:01:29. > :01:30.That's the message tonight from the Welsh government,

:01:31. > :01:33.despite research by BBC Wales that's found posts are empty

:01:34. > :01:38.More than a hundred schools don't have a permanent headteacher

:01:39. > :01:42.and some are employing retired staff to fill the gaps.

:01:43. > :01:45.Unions say heavy workloads are putting off potential recruits.

:01:46. > :01:49.Cemlyn Davies has this special report.

:01:50. > :01:53.Ysgol Llannon near Aberaeron has been without a permanent headteacher

:01:54. > :01:56.since the start of the academic year.

:01:57. > :02:00.The school recently advertised the post for a third time,

:02:01. > :02:03.having previously failed to attract any applications.

:02:04. > :02:09.For now, there is an interim head teacher in place,

:02:10. > :02:12.one who had just retired after 33 years as a head.

:02:13. > :02:13.When I was starting off applying for headships,

:02:14. > :02:18.you could have 16, 20 people applying.

:02:19. > :02:21.These days, there is nobody applying.

:02:22. > :02:27.This is one of five schools in Ceredigion without a permanent

:02:28. > :02:30.head and research for BBC Wales has found many more councils

:02:31. > :02:37.Across the 18 local authorities which provided the information

:02:38. > :02:40.we needed, there are more than 1,200 schools.

:02:41. > :02:44.105 of those don't have a headteacher.

:02:45. > :02:49.Conwy has the highest percentage of schools without a head,

:02:50. > :02:55.It is difficult to appoint a head in some of the smaller rural schools.

:02:56. > :02:59.It is also difficult to find heads in bigger secondary schools

:03:00. > :03:05.There is a shortage of people applying for the jobs,

:03:06. > :03:10.partly because of the pressures of the job, no doubt about that.

:03:11. > :03:13.Headteachers manage their schools, implementing policies and making

:03:14. > :03:21.Despite all these responsibilities, heads are often not paid much more

:03:22. > :03:26.According to NUHT Cymru, two-thirds of local authorities have

:03:27. > :03:30.experienced recruitment difficulties and Julian Jones,

:03:31. > :03:33.who represents the union, isn't surprised.

:03:34. > :03:37.He says more teachers feel bing a head today isn't worth the hassle.

:03:38. > :03:43.Seeing first-hand what a headteacher has to cope with on a daily basis,

:03:44. > :03:46.these young people think to themselves, do I want

:03:47. > :03:51.Do I want to have to put up with that?

:03:52. > :03:55.Quite simply, their answer is no, and you can't blame them.

:03:56. > :03:59.There are now calls for headteachers to be given more support.

:04:00. > :04:02.You mentioned the Welsh government, should they be doing more

:04:03. > :04:10.Yes, we have certainly called for action, serious action,

:04:11. > :04:14.and reducing workload, across the board, in terms

:04:15. > :04:20.The Welsh government told us there is no headteacher recruitment

:04:21. > :04:23.crisis in Wales and around 800 teachers have gained

:04:24. > :04:26.the qualification needed to be a headteacher,

:04:27. > :04:28.with more to go on the course this year.

:04:29. > :04:32.The unions say that qualification is no guarantee a teacher will go

:04:33. > :04:37.In Llannon, there is hope the search for a new head is about

:04:38. > :04:45.Governors will discuss the response to their latest advert tomorrow.

:04:46. > :04:57.They were involved in big pay rises for themselves

:04:58. > :05:01.Three senior executives at Caerphilly Council were cleared

:05:02. > :05:04.The three are still suspended on full pay.

:05:05. > :05:07.It's cost the council more than a million pounds in salaries

:05:08. > :05:10.and there have been calls for the UK government to foot the bill.

:05:11. > :05:13.That call was rejected this morning in the House of Commons.

