:01:29. > :01:29.the army failed to identify or prevent.

:01:30. > :01:32.The conclusion of a coroner after the 22-year-old from Hengoed

:01:33. > :01:34.near Caerphilly was ordered to undergo intensive exercise known

:01:35. > :01:38.He collapsed at Lucknow Barracks in Wiltshire in 2006

:02:00. > :02:06.A proud mother, a son who had found direction by joining the Army at

:02:07. > :02:12.months after his passing out parade, Gavin Williams was dead. He trusted

:02:13. > :02:19.them. To look after him, train him in the way he should the trained and

:02:20. > :02:25.never to hurt him. Gavin 's mother still haunted by the images of what

:02:26. > :02:32.happened nearly a decade ago. I was forced to look at my son as he lay

:02:33. > :02:36.asleep, never to wake up again. That was the worst moment of my life. And

:02:37. > :02:47.I see that moment in my head every single day. I know that the nature

:02:48. > :02:52.of that bee sting was so inhuman, so degrading that it cannot be

:02:53. > :03:02.tolerated in any civilised way -- world. Gavin was involved in a

:03:03. > :03:06.series of drunken incidents. On one occasion, going a while. Gavin 's

:03:07. > :03:12.behaviour culminated in a prank carried out here in the early hours

:03:13. > :03:17.of the morning one week ending July 2000 six. Guests staying here with a

:03:18. > :03:21.senior officer were sprayed with a fire extinguisher in the early hours

:03:22. > :03:26.of the morning and then Gavin turned up drunk to guard duty. His senior

:03:27. > :03:30.officer demanded Gavin was brought in front of him hot and sweaty. A

:03:31. > :03:34.Corporal marched Gavin around the camp on one of the hottest day of

:03:35. > :03:39.the years before one of his colleagues took Gavin for a second

:03:40. > :03:45.punishing exercise in the gym. Ordering extended physical exercise

:03:46. > :03:51.like this as a punishment was known as beasting and it was against Army

:03:52. > :03:57.rules. We're college there was a culture of unofficial punishments at

:03:58. > :04:04.the time of Gavin 's death. This was unacceptable. We have already

:04:05. > :04:08.conducted an enquiry and made in a broth improvements to try and sure

:04:09. > :04:12.-- ensure this has never -- will never happen again. Gavin collapsed

:04:13. > :04:18.when walking to this medical centre for help. The coroner said there was

:04:19. > :04:29.a delay in treating Gavin when he arrived.

:04:30. > :04:39.But instead he slumped to the floor industry went room, rate are going

:05:02. > :05:04.acquitted of manslaughter in 2008. Sergeant Paul Blake said Gavin had

:05:05. > :05:10.not done excessive exercise in the gym. The coroner disagreed. Sergeant

:05:11. > :05:15.Russell Price top Gavin for that second round of so-called beasting

:05:16. > :05:23.on the understanding it was what his superiors wanted. He found himself

:05:24. > :05:26.the wrong side of a system that senior officers should have known

:05:27. > :05:30.about and should have stopped. His family have called the changes that

:05:31. > :05:35.have been brought in since Davin 's law.

:05:36. > :05:41.How do you think Davin Williams' family will be feeling tonight?

:05:42. > :05:46.They'll be pleased that the coroner took 26 days to listen to the

:05:47. > :05:49.witnesses and go into the detail of what went on that day. They will be

:05:50. > :05:55.pleased with the public apology they have had from the Army. And they

:05:56. > :06:00.will be pleased it has been publicly acknowledged that Gavin 's behaviour

:06:01. > :06:04.that they was not investigated properly. Yes, he had taken drugs

:06:05. > :06:09.and got drunk but he did not have his side of the story heard properly

:06:10. > :06:13.and risk assessment was not done properly that day. They will be

:06:14. > :06:17.frustrated that so many witnesses said they could not run under what

:06:18. > :06:20.happened that day. It was a long time ago but they feel some were

:06:21. > :06:24.reluctant in what they described to the coroner. And they are still

:06:25. > :06:31.frustrated that some senior officers claimed they did not know what was

