:00:08. > :00:11.Christopher Huxtable from Swansea is thought to be

:00:12. > :00:13.missing in the Didcot Power Station explosion.

:00:14. > :00:16.Tonight his family tell us of their anguish at the time

:00:17. > :00:30.We can't sleep at night. We can't eat. It is just so painful and I

:00:31. > :00:36.need my Chris Hoy home. It has been too long now, and the arts doing

:00:37. > :00:39.anything about it. -- they are not doing anything about it.

:00:40. > :00:40.Why pharmacies here might be doing more

:00:41. > :00:44.as General Dynamics opens its armoured vehicle plant,

:00:45. > :00:48.Ex-Tory MP Neil Hamilton is among the candidates chosen

:00:49. > :00:51.to top UKIP's assembly election lists, along with another

:00:52. > :00:54.former Conservative MP, Mark Reckless.

:00:55. > :00:58.As Wales prepare for the Six Nations showdown with England,

:00:59. > :01:21.But will the scrum-half play a part in Twickenham on Saturday?

:01:22. > :01:25."We just want him home" - that's the message from the family

:01:26. > :01:27.of Christopher Huxtable from Swansea who's been missing for almost two

:01:28. > :01:32.weeks following the explosion at Didcot Power Station.

:01:33. > :01:35.His partner Jade Ali says she's been kept in the dark over delays

:01:36. > :01:37.in finding the three unaccounted workers in the rubble,

:01:38. > :01:40.and thinks rescue teams were called off too soon.

:01:41. > :01:48.Our Swansea reporter Ben Price has more.

:01:49. > :01:56.These were the scenes following the collapse of Didcot Power Station. A

:01:57. > :02:01.mass of rubble, complete devastation. Two weeks on and three

:02:02. > :02:05.workers are still missing. One is believed to be 34-year-old

:02:06. > :02:11.Christopher Huxtable from Swansea. His partner of 15 years has already

:02:12. > :02:17.started an online petition to get the three men out. 2-D Jade Ali,

:02:18. > :02:22.also from Swansea, met with the Health and Safety Executive to find

:02:23. > :02:28.out more about the rescue effort, frustrated with the situation so

:02:29. > :02:34.far. We can't sleep at night, we can't eat. It's just so painful. I

:02:35. > :02:39.need my Chris home. It has been too long and they are not doing anything

:02:40. > :02:49.about it. What are you asking them to do? What do you want to see

:02:50. > :02:54.happen? More on the site. It has proven difficult due to the scale

:02:55. > :02:57.and complexity of the incident. Police are still investigating the

:02:58. > :03:02.cause. In Swansea at the news continues to spread, many are

:03:03. > :03:07.shocked by what has happened. It is the topic of many a

:03:08. > :03:11.conversation here. Chris Huxtable is well-known in the area. Those close

:03:12. > :03:19.to him say he a pleasant John Mann always ready to stop and have a

:03:20. > :03:24.chat. -- a pleasant young man. The community is behind the family, and

:03:25. > :03:30.just hopes for some resolution for them as soon as is in. We know what

:03:31. > :03:35.has happened, but the family, if it is like myself, would want some

:03:36. > :03:39.conclusion. It is a nightmare situation for the loved ones of the

:03:40. > :03:43.three missing workers, but Chris Huxtable's family say they will

:03:44. > :03:51.continue to believe he can be pulled out alive. They have given up hope

:03:52. > :03:59.on our men. There is a God there and miracles happen. Those part of the

:04:00. > :04:00.operation say it could be weeks if not months until the remaining

:04:01. > :04:03.bodies are recovered. Pharmacies across Wales are soon

:04:04. > :04:05.to be able to treat people with minor ailments like ear ache,

:04:06. > :04:08.chicken pox and colic as part of a plan to

:04:09. > :04:10.free up doctors' time. For the first time, pharmacists

:04:11. > :04:13.will be able to access patients' health records, as part of the plan

:04:14. > :04:31.to reduce waiting times How long have you had the symptoms?

