:00:24. > :00:25.the teaching union which wants to double the amount spent

:00:26. > :00:38.Should someone facing a mental health crisis ever end up in A

:00:39. > :00:43.That's the reality for too many patients, according to mental health

:00:44. > :00:46.experts who've spoken to Wales Today.

:00:47. > :00:51.They've described support here as patchy and are calling

:00:52. > :00:53.for more appropriate places of safety -

:00:54. > :01:01.As part of the BBC's In the Mind season, Carys Notley

:01:02. > :01:04.Rowan has lived with chronic depression and anxiety

:01:05. > :01:11.At just 13, she started self-harming.

:01:12. > :01:13.Two years ago, Rowan had a severe breakdown,

:01:14. > :01:18.But she says the poor care she received in A

:01:19. > :01:21.would deter her from seeking help there again.

:01:22. > :01:25.I felt like I was being a bit of a burden because I had done it

:01:26. > :01:28.to myself, so I was just asking somebody else to clean up my mess

:01:29. > :01:36.rather than being a patient who deserved care.

:01:37. > :01:39.There was no mental-health nurse, nobody came to talk to me,

:01:40. > :01:43.it was just stapled up and on your way.

:01:44. > :01:45.A departments are not always equipped to deal

:01:46. > :01:55.They often don't have specialists working there who can advise

:01:56. > :01:57.and identify onward routes of referral for individuals.

:01:58. > :02:00.So people may end up in A departments but they may not be best

:02:01. > :02:02.Whilst Rowan says she would have benefited from further care,

:02:03. > :02:05.many others experiencing a crisis are detained for their own safety

:02:06. > :02:08.Last year, 1,181 people in Wales were admitted to a health-based

:02:09. > :02:13.place of safety but when there are no hospital beds available,

:02:14. > :02:18.often the only safe place for people to go is a police cell,

:02:19. > :02:23.which is where 541 people in distress were held.

:02:24. > :02:27.She has borderline personality disorder, which affects her moods

:02:28. > :02:33.In 2014, aged 21, she started experiencing unbearable suicidal

:02:34. > :02:40.thoughts and ended up spending the night in a cell.

:02:41. > :02:43.It is a very frightening experience because you can hear other people

:02:44. > :02:44.who have been locked up for committing crimes

:02:45. > :02:47.and they are being vocal, banging on the cells,

:02:48. > :02:51.and you are already in a distressed state and it just makes you feel

:02:52. > :02:55.There are calls for more suitable places of safety where people can go

:02:56. > :02:58.to recover, places like Coed Arian crisis house,

:02:59. > :03:04.in partnership with Cardiff and Vale health board.

:03:05. > :03:06.This crisis house in Cardiff is currently the only one in Wales

:03:07. > :03:11.with private bedrooms, homely living areas

:03:12. > :03:14.and support workers on-site 24 hours a day.

:03:15. > :03:17.It's a place of safety and sanctuary where people can come to recover

:03:18. > :03:21.from their crisis whilst maintaining their independence.

:03:22. > :03:23.Gofal wants to see the creation of more services like this

:03:24. > :03:29.93% of people who stay here return home after a seven-day stay,

:03:30. > :03:34.you can expect to stay for a minimum of a 28-day section.

:03:35. > :03:37.So this is an environment that for some people supports

:03:38. > :03:41.a much better and a much quicker process of recovery.

:03:42. > :03:45.But some experts say more research is still needed on their benefits.

:03:46. > :03:48.The Welsh Government says spending on mental-health services in Wales

:03:49. > :03:52.is rising and points to an agreement signed in December between

:03:53. > :03:56.police forces, charities, the NHS, councils and other agencies.

:03:57. > :04:00.The idea is to bring these bodies together to improve crisis care.

:04:01. > :04:04.For Rowan, who could experience a crisis at any moment,

:04:05. > :04:07.an alternative couldn't come soon enough.

:04:08. > :04:10.The Welsh Government needs to double the amount it's spending

:04:11. > :04:15.That's according to a teachers' union here amid claims that many

:04:16. > :04:17.school buildings aren't "up to scratch".

:04:18. > :04:21.One Newport headteacher has told BBC Wales that some buildings

:04:22. > :04:25.The Government has described its record on new school

:04:26. > :04:42.And despite being judged as Good by Estyn, it's feeling its age,

:04:43. > :04:48.leaking roofs and windows and abandoned classrooms.

:04:49. > :04:52.The headteacher, who has improved GCSE pass rates by 60%,

:04:53. > :04:55.says some of its buildings are deplorable

:04:56. > :04:57.and blames Newport Council and the Welsh government

:04:58. > :05:01.for not doing enough to improve buildings like his.

:05:02. > :05:05.There is a whole generation of school stock that has leaking roofs,

:05:06. > :05:13.have classrooms which are too small and too cramped.

