:01:05. > :01:11.It's the season of goodwill, but who's getting the goodies

:01:12. > :01:14.in the fifth and final budget of this Welsh government before we

:01:15. > :01:18.This lunchtime, AMs got together to celebrate peace and harmony,

:01:19. > :01:22.but there's precious little of that between the main parties here.

:01:23. > :01:29.Five years ago, councils were being protected.

:01:30. > :01:34.This term is ending with the main focus being given to the NHS.

:01:35. > :01:38.There's an extra ?278 million for health.

:01:39. > :01:41.It means by next year funding for the NHS will have risen by 0.6%

:01:42. > :01:48.The Welsh government also points to the latest figures

:01:49. > :01:51.from the Treasury, with spending per head on the NHS

:01:52. > :01:58.The Conservatives claim that after taking into account

:01:59. > :02:00.inflation, funding of the NHS this year is nearly ?6.3 billion,

:02:01. > :02:11.because of the Welsh Government's decision not to protect health

:02:12. > :02:18.You know over the term of this assembly you have taken ?1 billion

:02:19. > :02:23.Will you not now show some remorse for those devastating decisions that

:02:24. > :02:26.have led to such astronomical waiting times in Wales?

:02:27. > :02:28.The figures I quoted are his government's figures

:02:29. > :02:35.He says the Treasury is misleading the people of Britain.

:02:36. > :02:39.The reality is that the figures the Treasury produce

:02:40. > :02:44.show we spend more on health per head in Wales than England

:02:45. > :02:47.does, it is his party's figures, not all of the Treasury wrong.

:02:48. > :02:51.The group that will not be getting a Christmas present

:02:52. > :02:54.in this budget are councils, facing cuts of 2% but it should be

:02:55. > :02:58.said that they were gearing up for cuts of 4%, which is what they

:02:59. > :03:05.The big ticket items for local authorities, schools and social care

:03:06. > :03:07.budgets, have been largely protected,

:03:08. > :03:11.so as we have seen in recent years,

:03:12. > :03:16.the cuts are likely to fall in areas like leisure centres and libraries.

:03:17. > :03:20.It is not as bad as everyone thought it was going to be

:03:21. > :03:23.so councils who were making plans for even bigger cuts can scale back

:03:24. > :03:26.and invest a bit more than they thought they would, but it is

:03:27. > :03:39.There have been cash increases in every major department.

:03:40. > :03:42.Economic development gets a boost of 6% and the communities

:03:43. > :03:44.in tackling poverty department, which deals with things

:03:45. > :03:47.Plaid claims increases in health funding has come too late

:03:48. > :03:50.for the Welsh Government to regain the trust on the NHS.

:03:51. > :03:53.This seems like a desperate attempt from the Labour government,

:03:54. > :03:56.a last throw of the dice, if you like, before the election, putting

:03:57. > :03:58.money into health finally after being pressured by quite some time

:03:59. > :04:06.by opposition parties and the public to do that.

:04:07. > :04:11.giveaways, but today's spending plans will feel more generous than

:04:12. > :04:14.recent budgets and will certainly feel more generous compared with

:04:15. > :04:17.some of the cuts seen in public services in England.

:04:18. > :04:20.The Health Minister, Mark Drakeford, has backed down on plans to ban

:04:21. > :04:27.the use e-cigarettes in all enclosed public places in Wales.

:04:28. > :04:30.Instead the Welsh Government will change its Public Health Bill so

:04:31. > :04:33.they will only be banned in specific public places, like schools,

:04:34. > :04:43.The mother of a seven-year-old boy, who died after being hit

:04:44. > :04:46.by a car in Rhondda Cynon Taf, says he's saved up to eight lives

:04:47. > :04:50.Fraser Bates and his father Stuart both died after the crash in

:04:51. > :04:56.A 22-year-old man has been arrested and released on police bail.

:04:57. > :05:00.UKIP are likely to gain a significant presence

:05:01. > :05:03.in the Assembly next year and any "Corbyn bounce" for Welsh Labour

:05:04. > :05:13.That's according to the latest ITV and Wales Governance Centre poll,

:05:14. > :05:17.which puts Labour on 35% in constituency voting intention

:05:18. > :05:19.for next May's Assembly elections, down four percentage points

:05:20. > :05:31.The Conservatives are on 23%, Plaid Cymru on 20% and the

:05:32. > :05:43.Residents in a village near Caerphilly are concerned that

:05:44. > :05:45.emissions from a proposed new waste processing plant could remain

:05:46. > :05:48.in the valley for days because of a rare weather phenomenon.

:05:49. > :05:49.Villagers from Cwmfelinfach believe 'temperature inversion'

:05:50. > :05:52.which sometimes leads to fog lingering in the valley could also

:05:53. > :05:59.The Sirhowy Valley, scenic, secluded and steep.

:06:00. > :06:01.And it's this particular feature that's concerning these Cwmfelinfach

:06:02. > :06:03.locals opposed to a planned new waste processing plant

:06:04. > :06:08.Emissions from the factory itself, certain atmospheric conditions,

:06:09. > :06:19.We want to stand up and oppose this application.

:06:20. > :06:23.They're concerned about this 'temperature inversion', where cold

:06:24. > :06:26.air is trapped at the bottom of the valley by warm air above,

:06:27. > :06:30.leading to clouds and fog remaining over the town, sometimes for days.

:06:31. > :06:32.Locals are worried any emissions from

:06:33. > :06:41.The plant would be built here and would turn waste, which may

:06:42. > :06:45.The Newport company behind the plant, Hazrem

:06:46. > :06:48.Environmental Limited, says any emissions would be well within safe

:06:49. > :06:50.limits and that Caerphilly County Borough Council has carefully

:06:51. > :06:57.But a planning document shows the council hasn't felt it necessary

:06:58. > :06:59.to carry out an Environmental Impact Assessment.

:07:00. > :07:02.Allan Sharp has been a pharmacist in the valley for 30 years.

:07:03. > :07:09.He's concerned about the effects the plant may have.

:07:10. > :07:16.My great fear is that having spent the last 30 or 40 years at great

:07:17. > :07:18.expense to the council clearing up the valley's air with

:07:19. > :07:23.the clear air act, we are now taking a backward step, pumping it into

:07:24. > :07:31.Caerphilly council says residents views and objections will be

:07:32. > :07:33.considered here and the site would need a permit

:07:34. > :07:41.Councillors will make a decision on the plant tomorrow.

:07:42. > :07:44.Swansea City chairman, Huw Jenkins, has dropped a strong hint that

:07:45. > :07:47.the manager Garry Monk is on his way out of the club.

:07:48. > :07:49.He was speaking after receiving an OBE at Windsor castle.
