:01:23. > :01:25.It's been a long time since glamorgan fans have had reason

:01:26. > :01:28.to celebrate, but can new head coach Robert Croft help bring back

:01:29. > :01:33.A climbdown tonight less than three months before the Assembly election.

:01:34. > :01:36.Cuts planned for the higher education sector here have been

:01:37. > :01:37.reversed in the Welsh Government budget.

:01:38. > :01:40.It says it's listened to concerns about the impact of the proposed

:01:41. > :01:54.Extra funding has also been found for the rural councils hardest hit.

:01:55. > :01:56.The budget, worth around ?16 billion, also includes more

:01:57. > :02:03.Here's our political editor Nick Servini.

:02:04. > :02:12.and in Welsh higher education in recent years but university leaders

:02:13. > :02:17.has said that continued success depends on the right level of

:02:18. > :02:22.funding. This time around, they said it wasn't forthcoming and there was

:02:23. > :02:26.a stand-off. University leaders said part-time courses and research were

:02:27. > :02:30.in the firing line, with a potential cut of ?42 million from the cough is

:02:31. > :02:36.that the Higher Education Funding Council for Wales. That was around a

:02:37. > :02:40.third of their budget. The Welsh government said universities could

:02:41. > :02:45.afford it pointing to reserves of ?1.3 billion. Until this afternoon

:02:46. > :02:50.when the finance Minister reversed around three quarters of the cuts.

:02:51. > :02:58.The proposed cut to the budget was also raised during these gritter

:02:59. > :03:08.scrutiny period. This was made up of two elements. Following further

:03:09. > :03:14.discussions with the sector, we have decided not to proceed with the

:03:15. > :03:18.transfer for 2016-17. The government said it was always a draft budget

:03:19. > :03:23.and liable to be changed. Nevertheless it is a climb-down from

:03:24. > :03:30.its original standpoint a fortnight ago. We have a sector that has eight

:03:31. > :03:35.times as many reserves as the government itself! This doesn't

:03:36. > :03:39.square with the kind of semi-hysterical shroud waving that

:03:40. > :03:46.we are hearing from universities Wales and I have to say it from

:03:47. > :03:48.individuals to. The Higher Education Funding Council for Wales said it

:03:49. > :03:55.was delighted the contribution to the universities to the economy and

:03:56. > :04:00.society 's to Wales was being acknowledged. It is what makes us

:04:01. > :04:05.attractive to investors, enables companies to spin off from the best

:04:06. > :04:09.ideas at universities and supports part-time learners. Councils across

:04:10. > :04:15.Wales are being affected by cuts. Protesters took to streets in

:04:16. > :04:22.Cardiff this week and objective to reductions in arts budgets. But in

:04:23. > :04:27.rural areas, today there was an agreement to give an extra two and

:04:28. > :04:38.half million pounds to three rural councils. People will be content

:04:39. > :04:42.that local government views have been recognised by the finance

:04:43. > :04:46.minister in the budget debate today. But this budget is about far more

:04:47. > :04:55.than rural Daugherty and higher education. The main headlines are a

:04:56. > :04:59.broader settlement for councils that was better than expected. Labour

:05:00. > :05:03.doesn't have a overall majority but this forms part of a deal struck

:05:04. > :05:10.with the liberal democrats who claim to have one valuable concessions

:05:11. > :05:17.themselves. The Conservatives set out their concerns. Year on year of

:05:18. > :05:21.previous failures of underfunding the health service. These sums will

:05:22. > :05:26.not make up for previous cuts. It is too little, too late. This draft

:05:27. > :05:30.budget was passed, it goes to a final vote next month to be

:05:31. > :05:32.So a climbdown or a U-turn to be rubber-stamped.

:05:33. > :05:43.What was interesting that the government gave the clear impression

:05:44. > :05:49.that they were reluctant to do it. Not just with the outburst two weeks

:05:50. > :05:51.ago but in the chamber today with the First Minister saying

:05:52. > :05:58.universities had big reserves and as a result they should be called upon

:05:59. > :06:01.as a result of that. I guess the political calculation here is if

:06:02. > :06:05.they could deal with this, then it was probably best to do it.

