:00:00. > :00:00.Welcome to Wales Today, our top stories:

:00:00. > :00:08.One of the world's most famous cars is to be built here.

:00:09. > :00:11.Aston Martin's next car will be made in the Vale of Glamorgan

:00:12. > :00:21.To be made by more than 700 Welsh workers.

:00:22. > :00:23.I will be looking at exactly what it means

:00:24. > :00:47.Private Cheryl James from Llangollen was ordered by a superior to have

:00:48. > :00:51.sex with another soldier the night before she died,

:00:52. > :01:00.The number of MPs Wales sends to Westminster could be cut

:01:01. > :01:05.A fibre optic cable from New York to the Welsh coast to bring

:01:06. > :01:10.The centrepiece of Swansea's city region plan.

:01:11. > :01:14.And police explain why they deliberately ran down

:01:15. > :01:24.and killed a dog, similar to this one, on the A55 in Conwy.

:01:25. > :01:28.It's one of the most iconic names in motoring - perhaps best known

:01:29. > :01:30.as James Bond's favourite car and now Aston Martin

:01:31. > :01:35.The newest model, the DBX, will be made in the Vale

:01:36. > :01:38.of Glamorgan beating off competition from around the world.

:01:39. > :01:42.750 high-skilled jobs are promised to make the prestige car

:01:43. > :01:45.which will set you back at least ?150,000.

:01:46. > :01:55.Here's our economics correspondent, Sarah Dickins.

:01:56. > :02:03.A symbol of glamour of rights outside Welsh Government buildings.

:02:04. > :02:08.The prototype of Aston Martin's latest vehicle, DBX. From Twenty20

:02:09. > :02:11.to be handmade in Wales but exported around the globe. This is a great

:02:12. > :02:16.deal for Wales and it marks a significant moment in the history of

:02:17. > :02:21.our automotive sector. It fought off competition from 20 other sites from

:02:22. > :02:24.the Middle East, Eastern Europe and the state to win the investment

:02:25. > :02:31.worth many millions of pounds and seven and 50 jobs. For two years,

:02:32. > :02:36.the Welsh Government and others have been courting Aston Martin. What was

:02:37. > :02:44.the attraction? You train great people. I actually believe this will

:02:45. > :02:48.maybe retain youngsters in Wales and in Cardiff rather than having to go

:02:49. > :02:55.to the Midlands in order to ply their trade.

:02:56. > :03:00.Magnificent, isn't she? Cilic, sleek and very male. That has

:03:01. > :03:07.been the luxury brands image. At the new car is designed around what

:03:08. > :03:11.women might want. Between one and 50000 and ?200,000 it is about the

:03:12. > :03:14.same price as an average price -- house in Wales. It is aimed at those

:03:15. > :03:19.who seek glamour and room for the kids. Neither the Welsh Government

:03:20. > :03:24.nor Aston Martin will tell us how much public money is being spent

:03:25. > :03:28.bringing them here. We were hungry for it. We have a history of

:03:29. > :03:34.manufacturing here. We want it to carry on. I felt passionately when

:03:35. > :03:36.we were going for this. I did is what business is going outside the

:03:37. > :03:47.UK either. The former MoD site here in Saint

:03:48. > :03:55.Aston will hazard. -- Saint Athan. The car parts industry is a big

:03:56. > :03:59.employer here. Between them they employ 18,000 people and have a

:04:00. > :04:05.combined turnover of well over ?3 billion. This announcement is about

:04:06. > :04:10.more than jobs, more than money, it is about glamour. What it gives

:04:11. > :04:14.Wales is a real feather in the cap, one of the smartest, sexiest, most

:04:15. > :04:18.glamorous brands in the world to be made in Wales. It is impossible to

:04:19. > :04:24.calculate how much that is worth. But for the Welsh economy to benefit

:04:25. > :04:29.this glamorous brand also needs to be successful. Needs to sell cars.

