:00:48. > :00:49.while on holiday in Gwynedd, have told us ambulance

:00:50. > :00:51.delays cost her her only chance of survival.

:00:52. > :00:54.On Tuesday, a coroner called for more ambulance cover in holiday

:00:55. > :00:57.areas, after concluding Jasmine Lapsley from

:00:58. > :00:59.In their first extended interview since the inquest,

:01:00. > :01:01.her parents told Roger Pinney they don't know if she'd have lived

:01:02. > :01:19.She just bound in the room full of energy, just a big smile,

:01:20. > :01:20.Just beautiful, absolutely wonderful.

:01:21. > :01:29.They think about her every day, it's 16 months now since Jasmine died.

:01:30. > :01:32.The ordeal of her inquest over, and for Rob and Kathy Lapsley,

:01:33. > :01:37.We play it through every day in our minds, it's

:01:38. > :01:47.It's not like we forgot about this for the last 16 months and we have

:01:48. > :01:50.suddenly had to go back into it again, but to hear the story over,

:01:51. > :01:57.to see the people who were there that night, to see their faces,

:01:58. > :01:58.some we have seen on the night and we remember, some we didn't.

:01:59. > :02:00.To hear their account of that night has been harrowing.

:02:01. > :02:03.Jasmine and her family were holidaying on the Gwynedd coast

:02:04. > :02:11.It took an ambulance 25 minutes to get to her,

:02:12. > :02:16.well outside the target time of eight minutes.

:02:17. > :02:16.Her parents don't know if she would have lived

:02:17. > :02:24.if the ambulance and paramedics had been there sooner.

:02:25. > :02:25.But, they say, she deserved a chance.

:02:26. > :02:27.I'm not saying that she would be here, that she would have survived

:02:28. > :02:32.if they'd been here, we don't know and it's not right

:02:33. > :02:32.for me to say that, but there was a chance

:02:33. > :02:38.of her surviving if they would have got there in a reasonable time.

:02:39. > :02:38.That chance, she lost the chance, the arrival time was too late.

:02:39. > :02:41.Jasmine's inquest lasted six days, her parents sat through

:02:42. > :02:50.Shortcomings and mistakes were exposed.

:02:51. > :02:58.The coroner's recommendations called for more ambulance resources

:02:59. > :03:01.in holiday areas during the summer months, and more flying hours

:03:02. > :03:06.The Wales ambulance service says it will learn lessons.

:03:07. > :03:07.Rob and Kathy Lapsley say the answer is simple,

:03:08. > :03:13.Where we were was roughly 30 miles from the nearest hospital.

:03:14. > :03:15.If somebody is being taken from that area, you are talking half an hour

:03:16. > :03:22.There has to be more ambulances and you would hope that

:03:23. > :03:22.is their view as well, And you would hope that's the view

:03:23. > :03:24.of the politicians as well because that's where it

:03:25. > :03:31.The couple amassed hundreds of pages of documents in an attempt

:03:32. > :03:35.They are highly critical of the way the Welsh ambulance

:03:36. > :03:40.Their distrust of the organisation remains, and of its promise to learn

:03:41. > :03:42.lessons, but in truth they say they now focus on their surviving

:03:43. > :03:50.Holding her hand gave me a feeling I've never had from

:03:51. > :03:54.I was always so proud of her, holding her hand.

:03:55. > :04:03.I used to love walking with her and holding her hand.

:04:04. > :04:15.There's loads of different memories with her,

:04:16. > :04:19.Cathy and Rob Lapsley, speaking to our reporter

:04:20. > :04:24.The rest of the day's news now, and a man has been charged

:04:25. > :04:26.with murder, after a young mother was found dead in Monmouthshire.

:04:27. > :04:28.The woman, who's been named locally as 25-year-old Georgina Symonds,

:04:29. > :04:33.was found in Usk early yesterday morning.

:04:34. > :04:33.A 53-year-old man from the Abergavenny area will appear

:04:34. > :04:33.at Newport Magistrates' Court tomorrow.

:04:34. > :04:36.The Health Minister has warned two Welsh health boards are unlikely

:04:37. > :04:43.Mark Drakeford said Betsi Cadwaladr and Hywel Dda health boards

:04:44. > :04:43.are the ones "most likely to struggle to live

:04:44. > :04:45.But he says he's unwilling to repeat the NHS bail-outs of previous years.