:04:32. > :04:35.A couple of days. If, like the deputy health minister, you have

:04:36. > :04:40.conjunctivitis, instead of going to the GP, you could soon be diagnosed

:04:41. > :04:46.and treated in your local pharmacy. A change designed to free up doctors

:04:47. > :04:50.to deal with more complex cases. The Welsh Government has spent ?750,000

:04:51. > :04:54.integrating technology so that for the first time pharmacists will have

:04:55. > :05:06.access to patient's wreckers. It is actually a really exciting

:05:07. > :05:11.development. From the patient's point of view, the more rapid action

:05:12. > :05:16.will be a real benefit to them. It is thought giving pharmacists the

:05:17. > :05:20.access to see what people may already have been prescribed could

:05:21. > :05:25.prevent admission to hospital. Currently a third of all hospital

:05:26. > :05:31.admissions are due to bed issued. While some here thought it was a

:05:32. > :05:37.good idea, others had concerns. -- due to medication issued. Some

:05:38. > :05:43.pharmacists are very good and we do use them, but are there was about

:05:44. > :05:48.privacy? I think they are pretty good at diagnosing, and they could

:05:49. > :05:53.refer you to the doctor. I think it is a good idea. I just take my

:05:54. > :06:01.weight to the doctor know to get a tablet, it would be much easier to

:06:02. > :06:05.come here. -- took my wife. Each pharmacists will be given a unique

:06:06. > :06:10.login that they cannot share with anyone else. And the record is not a

:06:11. > :06:15.complete medical record. It is a summary that only shows allergies

:06:16. > :06:18.and medicines currently prescribed. There will be 26 specific ailments

:06:19. > :06:22.pharmacists are allowed to treat without referring to the GP, and

:06:23. > :06:26.people can opt in or out of the scheme. While the service is well

:06:27. > :06:31.established here, it won't be rolled out to other parts of Wales until

:06:32. > :06:34.later this year. But it is expected that by 2018, it will be available

:06:35. > :06:41.in almost half of all community pharmacies.

:06:42. > :06:43.A 36-year-old man arrested on suspicion of the murder

:06:44. > :06:46.of a woman in Cardiff Bay has been released on bail

:06:47. > :06:49.65-year-old Christine James was found dead in a flat

:06:50. > :06:53.She lived alone there after moving from Cowbridge in the Vale

:06:54. > :07:03.A 66-year-old man who had been arrested has been released on bail.

:07:04. > :07:05.Arriva Trains Wales drivers have voted to accept a deal

:07:06. > :07:07.ending a long-running dispute over pay and conditions.

:07:08. > :07:10.Thousands of services were affected across the country during a series

:07:11. > :07:12.The ASLEF Union says it's pleased the matter

:07:13. > :07:20.Two former Conservative MPs, Neil Hamilton and Mark Reckless,

:07:21. > :07:25.are tonight a step closer to winning seats in the national assembly

:07:26. > :07:29.They've both been confirmed as regional candidates

:07:30. > :07:34.for the election on May the fifth, as has UKIP's leader in Wales,

:07:35. > :07:41.Our political correspondent Daniel Davies is here

:07:42. > :07:45.Choosing candidates has been a drawn-out process for UKIP.

:07:46. > :07:52.The background is a highly acrimonious row within Ukip about

:07:53. > :07:55.who they are going to have in their candidates in the Assembly's

:07:56. > :08:01.regional lists on me the fifth. Because of how the electoral system

:08:02. > :08:08.works, and because you could be doing well in the polls, never as

:08:09. > :08:11.top placed in the list -- whoever is top placed in those lists have a

:08:12. > :08:19.decent chance of being elected. There was a Roman the party because

:08:20. > :08:22.some felt that people like Neil Hamilton and another Conservative MP

:08:23. > :08:29.Mark reckless could be parachuted in, forested on wheels instead of

:08:30. > :08:35.local candidates. They tried to solve that road by having a vote,

:08:36. > :08:40.letting ordinary rank and file members have a say. The results

:08:41. > :08:51.today show Neil Hamilton will be the top candidate in mid and West Wales,

:08:52. > :08:56.Mark reckless in east Wales. What have the other political parties had

:08:57. > :09:01.to say? As you might expect, they have said that by choosing former

:09:02. > :09:03.Tory MPs it shows that Ukip are not treating wheels with respect. They

:09:04. > :09:12.see these people are being parachuted in. -- Wales is not being

:09:13. > :09:15.treated with respect. Whoever, if anyone, you believe in all of that -

:09:16. > :09:20.think the fact they are attacking you get is obviously shows that they

:09:21. > :09:22.are taking Ukip seriously as a threat in this election. -- Natalie

:09:23. > :09:23.are attacking Ukip. The parents of Craig Roberts,

:09:24. > :09:26.the part-time Welsh soldier who died on an SAS selection exercise

