:00:41. > :00:45.Demand from patients has surged after christmas,

:00:46. > :00:47.especially for ambulances, GP out of hours clinics,

:00:48. > :00:54.Some health boards are asking patients not to attend Accident

:00:55. > :00:56.and Emergency unless they really need to.

:00:57. > :01:06.This lady has been rushed to A after

:01:07. > :01:16.Not all patients arrive at A by ambulance but for those

:01:17. > :01:19.do, they take a very short journey into this room where paramedics

:01:20. > :01:21.and hospital staff discuss the condition of each incoming

:01:22. > :01:23.patients before the handover is complete.

:01:24. > :01:26.This is an everyday scenario at this hospital

:01:27. > :01:38.for staff here and at other departments around Wales,

:01:39. > :01:39.the workload can be much greater.

:01:40. > :01:42.It is an extremely challenging time for the hospital and this week has

:01:43. > :01:46.We've had a higher number of medical emergency

:01:47. > :01:50.That has put pressure on the whole of the hospital,

:01:51. > :01:52.stopped patients being able to move through hospital properly

:01:53. > :01:56.and that is translated into pieces being unable to get through the A

:01:57. > :01:59.Some of the six health boards are reporting severe

:02:00. > :02:02.Prince Charles Hospital is under extreme pressure.

:02:03. > :02:06.It's a similar situation at the Royal Gwent in south-east

:02:07. > :02:08.Wales and at Wrexham Maelor and Glan Clwyd Hospital

:02:09. > :02:14.Ysbyty Gwynedd says it is facing severe pressure.

:02:15. > :02:19.The rest of the hospitals in Wales have now been given a model

:02:20. > :02:24.Last month, the man in charge of the NHS in Wales said in order

:02:25. > :02:26.to deal with increased winter pressure the plan is in place

:02:27. > :02:29.to reduce admissions and to improve support for patients to go home

:02:30. > :02:39.According to the Welsh government, between 2014 and 2015,

:02:40. > :02:41.70%-80% of patients were not admitted for ongoing treatment.

:02:42. > :02:45.Any could be seen by a GP run at the health settings are stuck

:04:41. > :04:43.Tonight, a controversial plan that will pave the way for around 20,000

:04:44. > :04:45.new homes in the city, over the next decade

:04:46. > :04:53.The council says there's a shortage of housing.

:04:54. > :04:55.Opponents argue the city's roads won't be able to cope.

:04:56. > :05:01.Here's our Political Editor, Nick Servini.

:05:02. > :05:04.The last time Cardiff expanded on this scale,

:05:05. > :05:06.it was boomtime for the coal industry.

:05:07. > :05:09.Today it is the largest coal exporter in the world.

:05:10. > :05:11.It may be a different era now but the levels

:05:12. > :05:22.In the 20 years up to 2026, Cardiff's operation is forecast

:05:23. > :05:24.to rise by 22%. -- population.

:05:25. > :05:30.The city's population is young, helping to fuel growth.

:05:31. > :05:37.In the 1980s it was less than 50 people a year,

:05:38. > :05:39.but that jumped to 400 a year in the 1990s,

:05:40. > :05:45.Can the city's infrastructure cope with so many extra people?

:05:46. > :05:48.When the development starts to come forward we will make sure

:05:49. > :05:50.the schools, the infrastructure which is the transport

:05:51. > :05:56.The community centres will be in place and many of the other

:05:57. > :06:02.Completing the local government plan has been a long

:06:03. > :06:06.After years in which development was largely based around flats

:06:07. > :06:10.in the city, the ruling Labour group has opened up swathes of greenfield

:06:11. > :06:13.sites for thousands of homes in the north-western

:06:14. > :06:27.What happens to land close to me will clearly have a big implication

:06:28. > :06:30.for those already living in the city but that is an age-old

:06:31. > :06:35.and wider question for those who don't.

:06:36. > :06:38.Does a larger Cardiff simply suck in the resources and talents

:06:39. > :06:42.Or does the rest of the country benefit from having

:06:43. > :06:45.Roger is a retired planner and an opponents to the expansion.

:06:46. > :06:48.He believes the main impact in the wider area will be

:06:49. > :06:51.on the 80,000 people who commute into Cardiff every day.

:06:52. > :06:57.Unfortunately, most of the development is planned

:06:58. > :07:00.in areas where people travel around in cars.

:07:01. > :07:13.Public transport here isn't very good.

:07:14. > :07:18.As opposed to the development in the last 15 years which was mainly in

:07:19. > :07:20.the centre of Cardiff where transport links are good.

:07:21. > :07:22.One group that be happy will be builders.

:07:23. > :07:25.We are told they are queueing up for the chance to develop valuable

:07:26. > :07:27.sites that for years have been closed off to them.

:09:32. > :09:37.chilly. The weekend very mixed with more rain and showers, hail and

:09:38. > :09:42.thunder possible. Some dry and bright spells possible and all

:09:43. > :09:46.change next week, turning much colder, Arctic winds heading our way

:09:47. > :09:48.but dire than recently with a few wintry showers.