:06:06. > :06:09.Particularly as it was starting to get messy and the whole of the

:06:10. > :06:11.government's policy on university tuition fees was beginning to get

:06:12. > :06:14.sucked into the debate. This is the last budget before

:06:15. > :06:24.the Welsh election in May. And important because of that. The

:06:25. > :06:29.central theme I think will be funding on the NHS. Labour will try

:06:30. > :06:33.to use it to show what they believe will be their commitment to funding.

:06:34. > :06:37.The Tories conversely will say they should have done this kind of thing

:06:38. > :06:41.for five years ago. The Lib Dems will say it shows they are a party

:06:42. > :06:46.that can punch above their weight and Plaid Cymru will look to use

:06:47. > :06:50.these discussions to illustrate problems as they see it with that

:06:51. > :06:56.university tuition policy. One final thought, this is the last budget of

:06:57. > :07:02.the last full assembly term we have had since the start of devolution

:07:03. > :07:05.governed by cuts rather than budget increases. With the state of

:07:06. > :07:09.finances at the moment, this won't be the end of it and stays like this

:07:10. > :07:13.no matter who forms the next government.

:07:14. > :07:17.Questions were raised as far back as 2002 over whether a Welsh soldier

:07:18. > :07:20.did commit suicide at an army base, an inquest has heard.

:07:21. > :07:23.18-year-old Private Cheryl James from Llangollen was found shot dead

:07:24. > :07:29.The army apologised for leaving her and other trainee soldiers

:07:30. > :07:35.But friends and family told the coroner they refuse to believe

:07:36. > :07:51.Within weeks, the Army concluded Cheryl James had killed herself.

:07:52. > :07:53.Deepcut Barracks where she was found, since the subject

:07:54. > :07:54.of claims of bullying and sexual assault.

:07:55. > :07:56.In court today Des James repeated his

:07:57. > :07:58.criticism of Surrey Police's investigation into his daughter's

:07:59. > :08:02.Leads, he said, were not followed up.

:08:03. > :08:04.The coroner was told that in 2002, a police officer also

:08:05. > :08:15.questioned whether Cheryl did kill herself.

:08:16. > :08:18.Together, he said, those indicators asked questions about the way

:08:19. > :08:24.and the manner of Private James's death.

:08:25. > :08:27.The court was also told about three suspects around the time of Cheryl's

:08:28. > :08:29.death and concerns that they hadn't looked into those suspects

:08:30. > :08:33.Surrey Police themselves have concentrated on

:08:34. > :08:39.Cheryl's state of mind before she died.

:08:40. > :08:43.Lydia was a close friend of Cheryl's for six years.

:08:44. > :08:45.She told that there were times Cheryl had

:08:46. > :08:48.struggled to come to terms with family bereavement and harmed

:08:49. > :08:55.In a previous statement, she said, on finding out

:08:56. > :09:13.John Beggs QC representing Surrey Police put it to her that...

:09:14. > :09:15.But crucially, Cheryl's friend said while she did believe

:09:16. > :09:21.it was suicide 20 years ago, now she couldn't be certain.

:09:22. > :09:23.Cheryl's mother gave evidence explaining the last phone call

:09:24. > :09:27.Racking her brains, she said, to see if she was trying

:09:28. > :09:31.Are a trained nurse, she told the coroner,

:09:32. > :09:37.Then the man in charge of Army welfare admitted failures at

:09:38. > :09:40.He apologised to Cheryl's parents saying they

:09:41. > :09:42.shouldn't have put inexperienced new recruits on guard duty

:09:43. > :09:57.The company behind plans for the world's first tidal lagoon

:09:58. > :10:00.power station has warned the UK Government must decide

:10:01. > :10:02.if it is going to back the billion-pound project

:10:03. > :10:06.Building work on the lagoon in Swansea has already been delayed

:10:07. > :10:09.by a year, after negotiations over how much public money it

:10:16. > :10:22.enthusiastic about the project, saying the cost would be quite high.

