:00:16. > :00:17.surviving is a priority for the Swansea chairman.

:00:18. > :00:20.Our top story: Welsh steel making, and the thousands of jobs

:00:21. > :00:26.which depend upon it, is fighting for its very survival.

:00:27. > :00:26.That's the warning tonight from unions.

:00:27. > :00:43.Westminster need to connect. -- connects. With cheap imports,

:00:44. > :00:43.plants here imports, losing millions of pounds a week -

:00:44. > :00:53.and Government's hands tied - can the steel industry be helped ?

:00:54. > :00:55.Thousands of tons of waste dumped illegally on farmland -

:00:56. > :01:02.the Llanelli skip operator responsible - is sentenced.

:01:03. > :01:03.Roads turned into rivers - more wet and windy weather to come -

:01:04. > :01:05.now forecasters warn of a further risk of flooding for some.

:01:06. > :01:10.Harry can't find his missing brother, Hansome.

:01:11. > :01:15.Tonight, the animal charity calling for tougher sentences

:01:16. > :01:20.Alan Curtis - ready to stay in charge as Swansea City

:01:21. > :01:32.prepare to spend Christmas in the relegation zone.

:01:33. > :01:45.good evening, the steel industry in Wales is fighting to survive. This

:01:46. > :02:04.comes after the UK, and has said they have failed to react quickly.

:02:05. > :02:17.Steel dominates the skyline in Port Talbot, let alone the economy. Steel

:02:18. > :02:20.in the UK has struggled against high energy costs and its competitors for

:02:21. > :02:25.years. The significance of that has pale. Cheaper imports of steel from

:02:26. > :02:33.China and a high pound which make you take your expensive to export is

:02:34. > :02:42.dealing a heavy blow. At the moment, it doesn't seem like it. I think

:02:43. > :02:43.people seem to understand the problem and they want a steel

:02:44. > :02:50.industry. We will want a steel industry in the UK. My warriors,

:02:51. > :02:53.going followed, we are in survival mode. -- my relief. I want to see it

:02:54. > :03:21.worry in UK. Tata Steelworks pays ?200 million

:03:22. > :03:26.per year in salary in Wales alone. Even before we look at allied

:03:27. > :03:29.industries. Its impact is massive. Since the recession of 2008, there's

:03:30. > :03:35.been a lot of talk from politicians apparently balancing UK economy, not

:03:36. > :03:42.leaving aside as dependent on the financial sector as we have been.

:03:43. > :03:43.Giving more power to people like this to make the steel that goes

:03:44. > :03:51.into so many other goods. Talk to people in this business, they say

:03:52. > :03:52.they have not felt that. For ten years, they have been wanting help

:03:53. > :03:59.to reduce the cost to them on electricity. Now, they have had a

:04:00. > :04:02.little bit in the last few months, but could it be too late? Just as

:04:03. > :04:16.the real pain from cheap Chinese imports is heading. The Chinese

:04:17. > :04:18.economy is said to hit next year. They will lessen the cost of energy.

:04:19. > :04:25.They have not acted quickly enough or heeded warnings. The UK

:04:26. > :04:28.Government said it is a limited in what it can do. There has been some

:04:29. > :04:33.mythology that somehow or other countries do more than us. We have

:04:34. > :04:41.examined in real detail and got into it. It is mythology, it is not true.

:04:42. > :04:47.We have done everything we can. We understand the rules. It is

:04:48. > :04:49.important we do the right thing by British Steel, especially in Wales.

:04:50. > :04:55.That is what we will continue to do. Qatar has shown its commitment by

:04:56. > :05:03.staying here, even when it is losing many millions -- Tata Steelworks.

:05:04. > :05:06.They will support the industry and help it to survive.

:05:07. > :05:08.Jo Stevens is the MP for Cardiff Central and a member

:05:09. > :05:13.of the Commons Business Committee which wrote the report.

:05:14. > :05:20.It is pretty bad. You heard a lot of evidence. They were telling us in

:05:21. > :05:21.great detail about all of the things they have been asking the governor

:05:22. > :05:28.to do for years. None of which happen. We help that has now come,

:05:29. > :05:36.we remain worried that it is too little too late.

:05:37. > :05:39.The cost of energy is a big part of this crisis.

:05:40. > :05:43.The last Labour Government must take its share of the blame -

:05:44. > :05:43.it brought in the environmental levy.

:05:44. > :05:45.Other european countries spread the cost of the environmental levy

:05:46. > :05:47.across residential customers and business.