:05:14. > :05:24.It is a controversy which has played Caerphilly Council for around three

:05:25. > :05:31.years. The focus of protests over big pay rises, three senior

:05:32. > :05:38.executives here. Anthony O'Sullivan, Nigel Barnett and Daniel Perkins. On

:05:39. > :05:41.salaries of around ?80,000 -?100,000, then involved in the

:05:42. > :05:50.process that awarded them pay rises of up to 20%. Criminal charges

:05:51. > :05:54.against the three men were thrown out in October. The cost of the

:05:55. > :06:00.Council of backfilling their position is now well over ?1

:06:01. > :06:04.million. But the Crown cross at the -- prosecution service told me

:06:05. > :06:09.delays in the trial was not their fault. Much of the delay is not

:06:10. > :06:13.attributable in any way to the Crown Prosecution Service. That is not to

:06:14. > :06:19.say there was not elements of the prosecution that could have been

:06:20. > :06:24.conducted more swiftly and some learning has been taken away. The

:06:25. > :06:28.difficulty is, everybody blames everybody else. The Crown

:06:29. > :06:33.Prosecution Service blame others, the police blamed the judiciary, the

:06:34. > :06:38.judiciary blame the CPS. It was a catalogue of errors and mistakes and

:06:39. > :06:42.the system as a whole was at fault. Therefore, the buck stops with the

:06:43. > :06:46.government because they have responsibility for the legal system.

:06:47. > :06:51.The Minister for court and legal aid says cases like this take time. No

:06:52. > :06:55.compensation for the council but changes to the court system to speed

:06:56. > :07:00.things up in future. These are ambitious plans that the Ministry of

:07:01. > :07:05.Justice has put in place. I am confident they will take place in

:07:06. > :07:09.due course. However, I am sorry they were not in place for the benefit of

:07:10. > :07:16.the constituents at the time of the case. So what next for Caerphilly

:07:17. > :07:20.Council and council taxpayers? The legal advice is to wait for an

:07:21. > :07:26.external expert to advise them on what, if any, disciplinary action

:07:27. > :07:29.could take place in future. No estimate as it stands on when this

:07:30. > :07:34.long-running saga might finally come to an end.

:07:35. > :07:37.The Ministry of Defence says the future of RAF Valley on Anglesey

:07:38. > :07:40.as a fast training base has been secured until at least 2033.

:07:41. > :07:43.It's one of several bases in the UK which will benefit

:07:44. > :07:47.from a ?1.1 billion investment by the MoD into military flying

:07:48. > :07:51.training, which will also mean ten new aircraft which will be used

:07:52. > :08:03.After weeks of arguing, Ukip seems to have reached

:08:04. > :08:05.an agreement on how the party should select candidates for

:08:06. > :08:09.Some party members had been concerned that people from outside

:08:10. > :08:14.Now, an agreement's been reached that the pecking order

:08:15. > :08:16.in which candidates' names will appear on the regional list

:08:17. > :08:21.Nathan Gill, the party's leader in Wales, has claimed a victory

:08:22. > :08:24.after taking up the matter with the party's national executive

:08:25. > :08:29.In my view, the best people to represent Wales

:08:30. > :08:34.The grassroots members who have lived and worked in Wales and done

:08:35. > :08:37.everything they can to promote our cause,

:08:38. > :08:41.our beliefs and have shown themselves capable and loyal

:08:42. > :08:45.to the party and loyal to what it is Ukip stands for.

:08:58. > :09:04.He will. It was interesting, it is the first time he has spoken about

:09:05. > :09:07.this and the big battle he has had with the party leadership. The

:09:08. > :09:12.National Executive Committee met three times. That has never happened

:09:13. > :09:18.before in the history of the party in recent years. It was all about

:09:19. > :09:23.the imposition, particularly of two high-profile Conservative MPs. Mark

:09:24. > :09:28.Reckless and Neil Hamilton, against the wishes of local party members

:09:29. > :09:32.for the regional list. The upshot is that they will still be regional

:09:33. > :09:37.candidates but the local candidates will decide the rankings. If it is

:09:38. > :09:41.true, as many local members have told us, that these two men are

:09:42. > :09:46.deeply unpopular, it is going to be difficult for them to be elected.

:09:47. > :09:49.You could argue that people will vote for Ukip because of the

:09:50. > :09:54.identity of the party and their policies on things like immigration

:09:55. > :09:59.and the EU. They will be damaged less than other parties would as a

:10:00. > :10:03.result of this. But this is a party all about trying to build

:10:04. > :10:06.credibility, particularly in terms of Assembly politics and the

:10:07. > :10:11.question is whether they really needed a battle like this at this

:10:12. > :10:16.stage. Staying with the Assembly elections, politicians are now going

:10:17. > :10:20.to have to keep one eye on a possible Euro referendum, which

:10:21. > :10:25.could come as early as June. Momentum really building for that.

