:00:53. > :00:56.His inquest heard he saw no teachers, doctors or dentists

:00:57. > :01:01.from when he was just 13 months old.

:01:02. > :01:03.Around 1500 children in Wales are home educated

:01:08. > :01:09.Children do not have to go to school.

:01:10. > :01:12.They have every right to be home educated and they do not need

:01:13. > :01:25.There is no obligation to tell the local authority children will not be

:01:26. > :01:28.attending primary or secondary school.

:01:29. > :01:30.I was very surprised how easy it was.

:01:31. > :01:33.It was a letter to the school that he was leaving and out

:01:34. > :01:35.of courtesy I wrote a letter to the local

:01:36. > :01:39.The only involvement the local authority had was a letter,

:02:12. > :02:13.The Children's Commissioner for Wales wants all children

:02:14. > :02:16.educated at home to appear on a register.

:02:17. > :02:18.That's prompted calls for a look at the issue.

:02:19. > :02:24.There does need to be a refocusing on the guidelines

:02:25. > :02:26.that are out there for home education.

:02:27. > :02:29.We do know that home education is an increasing option for some

:02:30. > :02:31.parents when they're educating their children and none

:02:32. > :02:33.of us want to see these tragedies

:02:34. > :02:35.come forward in the news informing us there

:02:36. > :02:37.have been oversights in governance, where youngsters haven't appeared

:02:38. > :02:42.In the 21st century, it cannot be beyond us to put those

:02:43. > :02:46.Others say schooling isn't the only way to protect children and we need

:02:47. > :02:49.to know all the facts surrounding Dylan Seabridge's case as soon

:02:50. > :02:53.I think we've got quite robust safeguarding laws in this country

:02:54. > :02:58.and we've got local safeguarding boards that are tasked with ensuring

:02:59. > :03:07.I think the difficulty we have is that, in tragic cases like this,

:03:08. > :03:10.it is almost invariably something that's gone wrong

:03:11. > :03:14.Pembrokeshire Council say a new review of the case

:03:15. > :03:19.Some home educators point out that some children slip through the net

:03:20. > :03:23.Bev's open-minded about the idea of a register.

:03:24. > :03:26.I have no objections at all to a register,

:03:27. > :03:32.if it was used as a constructive aid

:03:33. > :03:42.to home-schoolers, rather than policing home-schooling.

:03:43. > :03:44.The Welsh Government says it has consulted widely on the idea

:03:45. > :03:52.of a register but dropped the idea last year.

:03:53. > :03:54.They say non-statutory guidance will be published soon.

:03:55. > :03:57.A seventh person has been arrested and bailed in connection with a fire

:03:58. > :04:00.It happened at Coed Eva Primary School,

:04:01. > :04:05.Six people have previously been arrested on suspicion of arson

:04:06. > :04:11.The Welsh Government says the twice daily flights between Cardiff
