:00:49. > :00:51.However Gwent and South Wales Police were ranked as good.
:00:52. > :00:59.It's one aspect of policing which rarely makes the headlines,
:01:00. > :01:03.not responding to but trying to prevent crime.
:01:04. > :01:06.Work like this earned Gwent police a Good rating,
:01:07. > :01:09.a skateboarding programme that's reduced anti-social behaviour
:01:10. > :01:15.by almost 20%, keeping youngsters on the right side of the law.
:01:16. > :01:18.You'd go to the park and play football.
:01:19. > :01:22.Now we have something to look forward to.
:01:23. > :01:30.The youth workers get you in shape so your behaviour changes.
:01:31. > :01:32.In organised crime too, like the widespread fraud scam
:01:33. > :01:37.involving cash for crash, Gwent were judged as good.
:01:38. > :01:40.Overall the HMIC said they'd made considerable progress
:01:41. > :01:45.But Wales's two rural forces have been told there's
:01:46. > :01:52.HMIC said North Wales police needed to do more to understand emerging
:01:53. > :01:56.threats like human trafficking and that some officers
:01:57. > :02:00.were investigating crimes beyond their level of training
:02:01. > :02:04.including high-risk domestic abuse cases, a criticism challenged today
:02:05. > :02:14.I have had the strongest possible rebuttal from the Chief Constable
:02:15. > :02:18.of the way they have gone about this particular aspect of it.
:02:19. > :02:21.The allocation of cases in North Wales I'm quite satisfied
:02:22. > :02:26.is done on a very solid, sound basis.
:02:27. > :02:29.Dyfed Powys was told it needs to improve the way it allocates
:02:30. > :02:32.crime for investigation and to better spot the vulnerability
:02:33. > :02:41.The force says it's able to offer a more local service and a new help
:02:42. > :02:45.hub is increasing support to victims of crime.
:02:46. > :02:46.Inspectors are more concerned about process.
:02:47. > :02:51.I'm concerned with outcomes and how the public see the police and how
:02:52. > :02:57.Dyfed Powys can still boast the lowest crime rate in England
:02:58. > :03:03.and Wales and, as they put it, prioritise bobbies over bricks.
:03:04. > :03:07.And that's meant closing or merging some police stations and using other
:03:08. > :03:12.methods like this mobile van to maintain their community presence.
:03:13. > :03:15.In the end all of this in the face of tough financial budgets comes
:03:16. > :03:21.down to resources and how a force chooses to prioritise them.
:03:22. > :03:24.In South Wales, the force is judged good at both the local level
:03:25. > :03:28.in understanding the neighbourhoods they police and tackling serious
:03:29. > :03:32.criminal drugs gangs by deploying specialist officers.
:03:33. > :03:36.Police forces across Wales face very different challenges,
:03:37. > :03:40.but the standards they have to meet do not.
:03:41. > :03:43.People have had to evacuate their homes as firefighters tackle
:03:44. > :03:46.a blaze at a linen hire company in Llandudno Junction.