:10:26. > :10:30.There is a growing realisation that we are going to have parallel

:10:31. > :10:34.campaigns, certainly for a period of time. Party leaders in Wales have

:10:35. > :10:38.written to the UK Government asking for that not to happen, talking

:10:39. > :10:43.about showing respect for the Assembly campaign. The real fear is

:10:44. > :10:49.that Assembly politics just gets steam roller had by a once in a

:10:50. > :10:52.generation juggernaut of an EU referendum campaign. The

:10:53. > :10:56.Conservatives and Labour are saying different things in Cardiff Bay and

:10:57. > :11:01.at Westminster. I guess this will come down to a calculation about how

:11:02. > :11:07.intelligent the voter is and whether they can handle two campaigns at the

:11:08. > :11:11.same time. Thank you. A former life card from North Wales

:11:12. > :11:17.has admitted travelling to America to read a tenure ruled girl he met

:11:18. > :11:22.online. Gareth Hall from Caernarfon has just appeared in court in Oregon

:11:23. > :11:27.to plead guilty to seven related charges. He was suspended from his

:11:28. > :11:35.job following a separate investigation into online charges.

:11:36. > :11:39.He faces up to 25 years in jail. Gareth Hall was arrested in Chicago

:11:40. > :11:44.last May, trying to re-enter the state is less than a month at the

:11:45. > :11:48.flying to Oregon to meet his victim. He made contact with the

:11:49. > :11:53.ten-year-old girl online. The girl's family learned of the rape only

:11:54. > :11:59.after he flew back to the UK. He was already known to the police here,

:12:00. > :12:05.having been questioned on separate allegations in 2015. He was

:12:06. > :12:10.suspended from his job once the Council learned of his arrest. It

:12:11. > :12:14.says it followed all relevant child protection procedures. It also said

:12:15. > :12:18.it has not received any complaints of children -- the parents of

:12:19. > :12:25.children who attended the leisure centre while he was there. There is

:12:26. > :12:30.sympathy for his family. I think he has an illness and I feel very sorry

:12:31. > :12:35.for him. I hope people in the area don't turn their backs on the

:12:36. > :12:39.family. This evening, Gareth Hall pleaded guilty to seven charges

:12:40. > :12:44.relating to rape and online grooming. He will face a minimum of

:12:45. > :12:52.25 years in jail. New information on the man from Wales accused of raping

:12:53. > :12:57.a young girl. The case was followed by TV stations in Oregon. Gareth

:12:58. > :13:02.Hall has been held in county jail since his arrest, a world away from

:13:03. > :13:05.where he grew up. Welsh language interpreter 's have reportedly been

:13:06. > :13:07.in court to translate proceedings for him. He is due to be sentenced

:13:08. > :13:10.next month. We pride ourselves on our

:13:11. > :13:13.countryside and wildlife and today a new law was passed to help manage

:13:14. > :13:16.and protect our natural environment. New targets for tackling climate

:13:17. > :13:18.change were also agreed by Assembly Members, along

:13:19. > :13:20.with stricter rules for recycling. From our mountains and forests

:13:21. > :13:26.to our coastline and seas, the natural environment in Wales

:13:27. > :13:31.contributes to our health and well-being but also brings

:13:32. > :13:34.jobs and investment. At times it can throw up some

:13:35. > :13:38.pretty big challenges to. The new Environment Bill

:13:39. > :13:41.is an attempt to make sure the landscapes we love are protected

:13:42. > :13:45.in the face of increasing pressures. It means we could see more

:13:46. > :13:49.schemes like this one, a natural wetland area for bids

:13:50. > :13:53.and other wildlife created alongside flood defences in the

:13:54. > :13:56.Lower Swansea Valley. The Environment Bill

:13:57. > :13:58.is part of a suite of tools we are using in Wales to create

:13:59. > :14:01.a better environment for communities and a very effective tool kit

