0:00:26 > 0:00:29But now a report says the process should be subject to a "pause".

0:00:34 > 0:00:37When it was announced last year, David Cameron said the Wales Bill

0:00:37 > 0:00:40would provide a clearer, stronger and fairer devolution

0:00:40 > 0:00:42deal for Wales.

0:00:42 > 0:00:46The aim was to give the Assembly such a comprehensive set of powers

0:00:46 > 0:00:49that the issue wouldn't be revisited for a generation.

0:00:49 > 0:00:50But after months

0:00:50 > 0:00:54of concerns raised by experts, AM's and the Welsh government,

0:00:54 > 0:00:58today, a committee of MPs added their voice to the need

0:00:58 > 0:01:02to pause and rethink.

0:01:02 > 0:01:07There were a number of issues raised that led us to think that the bill

0:01:07 > 0:01:10could be further improved before it goes ahead and we feel that it

0:01:10 > 0:01:14would be useful for the Secretary of State and the First Minister

0:01:14 > 0:01:17to discuss it a bit further with each other before

0:01:17 > 0:01:20we try to press ahead with it.

0:01:20 > 0:01:23It said a proposed list of powers that are not devolved

0:01:23 > 0:01:24needed a rethink.

0:01:24 > 0:01:28That suggestions Welsh ministers may need permission from London

0:01:28 > 0:01:31before passing new laws were too complex.

0:01:31 > 0:01:35And that a 60-day deadline for UK ministers to raise objections

0:01:35 > 0:01:38to planned Welsh laws could solve the problem.

0:01:38 > 0:01:40Opposition parties say the Secretary of State for Wales,

0:01:40 > 0:01:45Stephen Crabb, needs to listen to those concerns.

0:01:45 > 0:01:48He needs to come back with something that is workable because quite

0:01:48 > 0:01:51clearly this isn't going to make it any easier to be clear

0:01:51 > 0:01:54about what the Assembly can and can't do.

0:01:54 > 0:01:57It's going to lead to more court cases and that's going to waste

0:01:57 > 0:02:00a lot of public money.

0:02:00 > 0:02:03So, there's likely to be a rethink but this is the fourth attempt

0:02:03 > 0:02:06to create a lasting devolution settlement.

0:02:06 > 0:02:09Could the process just drag on?

0:02:09 > 0:02:12I think there are things that can be done with the bill.

0:02:12 > 0:02:15It doesn't necessarily have to be scrapped but I think it's time

0:02:15 > 0:02:19to take a step back to revise the bill and think about

0:02:19 > 0:02:22those big questions.

0:02:22 > 0:02:24The UK Government says it would consider the reports

0:02:24 > 0:02:30findings with the Secretary of State giving his reaction early next week.

0:02:30 > 0:02:33A 16-year-old girl who was critically injured in a car crash

0:02:33 > 0:02:35in Caerleon on Wednesday night, has died.

0:03:29 > 0:03:33Thankfully there was no one in the property at the time

0:03:33 > 0:03:35but the age and structure of the building meant the fire

0:03:35 > 0:03:39took hold quickly and spread through the roof space to properties

0:03:39 > 0:03:43next door which had to be evacuated.

0:03:43 > 0:03:48The fire initially went crews turned up were extremely severe

0:03:48 > 0:03:51and it was only due to their hard work that it has been kept

0:03:51 > 0:03:52to the building of origin.

0:03:52 > 0:03:54This morning forensic police officers joined the Fire Service

0:03:54 > 0:03:55at the scene.

0:03:55 > 0:03:59The severity of the fire means this has been dedicated a joint police

0:03:59 > 0:04:01and fire investigation.

0:04:01 > 0:04:05The cause is not yet known.