:10:23. > :10:34.We have our planning permission, we have the money to build.

:10:47. > :10:51.A man and a woman who were arrested in connection with the murder

:10:52. > :10:53.of Liam Hill in Rhyl have been released on bail.

:10:54. > :10:56.The body of the 44-year-old was discovered at a flat in the town

:10:57. > :11:01.in January, two days after he was last seen.

:11:02. > :11:04.Firefighters have a extinguished a car on fire in Cardiff city

:11:05. > :11:08.The vehicle caught fire on Westgate Street at around 4

:11:09. > :11:11.It's thought to have been accidental.

:11:12. > :11:18.Some in his party have said he should stand down,

:11:19. > :11:22.but the UKIP leader in Wales, Nathan Gill, has told this programme

:11:23. > :11:26.that he won't, and that he has the support of most UKIP members.

:11:27. > :11:29.He said he'd stood up for Wales in the party

:11:30. > :11:31.and that claims he was failing to represent rank-and-file

:11:32. > :11:42.Our political correspondent Daniel Davies has been to meet him.

:11:43. > :11:48.The outlook for Ukip should be good, opinion polls suggest they are on

:11:49. > :11:53.course to win their first catch up seats in the assembly. The row about

:11:54. > :11:59.choosing candidates has rocked the boat with calls for their leader in

:12:00. > :12:04.Wales Nathan Gill to quit. At his home on Anglesey, a family run B,

:12:05. > :12:09.he told me most party members are on his side. There are people obviously

:12:10. > :12:17.who don't like me, there are people who do. I think the people who back

:12:18. > :12:23.to me by far outweigh those who don't. A lot of those people who

:12:24. > :12:28.have spoken out, they have done for personal reasons. Why carry an?

:12:29. > :12:35.Because we have the most important election in Wales. We must get Ukip

:12:36. > :12:40.representation in the assembly. Other then leaving the EU, what does

:12:41. > :12:43.Ukip once? Education, they would bring back at grammar schools for

:12:44. > :12:47.some pupils with vocational courses for others. They say voters should

:12:48. > :12:51.elect the local health boards that run the health service. And they

:12:52. > :12:55.want voters to have a say on income tax powers for the assembly to.

:12:56. > :13:00.Saying they shouldn't be devolved without a referendum. Deep divisions

:13:01. > :13:05.are the last thing that Ukip need in the run-up to an assembly election.

:13:06. > :13:10.There have been bitter rows about who should stand for the party in

:13:11. > :13:15.that election and some blame Nathan Gill for failing to close those

:13:16. > :13:20.rifts. Some in Ukip via this man, Mark Reckless, and another ex-Tory

:13:21. > :13:27.MP Neil Hamilton will be foisted upon them as candidates. But Ukip 's

:13:28. > :13:29.national executive committee has decided party members will rank

:13:30. > :13:35.their lists of regional candidates for the assembly. I have worked for

:13:36. > :13:40.Ukip in Wales for 11 years. I know the vast majority of members, I have

:13:41. > :13:46.canvassed with people all over Wales in every single area. I know the

:13:47. > :13:49.quality of the people we have, the passionate membership, the

:13:50. > :13:53.capability that we have and I have stood up for them. Maybe some of the

:13:54. > :13:59.members haven't seen that because it has happened behind closed doors but

:14:00. > :14:03.I have stood up for Wales. Mr Gill, a father of five and an MEP wants to

:14:04. > :14:08.swap Brussels for Cardiff Bay and become an assembly members in May.

:14:09. > :14:12.Whether he gets the chance will depend on party members. He says he

:14:13. > :14:14.has their support, that will soon be tested.

:14:15. > :14:17.And we'll be speaking to the leaders of all the main parties over

:14:18. > :14:23.On stage at Buckingham Palace - students of the Royal Welsh College

:14:24. > :14:28.of Music and Drama perform to a star-studded audience.

