:02:09. > :02:10.centre, which will develop the technology that powers devices
:02:11. > :02:13.like mobile phones and a commitment to signing a ?1.3 billion city deal
:02:14. > :02:15.for economic development in South East Wales by March.
:02:16. > :02:18.With the Assembly elections just around the corner, he's challenged
:02:19. > :02:20.the Welsh Government to set out their stall.
:02:21. > :02:30.Our economics correspondent spent the day with him.
:02:31. > :02:38.George Osborne chose the sparkling lights of Cardiff Bay to set out his
:02:39. > :02:41.stall. To remind him that it was a previous Conservative government
:02:42. > :02:46.that transformed this Docklands into what it is now. He said his party is
:02:47. > :02:49.still very much looking to the future.
:02:50. > :02:54.Wales at its most innovative, the world class research which powers
:02:55. > :03:02.your smartphones, tablets and washing machines. This is the
:03:03. > :03:05.future. Made in Wales. The Chancellor 's vision for Wales
:03:06. > :03:10.investing in home-grown high-tech like this will boost our economy but
:03:11. > :03:15.we are underperforming. He is confident of his record here since
:03:16. > :03:25.2010 celebs have a look a lot has been done since 2010. 70,000 jobs
:03:26. > :03:30.have been created. Unemployment has fallen by 30%. At the end of 2010,
:03:31. > :03:36.employment in Wales to that 1,000,320 5000. At the end of 2015,
:03:37. > :03:43.it was 1,000,400 and 7000. Updated 2000. Five years ago, a were out of
:03:44. > :03:48.work in Wales. At the end of last year, the number was down to 80
:03:49. > :03:54.8000. What kind of wage packet of these new jobs attract? With average

:04:05. > :04:08.the credit for more jobs and called for the Welsh government to spell
:04:09. > :04:12.out its vision. We have our plan for Wales, one that supports jobs and
:04:13. > :04:19.pay and rising living standards. What is your plan for a stronger
:04:20. > :04:24.Wales? If after 16 years in power you still can't provide one, quite
:04:25. > :04:28.simply it is time for a change. Look at jobs growth Wales, the most
:04:29. > :04:33.successful job creation programme in the UK and possibly in parts of
:04:34. > :04:37.Europe. A very Welsh project, one that is producing enormous success
:04:38. > :04:41.and thousands of apprenticeships. Look at construction growth in
:04:42. > :04:44.Wales. We have high construction growth than the rest of the united
:04:45. > :04:50.kingdom. We are better foreign investment. The Chancellor is
:04:51. > :04:54.warning the UK could be hit by an economic slowdown in China and
:04:55. > :04:57.Brazil, in Wales the declining steel industry is struggling to compete
:04:58. > :05:01.with overseas companies. Because of the structure of the economy it is
:05:02. > :05:06.true that we are more exposed than elsewhere in the country to the
:05:07. > :05:10.forces going on within the global economy and we are seeing that in
:05:11. > :05:14.terms of the pressures on the steel industry. We are getting progress of
:05:15. > :05:17.the new repair and level on what is called anti-dumping measures. All of
:05:18. > :05:21.these cheap imports coming from China and have to do is of the about
:05:22. > :05:25.that. Cities in the North of England having given millions by George
:05:26. > :05:28.Osborne to improve their economies like for instance through better
:05:29. > :05:31.transport. The daily top business people he wants to finalise a
:05:32. > :05:38.similar deal for Cardiff by March. We need some leadership and be for
:05:39. > :05:43.Wales. George Osborne made it clear that he's to receive that offer. We
:05:44. > :05:47.need to galvanise and make sure that we put forward a persuasive bid.
:05:48. > :05:51.Should that leadership from the Welsh government or councils or the
:05:52. > :05:56.private correct sector? Everyone has to get together and streamline this
:05:57. > :06:00.whole thing. Investment in transport and new industry should help the
:06:01. > :06:04.Welsh economy. The big question is whether they can do enough quickly
:06:05. > :06:08.enough. As is so done in China and other emerging economies gains pace
:06:09. > :06:11.and hits home and put more pressure on Welsh traditional manufacturing.
:06:12. > :06:14.Sarah, we've heard a lot today about the slowing global economy.
:06:15. > :06:24.What's your assesment of the impact here in Wales?
:06:25. > :06:33.Companies and jobs in Wales already. What is happening is that commodity
:06:34. > :06:39.prices, raw materials, basic things that form our economy, oil, steel,
:06:40. > :06:42.copper, the prices of those around the world are down compared with
:06:43. > :06:47.where they were a year ago and before. We have already seen job
:06:48. > :06:53.losses in the oil sector in Pembrokeshire. Partly because of
:06:54. > :06:59.lower oil costs and win -- we now know the steel industry across Wales
:07:00. > :07:02.is feeling the cost of so much cheap steel but talk to manufacturers,
:07:03. > :07:07.people that export and this feeling that the economy around the world is
:07:08. > :07:12.weakening. They're not buying so many goods, we have a strong pound
:07:13. > :07:16.making them expensive, that is day to day taught in many manufacturing
:07:17. > :07:20.places amongst many working people in Wales and he was recognising that
:07:21. > :07:25.and he hopes at what he has outlined today will help bring new employment
:07:26. > :07:29.and new vision but it's all about timing and these things, new
:07:30. > :07:32.industries, new investments take a long time to gain ground and people
:07:33. > :07:33.are really struggling now. Thank you.