:04:46. > :04:50.Two climbers have been rescued after being stranded last night

:04:51. > :04:52.The men, who are aged 35 and 40 and from West Yorkshire,

:04:53. > :04:55.were stuck in a gully more than 3,000 feet up on Glyder Fach.

:04:56. > :05:00.Attempts to reach them during the night were hampered

:05:01. > :05:03.by blizzards and gales, as Robert Thomas reports.

:05:04. > :05:05.The end of their ordeal, the moment when the two climbers

:05:06. > :05:09.were winched to safety after spending a night trapped

:05:10. > :05:11.in a gully not far from the summit of Glyder Fach.

:05:12. > :05:14.The two men used a mobile phone to raise the alarm at around five

:05:15. > :05:18.o'clock yesterday evening, fearing they could be swept

:05:19. > :05:22.from the mountain by an avalanche of deeply fresh fallen snow.

:05:23. > :05:28.Ogwen Mountain Valley Rescue scrambled a team to the scene

:05:29. > :05:29.but conditions were so bad that the rescue teams

:05:30. > :05:31.and the coastguard search and rescue helicopter had

:05:32. > :05:36.to call a halt to their operation overnight.

:05:37. > :05:37.The search resumed at first light with three other mountain rescue

:05:38. > :05:39.teams joining in, before the missing climbers were airlifted off

:05:40. > :05:44.the mountain just after ten this morning.

:05:45. > :05:45.It was pretty horrendous conditions up there last night with severe

:05:46. > :05:52.wind, gusting possibly 60 mph, snowing heavily.

:05:53. > :06:02.We were called out at around one o'clock this morning.

:06:03. > :06:05.It took us several hours to go up there because of the depth

:06:06. > :06:10.of the snow and also the severe avalanche conditions that

:06:11. > :06:11.The two men were properly dressed and equipped to deal

:06:12. > :06:13.with the conditions, including an estimated wind-chill

:06:14. > :06:19.Although cold, they survived the experience unharmed.

:06:20. > :06:22.With the first real snows of winter now covering these mountains,

:06:23. > :06:28.rescue teams now know more climbers will be on their way to Snowdonia,

:06:29. > :06:29.but they are urging them to make sure they have the right equipment

:06:30. > :06:37.and they are prepared for these challenging conditions.

:06:38. > :06:38.Responsibility for a major welfare benefit could be transferred

:06:39. > :06:42.Politicians in Westminster are considering devolving

:06:43. > :06:47.attendance allowance, which is paid to disabled

:06:48. > :06:51.Around 100,000 people in Wales currently receive it,

:06:52. > :07:06.Here's our political reporter Paul Martin.

:07:07. > :07:14.This couple have been married 49 years. For the last seven, Ian, who

:07:15. > :07:16.has Parkinson's disease, has received attendance allowance to

:07:17. > :07:24.help with his care. It gives me a bit of freedom because it is a

:07:25. > :07:31.24-hour job, it is draining and you need breaks. I can do it provided I

:07:32. > :07:35.get breaks and that money helps with that. Those who currently get the

:07:36. > :07:40.allowance, paid at ?50 or ?8 per week, won't be affected but the

:07:41. > :07:43.Government is considering moving the responsibility and budget for the

:07:44. > :07:49.claimants to the Government in Wales. The logic is that councillors

:07:50. > :07:55.in England could be better placed to decide how money spent supporting

:07:56. > :08:01.elderly people. Sceptics like the allowance because it is simple and

:08:02. > :08:09.paid directly to those who need it, and they fear for the claimants'

:08:10. > :08:12.future. If the attendance allowance budget in total was proportionally

:08:13. > :08:19.devolved down to Wales, it would present difficulties for the Welsh

:08:20. > :08:20.government to run a unified scheme across Wales. That could be one of

:08:21. > :08:28.the solutions but how far would that money go? The Welsh government feel

:08:29. > :08:32.this idea has come out of the blue, not least because the draft Wales

:08:33. > :08:37.Bill that sets out the next age of devolution and is currently being

:08:38. > :08:39.scrutinised in Westminster, makes no mention of the devolution of

:08:40. > :08:42.benefit. The main concern of the Welsh government is about money, it

:08:43. > :08:50.is concerned about the level of funding that will come with the new

:08:51. > :08:56.responsibility. It points to council tax benefit that was devolved here a

:08:57. > :08:59.few years ago and came with a 10% cut. But the UK government rejects