:04:30. > :04:35.It was badly hit by the 2008 recession with sales in 2014 half

:04:36. > :04:38.that of seven years earlier. We went bankrupt a lot of times in our

:04:39. > :04:43.history. That'll never happen again. We're going to increase our

:04:44. > :04:50.production of sports cars and then we create this new business with the

:04:51. > :04:53.new DBX. When the DBX was launched at the Geneva motor show a year ago

:04:54. > :04:59.the global economy was much stronger. The rich in emerging

:05:00. > :05:03.markets like China were big buyers of luxury products. That is less

:05:04. > :05:07.money being spent in many of those markets now. The question is whether

:05:08. > :05:12.this new style Aston Martin will be as attractive to the world's stretch

:05:13. > :05:16.as it needs to be? For the last plant, it used to be a success.

:05:17. > :05:19.As we just heard, it's hoped the Aston Martin investment

:05:20. > :05:23.will breathe new life into the M0D site in St Athan.

:05:24. > :05:27.So Caroline Evans now with reaction to today's announcement

:05:28. > :05:38.There were smiles all round as the First Minister welcome Aston Martin

:05:39. > :05:46.to their new home. After you two years of negotiation, the hanger to

:05:47. > :05:51.house chats will be producing cars. It's been a bumpy ride for this

:05:52. > :05:54.site. Back in 2000, a plan to modernise it saw millions invested.

:05:55. > :06:01.A super hangar built as a faster that jet repair facility for stop

:06:02. > :06:07.but UK ministers announced they were accusing that business five years

:06:08. > :06:10.later. Relief locally that this new development will include a skills

:06:11. > :06:13.Academy which will make Saint a third and the Vale of Glamorgan a

:06:14. > :06:18.centre of excellence. This is fantastic news. We have been through

:06:19. > :06:22.a turbulent time over the last decade that this is great news. It

:06:23. > :06:25.demonstrates the UK Government led by the Prime Minister last July, and

:06:26. > :06:32.the worst governments working together. Attracting one of

:06:33. > :06:36.motoring's was just disease names is also expected to create around a

:06:37. > :06:41.thousand jobs with Welsh businesses and suppliers. Here in Neath, they

:06:42. > :06:45.worked with Aston Martin in the past and they are hopeful their new South

:06:46. > :06:50.Wales base could mean more work heading their way. It is excellent

:06:51. > :06:58.news for Wales to have a prestigious automotive supplier coming to Wales.

:06:59. > :07:02.For ourselves, who are in a design and manufacture the company for the

:07:03. > :07:07.automotive industry, this can only be good news and hopefully we can

:07:08. > :07:09.benefit in the future from a prestigious company like Aston

:07:10. > :07:15.Martin. Only a handful of cars have ever

:07:16. > :07:23.been completely Welsh made. This one was produced in the 60s. But this

:07:24. > :07:29.operation is on an altogether bigger scale. Work on the factory here will

:07:30. > :07:30.start in 2017 with the first cars produced by 2020.

:07:31. > :07:32.Our economics correspondent Sarah Dickins is here.

:07:33. > :07:35.This facility was built to refit aircraft.

:07:36. > :07:51.That never came, it has not been used and the reason why is something

:07:52. > :07:56.beyond the market economy. Any big investment, and this one is hundreds

:07:57. > :08:00.of millions of pounds, involves risks. In terms of financial risk,

:08:01. > :08:07.we don't know how much the Welsh Government is putting in nor Aston

:08:08. > :08:10.Martin. These days in centres from governments and much more

:08:11. > :08:13.complicated than Cass. If we look at some of the incentives that might

:08:14. > :08:19.have been discussed, there is going to be skills training. One presumed

:08:20. > :08:23.that the worst governments was involved in that. A new road is

:08:24. > :08:26.planned. The Welsh Government is involved in that. That road would

:08:27. > :08:31.help other businesses like British Airways and the airport. We know

:08:32. > :08:35.that there are other things that will help the development of the

:08:36. > :08:40.business. Those things would not be risks in the true sense of the world

:08:41. > :08:44.if something went wrong. Will this happen? That is what everybody has

:08:45. > :08:49.been asking me all day today. We don't know what is going to happen

:08:50. > :08:53.in the global economy. As we saw, it is the rich of the world that buy

:08:54. > :08:56.these cars. If it does work, if the risk pays off, Wales has a lot to