:09:27. > :09:28.in the Brecon Beacons, have called for the law -

:09:29. > :09:31.which gives the Ministry of Defence immunity from prosecution -

:09:32. > :09:33.to be scrapped. The Health and Safety Executive has

:09:34. > :09:36.said that without it the MoD would have faced court action for

:09:37. > :09:40.corporate manslaughter. Craig Roberts' parents,

:09:41. > :09:42.from Penrhyn Bay near Llandudno, have told Roger Pinney that

:09:43. > :09:44.attitudes in the Special Forces Kelvin and Margaret Roberts sat

:09:45. > :09:52.through every day of the inquest Now they have given us full

:09:53. > :09:59.reaction for the first time. It was the hottest day of a hot

:10:00. > :10:02.summer when 37 would-be SAS recruits set out

:10:03. > :10:04.across the Brecon Beacons Craig Roberts, Edward

:10:05. > :10:13.Maher and James Dunsby. Ten others were suffering

:10:14. > :10:15.heat injuries. "We accept selection for special

:10:16. > :10:17.forces needs to be arduous," "But correct planning and procedures

:10:18. > :10:25.should also be in place. "Had they been on that

:10:26. > :10:27.awful day, Craig, Eddie For the more than two

:10:28. > :10:37.years since there son's death, Kelvin

:10:38. > :10:40.and Margaret Roberts have, as far as possible,

:10:41. > :10:41.avoided contact Indeed, there have been times

:10:42. > :10:45.when they have posted a note on their front door politely

:10:46. > :10:47.requesting that reporters stay away. They told me they would be prepared

:10:48. > :10:51.to react now because the main enquiries into what

:10:52. > :10:52.happened are finished. But they didn't want

:10:53. > :10:54.to appear on camera. These pictures were taken

:10:55. > :10:57.as the tragedy was unfolding. The inquest revealed gross failings

:10:58. > :11:02.and neglect in the way the exercise Craig Roberts' parents now say

:11:03. > :11:07.they were shocked by what emerged They say the attitude

:11:08. > :11:12.and complacency of the hierarchy and special

:11:13. > :11:17.forces has to change. The Health and Safety Executive

:11:18. > :11:23.investigation concluded that, but for crown immunity,

:11:24. > :11:25.the Ministry of Defence The couple have also revealed

:11:26. > :11:30.for the first time how Craig Roberts' interest

:11:31. > :11:33.in the Armed Forces developed. From the officer training

:11:34. > :11:35.corps at Leicester University to the TA

:11:36. > :11:37.and the Royal Anglian regiment, a high-flying city finance

:11:38. > :11:39.job which he left to go on United Nations

:11:40. > :11:41.peacekeeping duties. His parents told him

:11:42. > :11:43.to follow his heart. "This was our proudest moment

:11:44. > :11:47.in Craig's life," they said. As for the SAS, Craig Roberts'

:11:48. > :11:52.parents said he wanted to train with the best, and the SAS

:11:53. > :11:56.are the best of the best. They said they were worried

:11:57. > :11:58.about the places he might be sent, They told me it never

:11:59. > :12:02.occurred to them to worry they've been talking about building

:12:03. > :12:15.a by pass since 1949. And back in the camp

:12:16. > :12:24.and preparing to face England - Rhys Webb in the Wales squad

:12:25. > :12:27.for the first time since How will more powers

:12:28. > :12:36.be devolved to Wales? Its a question that has seen

:12:37. > :12:38.the governments in Cardiff Bay and Westminster exchange

:12:39. > :12:40.criticism for months. Now, a week on from the Welsh

:12:41. > :12:42.Secretary Stephen Crabb putting his plans for further

:12:43. > :12:47.devolution on hold, the First Minister has unveiled

:12:48. > :12:49.what he calls "a stable and long-term" solution

:12:50. > :12:54.to how Wales is governed. Let's talk to our political

:12:55. > :12:56.reporter Carl Roberts. What's in this

:12:57. > :13:14.alternative Wales Bill? It is 174 pages, clearly hasn't been

:13:15. > :13:16.knocked up over the weekend by the Welsh Government. Carwyn Jones said

:13:17. > :13:19.today that is the result of the Welsh Government getting it starts

:13:20. > :13:25.together on the issue of devolution to the Assembly. We know Stephen

:13:26. > :13:28.Crabb the Welsh Secretary was the process of trying to get his UK

:13:29. > :13:34.Government raptor will spill passed last week following criticism from

:13:35. > :13:39.committee saying it needed to significant changes. So today we

:13:40. > :13:43.have this, an alternative bill from Carwyn Jones. Perhaps the First

:13:44. > :13:48.Minister trying to wrestle the initiative away from Stephen Crabb