:07:38. > :07:43.attacks and he had a pretty blunt message on the city deal.
:07:44. > :07:48.At one level we shouldn't be surprised. This is a conservative
:07:49. > :07:50.Chancellor well known for his political manoeuvring. It comes to
:07:51. > :07:55.Wales before the assembly elections and is going to lay into Welsh
:07:56. > :07:59.Labour but I think the extent to which she did that did raise
:08:00. > :08:03.eyebrows. This was a speech heavily trailed to talk about the impact of
:08:04. > :08:07.the global downturn and the British economy. At the beginning, it was
:08:08. > :08:14.more about Welsh Labour bashing than geopolitics. I can't recall a senior
:08:15. > :08:16.Tory Cabinet member let alone the Chancellor coming to Wales are
:08:17. > :08:22.giving a speech and repeatedly trying to portray the Welsh
:08:23. > :08:26.Conservative leader as a future First Minister and in a way I think
:08:27. > :08:29.he has touched on the great leap that the Welsh Tories will have the
:08:30. > :08:35.make in the assembly elections. To go from it all very well be a party
:08:36. > :08:38.capable of knocking the labour Welsh government, it's another thing to be
:08:39. > :08:45.seen as a government in waiting and for the reader to be seen as a First
:08:46. > :08:50.Minister. He had a blunt message and the city deal for south-east Wales.
:08:51. > :08:57.He once a deal on his desk before the budget in March. Ten council

:12:24. > :12:26.so Uber coming to Cardiff is going to create

:18:35. > :18:41.The first Kwik Save supermarket was in Rhyl's Queen Street.
:18:42. > :18:45.And people remember the difference it made.
:18:46. > :18:49.Pat Broady's husband, a builder, did work for Albert Gubay.
:18:50. > :18:55.Biscuit tins, always biscuit tins, and he gets out all his ten shilling
:18:56. > :18:59.notes and counts them all out and puts them back.
:19:00. > :19:02.That had pound notes in it and that's the way
:19:03. > :19:06.Albert Gubay sold Kwik Save in the '70s.
:19:07. > :19:10.The business eventually closed but he kept on making money.
:19:11. > :19:14.In 2010, he put ?600 million into a charitable trust to become
:19:15. > :19:20.A year later, he was honoured by the Pope for his charity work.
:19:21. > :19:24.A Rhyl journalist who interviewed him says he detected a lingering
:19:25. > :19:37.He was in fact, from his very, very early life, worried
:19:38. > :19:44.I know some people who won't give anything away.
:19:45. > :19:50.There comes a time when you can't grab on to it so you might
:19:51. > :19:53.as do some good with it, which I've always tried to do.
:19:54. > :19:57.Albert Gubay's charitable trust is now worth ?1 billion.
:19:58. > :20:07.It's yet to be revealed how and where the money will be spent.
:20:08. > :20:15.Within the last hour, Swansea City has confirmed caretaker
:20:16. > :20:19.manager Alan Curtis will remain in charge of the Premier League club
:20:20. > :20:24.Swansea Chairman Huw Jenkins admitted tonight that a number

:21:01. > :21:05.league, it will be brilliant. Curtis is synonymous with Swansea. His
:21:06. > :21:09.debut 44 years ago. What a shot and what a goal Tax Act he played during

:21:15. > :21:18.position possible off the field. He has been a community officer, youth