:08:57. > :09:01.win. A lots to learn as well. The performance of the Welsh

:09:02. > :09:03.Ambulance Service in responding to emergency calls was worse in

:09:04. > :09:07.January than in the previous month. However, it continues

:09:08. > :09:10.to meet its target of responding to over 65% of the most urgent calls

:09:11. > :09:14.within eight minutes. Figures show that in January,

:09:15. > :09:16.the service responded to a higher number of calls than

:09:17. > :09:21.the month before. An inquest into the death

:09:22. > :09:24.of an 18-year-old soldier from Llangollen has heard

:09:25. > :09:26.she mentioned to a friend "how easy

:09:27. > :09:29.it would be to shoot yourself". Private Cheryl James was found

:09:30. > :09:32.with a gunshot wound to the head at Deepcut barracks in Surrey

:09:33. > :09:36.more than 20 years ago. The inquest also heard claims

:09:37. > :09:38.she had been "ordered" to sleep What happened to Private Cheryl

:09:39. > :09:48.James at a Deepcut barracks The young soldier was found dead

:09:49. > :09:53.with a single bullet wound This fresh inquest into her death

:09:54. > :09:57.has heard about the culture How some recruits

:09:58. > :10:01.were seen as a sexual challenge and how some soldiers had

:10:02. > :10:05.little supervision and were drunk The inquest heard from a friend

:10:06. > :10:10.of Cheryl James, Yvonne Sneddon. She said they were returning

:10:11. > :10:13.to Deepcut on a coach when Cheryl "If you were going to kill yourself

:10:14. > :10:19.it would be really easy". She said she was shocked,

:10:20. > :10:22.that this was out of context She said Cheryl has switched

:10:23. > :10:27.from being really happy The inquest also heard from another

:10:28. > :10:33.friend of Cheryl's at Deepcut, Andrew Carter, seen

:10:34. > :10:35.here on the right. He said Cheryl had wanted a fake

:10:36. > :10:38.passport to leave the country and had asked if he'd ever done

:10:39. > :10:43.anything off impulse. Then, the inquest touched

:10:44. > :10:46.on claims the James family Was Cheryl James ordered to have sex

:10:47. > :10:54.with a fellow soldier? Mark Beards, a former

:10:55. > :10:57.Soviet, told the inquest he saw Cheryl the night

:10:58. > :11:00.before her death. He claims she told him that she had

:11:01. > :11:04.been ordered to go down to her room He claims the order came

:11:05. > :11:10.from a Sergeant Gavaghan and that Cheryl didn't want to go

:11:11. > :11:14.but felt like she had to. It was later put to Mr Beards

:11:15. > :11:17.that he had been paranoid and delusional and

:11:18. > :11:20.was untrustworthy. He maintains he is

:11:21. > :11:23.telling the truth. Cheryl's father, Des James,

:11:24. > :11:28.listened attentively as he has done He feels this is his

:11:29. > :11:33.last chance to find out The number of politicians we send

:11:34. > :11:43.to Westminster is to be cut. Wales will lose more than a quarter

:11:44. > :11:46.of its MPs under a review The number of MPs we send

:11:47. > :11:52.to Westminster will fall from 40 to 29 as part of a move to reduce

:11:53. > :11:57.the size of the House of Commons. Let's talk to our parliamentary

:11:58. > :12:10.correspondent, David Cornock, What is behind this? The government

:12:11. > :12:15.says there are too many members of Parliament and he wants to cut the

:12:16. > :12:20.size of the House of Commons down from 650 to 600. It also says there

:12:21. > :12:24.were 600 MPs should represent roughly the same number of people.

:12:25. > :12:31.At the moment, that is not the case. If you are an MP for Wales for the

:12:32. > :12:35.Welsh constituency you represent fewer people if you represent

:12:36. > :12:39.existed too busy in England. If you average those, what it means is

:12:40. > :12:42.there are going to be larger constituencies in Wales, thereby to

:12:43. > :12:50.be fewer of them. The number will come down from 40 to 29. It is great

:12:51. > :12:52.to be -- going to be a redraw the map.

:12:53. > :12:57.This will not go down too well is with MPs.