:05:48. > :06:00.It has failed. We want the Government to help, but it has

:06:01. > :06:00.failed. Steps are being taken on compensation packages, looking at

:06:01. > :06:02.procurement guidelines which should have been done much earlier. That

:06:03. > :06:15.will help the deal industry in the future. What do you want? We want to

:06:16. > :06:18.see Government identifying strategic plans and engaging more proactively

:06:19. > :06:23.rather than just getting in as crisis management when things have

:06:24. > :06:32.gone wrong. We want to secure growth in the economy, relying on really

:06:33. > :06:36.important manufacturing. You heard earlier in that there is a limit as

:06:37. > :06:42.to what can be done. It is restricted, isn't it? Under EU

:06:43. > :06:49.guidelines's John guidelines living JZ Montana gold. Compensation could

:06:50. > :06:58.have been applied for. -- a long time ago. You said you are nervous

:06:59. > :07:00.about jobs, what will you do? The business select committee will be

:07:01. > :07:05.keeping focus on the industry. Welsh MPs will be following up on the

:07:06. > :07:11.promises they are now making about making changes to help the industry.

:07:12. > :07:15.We have to deal changes urgently for the industry to survive.

:07:16. > :07:18.A man from Pembroke Dock who raped two young girls and sexually

:07:19. > :07:20.assaulted three others has been jailed for 21 years.

:07:21. > :07:26.who was classed as "dangerous" by the Judge at Swansea Crown Court

:07:27. > :07:27.- was convicted of a total of 33 sex offences.

:07:28. > :07:35.He's been told he will serve a minimum of 14 years in prison.

:07:36. > :07:36.Emergency services are continuing to search for a 21-year-old man

:07:37. > :07:39.who went missing after a night out in Swansea.

:07:40. > :07:43.Jordan Miers, who's from the city, hasn't been seen since

:07:44. > :07:44.Rescuers have been searching a stretch of the River Tawe

:07:45. > :07:50.A skip hire operator from Llanelli has been sentenced for illegally

:07:51. > :07:55.The judge at Swansea Crown Court told the director of Sospan Skips,

:07:56. > :07:59.Nigel Charles, that the company had shown "wholesale ignorance"

:08:00. > :08:01.towards environmental legislation and it needed to change it's ways.

:08:02. > :08:18.Overflowing skips and piles of waste material. All of it dumped

:08:19. > :08:25.illegally. At two separate farms. These pictures were taken by

:08:26. > :08:28.national resources Wales decided to take action against the company. It

:08:29. > :08:33.was charged with offences and environmental permitting

:08:34. > :08:41.regulations, having dumped masses of waste material, including asbestos,

:08:42. > :08:50.without any plan. The man held responsible policies the company 's

:08:51. > :08:51.director, his brother was also punished for his role in the

:08:52. > :08:58.operation. This is where Nigel Charles don't tonnes of waste

:08:59. > :09:05.material illegally for over five years -- dumped. You are trying to

:09:06. > :09:14.gain a commercial advantage over other waste management companies in

:09:15. > :09:21.the area. Many tonnes were also the jail. Dumping waste illegally was

:09:22. > :09:23.cynical. Said the judge. The company had been prosecuted previously

:09:24. > :09:30.possible behaviour. Today, more serious action was taken as Nigel

:09:31. > :09:37.Charles was given a 26 week sentence, suspended for two years.

:09:38. > :09:45.His brother has to do serve community service. The sentence that

:09:46. > :09:53.was given out today reflect the seriousness of this offence. Society

:09:54. > :10:00.will not tolerate risks from illegally managing waste. The

:10:01. > :10:07.company wanted environmental regulations and was described as

:10:08. > :10:07.way. way.

:10:08. > :10:09.Betsi Cadwaladr University Health Board has appointed

:10:10. > :10:15.executive at Blackpool Teaching Hospitals NHS Trust for more

:10:16. > :10:18.He'll take over from the interim chief executive, Simon Dean,

:10:19. > :10:22.who was appointed after the Health Board was placed

:10:23. > :10:30.The Public Services Minister has written to the Fire Brigades Union,

:10:31. > :10:30.in support of the fire service's continued independence from Police

:10:31. > :10:38.In its Spending Review last month, the UK Government outlined

:10:39. > :10:38.its intention to allow PCCs to take charge of services in England.

:10:39. > :10:47.But Leighton Andrews says the plans will not be adopted here.