:05:14. > :05:16.But this evening, it emerged these plans to improve the school

:05:17. > :05:22.They were rejected by councillors over fears the site may flood,

:05:23. > :05:24.but tonight, Newport Council says it is

:05:25. > :05:28.resubmitting the proposals to build a new Welsh medium school

:05:29. > :05:31.on the site and refurbish Duffryn high.

:05:32. > :05:34.The Welsh Government says it is investing nearly ?2 billion

:05:35. > :05:39.in schools and colleges through its 21st Century Schools programme.

:05:40. > :05:41.It says it is the most ambitious school building

:05:42. > :05:45.and improvement programme since the 1960s.

:05:46. > :05:48.But the Association of Teachers and Lecturers in Wales disagree

:05:49. > :05:51.and want the Welsh Government to increase the amount

:05:52. > :05:55.They agree with the National Union of Teachers here

:05:56. > :05:59.that many school buildings aren't up to scratch.

:06:00. > :06:01.Definitely double the amount we are seeing going in there.

:06:02. > :06:04.We have got to get school building stock right,

:06:05. > :06:07.we need to give our youngsters the best start in life

:06:08. > :06:09.and so that money would be well spent.

:06:10. > :06:12.So this evening, a glimmer of hope for pupils here at Duffryn High

:06:13. > :06:16.and for those hoping to attend Newport's first

:06:17. > :06:21.But unions are concerned that other children across Wales

:06:22. > :06:27.Parents in Denbighshire have said they will appeal

:06:28. > :06:31.the council's decision to push ahead with controversial plans

:06:32. > :06:34.to close Ysgol Llanbedr Primary School near Ruthin.

:06:35. > :06:39.but the council says the closure in August

:06:40. > :06:43.comes as part of its review into school provision.

:06:44. > :06:46.Flintshire Council has agreed to make what it describes

:06:47. > :06:50.as "unprecedented" savings of ?21 million.

:06:51. > :06:53.It says it's protecting core services - but they will be at risk

:06:54. > :06:59.In Gwynedd, councillors have decided to delay making a decision

:07:00. > :07:02.on closing the David Lloyd George Museum

:07:03. > :07:09.The number of adults taking part in sport three times a week or more

:07:10. > :07:11.has increased, according to Sport Wales.

:07:12. > :07:14.However, the research also showed that a million adults

:07:15. > :07:19.Women, disabled people and those from deprived areas

:07:20. > :07:24.are also less likely to play sport regularly.

:07:25. > :07:26.Welsh singer-songwriter Amy Wadge is celebrating after winning

:07:27. > :07:32.She picked up a Grammy Award in LA last night for co-writing

:07:33. > :07:37.Ed Sheeran's hit single Thinking Out Loud.

:07:38. > :07:47.You know, we are really thrilled for her.

:07:48. > :07:50.And I think it's testament to the partnership

:07:51. > :07:54.between Ed and Amy that he shared the stage with her,

:07:55. > :07:57.shared the limelight and gave her the full credit for co-writing

:07:58. > :08:14.All change on the weather front. Yes, cold and frosty last night but

:08:15. > :08:19.a different story tonight and tomorrow, we will all see some rain,

:08:20. > :08:22.sleet and snow in places. Most places dry at the moment but it

:08:23. > :08:26.won't last. By the end of the night, much of the country will have rain,

:08:27. > :08:33.fresh to strong winds were temperatures staying above freezing,

:08:34. > :08:36.so tomorrow morning, no frost, no sunshine, but cold and wet, some

:08:37. > :08:42.heavy rain, pool travelling conditions and also some sleet and

:08:43. > :08:45.snow on the hills and mountains -- poor travelling conditions. The

:08:46. > :08:49.south-east of England dry and bright, further north and west, a

:08:50. > :08:51.band of rain, some of that heavy, with sleet and snow on higher

:08:52. > :08:57.ground, some sniper the Pennines and Peak District. Some sunshine in

:08:58. > :09:00.Northern Ireland and gradually brightening up across Scotland with

:09:01. > :09:06.one or two showers. Close to home, more rain and sleet in places, snow

:09:07. > :09:09.in upland areas. That will gradually ease later on with dry weather

:09:10. > :09:12.following from the West. Cold tomorrow with the wind easing.

:09:13. > :09:18.Tomorrow evening, rain and sleet with a little snow in the margins

:09:19. > :09:23.were gradually clear. Most places are dry overnight with frost and icy

:09:24. > :09:28.patches. Thursday, a much better day, dry and brighter, some

:09:29. > :09:31.sunshine, just one or two showers. Friday, all change again, with these

:09:32. > :09:35.fronts moving in from the Atlantic. They will bring milder, moist air,

:09:36. > :09:41.some rain turning up on Friday, the wind is picking up as well and that

:09:42. > :09:47.sets the scene for the weekend, milder temperatures, double figures

:09:48. > :09:50.on Saturday, but more rain and drizzle on the way. So not a great

:09:51. > :09:55.day tomorrow, but much nicer with some sunshine on Thursday. We will
