:01:31. > :01:33.He was suspended when Gwynedd Council learned of his arrest.

:01:37. > :01:40.It also says it hasn't received any complaints from parents of children
:01:41. > :01:44.who attended the centre while he worked there.

:02:40. > :02:43.in West Yorkshire are liaising with police in North Wales,

:02:54. > :03:00.Police have yet to confirm the identity of the man.

:03:48. > :03:49.The school recently advertised the post for a third time,
:03:50. > :03:53.having previously failed to attract any applications.
:03:54. > :03:55.For now, there's an interim headteacher in place.
:03:56. > :04:00.One who had just retired after 33 years as a head.
:04:01. > :04:05.When I was starting off applying for headships,
:04:06. > :04:10.you could have 16, 20 people applying.
:04:11. > :04:11.These days, as you know, there's nobody applying,
:04:12. > :04:16.This is one of five schools in Ceredigion currently
:04:17. > :04:22.Research for BBC Wales has found many more councils have vacant
:04:23. > :04:27.Across the 18 local authorities which provided the information
:04:28. > :04:30.we needed, there are more than 1,200 schools.
:04:31. > :04:33.105 of those don't have a headteacher.
:04:34. > :04:39.Conway has the highest percentage of schools without a head.
:04:40. > :04:48.It is difficult to appoint a head in some of the smaller rural schools.
:04:49. > :04:51.It's also difficult to appoint heads in even bigger secondary schools,
:04:52. > :04:57.There is a shortage of people applying for the jobs.
:04:58. > :04:59.Headteachers manage their schools, implementing policies and making
:05:00. > :05:06.Despite all these responsibilities, heads often aren't paid much more
:05:07. > :05:11.According to NHT Cymru, two thirds of local authorities have
:05:12. > :05:14.experienced recruitment difficulties.
:05:15. > :05:17.Julian Jones, who represents the union, isn't surprised.
:05:18. > :05:20.He says more teachers feel being a head today isn't
:05:21. > :05:27.Seeing first-hand what a headteacher has to cope with on a daily basis,
:05:28. > :05:30.these young people think to themselves,
:05:31. > :05:36.Do I want to have to put up with that?"
:05:37. > :05:44.There are now calls for headteachers to be given more support.
:05:45. > :05:48.We've certainly called for action, serious action, reducing workload
:05:49. > :05:53.across the board in terms of the teaching workforce.
:05:54. > :05:58.The Welsh Government told us there is no headteacher recruitment
:05:59. > :06:01.crisis in Wales, and there are about 800 teachers who have
:06:02. > :06:04.gained the qualification needed to be a headteacher,
:06:05. > :06:07.with more to go on the course this year.
:06:08. > :06:10.The unions say that qualification is no guarantee a teacher will go
:06:11. > :06:19.Here, there is hope the search for a new head is about to come
:06:20. > :06:24.Governors will discuss the response to their latest advert tomorrow.
:06:25. > :06:26.They were involved in big pay rises for themselves,
:06:27. > :06:30.Three senior executives at Caerphilly Council were cleared
:06:31. > :06:35.The three are still suspended on full pay.
:06:36. > :06:38.It's cost the council more than ?1 million in salaries,
:06:39. > :06:41.and there have been calls for the UK Government to foot the bill.
:06:42. > :06:44.That call was rejected this morning in the House of Commons.
:06:45. > :06:51.It's a controversy which has plagued Caerphilly Council
:06:52. > :06:55.The focus of protests over big pay rises -
:06:56. > :07:03.Anthony O'Sullivan, the Chief Executive,
:07:04. > :07:07.and head of legal services, Daniel Perkins.
:07:08. > :07:10.On salaries of around ?80-100,000 a year, then involved in the process
:07:11. > :07:13.which awarded them pay rises of up to 20%.
:07:14. > :07:16.The Wales Audit Office said it was a clear conflict
:07:17. > :07:21.Criminal charges against the three men were thrown out
:07:22. > :07:26.The cost to the council backfilling their positions,
:07:27. > :07:31.The Crown Prosecution Service, who decide whether to take a case
:07:32. > :07:36.to court, told me delays in the trial wasn't there fault.
:07:37. > :07:38.Much of the delay is not attributable in any way to the
:07:39. > :07:45.That's not to say there weren't elements of the prosecution
:07:46. > :07:48.could have been conducted more swiftly and,
:07:49. > :07:51.certainly, some learning has been taken away in relation to that.
:07:52. > :07:52.The difficulty is everybody blames everybody else.
:07:53. > :07:55.The Crown Prosecution Service blame others.
:07:56. > :08:02.The result is that there is a catalogue
:08:03. > :08:11.What I'm saying is that the system, as a whole, is at fault.
:08:12. > :08:16.The Minister for Courts and Legal Aid said complex cases
:08:17. > :08:21.No compensation for the council, but changes to the court
:08:22. > :08:28.These are ambitious plans put in place.
:08:29. > :08:31.I am confident that they will take place in due course.
:08:32. > :08:36.I have to say, however, but I'm sorry that
:08:37. > :08:40.they weren't in place for the benefit of his constituents
:08:41. > :08:42.at the time of the case that he refers to.
:08:43. > :08:46.So, what next for Caerphilly Council and council taxpayers here?
:08:47. > :08:49.Well, the legal advice is to wait for an
:08:50. > :08:52.external experts to advise them on what, if any,
:08:53. > :08:57.disciplinary action could take place in future.
:08:58. > :09:00.No estimate as it stands, or when this long-running saga
:09:01. > :09:08.We pride ourselves on our countryside and wildlife,
:09:09. > :09:12.and today a new law was passed to help manage and protect
:09:13. > :09:16.New targets were agreed by Assembly Members for recycling
:09:17. > :09:22.The aim is to reduce emissions by 80% by 2050,
:09:23. > :09:27.but environmentalists say it should have gone further.
:09:28. > :09:31.The Ministry of Defence says future of RAF Valley on Anglesey as a fast
:09:32. > :09:36.training base has been secured until at least 2033.