:14:02. > :14:04.to develop a programme for looking after our natural

:14:05. > :14:07.resources across Wales. The new law sets out more clearly

:14:08. > :14:11.the responsibilities of Natural Resources Wales,

:14:12. > :14:15.the body in charge of landscapes They will have to produce a report

:14:16. > :14:19.every five years, setting out how well we are looking

:14:20. > :14:22.after the environment as well as priorities for each

:14:23. > :14:25.part of Wales. Public bodies like your local

:14:26. > :14:28.council and the NHS will have to show how their decisions help

:14:29. > :14:32.give nature a boost. There will be new rules

:14:33. > :14:35.on waste management too, forcing schools, hospitals

:14:36. > :14:38.and businesses to recycle more. A lot needs to happen in terms

:14:39. > :14:42.of development of policy and plans and it is crucial resources get

:14:43. > :14:45.behind those to make a real Real things have got to happen

:14:46. > :14:53.to get us into a better place but we feel there

:14:54. > :14:57.are good foundations there. On climate change, the new law

:14:58. > :15:00.brings us up to speed with the rest of the UK, setting a target

:15:01. > :15:03.for Wales to reduce emissions We do feel that the long-term target

:15:04. > :15:09.for 2050 which has been set in this bill is not high enough,

:15:10. > :15:12.especially in the light 1.5 Celsius global warming,

:15:13. > :15:20.and the targets set out in this bill The Liberal Democrats also say

:15:21. > :15:26.the new targets are not ambitious enough, while Plaid Cymru warn that

:15:27. > :15:30.giving Natural Resources Wales more responsibilities at a time of budget

:15:31. > :15:33.cuts could be problematic. The Welsh government insists this

:15:34. > :15:38.new law is world leading. Assembly Members decided this

:15:39. > :15:43.afternoon to accept it unanimously. Much more to come

:21:26. > :21:33.now link the school with the clubs and it is only going to be good

:21:34. > :21:38.for Wales in the long run. Since September, 767 schools

:21:39. > :21:43.and college players joined rugby Newcastle Emlyn has attracted

:21:44. > :21:50.78 new members over It is vitally important

:21:51. > :21:55.that the schools and clubs work together to make sure that the boys

:21:56. > :21:58.develop not just for the sake of the club but for the sake

:21:59. > :22:01.of their own futures, possibly as regional and even

:22:02. > :22:05.international players. Away from Newcastle Emlyn,

:22:06. > :22:08.Davies will face sterner opposition over the next few weeks

:22:09. > :22:12.but is prepared for the Six Nations Everyone will be watching every game

:22:13. > :22:16.during the Six Nations and will hopefully turn us

:24:07. > :24:08.space ping-pong. Attending the cosmic classroom and representing

:24:09. > :24:19.Wales were some lucky pupils from Swansea. It was a once in a lifetime

:24:20. > :24:24.opportunity to speak to Tim Peake. I was amazed because I never knew he

:24:25. > :24:29.could do that in space. I knew he could float about. Due to the

:24:30. > :24:33.demands on his time, pupils from the school were not able to ask him

:24:34. > :24:37.questions, but they have since treated their questions in the hope

:24:38. > :24:42.and answer will come from outer space. Back at the school, their

:24:43. > :24:46.friends watched online as Tim Peake answered questions about what life

:24:47. > :24:51.is like on board the International Space Station, even taking time to

:24:52. > :24:58.show off. I think it was cool because I have not seen a live

:24:59. > :25:03.performance in space before. Really fun to watch Tim peat in space,

:25:04. > :25:08.doing really cool experiments. In the build-up to the big day, almost

:25:09. > :25:13.all classes at the school have been getting to know their Neil Armstrong

:25:14. > :25:19.from Buzz Aldrin, as the school is addressing -- interest in all things

:25:20. > :25:23.space has rocketed. Some have gone even further. It has been a really

:25:24. > :25:28.exciting topic and it has been lovely to see them learning so many

:25:29. > :25:33.different things about space. The solar system, the first man on the

:25:34. > :25:38.moon, and it has really captured their imagination. A school science

:25:39. > :25:46.lesson at a whole new level and the experience was definitely cosmic.

:25:47. > :25:47.We'll stay looking at the heavens now.
