:00:23. > :00:25.First Minister Carwyn Jones and UKIP leader Nigel Farage met tonight

:00:26. > :00:27.in a head-to-head debate in Cardiff Bay on the UK's future

:00:41. > :00:44.First Minister Carwyn Jones and UKIP leader Nigel Farage met tonight

:00:45. > :00:46.in a head-to-head debate in Cardiff Bay on the UK's future

:00:47. > :00:50.The two men clashed over jobs and the economy,

:00:51. > :00:53.including the fate of the steel industry.

:00:54. > :00:59.Carwyn Jones said leaving the EU would have "devastating

:01:00. > :01:01.consequences" for Wales, Mr Farage claimed membership

:01:02. > :01:04.of the EU had left the first minister "impotent".

:01:05. > :01:19.Our political editor Nick Servini was there.

:01:20. > :01:25.If the EU referendum campaign is going to be anything like this it

:01:26. > :01:29.will be a lively affair. Within minutes of Carolyn Jones and Nigel

:01:30. > :01:38.Farage were training -- trading insults. Trading was the dominant

:01:39. > :01:41.theme throughout. With the steel industry facing such problems there

:01:42. > :01:48.was no surprise it quickly came to the fore. Both accused each other of

:01:49. > :01:52.not doing anything for the industry. He had been lobbying the UK

:01:53. > :01:56.Government four years to reduce problems for companies like Qatar.

:01:57. > :02:02.He said he would do it and they have not done it. I met with them last

:02:03. > :02:08.month and they said it was an obstacle. -- Tata. What you or

:02:09. > :02:12.Westminster should have an able to do and what you would have wanted to

:02:13. > :02:16.be able to do it was to stop the dumping of that steel, to get the

:02:17. > :02:20.last proper steel plant in Wales the chance of continuing. You didn't do

:02:21. > :02:23.it not because you didn't want to but you have not got the power to do

:02:24. > :02:28.it because you have given that a week to Brussels. The fundamental

:02:29. > :02:32.messages where Herod repeatedly in the hour-long debate. For Carwyn

:02:33. > :02:38.Jones it was all about why the UK would take the risk of leaving. I do

:02:39. > :02:43.not want Britain or Wales to surrender our lease in the world. We

:02:44. > :02:49.had an important country being an important role in Europe. We want to

:02:50. > :02:56.be on the pitch. Not in the crowd shouting. Shipping the whole of

:02:57. > :03:00.Europe in an uncertain model. The message was for the whole of Wales

:03:01. > :03:05.and Europe to take control of its own affairs and its own borders. I

:03:06. > :03:09.believe not only would we be better making our own laws in our own

:03:10. > :03:13.countries but I know that in a genuine democracy you are able

:03:14. > :03:20.through the ballot box to get rid of bad law. You cannot do that as a

:03:21. > :03:24.member of this European Union. I say stand up British people, take back

:03:25. > :03:27.our birthright and regain our democracy. What was the reaction

:03:28. > :03:31.among the audience at the event organised IP think tank the

:03:32. > :03:36.Institute of Welsh affairs? We might have expected more passion around

:03:37. > :03:40.about immigration and the asylum question but what we had fashioned

:03:41. > :03:48.questions about from the audience was about jobs, jobs in factories.

:03:49. > :03:55.The borders in Europe where causing more difficulty for people in Wales

:03:56. > :03:59.to find a job in Europe. It is the question of the referendum and Noble

:04:00. > :04:03.depends on whether David Cameron will hold the full.

:04:04. > :04:05.Our political editor, Nick Servini joins me now,

:04:06. > :04:09.Nick, quite a passionate debate tonight?

:04:10. > :04:16.We learned Nigel Farage is a very difficult operator on the subject of

:04:17. > :04:20.UDP and with Grohl. It was a tough night for the First Minister. Nigel

:04:21. > :04:26.Farage started to boss the proceedings. Very different

:04:27. > :04:29.approaches for the two men. A bread and butter approach from the First

:04:30. > :04:34.Minister pointing to the talks he has with attentional inward

:04:35. > :04:37.investors in Wales saying they want to stay in the EU and them by

:04:38. > :04:44.contrast the rhetorical flourishes of Nigel Farage pointing out

:04:45. > :04:48.examples of largess, incompetency on the part of the European Union and

:04:49. > :04:52.his fundamental point of scaremongering when it comes to jobs

:04:53. > :04:57.and the prospect of leaving. Always in these cases both sides claim

:04:58. > :05:06.victory, it was the case again tonight. Ukip said they were

:05:07. > :05:09.ecstatic and Labour saying it was a victory on points.

:05:10. > :05:12.With the state of the steel industry featuring heavily in the debate

:05:13. > :05:15.tonight, let's stay with that for a moment, because the price

:05:16. > :05:18.It's a good barometer of the health of the steel industry

:05:19. > :05:23.Scrap steel is only reaching half the price it was fetching this time

:05:24. > :05:25.last year, of great concern because of the thousands of jobs

:05:26. > :05:30.Our Economics Correspondent, Sarah Dickins has the story.

:05:31. > :05:33.In Swansea docks, scrap metal is being prepared for export

:05:34. > :05:37.and usually to the neighbouring steelworks at Porttalbot.

:05:38. > :05:40.It notably buys scrap steel from this site to add

:05:41. > :05:42.to the steel it makes from raw materials.

