:01:06. > :01:27.The crisis facing the Welsh steel industry is once again under

:01:28. > :01:30.Industry bosses here have accused the UK government of being one

:01:31. > :01:33.of the ringleaders in blocking attempts to prevent cheap Chinese

:01:34. > :01:37.They also claimed that the EU had effectively put up a sign

:01:38. > :01:39.encouraging China to dump its products in Europe.

:01:40. > :01:48.Our political editor Nick Servini has more.

:01:49. > :01:51.If we ever needed confirmation that the problems for the steel

:01:52. > :01:53.industry were far from over, we got it today in spades

:01:54. > :01:59.from senior figures of Wales' biggest plants.

:02:00. > :02:01.The steel industry, not just in Wales, and actually not just

:02:02. > :02:04.in the UK, but throughout Europe, currently suffers from what could be

:02:05. > :02:11.described as a perfect storm of negative forces.

:02:12. > :02:14.It has been well publicised over the last couple of years

:02:15. > :02:20.that we have been suffering from a huge influx of Chinese material.

:02:21. > :02:23.We have seen prices continue to drop, we have seen imports

:02:24. > :02:25.from China increase into the UK and without further urgent action

:02:26. > :02:28.from Wales and the UK, I think the situation is quite

:02:29. > :02:36.Prices have stabilised slightly in the last month,

:02:37. > :02:38.but the outlook again for us is not particularly bright.

:02:39. > :02:40.They were giving evidence to the Assembly Members

:02:41. > :02:43.on the Assembly's business committee but the criticism was directed far

:02:44. > :02:46.Welsh steelworkers made their feelings known on a march

:02:47. > :02:54.Today the bosses said the European Commission should be

:02:55. > :02:56.doing more to deal with what they say is cheap Chinese steel

:02:57. > :03:05.Yesterday in the US, a tariff of 266% was introduced

:03:06. > :03:10.The equivalent tariff in the European Union is now 16%.

:03:11. > :03:12.The committee was told that the result was that

:03:13. > :03:15.the European Union had effectively put up a sign for Chinese producers

:03:16. > :03:26.saying please dump here, you are welcome.

:03:27. > :03:29.We see the European Commission has not really having the teeth

:03:30. > :03:32.to actually deal with the flooding of Chinese exports coming in not

:03:33. > :03:40.just to the UK but Europe as a whole.

:03:41. > :03:43.At the heart of this is the attitude towards trade tariffs.

:03:44. > :03:45.The UK Government gave evidence today saying it is putting

:03:46. > :03:48.Ministers at Westminster believe more can be done within

:03:49. > :03:54.But the industry wants Britain to push for a much

:03:55. > :03:58.At the moment, that is being resisted because of fears

:03:59. > :04:03.there would be too much of a lurch towards protectionism.

:04:04. > :04:05.The European Commission has launched a number of investigations

:04:06. > :04:08.into steel imports but there is growing concern that more action

:04:09. > :04:11.needs to be taken to try and secure the remaining industry in Wales,

:04:12. > :04:13.after 750 losses were announced in Port Talbot in January.

:04:14. > :04:16.They have got to wake up and smell the coffee on this.

:04:17. > :04:26.At the end of the day, we have got to have an industry

:04:27. > :04:37.Many in the industry admit there is no silver bullet for steel

:04:38. > :04:50.Nick is at Tata Steel in Port Talbot tonight.

:04:51. > :04:59.Some serious accusations today from the steel industry. That is right. I

:05:00. > :05:04.think we all knew the scale of the challenges facing steel plants like

:05:05. > :05:06.this behind me the drug was interesting today was to see that

:05:07. > :05:09.ferocity from the industry particularly level that the UK

:05:10. > :05:14.Government and it was pretty brutal stuff at times, accusing ministers

:05:15. > :05:20.of being late for the party, wanting to push things into the long grass

:05:21. > :05:26.and most damaging damaging, being a ringleader in a group that was

:05:27. > :05:30.resistant to increasing tariffs. I have spoken to the Department of

:05:31. > :05:34.business in London tonight and they have given me a detailed list of all

:05:35. > :05:38.the action they have taken to try and get Brussels to change on this

:05:39. > :05:43.but you know there is a philosophical difference, they do

:05:44. > :05:48.not believe in excessive tariffs because protectionism they say

:05:49. > :05:54.damages the economy because it leads to increased prices across-the-board

:05:55. > :05:56.and it leads to retaliatory action, or as you and I would call it, a

:05:57. > :06:00.trade war. Ford and Toyota are already well

:06:01. > :06:02.established in Wales. Now another luxury sports car

:06:03. > :06:05.manufacturer says it's considering a new

:06:06. > :06:06.production line here. TVR says a site in South Wales

:06:07. > :06:10.is one of three around the UK that TVR, an iconic British brand that

