0:01:49 > 0:01:51where care hasn't been up to scratch.
0:01:51 > 0:01:53But do they reflect deeper problems?
0:01:53 > 0:01:5718 months ago, the Conservative Health Secretary at Westminster told
0:01:57 > 0:02:00MPs the patients in Wales were getting
0:02:00 > 0:02:01a second-class health service.
0:02:01 > 0:02:03The Welsh Labour health Minister hit back, saying Jeremy Hunt's
0:02:03 > 0:02:05claims were a tissue of lies.
0:02:05 > 0:02:07So who's right?
0:02:07 > 0:02:12This 300-page report, put together by experts from the OECD in Paris,
0:02:12 > 0:02:15looks at quality and safety of NHS services in Wales,
0:02:15 > 0:02:18England, Scotland and Northern Ireland.
0:02:18 > 0:02:23It's arguably the most comprehensive analysis ever made.
0:02:23 > 0:02:27And when the OECD has something to say, people tend to listen.
0:02:27 > 0:02:30It suggests no-one of the four nation's health systems appear
0:02:30 > 0:02:33to outperform the others, but argues they all must improve
0:02:33 > 0:02:37and learn from each other, given that survival rates
0:02:37 > 0:02:41across the UK for certain types of cancer are average or disappointing.
0:02:41 > 0:02:44But there are concerns that health boards in Wales,
0:02:44 > 0:02:47established seven years ago, have failed to change and improve
0:02:47 > 0:02:50care enough locally.
0:02:50 > 0:02:52The review calls for the Welsh Government to take more
0:02:52 > 0:02:57direct control of the way the NHS here is run.
0:02:57 > 0:03:00The centre has a very general view on what should be
0:03:00 > 0:03:02happening, but then leaves it to the health boards to decide,
0:03:02 > 0:03:05in each little authority, how you actually improve
0:03:05 > 0:03:09health care, how you structure health care.
0:03:09 > 0:03:11It should be, let a thousand flowers bloom.
0:03:11 > 0:03:14But when we look at the results, we don't see much
0:03:14 > 0:03:17change since 2009.
0:03:17 > 0:03:20But this review didn't look at waiting times foir treatment,
0:03:20 > 0:03:23for example, and critics claim they're too long in Wales,
0:03:23 > 0:03:25and a particular problem.
0:03:25 > 0:03:28Nevertheless, the Welsh Government feels vindicated.
0:03:28 > 0:03:31We have seen a report today that shows that,
0:03:31 > 0:03:34unlike what David Cameron has said, the Welsh NHS is not worse
0:03:34 > 0:03:36than the NHS in England.
0:03:36 > 0:03:39After what he said last year about our doctors and nurses
0:03:39 > 0:03:43in Wales, I think it's time we had an apology.
0:03:43 > 0:03:46At one point Kenneth Jones thought he
0:03:46 > 0:03:49would lose his leg, but due to the care and expertise
0:03:49 > 0:03:52of the Welsh NHS, he is on his way to recovery.
0:03:52 > 0:03:53Kenneth is doing well.
0:03:53 > 0:03:58But the OECD message is clear - the NHS could do better.
0:03:58 > 0:04:03And not just in Wales, but across the UK.

0:05:12 > 0:05:15Margaret Hiorns went into hospital with just a chest infection,
0:05:15 > 0:05:19but within weeks her condition was steadily deteriorating.
0:05:19 > 0:05:22Her son, Michael, told a coroner today that his mother had suffered
0:05:22 > 0:05:25an agonising death.
0:05:25 > 0:05:28Mr Hiorns explained to the inquest that when his mother was admitted
0:05:28 > 0:05:30to Glangwili Hospital, she was
0:05:30 > 0:05:33put on an anti-coagulant drug, Tinzarapin.
0:05:33 > 0:05:36He alleges she was given this drug for too long and that she wasn't
0:05:36 > 0:05:39properly monitored in terms of potential complications,
0:05:39 > 0:05:43including internal bleeding.
0:05:43 > 0:05:45A few weeks later Mrs Hiorns developed a haematoma,
0:05:45 > 0:05:49severe bruising all down her back from internal bleeding,
0:05:49 > 0:05:51and had to have a blood transfusion.
0:05:51 > 0:05:55Her health worsened and she died the next month of a blood clot.
0:05:55 > 0:05:58Her son gave detailed evidence at the inquest today
0:05:58 > 0:06:00about her treatment at Glangwili Hospital,
0:06:00 > 0:06:05outlining what he said amounted to a catalogue of neglectful acts.
0:06:05 > 0:06:08No-one else should have to suffer like this.
0:06:08 > 0:06:16There's guidance and there's documentation in place,
0:06:16 > 0:06:21people are aware how dangerous this drug is.
0:06:21 > 0:06:26Not dangerous, but how keenly it must be monitored.

0:06:32 > 0:06:36And having reviewed the guidance, they are satisfied that the dose
0:06:36 > 0:06:40of Tinzarapin his mother received was appropriate.
0:06:40 > 0:06:43They went on to apologise for the shortcomings in her care
0:06:43 > 0:06:46once the internal bleeding had developed and said they had taken
0:06:46 > 0:06:48measures to address these.
0:06:48 > 0:06:52In reaching a narrative verdict, the coroner highlighted shortcomings
0:06:52 > 0:06:54in the management of Mrs Hiorns' care at Glangwili Hospital,
0:06:54 > 0:06:58and said he would be writing to the chief executive to flag up
0:06:58 > 0:07:02the importance of monitoring patients and to ask them to look
0:07:02 > 0:07:05at the issue around the prescription of that drug, Tinzarapin.
