:00:59. > :01:01.They were expecting him last week, but he failed to arrive
:01:02. > :01:09.They are drying out in Talybont now, the First Minister could see that.
:01:10. > :01:13.He could also probably detect the strength of feeling here.
:01:14. > :01:15.Through the front doors, through the back doors,
:01:16. > :01:18.meeting in the middle, try and save what you can by rushing
:01:19. > :01:31.Unless something is done, it will happen again.
:01:32. > :01:34.Villagers thought they would be meeting the First Minister last week
:01:35. > :01:36.but there was a mix-up and he did not arrive.
:01:37. > :01:39.This is a community which believes it has been let down.
:01:40. > :01:44.A scheme to help remains on the drawing board and that has
:01:45. > :01:49.Plaid Cymru politicians blaming a Labour Welsh Government,
:01:50. > :01:53.the Welsh Government dishing it back by return.
:01:54. > :01:56.Over the last week, what happened here in Talybont has turned
:01:57. > :01:59.into a political row, but then this is an election year
:02:00. > :02:03.and political parties are keen to score points off each other
:02:04. > :02:05.but for the people of Talybont, what is more important
:02:06. > :02:09.is that the problems which caused the flooding gets sorted out.
:02:10. > :02:12.Last week we spoke to Eirlys Evans, as she attempted to deal
:02:13. > :02:16.with the latest flood to sweep into her home.
:02:17. > :02:19.Pictures recorded by visitors show the force of the water as it ripped
:02:20. > :02:25.Today, Eirlys Evans was among those to tackle Carwyn Jones
:02:26. > :02:30.We need a flood defence now because if it rains,
:02:31. > :02:32.we are going to be petrified here again.
:02:33. > :02:37.It only takes about 35-40 minutes for the water to come
:02:38. > :02:43.You would have thought they would have learnt
:02:44. > :02:48.How long is it going to take them to learn?
:02:49. > :02:51.Talybont's problems are bound up with a wider issue,
:02:52. > :02:56.flooding on the nearby A55, North Wales' main road artery.
:02:57. > :02:59.This picture shows what it was like on Boxing Day,
:03:00. > :03:05.A planned flood scheme would stop this and the flooding in nearby
:03:06. > :03:08.Today the First Minister said there was no reason
:03:09. > :03:14.The issue was getting the easements overland that were required to take
:03:15. > :03:18.a pipe through the land, as I understand it,
:03:19. > :03:23.That has been resolved, so there is no reason now widely
:03:24. > :03:26.Everybody in this village wants to see it.
:03:27. > :03:29.The money is there, Gwynedd are keen to move forward with it.
:03:30. > :03:32.He seems to think there was no problem with the money.
:03:33. > :03:35.If that is the case, and he is true to his word,
:03:36. > :03:38.there is no reason why we cannot go out to tender within a month
:03:39. > :03:40.and complete the work before next winter.
:03:41. > :03:44.In Talybont, they said they wanted to make the most
:03:45. > :03:48.They wanted him to see first-hand what had happened and that seems
:03:49. > :03:54.A baby born by emergency caesarean section after his mother
:03:55. > :04:01.was involved in a car crash has died.
:04:02. > :04:04.The boy's father, Simon Lewis, died in the crash in Cardiff,
:04:05. > :04:07.His wife and their three-year-old daughter were passengers.
:04:08. > :04:09.The baby was born three months prematurely on Sunday,
:04:10. > :04:15.Two more people have been arrested in connection with the fire
:04:16. > :04:18.which gutted a primary school in Cwmbran.
:04:19. > :04:20.The men, aged 18 and 21, have been arrested on suspicion
:04:21. > :04:23.of arson after the blaze at Coed Eva Primary in the early
:04:24. > :04:28.Four teenage boys have also been arrested and released on bail.
:04:29. > :04:33.The school is closed until next week at the earliest.
:04:34. > :04:35.An inquest has heard of a father's desperate attempts
:04:36. > :04:38.to save his six-year-old daughter after she choked on a grape.
:04:39. > :04:42.Jasmine Lapsley died in August 2014 whilst on holiday in Gwynedd.
:04:43. > :04:50.Her parents say the 25-minute wait for an ambulance was far too long.
:04:51. > :04:54.The mother of a teenager who died after an unprovoked attack,
:04:55. > :04:57.says her son would still be alive if his killer had been properly
:04:58. > :05:03.Connor Marshall was murdered in Porthcawl last year by a man
:05:04. > :05:08.who was already being monitored after previous offences.
:05:09. > :05:10.But officials say nothing could have been done to predict
:05:11. > :05:18.Connor Marshall was a lively, likeable teenager, just
:05:19. > :05:22.But last year on a trip to Porthcawl's Trecco Bay,
:05:23. > :05:25.he was murdered in an unprovoked attack.
:05:26. > :05:29.His family was to learn later it was a case of mistaken identity.
:05:30. > :05:36.Connor was attacked in Porthcawl on March the 8th,
:05:37. > :05:41.We then spent four horrible days in hospital with the two children,
:05:42. > :05:50.having to look at somebody that did not resemble Connor at all.
:05:51. > :05:53.In June last year, Connor's killer, David Braddon, was sentenced to life
:05:54. > :05:58.The court heard that Braddon was subject to a supervision order
:05:59. > :06:02.for two previous drug offences and assaulting a police officer.
:06:03. > :06:04.A review of the way he had been supervised was ordered,
:06:05. > :06:07.and the family has seen a summary of that report,
:06:08. > :06:10.which says they could have adopted a more targeted and proactive
:06:11. > :06:15.approach in trying to engage him, reassess and manage his risk.
:06:16. > :06:25.It is just a gutting feeling to know already that the mistakes
:06:26. > :06:27.prevented what happened to Connor,
:06:28. > :06:30.would mean my family is as it should be.
:06:31. > :06:36.Do you really feel that the mistakes were so serious that this murder
:06:37. > :06:42.But the Ministry of Justice say nothing could have been done
:06:43. > :06:44.to predict or prevent Connor's killing.
:06:45. > :06:48.And no one could have foreseen that Braddon would go on to commit
:06:49. > :06:52.They go on to say serious further offences are rare,
:06:53. > :06:57.is taken extremely seriously and investigated fully.
:06:58. > :07:00.They add that "public protection is our priority and we continue
:07:01. > :07:01."to consider the findings in this case."
:07:02. > :07:04.But Connor's mother is not satisfied.
:07:05. > :07:09.She has started an online petition, demanding access to the full report.
:07:10. > :07:14.He had escalated in the violence, he had escalated in the number
:07:15. > :07:19.of offences, he had escalated in his ability to abscond.
:07:20. > :07:23.We should have had tighter controls, better management.
:07:24. > :07:25.David Braddon was a time bomb waiting to explode.