:06:11. > :06:22.could soon have a distinctly It has had a new lease of life

:06:23. > :06:27.after it was bought by a group of investors in 2014 and last year,

:06:28. > :06:30.it announced it was building a brand-new two seater sports car

:06:31. > :06:33.designed and built in Britain, The company says it has stayed

:06:37. > :06:39.confirmed South Wales was one of three sites it was

:06:40. > :06:41.considering to build it. We could easily be talking about 400

:06:42. > :06:44.to 600 jobs in the future. And if you put on then

:06:45. > :06:47.the usual knock-on jobs, that takes it well over 1000,

:06:48. > :06:50.and I think what this car company would like to do as well is not

:06:51. > :06:56.to use normal distribution systems, retailers, they would like people

:06:57. > :06:59.to come down and take delivery of their car and possibly

:07:00. > :07:02.at a racing site, so it could well be afraid to come down to south

:07:03. > :07:05.Wales, they would likely facility on the Circuit of Wales,

:07:06. > :07:14.if that occurs. It comes a week after another

:07:15. > :07:16.iconic British brand, Aston Martin, announced that it

:07:17. > :07:20.would build its new car in St Athan in the Vale of Glamorgan,

:07:21. > :07:22.creating 750 jobs. The Welsh Government gave

:07:23. > :07:24.an undisclosed amount of money to Aston Martin as part of the deal,

:07:25. > :07:27.but it is not clear whether TVR TVR says it will make a decision

:07:28. > :07:32.on where the new site will be in the coming week is and production

:07:33. > :07:41.could start as soon as next year. Two men aged 58 and 37

:07:42. > :08:03.are in police custody, She was discovered in the century

:08:04. > :08:07.wharf block of flats in Cardiff Bay earlier this afternoon.

:08:08. > :08:10.Some hospital wards run by Cardiff and the Vale University Healthboard

:08:36. > :08:43.There's a "fair chance" schools in Wales will start teaching

:08:44. > :08:46.a new curriculum by the deadline of 2021, according to the man

:08:47. > :08:49.It's been a year since Professor Graham Donaldson

:08:50. > :08:51.published his plans, which include making computer skills

:08:52. > :08:53.as central to learning as literacy and numeracy.

:08:54. > :08:55.But one union says the timetable set by the Welsh Government

:08:56. > :09:08.Here's our education correspondent, Bethan Lewis.

:09:09. > :09:17.Computer studies 1980s style. It was at this time that the present

:09:18. > :09:22.curriculum was introduced but a big change to the way school children

:09:23. > :09:27.are taught and the way they learn is on its way. This school is one of

:09:28. > :09:30.the schools helping to develop the new curriculum, building on work it

:09:31. > :09:34.is already doing in weaving different skills and subjects within

:09:35. > :09:41.lessons. Pupils are not just receiving distinct subjects, 835

:09:42. > :09:46.period week when they move from history to geography to IT. They are

:09:47. > :09:52.now being exposed to a broader range of skills. The students do not even

:09:53. > :09:56.recognise necessarily that they are being exposed to the skills. The new

:09:57. > :10:01.curriculum aims to make digital and computer skills central to all

:10:02. > :10:05.learning within schools, along with literacy and numeracy. It is less

:10:06. > :10:08.focused on formal testing and it aims for more flexibility for

:10:09. > :10:13.teachers to tailor their lessons around the central curriculum. At an

:10:14. > :10:17.event in Cardiff today, the man who recommended the changes a year ago

:10:18. > :10:23.gave an update on progress so far. He says has been encouraged by the

:10:24. > :10:25.level of enthusiasm that will help in delivering the changes within the

:10:26. > :10:31.timetable set by the Education Minister, he says. There is an

:10:32. > :10:34.impatience to get moving with it and other people are saying it is not

:10:35. > :10:39.look as if the time is long enough for us to be able to come to terms

:10:40. > :10:43.with the new curriculum. I think that the process that has been put

:10:44. > :10:49.in place as a pretty fair chance of getting us to the point at which by

:10:50. > :10:52.2018 and beyond schools will be able to move forward in relation to

:10:53. > :10:55.thinking about the curriculum and its indications for young people.