:14:32. > :14:41.There are questions tonight over whether plans to restore Margam

:14:42. > :14:44.opencast mine near Port Talbot will be completed on time.

:14:45. > :14:46.Coal hasn't been extracted from the site in a decade,

:14:47. > :14:49.and people living nearby say they're concerned a delayed planning

:14:50. > :14:51.application means trees won't be planted or a footpath installed

:14:52. > :15:03.It is almost ten years since coal was last extracted from this site

:15:04. > :15:07.and for a long time there have been no plans to restore the land.

:15:08. > :15:13.An agreement between the energy company

:15:14. > :15:15.and the landowners was made with Neath Port Talbot

:15:16. > :15:19.All parties decided the best way forward is for what has been

:15:20. > :15:24.described as an alternative restoration.

:15:25. > :15:27.Given the small amount of money to carry out any kind

:15:28. > :15:30.The only realistic option is to maintain a safe level

:15:31. > :15:34.of water to plant trees and put a public path through the site.

:15:35. > :15:35.That there are still those who feel that

:15:36. > :15:46.A fund of just ?5.7 million has been left to do the work.

:15:47. > :15:49.A strict time frame was set out in September to ensure

:15:50. > :15:51.the restoration gets done but a delayed planning

:15:52. > :15:53.application submission which has since been deemed as invalid has

:15:54. > :15:56.left some people living in the shadow of the site to doubt

:15:57. > :16:06.I am confident to the extent that Neath Port Talbot put

:16:07. > :16:09.options before committee to achieve what they call the alternative

:16:10. > :16:11.restoration, which in fact is no restoration at all.

:16:12. > :16:14.It means that this area has been betrayed.

:16:15. > :16:23.In a statement, Neath Port Talbot's council spokesperson said...

:16:24. > :16:37.Bridgend council says it will be considering the proposals

:16:38. > :16:39.of the planning application in due course.

:16:40. > :16:42.If the alternative restoration isn't complete within

:16:43. > :16:44.the given time frame, Neath Port Talbot council has said

:16:45. > :16:54.The ultimatum was to serve enforcement notice on what would be

:16:55. > :16:56.the coal authority, the energy supplier and the landowners.

:16:57. > :16:59.That would be the ultimate sanction that the planning authority

:17:00. > :17:01.would have to do and it is only Neath Port Talbot

:17:02. > :17:03.that can actually undertake that enforcement action.

:17:04. > :17:05.That would mean full restoration, but there is no

:17:06. > :17:09.It is not so much a full restoration, it is actually

:17:10. > :17:10.enforcing conditions that were originally put

:17:11. > :17:14.It is hoped work can start here in May, but it appears

:17:15. > :17:17.this saga may yet have some way to go.

:17:18. > :17:20.A Welsh Labour MP has claimed the party leadership has already

:17:21. > :17:22.decided to oppose the renewal of the Trident nuclear weapons

:17:23. > :17:33.Bridgend MP Madeleine Moon, who sits on the Commons Defence

:17:34. > :17:35.Select Committee, says the view is out of touch

:17:36. > :17:38.The Shadow Defence Secretary, Emily Thornberry, says the party

:17:39. > :17:46.You can't have an open and honest debate if what you are saying

:17:47. > :17:49.is I would never use the deterrent, I don't support the deterrent

:17:50. > :17:53.That is not an open and honest discussion.

:17:54. > :17:55.It is perfectly valid to have a position

:17:56. > :17:59.where you don't support Trident, that is valid.

:18:57. > :18:58.Rocking the palace - the students hoping to make a name

:18:59. > :19:01.for themselves put on quite a show in Buckingham Palace's famous

:19:02. > :19:09.As patron of the Royal Welsh College of Music and Drama, Prince Charles

:19:10. > :19:14.hosted the event, and was joined by celebrity supporters.

:19:15. > :19:16.Among them Michael Sheen, who's an ambassador for the college.

:19:17. > :19:23.Because in Wales we have this extraordinary infrastructure,

:19:24. > :19:29.The college is a conduit for that talent, whether it's in Wales

:19:30. > :19:39.The invited audience saw music, drama and song before some

:19:40. > :19:43.of the famous faces joined the students on stage.

