0:00:02 > 0:00:04Welcome to Wales Today, our top stories.

0:00:04 > 0:00:08Patients protested at proposed changes to hospital services.

0:00:08 > 0:00:12The new man in charge admits the health board is struggling.

0:00:12 > 0:00:16Jordan Miers missing since a night out in Swansea.

0:00:16 > 0:00:19Police comb the river bank in the hope of finding clues.

0:00:35 > 0:00:36Good evening.

0:00:36 > 0:00:39Problems remain and there are no easy solutions.

0:00:39 > 0:00:41That's the message tonight from the newly appointed boss

0:00:41 > 0:00:45of Wales's largest NHS organisation.

0:00:45 > 0:00:49Betsi Cadwaladr University Health Board was put into special measures

0:00:49 > 0:00:52earlier this year following a damning report into care

0:00:52 > 0:00:53on a mental health ward.

0:00:53 > 0:00:57In an interview with this programme, Gary Doherty, the new chief

0:00:57 > 0:00:59executive of the troubled Betsi Cadwaladr, says the health

0:00:59 > 0:01:02board has let people down.

0:01:02 > 0:01:04The organisation is struggling.

0:01:04 > 0:01:07The health board is in special measures.

0:01:07 > 0:01:09I understand there's been a lot of coverage,

0:01:09 > 0:01:11quite rightly, that has been critical.

0:01:11 > 0:01:14We have let people down and we need to make the improvements

0:01:14 > 0:01:15we need to make.

0:01:15 > 0:01:17As I said, we've got a lot of strengths we

0:01:17 > 0:01:18can build on.

0:01:18 > 0:01:22It is a great place to work, I want to make it a great

0:01:22 > 0:01:24place for everybody, a great place for patients to get

0:01:24 > 0:01:27care, a great partner to work with and I'm confident we will be

0:01:27 > 0:01:28able to do that.

0:01:28 > 0:01:30As we've reported on this programme many times,

0:01:30 > 0:01:33it hasn't always been a great place to get care.

0:01:33 > 0:01:36How do you rebuild public confidence?

0:01:36 > 0:01:38That is your challenge as the boss.

0:01:38 > 0:01:39How do you do that?

0:01:39 > 0:01:43When people can see things getting better and hopefully get to know me

0:01:43 > 0:01:47and that I'm a man they can trust and that I am a man of my word.

0:01:47 > 0:01:49Then those things together I'm convinced will help us

0:01:49 > 0:01:50tackle that issue.

0:01:50 > 0:01:52There are many people who will simply say Betsi

0:01:52 > 0:01:56Cadwaladr Health Board is simply too big geographically.

0:01:56 > 0:02:00Can it survive in its present form?

0:02:00 > 0:02:05Size is a great strength in many ways but it is also

0:02:05 > 0:02:09a challenge, particularly making everyone feel part of one

0:02:09 > 0:02:12organisation, the sheer scale of the job.

0:02:12 > 0:02:16I really think we need to look at that size as a strength and build

0:02:16 > 0:02:19on it and make the most of it that we possibly can.

0:02:19 > 0:02:21The reason I ask you is, recently the First Minister

0:02:21 > 0:02:22didn't seem that convinced.

0:02:22 > 0:02:24He suggested that Betsi Cadwaladr's future could be reviewed

0:02:24 > 0:02:27after the forthcoming election.

0:02:27 > 0:02:30Nothing stays the same for ever, there are changes.

0:02:30 > 0:02:32Hopefully we will work together on it and whatever we come

0:02:32 > 0:02:35up with, whether it is the services of the size of organisation,

0:02:35 > 0:02:38will be the very best thing for the patients on the staff.

0:02:38 > 0:02:40That is what I and everybody wants.

0:02:40 > 0:02:41So it maybe cut up then?

0:02:41 > 0:02:46I haven't even started in the health board yet so give me a chance to get

0:02:46 > 0:02:47in there.

0:02:47 > 0:02:50If we can be a successful organisation and do what we need

0:02:50 > 0:02:53to do, which I think we can, then I don't see

0:02:53 > 0:02:55any reason why anybody would make organisational changes.

0:02:55 > 0:02:59How do we measure if you've been successful?