:06:32. > :06:35.going on. I think the coroner made it clear today that he was satisfied

:06:36. > :06:39.that changes have been made to stop this kind of thing happening in

:06:40. > :06:40.future and that is really all Gavin 's mother wanted to come out of this

:06:41. > :06:42.process. Rural councils say they get a "raw

:06:43. > :06:45.deal" and want more funding after repeatedly being hit

:06:46. > :06:47.by the deepest cuts. The body representing councils

:06:48. > :06:49.is calling for a grant As our political correspondent

:06:50. > :06:52.Daniel Davies reports, it's the subject of bargaining

:07:48. > :07:50.from the Welsh Government next year. There is 27 million pounds worth

:11:28. > :11:29.something called a Public Spaces Protection Order, which enables them

:11:30. > :11:37.to prohibit activities in certain areas where they are detrimental

:11:38. > :11:39.to the quality-of-life Last year, the Control of Horses Act

:11:40. > :11:50.came in to force, which aims to deter people from grazing

:11:51. > :11:52.their animals on public But tethering itself is not illegal,

:11:53. > :11:56.however according to the RSPCA, it is not recommended as a viable

:11:57. > :11:59.way to keep a horse. And the Animal Welfare Act says

:12:00. > :12:01.owners have a responsibility for the welfare of their horses,

:12:02. > :12:04.making sure they are not tethered for long periods of time and have

:12:05. > :12:07.access to shelter and water. These horses are worth

:12:08. > :12:09.about five, ?10. They are only of value to the people

:12:10. > :12:16.who are tethering them and selling And the idea of tethering is,

:12:17. > :12:21.I don't have to pay rent for a field, I don't have to pay

:12:22. > :12:24.anyone, and fly-grazing is the same, It is a cheap form of owning

:12:25. > :12:29.a horse, whereas really if you own a horse, you should be

:14:19. > :14:23.the council do not truly recognise exactly what that is. The planned

:14:24. > :14:28.cuts at Cardiff Council include ending its support for the

:14:29. > :14:31.international arts prize, as well as Cardiff contemporary and the Singer

:14:32. > :14:34.of the World competition and campaigners say the budget proposals

:14:35. > :14:40.contain around ?700,000 of other cuts that will affect arts and

:14:41. > :14:43.culture in the city. Cardiff Council says it is facing unprecedented

:14:44. > :14:45.financial pressure and it wants people to contribute to the

:14:46. > :14:49.consultation about its new budget but this will boils down to the

:14:50. > :14:55.fundamental task of trying to balance the books. The singer of the

:14:56. > :14:59.world competition has been a staple of Cardiff 's cultural scene since

:15:00. > :15:03.the 80s but do people in the city think their council tax should

:15:04. > :15:08.support it? What you make of that? I thought it was very beautiful. I

:15:09. > :15:14.think public money should be used to pay for this. It is about getting a

:15:15. > :15:17.range of audience coming in to see work like that and I think that is

:15:18. > :15:22.also very important when we are talking about cuts. Who are we

:15:23. > :15:28.getting the arts from? I am sure they can do it with fundraising.

:15:29. > :15:32.They can get it on the TV and get right from that. I do not think the

:15:33. > :15:36.taxpayers should pay for it at all. It is grassroots arts and education

:15:37. > :15:43.as well. Most disadvantaged committees cannot access really

:15:44. > :15:46.robust opportunities but if we engage with those communities there

:15:47. > :15:52.is aspiration. There is a warning of worse to come. Ab until 2020, there

:15:53. > :15:59.will be cuts and even after that, none of us know the future. If you

:16:00. > :16:03.are in a service like the arts and would have relied on a grant in the

:16:04. > :16:05.past, you have to get your head around the fact that Grant will

:16:06. > :16:10.definitely be kept in the future. It might not even be there and then you

:16:11. > :16:14.have to look for other sources of income. The council 's budget will

:16:15. > :16:16.be decided next month with campaign is hoping it will not be a swansong

:16:17. > :16:19.for culture in the capital. Reopening minor injury units