:09:00. > :09:01.that comparison, and insists any future changes would have the

:09:02. > :09:07.spending power to back them up. A landlord from Flintshire

:09:08. > :09:07.has been fined ?21,000 after more than 100 migrant

:09:08. > :09:11.workers were found living in a property which was

:09:12. > :09:12.described as uninhabitable. The former warehouse in Sealand

:09:13. > :09:17.was said to be at imminent The Eastern European tenants,

:09:18. > :09:22.including an eight-year-old child, The advice we were given on the day

:09:23. > :09:28.was that the electrics were so overloaded it

:09:29. > :09:31.could cause a fire at any given moment, and these were from seasoned

:09:32. > :09:35.professionals, so we had to make This is before we talk about

:09:36. > :09:43.squalor, drainage and overcrowding. North Wales would benefit

:09:44. > :09:44.from having more powers over transport, business support

:09:45. > :09:48.and skills devolved from Cardiff, that's according to leading English

:09:49. > :09:53.politician Sir Richard Leese, who's told BBC Wales Today it

:09:54. > :09:54.would help the region get more from the "northern powerhouse"

:09:55. > :09:56.across the border. The Welsh government says it's

:09:57. > :10:01.focussed on using existing powers constructively, rather

:10:02. > :10:04.than looking for new ones. My view is that Wales needs to go

:10:05. > :10:10.down a similar route, so devolution to Wales has

:10:11. > :10:10.to go beyond the Welsh I'd argue that Cardiff

:10:11. > :10:18.and its situation ought to be able to do the sorts of things

:10:19. > :10:20.we are doing in Greater Manchester, but north Wales I think

:10:21. > :10:22.again needs to be given more power by the Welsh

:10:23. > :10:26.Assembly to enable it to better work The Welsh Secretary and the UK

:10:27. > :10:34.Trade Minister have begun a two-day tour of businesses in Wales as part

:10:35. > :10:37.of a drive to boost exports. Starting at Airbus in Flintshire,

:10:38. > :10:43.Stephen Crabb and Lord Maude said foreign investment created more

:10:44. > :10:44.than 5,000 welsh jobs in 2015, with exports worth around ?3

:10:45. > :10:51.billion each year in Wales. A make-up artist from Cardiff,

:10:52. > :10:57.described as a "genius" by actor Leonardo DiCaprio, has been

:10:58. > :10:59.nominated for an Oscar. Sian Grigg has been nominated

:11:00. > :11:04.for an Academy Award for her work He recently thanked her during his

:11:25. > :11:29.weather but it is beautiful and we have more snow and ice in the

:11:30. > :11:34.forecast, but not for everyone. More detail on that when we get to the

:11:35. > :11:38.map, but there is a yellow warning for snow and ice which could cause

:11:39. > :11:41.problems so leave plenty of time if you are heading out tomorrow

:11:42. > :11:45.morning. Through tonight we have these showers making their way from

:11:46. > :11:50.the north-west, most likely to be wintry on higher ground, could get

:11:51. > :11:55.to lower levels but generally heads of the valleys seeing those snow

:11:56. > :12:00.showers. These are the temperatures in towns and cities, in the

:12:01. > :12:06.countryside is getting down to maybe minus five Celsius. Low pressure

:12:07. > :12:13.still controlling our weather tomorrow, but high pressure taking

:12:14. > :12:15.charge by the time we get to the weekend. That will settle things

:12:16. > :12:21.down and finally we can look forward to some dry conditions. First thing

:12:22. > :12:22.tomorrow for the rush hour it is not very nice, we have these strong

:12:23. > :12:27.north-westerly winds, and wintry showers, but there will be some

:12:28. > :12:31.sunshine in between the showers. We have got gale force winds across

:12:32. > :12:38.Scotland with more in the way of snow showers there, England enjoying

:12:39. > :12:41.the best of the drier and brighter weather. By the afternoon, more

:12:42. > :12:45.chance of seeing something brighter, but we will hang on to the brisk

:12:46. > :12:53.winds and that will take the edge of the temperatures which will be from

:12:54. > :13:00.about four Celsius to six Celsius. We will see a dry night,

:13:01. > :13:03.temperatures down to about one Celsius, with severe frost to come

:13:04. > :13:09.as we go into the weekend so be aware for that as we head into the

:13:10. > :13:13.weekend, but Saturday is looking beautiful. We can look forward to

:13:14. > :13:17.lots of sparkly sunshine, all thanks to some high pressure, but it will

:13:18. > :13:18.still feel cold, despite the sunshine.