:19:44. > :19:45.They shared tips and offered support.

:19:46. > :19:48.Dame Shirley Bassey already helps pay the fees for some

:19:49. > :19:53.Two of them are in the Shirley Bassey scholarship.

:19:54. > :20:00.And you think it is important to support them with scholarships?

:20:01. > :20:02.That was the call from the Prince of Wales.

:20:03. > :20:11.Because I started off with nobody supporting me and I made it,

:20:12. > :20:15.A lavish setting for a grand performance tonight by students

:20:16. > :20:18.from the Royal Welsh College of Music and Drama, all celebrating

:20:19. > :20:21.five years since they moved into their new home on the edge

:20:22. > :20:28.for the students, job prospects on their doorstep have also

:20:29. > :20:33.The growth in the creative industries has provided

:20:34. > :20:39.opportunities for graduates on screen and behind the scenes,

:20:40. > :20:44.including roles on productions like Da Vinci's Demons.

:20:45. > :20:52.As Wales itself has developed its role in particular

:20:53. > :20:55.the sectors we work in, drama, TV, film, and all

:20:56. > :21:06.The Prince said it had been a joy to see the students perform.

:21:07. > :21:08.They'll be hoping to impress beyond the palace walls

:21:09. > :21:12.when their time at the college comes to an end.

:21:13. > :21:19.28 years after making his debut for Glamorgan Cricket Club,

:21:20. > :21:22.Robert Croft has been unveiled as their new head coach insisting

:21:23. > :21:29.The former England spinner says he'd like to oversee a side that's

:21:30. > :21:32.competitive, but he takes over a team that's been languishing

:21:33. > :21:34.in the second division of the County Championship for more

:21:35. > :21:42.He has been a player, and an assistant coach.

:21:43. > :21:44.And after nearly three decades with Glamorgan,

:21:45. > :21:55.But now I've had the opportunity to see

:21:56. > :21:57.it from another side so I'll be looking forward to putting

:21:58. > :22:00.everything into it and ensuring that we get everything out of every

:22:01. > :22:06.In a long and eventful career, Robert Croft made

:22:07. > :22:11.71 appearances for England in Test cricket and one-day internationals.

:22:12. > :22:20.Here at Glamorgan, he took more than 1000 wickets.

:22:21. > :22:22.There was Sunday league successe too.

:22:23. > :22:24.Back in 1997, he was an integral part of the team

:22:25. > :22:28.He played a big part in the celebrations, too.

:22:29. > :22:30.But Glamorgan have had very little reason to

:22:31. > :22:33.They have been stuck in the County Championship

:22:34. > :22:42.It is a success for me as a side now that is

:22:43. > :22:45.fiercely competitive on the field and good people off the field.

:22:46. > :22:48.Let's make no bones about it, everybody

:22:49. > :22:50.that supports Glamorgan cricket wants is a winning team.

:22:51. > :22:52.To get up into that division one would be

:22:53. > :23:01.Croft's predecessor talked of tight budgets but the new man in charge

:23:02. > :23:04.today was keen to stress the strength of the Academy bringing

:23:05. > :23:10.But it is the players that brought success in the 90s who are now

:23:11. > :23:12.in charge at Glamorgan with former captain Hugh

:23:13. > :23:14.Morris now Chief Executive, Steve Watkin, kept on as assistant

:23:15. > :23:22.The question is, can some of the most

:23:23. > :23:24.iconic figures in cricket in Wales bring the good times

:23:25. > :23:30.First up, Leicestershire on April the 17th.

:23:31. > :23:32.Rugby now, Wales will decide whether outside-half Dan Biggar

:23:33. > :23:36.is fit enough to play against Scotland later this week.

:23:37. > :23:40.Biggar was forced off in the first half against Ireland on sunday.

:23:41. > :23:42.The Wales management says Biggar has made excellent progress

:23:43. > :23:46.with his recovery following the ankle injury.