:10:48. > :10:49.The BBC director general, Tony Hall, has asked Welsh politicians

:10:50. > :10:55.and a number of institutions here to contribute to a review

:10:56. > :10:57.It's understood the BBC is looking at a number of ways to strengthen

:10:58. > :11:02.They include the possibility of Welsh news opt-outs on Radio 1

:11:03. > :11:03.and 2, and a Welsh Six o'clock news on television -

:11:04. > :11:11.They've been mopping up in parts of Wales after heavy rain

:11:12. > :11:19.North West Wales and South West Wales were worst hit.

:11:20. > :11:19.Forecasters have warned more rain may be on the way.

:11:20. > :11:20.Roger Pinney has spent the day in the village of

:11:21. > :11:30.Not what anyone would have wanted to be doing in the week before

:11:31. > :11:35.Christmas, but they can mock and scrub as much

:11:36. > :11:36.as they like at the union in Tremadog, they won't be opening

:11:37. > :11:44.This is the main bar of the union in Tremadog.

:11:45. > :11:47.The flood happened after midnight on Saturday and the pub

:11:48. > :11:53.swing here, with a disco and Christmas party going on.

:11:54. > :11:53.The water came in through the back door, then the front door.

:11:54. > :11:55.You can see that the carpet is still absolutely sodden.

:11:56. > :11:57.Let me take you through to the pub's restaurant.

:11:58. > :12:02.As you can see, chairs on tables in here as well.

:12:03. > :12:08.They have made an attempt at clearing it up but they say

:12:09. > :12:15.there is absolutely no way at all they will open this side

:12:16. > :12:15.of Christmas and probably not this side of the New Year either.

:12:16. > :12:16.All because of a blocked culvert on the hillside.

:12:17. > :12:22.These pictures were taken in the pub during the flood.

:12:23. > :12:24.There is water and mud right through.

:12:25. > :12:30.The fire brigade had to pump the building right out.

:12:31. > :12:31.I thought it wouldn't come in the back.

:12:32. > :12:36.I hadn't realised it was coming in the back of the kitchen.

:12:37. > :12:40.Coming through the kitchen, through the suite room,

:12:41. > :12:42.Into the dining room and then just started coming up and up.

:12:43. > :12:47.It had come down the road from the culvert and it just started

:12:48. > :12:51.You've had all sorts of support from your friends and neighbours.

:12:52. > :13:00.They all said to me, "If there is anything I can do

:13:01. > :13:07.It wasn't just this pubthat was affected.

:13:08. > :13:15.The flood hit the whole of this side of Tremadog Square.

:13:16. > :13:18.Three homes on either side of the pub and then round the corner

:13:19. > :13:22.in Dublin Street, homes were flooded there as well.

:13:23. > :13:23.At the other end of Wales, more flooding.

:13:24. > :13:31.A bridge across the river is completely underwater.

:13:32. > :13:32.Today, the bridge can be seen again with floodwaters

:13:33. > :13:41.Forecasters warned that there may be more rain to come.

:13:42. > :13:47.On the trail of his missing brother - Harry's hunting for Hansome,

:13:48. > :13:50.Tonight, an animal charity says its time to get

:13:51. > :13:55.And it's been a wet and very mild December so far.

:13:56. > :13:57.There's more rain and strong winds on the way.

:13:58. > :14:04.Some sunshine with little chance of a white Christmas.

:14:05. > :14:10.For seven years, schoolgirls have been given the HPV vaccination.

:14:11. > :14:10.It gives them lifelong protection against cancers like cervical,

:14:11. > :14:13.But there's been concern that men have been left out,

:14:14. > :14:20.are particularly vulnerable - because their male partners

:14:21. > :14:24.Now, gay men under the age of 45 are being offered the jab -

:14:25. > :14:29.but some experts say ALL men and boys should be vaccinated.

:14:30. > :14:38.The Human Papillomavirus is extremely common -

:14:39. > :14:38.around 80% of us will have it at some time in our lives.

:14:39. > :14:41.It's temporary and most of the times our bodies fight it,

:14:42. > :14:42.but in some cases, it leads to cancer.

:14:43. > :14:49.The vaccine against it was first introduced

:14:50. > :14:52.here for 12 to 13-year-old schoolgirls in 2008.

:14:53. > :15:04.it was the only cancer they directly linked with the virus.

:15:05. > :15:05.But now its known to cause many more,

:15:06. > :15:06.with growing evidence that its responsible for head

:15:07. > :15:08.and neck cancers in both men and women -

:15:09. > :15:13.cancers trebling in the last 20 years.

