical care beds

:03:02. > :03:03.and above all we need theatre staff to be recruited,

:03:04. > :03:12.The Welsh government says the NHS is its top priority

:04:21. > :04:23.committee, raised the issue in a letter to the Education Minister.

:04:24. > :04:25.A BBC Wales investigation has shown that the number of fines varies

:04:26. > :04:39.28 Welsh communities have seen the closure of their last bank