:05:43. > :05:45.None has been ordered for the first three months of this year.

:05:46. > :05:48.Around the world, the demand for scrap steel fell

:05:49. > :05:56.We have seen cheap Chinese still coming in from China

:05:57. > :06:03.In the UK particularly, they have suffered as a result

:06:04. > :06:13.it's a double whammy, if you like, with cheap Chinese products

:06:14. > :06:14.as well as the electricity tariffs.

:06:15. > :06:17.That has dampened the price of steel scrap down to virtually all-time

:06:18. > :06:20.lows when you take into account annual inflation, where it was.

:06:21. > :06:23.Scrap cars were fetching ?85 per tonne a year ago.

:06:24. > :06:31.Metalis employs 15 people here, handling up to 8,000 tonnes a month.

:06:32. > :06:34.The scrap's graded for different customers.

:06:35. > :06:36.These bundles will be exported to India.

:06:37. > :06:40.Other loads are for Spain and Turkey.

:06:41. > :06:42.This steel to my right here is electrical switch gear

:06:43. > :06:46.We send that for fragmentation, which separates the copper

:06:47. > :06:51.This pile to my left-hand side, this what we're loading up

:06:52. > :06:55.for steel, it's what we call one and two mixed, we send that to Spain

:06:56. > :06:58.The scrap sector employs 1,500 people in Wales,

:06:59. > :07:03.and impacts many different parts of the economy.

:07:04. > :07:06.When economies around the world are feeling strong,

:07:07. > :07:08.confident and optimistic about the future, scrap like this

:07:09. > :07:15.Everybody wants it because it goes into so many commodities.

:07:16. > :07:17.The fact it is so low, the price, now and that there

:07:18. > :07:22.isn't demand across the world suggests we have bumpy months ahead.

:07:23. > :07:27.Many economic forecasters say growth around the world will slow further

:07:28. > :07:31.as the year progresses, hitting scrap and the steel

:07:32. > :07:36.South Wales particularly was the hub of the steel-making sector

:07:37. > :07:39.and relied upon steel scrap as a vital raw material

:07:40. > :07:42.within the steel-making chain so scrap matters absolutely.

:07:43. > :07:46.It is an essential raw material in the manufacturing process.

:07:47. > :07:50.And steel scrap is not the only commodity where prices

:07:51. > :07:55.The same is happening with oil, copper and iron ore,

:07:56. > :08:01.all indicators that economies around the world are weakening.

:08:02. > :08:03.A pre-inquest hearing into the death of a soldier from Llangollen

:08:04. > :08:07.at Deepcut Barracks in Surrey has heard how she may have been

:08:08. > :08:10."manipulated...by those higher up the chain of command

:08:11. > :08:16.18-year-old Private Cheryl James was found with a bullet wound

:08:17. > :08:22.The coroner must now decide on whether to consider new evidence

:08:23. > :08:28.The MOD said it was inappropriate to suggest widening the scope

:08:29. > :08:35.A 27-year-old woman has been arrested on suspicion of murder,

:08:36. > :08:39.after the body of a man was found in a house in Cardiff.

:08:40. > :08:43.Police were called to an address in Llanrumney Avenue at around 4:30

:08:44. > :08:47.yesterday morning following reports of a house fire.

:08:48. > :08:49.The man has not yet been formally identified

:08:50. > :08:56.A man who failed to stop after his motorbike hit

:08:57. > :09:00.a 10-year-old boy in Mountain Ash has been jailed for 15 months.

:09:05. > :09:06.and leaving the scene of the accident.

:09:07. > :09:10.Tye Hawkins suffered life changing injuries as a result of the accident

:09:11. > :09:19.Tye suffered a serious brain injury and he is fortunately has had

:09:20. > :09:21.the support of his family and they are very grateful

:09:22. > :09:24.for the support they received from the community and friends

:09:25. > :09:30.in the local area but it is fair to say that there will be some

:09:31. > :09:33.significant challenges ahead for Tye and it might not be until his late

:09:34. > :09:39.teens before the degree of the brain injury becomes clear.

:09:40. > :09:42.An inquest into the death of a six-year-old girl who choked

:09:43. > :09:44.on a grape in Gwynedd, has heard how poor ambulance

:09:45. > :09:48.response times will inevitably lead to deaths.

:09:49. > :09:51.Jasmine Lapsley, from Liverpool, was on holiday with her family

:09:52. > :09:54.in Morfa Nefyn when she collapsed last August.

:09:55. > :09:59.An expert witness told the inquest that the 25 minutes response time

:10:00. > :10:03.of the ambulance was poor, even for a rural location.

:10:04. > :10:09.69 road accidents have been reported to North Wales Police today,

:10:38. > :10:41.at the proposals to save more than ?200,000 as a result

:10:42. > :10:47.One former park authority member says some feel the authority could

:10:48. > :11:05.We know that in this area every visitor who visits the Centre brings

:11:06. > :11:11.about ?5 into the local economy which is huge. I really do think it

:11:12. > :11:14.is very easy for them to hit the soft targets, tourist information

:11:15. > :11:18.centres, the Mountain Centre and other areas when really perhaps they

:11:19. > :11:19.should be looking at their big spending areas such as their

:11:20. > :11:22.planning department. Football, and after postponing