:10:56. > :10:59.The current curriculum has been in place since the late 1980s. Some of

:11:00. > :11:05.those you will be leading the change. There will be many meetings

:11:06. > :11:08.like these of education experts, teachers and officials before the

:11:09. > :11:13.new curriculum is taught in our classrooms. But they want the

:11:14. > :11:17.teaching structure ready in two years and four children everywhere

:11:18. > :11:20.to be taught the new curriculum in five. Some people here think that is

:11:21. > :11:25.a tough timetable for such a big change. The timetable set by the

:11:26. > :11:29.Education Minister is frankly too ambitious. We are supposed to get

:11:30. > :11:33.all this done and dusted by 2018. It will not be done. Why do it in a

:11:34. > :11:37.rush? Let's do it properly and take our time and build on the enthusiasm

:11:38. > :11:42.that is there and get it finished a good curriculum for children in the

:11:43. > :11:46.21st century. Change to the way young people are taught is welcomed

:11:47. > :11:48.but all here agree that the hard work of putting the ideas into

:11:49. > :11:50.practice is only just beginning. Welsh Labour needs to show it's

:11:51. > :11:53.a truly Welsh party to succeed at May's assembly election,

:11:54. > :11:55.according to its leader, He's seeking another

:11:56. > :11:58.five years in office, but his opponents say that

:11:59. > :12:00.after seventeen years in charge, In the latest in a series

:12:01. > :12:05.of interviews with the party leaders as they prepare for the election

:12:06. > :12:07.campaign, our political correspondent Daniel Davies has been

:12:08. > :12:22.speaking to the First Minister. On the election campaign trail, you

:12:23. > :12:26.have to remind people who you are. And what you stand for. Even if you

:12:27. > :12:35.have been in government for 17 years. 17 years but the opposition

:12:36. > :12:39.says Labour still does not have a good story to tell. I think we have

:12:40. > :12:44.delivered a huge amount for people. We have ground-breaking laws, the

:12:45. > :12:51.human transplantation act, we have the ability of course to shape our

:12:52. > :12:55.education system, we would not have a 21st-century schools programme

:12:56. > :12:58.without evolution and the investment we have seen in hospitals. We would

:12:59. > :13:03.have a junior doctors strike in Wales. Labour feuding in Westminster

:13:04. > :13:10.has not helped his cause, he says. What we have said is as Wales were

:13:11. > :13:15.Welsh Labour, we are united, I am the leader. The policies we will do

:13:16. > :13:22.that in Wales are formed in Wales. Policies by providing 30 hours of

:13:23. > :13:27.childcare a week. A think tank has questioned whether that will really

:13:28. > :13:31.help mothers get to work. Labour has also pledged to create 100,000

:13:32. > :13:35.apprenticeships over the next five years, roughly the same amount as

:13:36. > :13:40.over the last five. And the party would set up a fund to pay for new

:13:41. > :13:45.treatments on the NHS. A Welsh party and a pro-business government, is

:13:46. > :13:50.that his code to distance himself from Jeremy Corbyn? This is my way

:13:51. > :13:55.of differentiating Welsh Labour as a party. We have done this in

:13:56. > :14:00.elections past. The election is a straight fight with the Tories, says

:14:01. > :14:06.Carwyn Jones. If so, it could be decided by voters in places like

:14:07. > :14:09.this, Cardiff North. There will be lots on offer to the voters this

:14:10. > :14:14.spring but Carwyn Jones wants to narrow down the options and convince

:14:15. > :14:18.you this is an either or election. Either you keep him as First

:14:19. > :14:24.Minister or hand over the reins to the Conservatives. He and his wife

:14:25. > :14:27.have two children at school. Does he ever think about life away from

:14:28. > :14:33.politics where he could spend more time with them? The honest answer is

:14:34. > :14:37.yes, it has been difficult for the family. My children have only known

:14:38. > :14:42.me as a minister and they Jamaica -- you do make sacrifices in this job.

:14:43. > :14:49.I spend my spare time with the family. You do make sacrifices. What

:14:50. > :14:53.is it that makes you think it is worth continuing to make those

:14:54. > :14:57.sacrifices? I love the job. It is for other people to decide whether I

:14:58. > :15:01.stay in it, obviously. The other people, the voters, will decide

:15:02. > :15:04.whether or not to show him the door on May five.

:16:35. > :16:37.edge have had to block access to it but say they do not own the land

:16:38. > :16:40.over which the path is located so are not liable.

:16:41. > :16:43.While Welsh Water who own a sewer pipe which runs through the land say

:16:44. > :16:46.they only own the pipe and are not responsible for repairing any damage

:16:47. > :16:51.To make the cliff safe, Ozra's been told it could cost

:16:52. > :16:57.It could be along the lines of ?300,000.

:16:58. > :17:00.And that is money that is not available for the average person.

:17:01. > :17:03.But there is also the effect of liability of the cliff as well.

:17:04. > :17:09.It's now feared that there could be further landslips which could leave