:15:14. > :15:14.So researchers say its only right both girls and boys are offered

:15:15. > :15:17.the vaccine and that any cost implications are small.

:15:18. > :15:25.The job of working out whether that would be cost effective is down

:15:26. > :15:38.We now vaccinate a 30-year-old homosexual man but not a 30 role

:15:39. > :15:48.heterosexual man, not a 30 role heterosexual women either. --

:15:49. > :15:53.30-year-old. The songs seem to stack up that it is marginally cheaper to

:15:54. > :16:02.let a proportion of people develop cancers and treat them in the future

:16:03. > :16:09.than it is to prevent them. The current theory is by vaccinating

:16:10. > :16:11.girls, boys are protected indirectly.

:16:12. > :16:17.and this group is more at risk of some HPV related cancers.

:16:18. > :16:17.Now the committee, which advises governments,

:16:18. > :16:20.says men who sleep with men should be given the jab too.

:16:21. > :16:22.The Health Minister say he's following that advice -

:16:23. > :16:27.which, for now, doesn't recommend vaccinating boys.

:16:28. > :16:36.We have never moved ahead of clinical advice in terms of

:16:37. > :16:38.vaccination. We have a really tried and tested approach across all of

:16:39. > :16:43.the United Kingdom and it really does work really well. These are

:16:44. > :16:47.people who have genuinely knowledge in the field and our expert.

:16:48. > :16:58.years - even if they don't seem too thrilled by it.

:16:59. > :17:05.Are you looking forward to getting a needle? No.

:17:06. > :17:08.The committee here isn't ready to follow they that lead

:17:09. > :17:09.and they won't be publishing any advice on this until 2017

:17:10. > :17:15.Even critics will admit today's announcement is a step

:17:16. > :17:15.in the right direction, they just don't want to wait too

:17:16. > :17:22.An animal charity is calling for tougher sentences for thieves

:17:23. > :17:24.Figures obtained by BBC Wales show - more than a hundred dogs reported

:17:25. > :17:30.stolen so far this year, compared with just 66 in 2012.

:17:31. > :17:30.The charity Blue Cross says owners need to be vigilant

:17:31. > :17:54.Meet Harry, he is a cross between a beagle and a Welsh stringless

:17:55. > :18:00.bangle. -- Springer spaniel. They used to going walks with his

:18:01. > :18:13.brother, but he has been missing last Beagles like to look under

:18:14. > :18:15.trees. He went under a tree and, it was the last time I ever saw him.

:18:16. > :18:21.When I found out he has been seen somewhere else, I realised he had

:18:22. > :18:33.been found. Someone had stolen them. Jewellery set up a basic page with

:18:34. > :18:40.14,000 followers for people to find missing dogs, he is even featured in

:18:41. > :18:47.a dog calendar. Dog thefts have increased in the past year with only

:18:48. > :18:55.66 in 2012, this year at 102. In north Wales, a downward trend but

:18:56. > :18:58.any salad, an upward trend. We want to see stronger sentences given out

:18:59. > :19:09.for people stealing pets. Half of Britain feel that their pet can be a

:19:10. > :19:16.target. . People get very other strangers asking about their dogs.

:19:17. > :19:19.Sadly, you have to be aware that anyone can be targeting your pet.

:19:20. > :19:24.Many pet are gone missing around here since and I would advise

:19:25. > :19:25.everyone to keep dogs on the league unless they are by their side. Find

:19:26. > :19:32.them up because it only takes seconds. Julie hopes her advice and

:19:33. > :19:33.is a painful experience will others avoid losing valued members of the

:19:34. > :19:35.family. There's lots of football news

:19:36. > :19:41.tonight - Iwan's here. Swansea City interim manager,

:19:42. > :19:45.Alan Curtis, says he'll get the team ready for their next two games over

:19:46. > :19:49.the Christmas period, as the club continues its search

:19:50. > :19:49.for a new manager. Although they controlled possession,

:19:50. > :19:52.the Swans failed to convert their chances yesterday -

:19:53. > :19:57.and the goalless draw with West Ham, means they've dropped

:19:58. > :20:00.into the relegation zone. The men in white playing the Swansea

:20:01. > :20:06.the way once again. The performance a notable

:20:07. > :20:08.improvement in recent displays. The Swans overseen by Alan Curtis,

:20:09. > :20:14.who is prepared to remain in charge We have to assume that it is not

