:00:15. > :00:17.But tonight, an organised crime gang is jailed for a total

:00:18. > :00:21.And last seen almost 20 years ago, John Sabine's remains

:00:22. > :00:36.Police say his late wife is the main murder suspect.

:00:37. > :00:41.13 members of a Welsh "organised crime group"

:00:42. > :00:44.who planned to supply millions of pounds worth of Albanian

:00:45. > :00:50.have been sentenced to a total of more than 50 years in prison.

:00:51. > :00:51.Gwent police believe the multi-million pound haul

:00:52. > :00:54.of "high purity cocaine" and mephedrone

:00:55. > :00:56.is the largest the force has ever made.

:00:57. > :01:03.Pure cocaine - that was ready to be mixed with other chemicals -

:01:04. > :01:08.Up to ?4.5 million worth of the drug sourced

:01:09. > :01:13.Police say it's one of the largest operations

:01:14. > :01:21.There's no doubt that organised crime groups are motivated by greed

:01:22. > :01:24.with no regard or consequence for the effect that the drugs have

:01:25. > :01:29.on the communities within which they live and operate.

:01:30. > :01:31.I think that sentences like today will send a strong message

:01:32. > :01:36.to members of the public that they are not untouchable.

:01:37. > :01:39.Today 13 men all from the Gwent area were sentenced

:01:40. > :01:41.to a total of more than 53 years in prison.

:01:42. > :01:43.For conspiring to supply cocaine and mephedrone

:01:44. > :01:50.Some of the men were described as couriers, some acted

:01:51. > :01:58.But this is the man who ran the operation.

:01:59. > :02:00.28-year-old Ashley Burgham from Blaina described as the "head

:02:01. > :02:03.And although in charge he who would never "handle"

:02:04. > :02:14.But one drugs worker feels sentences like this are only half the battle.

:02:15. > :02:18.There's so much of these drugs around and sometimes you look

:02:19. > :02:21.at the way we criminalise people who get drugs in and you wonder

:02:22. > :02:24.is the system working, is it fit for purpose?

:02:25. > :02:28.And I really think that the fact that it would not flood the market

:02:29. > :02:31.is indicative of the fact that policy as a whole

:02:32. > :02:36.And the drugs came to Wales from thousands of miles away.

:02:37. > :02:38.Meetings were organised with the "head" of

:02:39. > :02:43.an Albanian crime gang described as an "upstream" supplier.

:02:44. > :02:47.The group met a courier from the gang 15 times.

:02:48. > :02:50.But when that courier was arrested the group turned to a middle man

:02:51. > :02:59.The court heard the group tried to meet this man

:03:00. > :03:01.on a "regular" basis, four times a month.

:03:02. > :03:04.Groups which help people with drug problems say a number of routes

:03:05. > :03:10.South America, often Colombia, from there it is exported

:03:11. > :03:14.into Europe, often through Spain, distributed through criminal

:03:15. > :03:21.networks, across the continent, finding its way into Wales.

:03:22. > :03:24.Mephedrdone on the other hand is manufactured in the far east,

:03:25. > :03:26.China, sent through networks on the Internet into Europe then

:03:27. > :03:30.The court heard this was about "profit" which went

:03:31. > :03:32.to the head of the group, Ashley Burgham.

:03:33. > :03:35.More than ?205,000 was seized by police.

:03:36. > :03:37.These men were involved in a criminal conspiracy

:03:38. > :03:44.that spanned a continent with its roots in Blaunau Gwent.

:03:45. > :03:48.Sentencing them judge Daniel Williams said they

:03:49. > :03:53.Police investigating the discovery of human remains in Beddau last

:03:54. > :03:56.month say they belonged to a man who was last seen in 1997

:03:57. > :04:00.and that his wife is now the main suspect in the murder investigation.

:04:01. > :04:02.John and Leigh-Ann Sabine moved to Rhondda Cynon Taff

:04:03. > :04:14.South Wales Police first began investigating here in Beddau last

:04:15. > :04:17.night after human remains were found wrapped in plastic in a communal

:04:18. > :04:24.which has uncovered with a complex murder investigation

:04:25. > :04:32.The remains belonged to John Sabine, who would now have been 85.

:04:33. > :04:34.A postmortem examination showed Mr Sabine's injuries suggest

:04:35. > :04:39.The main suspect is now his late wife, Leigh-Ann.

:04:40. > :04:42.John Sabine moved into these flats along with his wife,

:04:43. > :04:47.Police believe that he disappeared in that same year

:04:48. > :04:50.although his disappearance was never formally reported to the police.

:04:51. > :04:54.His wife Leigh-Ann continued to live here until October this year,

:04:55. > :04:58.when she died of cancer at the age of 74.

:04:59. > :05:00.The couple had children who they were estranged from.

:05:01. > :05:09.They have been told of these latest developments.

:05:10. > :05:13.The people living here say it's been a huge shock and a worrying time.

:05:14. > :05:15.I was that little bit more nervous than you were before,

:05:16. > :05:19.because before, you would just go out and you wouldn't think about it

:05:20. > :05:20.but since you heard that, you can see

:05:21. > :05:23.yourself looking over your shoulder and thinking there's someone out

:05:24. > :05:24.there that's just committed a murder.

:05:25. > :05:28.They are asking anyone who knew the couple to get in touch

:05:29. > :05:31.with them, particularly if they met or spent time with them

:05:32. > :05:34.They are also asking people if they know anything

:05:35. > :05:38.about the plastic wrapping that Mr Sabine was concealed in.

:05:39. > :05:41.They say anyone with any information about this case

:05:42. > :05:47.An independent review of the Waterhouse inquiry

:05:48. > :05:49.into historical abuse at children's homes in North Wales

:05:50. > :05:53.It was set up three years ago by Lady Justice Macur.

:05:54. > :06:01.She's now delivered it to both the Secretary of State for Justice

:06:02. > :06:04.and the Secretary of State for Wales and the UK Government says

:06:05. > :06:07.will be considered as a matter of urgency.

:06:08. > :06:10.A 24-year-old man has been jailed for three years and 10 months

:06:11. > :06:13.after the car he was driving crashed into a group of people

:06:14. > :06:16.Ryan Ford was being chased by the police

:06:17. > :06:18.when he lost control of the car, harming 21 people,

:06:19. > :06:21.some of them sustaining life-changing injuries.