0:02:59 > 0:03:02We need to do better on some of the waiting times particularly

0:03:02 > 0:03:03around A and surgery.

0:03:03 > 0:03:06For me personally, I'm hoping I can get out and meet people after I've

0:03:06 > 0:03:09been in post a little bit of time.

0:03:09 > 0:03:12That people have trust and confidence in me.

0:03:12 > 0:03:14When you do get out and meet people, many of them

0:03:14 > 0:03:17have been protesting in North Wales and they will tell

0:03:17 > 0:03:22you what they want is to stop health service managers

0:03:22 > 0:03:23meddling in local services.

0:03:23 > 0:03:25It's difficult to push through change in the NHS

0:03:25 > 0:03:27in Wales, isn't it?

0:03:27 > 0:03:30I understand the passion for for the NHS, I feel it myself.

0:03:30 > 0:03:34That is why I chose to work in it at all those years ago.

0:03:34 > 0:03:36If we work together, we have good reasons to make changes

0:03:36 > 0:03:38and those changes will come through.

0:03:38 > 0:03:39If we don't have good reasons to make

0:03:39 > 0:03:42changes then quite rightly we shouldn't be doing them.

0:03:42 > 0:03:44Nobody seems to stay long in that job, how long

0:03:44 > 0:03:45will you stay do you think?

0:03:45 > 0:03:47I'm planning to stay a long time.

0:03:47 > 0:03:48I haven't got started yet.

0:03:48 > 0:03:51I think you've got to get to know an organisation,

0:03:51 > 0:03:53you've got to deliver what you have to deliver on.

0:03:53 > 0:03:55I've got to make some improvements quickly,

0:03:55 > 0:03:58I know that, but I'm hoping I will be there a very long time

0:03:58 > 0:04:02because I think it's a good place to be, it's a job I'm proud to have.

0:04:02 > 0:04:05I don't see any reason why shouldn't be doing it for years to come.

0:04:05 > 0:04:07Gary Doherty, thank you very much.

0:04:07 > 0:04:08Police in Swansea are continuing to search for a 21-year-old man

0:04:11 > 0:04:15Police in Swansea are continuing to search for a 21-year-old man

0:04:15 > 0:04:17missing since Saturday night.

0:04:17 > 0:04:20It's understood that Jordan Miers from Bonymaen had been out

0:04:20 > 0:04:23with friends in the city centre but he hasn't been seen since.

0:04:23 > 0:04:28Areas along the River Tawe have been the main focus of the search so far.

0:04:28 > 0:04:31Ben Price reports.

0:04:31 > 0:04:34After almost three days of nonstop searching,

0:04:34 > 0:04:37there are still very few clues

0:04:37 > 0:04:39as to what has happened to Jordan Miers.

0:04:39 > 0:04:42A popular football coach in the community and a recent

0:04:42 > 0:04:45university graduate, his disappearance has been described

0:04:45 > 0:04:50by some of those who know him best as totally out of character.

0:04:50 > 0:04:52Like many other young people over the festive period,

0:04:52 > 0:04:55he'd been out enjoying himself over the weekend

0:04:55 > 0:04:57with friends in the city centre.

0:04:57 > 0:05:00The last sighting of Jordan was just after

0:05:00 > 0:05:03ten o'clock on Saturday night, outside the Toys "R" Us store

0:05:03 > 0:05:05in the Parc Tawe retail and leisure park.

0:05:05 > 0:05:09It's believed he might have been planning to walk home to Bonymaen.

0:05:09 > 0:05:11It's likely in that case he would have crossed this road

0:05:11 > 0:05:15and then made his way along the River Tawe in the direction

0:05:15 > 0:05:18of the Liberty Stadium and that is where police

0:05:18 > 0:05:21have been concentrating their search over the past couple of days.

0:05:21 > 0:05:24Jordan is described as being tall and slim

0:05:49 > 0:05:52We want them to know we're thinking of the family and everyone is very

0:05:52 > 0:05:54concerned and is actually helping out with the search.

0:05:54 > 0:05:56Yes, we are all on their side.

0:05:56 > 0:05:59As the searching continues South Wales Police is asking