:12:58. > :13:02.That is a growl already. Plaid Cymru say that this is a sad day for

:13:03. > :13:08.democracy, neighbours say it is going to cut the voice of Wales

:13:09. > :13:16.here. That labour. It will cut the voice of the Labour Party here. It

:13:17. > :13:19.will affect me constituencies in Wales and England and make it much

:13:20. > :13:20.harder for the Labour Party to win a general election.

:13:21. > :13:23.Much more to come before seven o'clock.

:13:24. > :13:26.Police officers explain why they deliberately ran down

:13:27. > :13:31.and killed a dog running loose on the A55 in Conwy.

:13:32. > :13:33.And it's the disease carried by mosquitoes affecting thousands

:13:34. > :13:39.Now scientists in Swansea say they have the answer

:13:40. > :13:51.A fibre optic cable running from New York to London

:13:52. > :13:53.via Oxwich Bay, that's the centrepiece of plans for a deal

:13:54. > :13:57.worth more ?500 million to boost the economy of the Swansea Bay

:13:58. > :14:00.region create more jobs, are being sent to the Chancellor,

:14:01. > :14:06.They include a fibre optic transatlantic cable from New York

:14:07. > :14:09.to London via Oxwich Bay that will deliver the fastest,

:14:10. > :14:13.most reliable broadband the UK has ever had.

:14:14. > :14:18.it may seem like a tranquil part of the gallop that this could be

:14:19. > :14:25.central to delivering broadband speeds. It would see a cable

:14:26. > :14:29.stretching from New York to London as crucially to stop along the way

:14:30. > :14:39.at areas including Llanelli, Swansea and Port Talbot. This is a small

:14:40. > :14:48.business in Swansea will stop it designs personalised make-up boxes.

:14:49. > :14:54.The slow speeds and in the -- and reliable broadband affects business.

:14:55. > :14:57.It is always there, the consistency of the connection. We are processing

:14:58. > :15:03.lots of orders and let the Internet goes down the communication line

:15:04. > :15:06.goes down with the customer. The plans involve ?500 million of

:15:07. > :15:17.taxpayers money and they are going to be considered by the Chancellor.

:15:18. > :15:23.In a conference call from Canada, the billionaire businessman, said

:15:24. > :15:29.Terry Matthews, said people had to look towards the jobs of the future.

:15:30. > :15:33.If I were somebody let go from a mine, or somebody let go from the

:15:34. > :15:40.steelworks, I'd be going to college and learning how to code. There is a

:15:41. > :15:45.massive shortage of people who understand software, people who

:15:46. > :15:52.understand code. It is a massive shortage. The old stuff fast

:15:53. > :15:56.broadband would be used to bring together a variety of energy

:15:57. > :15:59.projects being developed including the giant tidal turbine which has

:16:00. > :16:03.been placed on the sea bed of Pembrokeshire. It can provide

:16:04. > :16:07.powerful 600 homes. We are looking to diversified into low carbon

:16:08. > :16:11.buildings and homes. We are looking to diversify into connected homes.

:16:12. > :16:16.What we mean by that is, the helm of the future may be a small power

:16:17. > :16:20.station in its own right. You can use the Internet to actually control

:16:21. > :16:26.when the house is taking electricity generating electricity. Whether this

:16:27. > :16:29.becomes the centre of Swansea Bay's regeneration will be decided by the

:16:30. > :16:33.Chancellor. He has been keen to sign off as many of the city deals as

:16:34. > :16:37.they can if they provide value for money. The team behind this proposal

:16:38. > :16:39.thinks it can convince him that it isn't just good for the region but

:16:40. > :16:42.for the UK as a whole. Critics and supporters of the police

:16:43. > :16:44.have been taking to social media after it emerged officers

:16:45. > :16:47.deliberately ran over a dog North Wales Police say there was no

:16:48. > :16:51.other way of dealing with an animal was running loose in the dark posing

:16:52. > :16:54.the risk to drivers The force has referred itself to the Independent

:16:55. > :17:08.Police Complaints Commission. The headlines were screaming out

:17:09. > :17:13.this morning, even the Times thundered. Police traffic officers

:17:14. > :17:18.run over a dog and they did it on purpose. The Force HQ in Colwyn Bay,

:17:19. > :17:22.they must have felt they were under siege. The press office and seen

