:00:45. > :00:48.?50 million for a cutting-edge scientific research centre

:00:49. > :00:54.and a commitment to signing a ?1.3 billion "city deal" for Cardiff.

:00:55. > :00:58.And with Assembly elections around the corner, he's challenged

:00:59. > :01:01.the Welsh Government to set out their stall.

:02:23. > :02:27.We have our plans for Wales, one that supports jobs and pay

:02:28. > :02:33.What is your plan for a stronger Wales?

:02:34. > :02:37.If after 16 years in power you still can't provide one

:02:38. > :02:40.then quite simply, it's time for a change.

:02:41. > :02:42.Look at Jobs Growth Wales, the most successful

:02:43. > :02:47.job creation programme in the UK and possibly in parts of Europe.

:02:48. > :02:52.A very Welsh project, one that is producing

:02:53. > :02:54.enormous success and thousands of apprenticeships.

:02:55. > :02:55.Look at construction growth in Wales.

:02:56. > :02:59.We have higher construction growth than the rest of the United Kingdom.

:03:00. > :03:04.Cities in the North of England have been given millions by George

:03:05. > :03:07.Osborne to improve their economies like, for instance, through

:03:08. > :03:12.Today, he told business people he wants to finalise a similar deal

:03:13. > :03:18.We need some leadership here on behalf of Wales.

:03:19. > :03:21.George Osborne made it absolutely clear that he is ready

:03:22. > :03:25.We really need to galvanise and make sure we put forward

:03:26. > :03:29.Should that leadership come from Welsh Government,

:03:30. > :03:36.I think everybody has to get together and streamline

:03:37. > :03:40.Many in the private sector feel they have not been as involved

:03:41. > :03:42.in the city deal so far as they'd like to be.

:03:43. > :03:47.All sides have two months now to put together a plan

:03:48. > :03:55.and a vision that the Chancellor will want to invest in.

:03:56. > :03:58.A man from Cardiff has admitted causing the death of a 12-year-old

:03:59. > :04:02.Hamid Ali Khan, who was a pupil at Fitzalan High School,

:04:03. > :04:05.died after being hit on Ninian Park Road

:04:06. > :04:11.Calvin Michael Markall is due to be sentenced next Wednesday.

:05:11. > :05:13.Its introduction to a city is often controversial.

:05:14. > :05:16.London cabbies protested against it and in Paris things got

:05:17. > :05:21.Now it's coming to Cardiff so what's the fuss about?

:05:22. > :05:24.The basic idea behind Uber is a simple one.

:05:25. > :05:27.Using your smartphone, it links via GPS to the nearest Uber

:05:28. > :05:30.cab and sends you an estimate of how much the fare will be.

:05:31. > :05:33.The app tells you how long it will take to get to you,

:05:34. > :05:36.and gives you informaion on the driver and the car.

:05:37. > :05:38.With your bank details already registered to the app,

:05:39. > :05:42.Simply press a button when you arrive at your destination.

:05:43. > :05:45.Most importantly for passengers, it can often be cheaper

:05:46. > :05:50.Mathab Khan is chairman of the Cardiff Hackney Carriages

:05:51. > :05:54.He is angry that Cardiff Council has granted Uber a licence,

:05:55. > :05:58.especially as the city already has a problem of unlicensed

:05:59. > :06:03.He says they're considering a legal challenge to the decision.

:06:04. > :06:07.The Cardiff City Council has proven to be ineffective in enforcing

:06:08. > :06:13.I think we have a very strong case to stop them issuing the licence

:06:14. > :06:18.Despite his opposition, Cardiff Council today issued

:06:19. > :06:20.the operaators licence and the city's cab drivers

:06:21. > :06:23.are worried there's not enough business

:06:24. > :06:27.There are already too many taxis in Cardiff city centre.

:06:28. > :06:34.As it is, it is a big struggle for taxi drivers to make a living

:06:35. > :06:40.so Uber coming to Cardiff is going to create a lot of unemployment.

:06:41. > :06:43.Uber drivers and their cars are subject to normal private hire

:06:44. > :06:46.licensing laws and a percentage of their fare to Uber.

:06:47. > :06:48.Cardiff will be the 16th British city to get the service.

:06:49. > :06:54.It's the public that will decide whether it's successful or not.

:06:55. > :06:55.Residents in Llanrwst, in the Conwy Valley,

:06:56. > :06:59.say they're furious a new temporary flood barrier was not assembled

:07:00. > :07:02.in time to prevent their homes being flooded over Christmas.

:07:03. > :07:06.The barrier was recently installed to protect homes which had been

:07:07. > :07:09.flooded several times in the past but it wasn't raised until a number

:07:10. > :07:13.of houses on Conwy Terrace were already flooded.

:07:14. > :07:16.Natural Resources Wales says it's investigating why it

:07:17. > :07:22.When I got to Conwy Terrace, because I also was covering

:07:23. > :07:26.Station Road and Bridge Street and various other

:07:27. > :07:29.places that went under, it was obvious the water was over

:07:30. > :07:33.the barrier and the barrier hadn't been put up.

:07:34. > :07:37.All the money on this barrier and it wasn't even lifted in time.

:07:38. > :07:44.Aand tonight, Swansea City has confirmed caretaker manager,

:08:20. > :08:22.Temperatures dropping away and further showers will arrive

:08:23. > :08:27.Overnight lows of one to five Celsius in towns and cities,

:08:28. > :08:32.A couple of fronts push in from the Atlantic overnight

:08:33. > :08:37.Those showers could be wintry on high ground but they'll rattle

:08:38. > :08:40.through quite quickly on brisk westerly winds.

:08:41. > :08:46.Those showers lingering across the eastern side of the UK.

:08:47. > :08:49.A warning in north east Scotland for snow and rain falling

:08:50. > :08:53.Elsewhere, showers easing, sunny spells developing

:08:54. > :08:58.Just two Celsius across north west Scotland, still ten in the milder

:08:59. > :09:02.And a brighter afternoon across Wales.

:09:03. > :09:04.Just a few showers, feeling fresher in the strong winds,

:09:05. > :09:08.four Celsius on Anglesey, nine Celsius in Cardiff.

:09:09. > :09:11.Tomorrow night, the showers start to push in from the west.

:09:12. > :09:16.Remaining windy along the coast with overnights low of one to seven

:09:17. > :09:19.Low pressure is in charge on Saturday so turning unsettled

:09:20. > :09:22.again as this front pushes in from the south west.

:09:23. > :09:25.Saturday might start dry in the east but showery rain,

:09:26. > :09:28.heavy at times pushing North eastwards through the day.

:09:29. > :09:31.Winds picking up too but southerly winds,

:09:32. > :09:36.Once that front is through, low pressure continues to bring

:09:37. > :09:39.showers on and off through the weekend.

:09:40. > :09:42.Looking chillier on Sunday, breezy with a mix of sunny

:09:43. > :09:47.So often windy this weekend with sunny spells and showers.

:09:48. > :09:50.Turning noticeably colder by next week with any chance that showers