:20:15. > :20:22.only the Boxing Day on Saturday but we follow it up quickly

:20:23. > :20:29.with a game at Palace on Monday. If a new manager comes in,

:20:30. > :20:33.they can step in and take over but, As far as we know, we have

:20:34. > :20:38.to carry on until the board The goalless draw with West Ham

:20:39. > :20:42.means the Swans have won only one It has left them in the relegation

:20:43. > :20:55.zone and being in the bottom three at Christmas is not

:20:56. > :20:55.ideal but it is far from over as past

:20:56. > :20:56.seasons have proven. The worry for Swansea

:20:57. > :20:58.is that they are on a downward They have only won

:20:59. > :21:05.one of the last 13. Having said that, look back 12

:21:06. > :21:08.months at the Premier League table The bottom three were Burnley,

:21:09. > :21:13.Hull and right on the bottom, Burnley and Hull were both

:21:14. > :21:16.relegated but look at They survive the season and are now

:21:17. > :21:20.sitting top of the table. With next year's Premier League

:21:21. > :21:23.sides to profit from a new ?5 billion TV rights deal,

:21:24. > :21:28.just surviving is a priority Huw Jenkins watched

:21:29. > :21:31.from the stands yesterday, Having returned from South America,

:21:32. > :21:47.unable to appoint Marcelo Bielsa As Garry Monk's successor. I was

:21:48. > :21:48.always led to believe that Swansea are a couple plan ahead and think

:21:49. > :21:55.ahead, when it became apparent that Garry Monk is going to lose his job,

:21:56. > :21:58.I think everyone thought there would be, not one man to come in

:21:59. > :22:04.straightaway but maybe three or four names were good to go. What has been

:22:05. > :22:08.said is important, they have to make sure it is the right man. Do not

:22:09. > :22:20.rush it now. However, the sooner, the better. Time at a time yesterday

:22:21. > :22:26.Swansea failed to convert the scoring opportunities. They faced

:22:27. > :22:33.west Brom on the 26th and Crystal Palace on the Monday after.

:22:34. > :22:34.Some news at Cardiff City - and striker

:22:35. > :22:37.from Charlton permanent in the New Year.

:22:38. > :22:43.The 21-year-old has scored twice in five appearances.

:22:44. > :22:43.Alex Revell, meanwhile, is back at the Bluebirds.

:22:44. > :22:44.He's cut his loan spell at Wigan short for personal reasons.

:22:45. > :22:46.Cardiff are also attempting to negotiate a new deal

:22:47. > :22:52.with Trinidad and Tobago striker Kenwyne Jones.

:22:53. > :22:53.Staying with football and Gareth Bale helped himself

:22:54. > :22:55.to four goals as Real Madrid beat nine-man Rayo Vallecano

:22:56. > :23:01.His three-month domestic goal drought well and truly over

:23:02. > :23:02.after scoring six goals in his last four games.

:23:03. > :23:05.The win has lifted his team within two points of Barcelona

:23:06. > :23:12.Bale and Wales hope to get their Euro 2016 preparations

:23:13. > :23:14.underway with a match against Ukraine in the new Year.

:23:54. > :23:54.Our economics correspondent, Sarah Dickins, is here.

:23:55. > :23:56.Sarah, what's your view of where the steel industry

:23:57. > :24:04.Where we are at the moment is the steel industry in the UK and

:24:05. > :24:09.particularly Wales has not recovered from the recession of 2008. There is

:24:10. > :24:18.not that demand around the world from -- for steel that there was

:24:19. > :24:21.before. Employers, like Tata Steelworks, have tried to stay in

:24:22. > :24:26.the game. Despite that, they are still losing several billion pounds

:24:27. > :24:29.every week. That is Port Talbot alone, and the others will be losing

:24:30. > :24:35.other songs. They are clearly struggling. Put that in the global

:24:36. > :24:38.context. There are several people looking at their crystal balls and

:24:39. > :24:44.saying the market is going to pick up. It is far from that. The hurdles

:24:45. > :24:47.are still there. They will still be there. They are now in the

:24:48. > :24:53.Government agenda and we have seen the UK, drooling idiot on energy.

:24:54. > :25:00.Getting the Welsh Government tried to pick this up. We want it to

:25:01. > :25:07.gather momentum in a campaign that will save the steel industry. It'll

:25:08. > :25:08.be a long fight to them. One of the things I know that employers are

:25:09. > :25:16.looking for is a kind of commitment from the UK,. A belief that ACE then

:25:17. > :25:22.as being important to the economy -- that they see. They need an