:17:23. > :17:27.officers forced to field a barrage of questions from journalists. A

:17:28. > :17:31.foxhound, similar to these, which had been missing since the weekend

:17:32. > :17:35.from an English -based park which was hunting in Wales was killed

:17:36. > :17:40.because the police thought it posed a danger to traffic. What should

:17:41. > :17:47.they have done? This story has divided public opinion. There's been

:17:48. > :17:53.a frenzy on media, the North Wales Police Facebook page has had 10,000

:17:54. > :17:57.messages left on it. In pen my mouth, not far from the stretch of

:17:58. > :18:03.the A55 where the dog was killed, I found a reflection of the differing

:18:04. > :18:07.views. If I don't rent the dog over I'd be arrested and put up on

:18:08. > :18:12.charges. I don't think they had any right to do that. It could've been

:18:13. > :18:19.with differently. It is a shame the dog had to die but at the same token

:18:20. > :18:23.the police did what they had to do. The A55 is North Wales busiest road,

:18:24. > :18:27.even in the middle of the night there was traffic from Irish Sea

:18:28. > :18:31.ferries. Throughout today's, more and more information about what

:18:32. > :18:35.happened emerged from the police. It was three in the morning, there was

:18:36. > :18:38.the risk of a serious accident. Other options were considered, a

:18:39. > :18:42.firearms team was on the weight that they were worried about being able

:18:43. > :18:47.to take a safe shot. These were difficult circumstances. A difficult

:18:48. > :18:53.decision for the officers to make. They were faced with a dog in the

:18:54. > :18:58.road, fast-moving traffic stop they did attempt a roadblock, they did

:18:59. > :19:03.put themselves at risk and try to catch the darker stop the officers

:19:04. > :19:07.made it difficult decision based on a difficult set of circumstances.

:19:08. > :19:14.All of that may may not satisfy the critics. The police say they have

:19:15. > :19:17.spoken to the owner who is said to understand the officers had to make

:19:18. > :19:18.a difficult decision and a collector, the owner thinks, in the

:19:19. > :19:20.circumstances. Some of Wales's biggest arts

:19:21. > :19:23.companies will lose up to 3.5% of their funding from April this

:19:24. > :19:26.year from the Arts Council of Wales. It's protected funding for those

:19:27. > :19:28.who receive less than ?150,000 a year, but others will

:19:29. > :19:31.see their income fall, after the Arts Council's own budget

:19:32. > :19:37.was cut by the Welsh Government. We've undertaken this investment

:19:38. > :19:40.review as with previous one with one thing only in mind, what is the

:19:41. > :19:44.best kind of art infrastructure we can provide for the people

:19:45. > :19:47.of Wales across Wales? We haven't considered

:19:48. > :19:50.the money first and foremost. We've considered it in terms

:19:51. > :19:53.of organisations and the ideas The Zika virus is believed to have

:19:54. > :19:59.affected thousands of babies across South America but now

:20:00. > :20:03.scientists at Swansea University say they may have the answer to prevent

:20:04. > :20:07.the disease from spreading. Their research, published

:20:08. > :20:12.by the Royal Society, shows that bacteria in the gut

:20:13. > :20:16.of disease-bearing insects can be It is a tropical disease

:20:17. > :20:21.that is spreading fast. From Brazil to Venezuela thousands

:20:22. > :20:24.of mother in southern and central America have given birth to babies

:20:25. > :20:28.with the microcephaly defect, believed to be caused by mosquitoes

:20:29. > :20:32.carrying the Zika virus. But closer to home, scientists

:20:33. > :20:36.at Swansea University say they have come up

:20:37. > :20:38.with a way that could stop We take a bacterium which has

:20:39. > :20:46.evolved to live inside a particular We are slightly changing that

:20:47. > :20:54.bacterium so it is targeting only The technique the team

:20:55. > :20:58.is using involves a natural process whereby the activity

:20:59. > :21:00.of certain genes can be It is a method which has

:21:01. > :21:05.already worked on other These are bloodsucking

:21:06. > :21:08.kissing bugs which carry the Chagas disease

:21:09. > :21:11.and affecteight million people The team here have tested the same

:21:12. > :21:16.technique of using bacteria to suppress the genes which control
