:00:40. > :00:47.but tonight there's been a major climbdown from the UK government

:00:48. > :00:49.over how those ambitions will be met.

:00:50. > :00:53.It follows claims from all sides that the draft law was confusing

:00:54. > :01:01.and could end up leaving Welsh ministers with fewer powers,

:01:02. > :01:04.Today's move from the Conservative Welsh Secretary has been welcomed

:01:05. > :01:06.as our Political Editor Nick Servini reports.

:01:07. > :01:09.They say a week is a long time in politics.

:01:10. > :01:13.David Cameron with his then deputy, Nick Clegg, at what was then called

:01:14. > :01:17.They set out details of the Saint David's Day agreement,

:01:18. > :01:22.Fast forward, and after months of criticism in a series of reports,

:01:23. > :01:26.and a process that appeared at times to be heading on a collision course,

:01:27. > :01:30.and we have an attempt at a breakthrough.

:01:31. > :01:40.Until now, it's been assumed that power lies with the UK,,

:01:41. > :01:43.Until now, it's been assumed that power lies with the UK government,

:01:44. > :01:47.unless it's in devolved areas like health and education.

:01:48. > :01:52.This has led to confusion at times and legal battles over who's

:01:53. > :01:56.So, the decision was made with the process, make a list

:01:57. > :01:58.of powers held at Westminster, such as policing,

:01:59. > :02:00.defence and benefits - and assume that if anything isn't

:02:01. > :02:02.on the list, the power lies in Cardiff Bay.

:02:03. > :02:06.The problem is that the list of around 260 so-called reserved

:02:07. > :02:09.powers, including areas like road signs and street trading,

:02:10. > :02:15.Then there's the law-making carried out in the Assembly.

:02:16. > :02:20.In order to enforce the legislation, there are times that has to change

:02:21. > :02:24.the criminal law and, in order to do that,

:02:25. > :02:27.it would have had to pass what was going to be

:02:28. > :02:35.This morning, in Cardiff Bay, a major climb-down from

:02:36. > :02:38.the Welsh Secretary, Stephen Crabb, as he set out plans

:02:39. > :02:45.to reduce the list of powers reserved to Westminster

:02:46. > :02:53.He also set up a working group to look at what he called distinct

:02:54. > :02:55.arrangements for Wales' growing body of law.

:02:56. > :02:58.I have demonstrated today I was listening all along and I have

:02:59. > :03:00.been taking on board the valid and legitimate criticisms

:03:01. > :03:08.I think the changes announced today are the right thing to do.

:03:09. > :03:10.It means the timeframe to introduce the legislation will be delayed

:03:11. > :03:14.First Minister Carwyn Jones said there is now the opportunity

:03:15. > :03:16.to repair the damage done by a flawed process and produce

:03:17. > :03:23.The changes were also welcomed by some political experts who'd been

:03:24. > :03:28.critical of the original proposed legislation.

:03:29. > :03:31.In terms of people's everyday life, you don't really want to be having

:03:32. > :03:34.a debate on the constitution every three or four years.

:03:35. > :03:36.You want the rules of the game to be workable and stable.

:03:37. > :03:44.I think there is now more hope that we can move towards that.

:03:45. > :03:46.Not quite back to the drawing board, but a pause to work

:03:47. > :03:51.No one is pretending that the process will be easy

:03:52. > :03:54.but there is more of a chance tonight for the deadlock

:03:55. > :04:10.The tumble dryer company Whirlpool has been ordered to supply

:04:11. > :04:13.information to an inquest about any fires related to one of its models.

:04:14. > :04:16.Bernard Hender, who was 19, and Doug McTavish, who was 39,

:04:17. > :04:19.died after a fire at their flat in Llanrwst in 20-14.

:04:20. > :04:22.An investigation found that the fire started in a tumble dryer.

:04:23. > :04:24.Anglesey Council Tax payers are facing a 3.5% increase

:04:25. > :04:27.in their bills as the Local Authority attempts to save ?3

:04:28. > :04:30.million over the next financial year.

:04:31. > :04:37.The Council Leader says bills on the island will still be well

:04:38. > :04:40.A final decision will be made next month.

:04:41. > :04:43.Flooding in the future could be much worse than we're planning

:04:44. > :04:45.for because we're looking at the wrong data, putting lives

:04:46. > :04:48.That's according to one of the world's leading experts.

:04:49. > :04:51.Professor Mark Macklin of Aberystwyth University says

:04:52. > :04:54.the risk of flooding could be as much as 40% greater

:04:55. > :04:59.because Natural Resouces Wales do not use all the data about past

:05:00. > :05:09.Bernard and Debbie Eccles are just one couple affected

:05:10. > :05:13.It was all the more upsetting to them because they should have

:05:14. > :05:16.been protected by a flood barrier, but it wasn't put up in time

:05:17. > :05:23.We were actually trying to get the plates off the road with six

:05:24. > :05:26.inches of water or something on top of it.

:05:27. > :05:30.It was too late then, water was coming into

:05:31. > :05:35.The only thing we can do now is just use the bottom of the house

:05:36. > :05:39.It's the fourth time the Eccles have been flooded.

:05:40. > :05:42.Now an expert is warning that we should all get used

:05:43. > :05:46.to greater and more frequent floods in the future.

:05:47. > :05:49.Professor Macklin is head of the river dynamics

:05:50. > :05:52.and hydrology research group at the University of Aberystwyth.

:05:53. > :05:54.He and his team have been studying geological markers

:05:55. > :06:00.Discovering evidence of huge floods in our past which are on a scale

:06:01. > :06:03.that current planning does not take into account.

:06:04. > :06:07.We had, in the late 18th century, floods which were 20-30% larger

:06:08. > :06:17.If we go back further than that, in terms of the last 3500 years,

:06:18. > :06:20.we are looking at what perhaps 20% larger than that as well.

:06:21. > :06:25.We're actually looking at flood magnitudes that may be approaching

:06:26. > :06:28.in some areas, anywhere between 20-40% higher

:06:29. > :06:32.than what we have seen in the post 1980 period.

:06:33. > :06:35.Natural Resources Wales have compiled flood maps using detailed

:06:36. > :06:39.information from river gauges or instrumental records.

:06:40. > :06:43.However, as these gauges have only been in place for some 50 years,

:06:44. > :06:46.evidence of previous larger floods is missing.

:06:47. > :06:49.Professor Macklin's historical geological data is already

:06:50. > :06:51.being used in other countries to calculate risk and he said

:06:52. > :06:55.it is time we used the same method here.

:06:56. > :07:00.We will need to rethink and remap our flood plains to look

:07:01. > :07:05.If we don't, we will be putting more properties,

:07:06. > :07:09.more lives, more livlihoods, more infrastructure at risk.

:07:10. > :07:11.Natural Resources Wales says it does not accepted their their flood maps

:07:12. > :07:16.are underestimating Wales' flood risk, there are however aware

:07:17. > :07:18.of Professor Macklin's work and they are considering a pilot

:07:19. > :07:21.study to see if they can use it to improve their risk

:09:24. > :09:29.Wednesday the troth bushes in, bringing showers in the wind will

:09:30. > :09:33.strengthen well. The showers on Wednesday will be wintry in the

:09:34. > :09:37.hills and it will be windy and cold morning but brighter spells later

:09:38. > :09:43.and the wind will ease later on. Highs of just six or 7 degrees.

:09:44. > :09:46.Showers will clear on Thursday and quieter and drier day but turning

:09:47. > :09:50.cloudy with rain and possibly kill snow arriving again later in the

:09:51. > :09:52.day. It may be the first week of spring but a very changeable and