:13:49. > :13:49.on this issue. Let's hear what the First Minister had to say earlier

:13:50. > :13:52.today. We haven't taken the decision

:13:53. > :13:55.lightly to publish this draft bill. There is no sense

:13:56. > :13:57.here of one-upmanship. Rather, we propose that this

:13:58. > :13:59.bill is a constructive So the Government and Laws

:14:00. > :14:05.in Wales Bill is designed to bring the Welsh system more closely

:14:06. > :14:07.in line with devolution And this bill would see more powers

:14:08. > :14:26.devolved to Wales than the UK Yes, the Welsh Government say it is

:14:27. > :14:31.a simpler and tidier bill. It with the power such as a passenger duty

:14:32. > :14:36.devolved, policing and justice devolved by 2026. This afternoon in

:14:37. > :14:42.the House of Commons Andy Burnham said it was not UK Labour policy to

:14:43. > :14:51.devolve bullies, although Carwyn Jones has told us that he begs to

:14:52. > :14:55.differ. -- to devolve police. Stephen Crabb has responded and his

:14:56. > :14:59.statement says all we need to know about tensions between Westminster

:15:00. > :15:08.and Cardiff Bay. He says labour is split from top to bottom on

:15:09. > :15:11.devolution and that this is a concession to Plaid Cymru. Plaid

:15:12. > :15:13.Cymru say it is not worth the paper it is written on, and it is written

:15:14. > :15:17.on a lot of paper. The North Wales Police and Crime

:15:18. > :15:19.Commissioner Winston Roddick will not be seeking

:15:20. > :15:21.re-election in May. Originally from Caernarfon,

:15:22. > :15:23.he worked as a police constable He stood successfully

:15:24. > :15:26.as an independent candidate in the first-ever Police

:15:27. > :15:28.and Crime Commissioner election The company behind plans

:15:29. > :15:31.for the new Wylfa Nuclear Power Plant has told a committee

:15:32. > :15:34.of Welsh MPs that the project on Anglesey is not

:15:35. > :15:36.dependent on a new reactor at Hinkley Point in

:15:37. > :15:40.Somerset going ahead. The comments come as EDF,

:15:41. > :15:42.the company behind the Somerset project, has confirmed

:15:43. > :15:44.its finance director has quit. Addressing the Welsh Affairs select

:15:45. > :15:47.committee, Alan Raymant from Horizon told MP's that he's

:15:48. > :16:04.confident a deal can be Key thing for us is making sure that

:16:05. > :16:11.actually the framework that is put in place by Government is sufficient

:16:12. > :16:15.to attract the level of investment required to fund these projects

:16:16. > :16:19.going forward. That is what gives us our confidence to invest in the

:16:20. > :16:20.development phase and gives us confidence we can develop a

:16:21. > :16:21.successful project. If Wales wants to attract top

:16:22. > :16:23.manufacturing companies, ministers here need to build

:16:24. > :16:25.first-class factories. That's according to leading business

:16:26. > :16:28.organisation the CBI. The call comes on the day

:16:29. > :16:30.the international defence company General Dynamics opened its new base

:16:31. > :16:34.for making armoured vehicles Here's our business

:16:35. > :16:41.correspondent, Brian Meechan. Aston Martin is to begin

:16:42. > :16:43.manufacturing in Wales, And Chinese investment is coming

:16:44. > :16:51.here to create a biomass plant Pinewood Studios is now operating

:16:52. > :16:56.in the capital. All major developments that have

:16:57. > :17:01.taken on large facilities. But there are concerns that this

:17:02. > :17:03.could lead to a shortage At the end of last year,

:17:04. > :17:07.there was over 11 million square feet of floor space available

:17:08. > :17:14.across Wales, a decrease of almost 10% over the last 12 months,

:17:15. > :17:18.and a drop of 43% over three years. We need to address this by looking

:17:19. > :17:21.at a property strategy. We need to look forward and provide

:17:22. > :17:23.the right buildings Sometimes the private

:17:24. > :17:29.sector will do that, And in some of our more

:17:30. > :17:33.disadvantaged communities, maybe the public

:17:34. > :17:37.sector has to do that. But the Welsh Government has

:17:38. > :17:39.had its fingers burned It built business centres called

:17:40. > :17:43.techniums, many of which were closed as they failed to attract companies

:17:44. > :17:46.or create the jobs expected. General Dynamics is the latest

:17:47. > :17:51.company to buy prime The next generation of armoured

:17:52. > :17:58.vehicles for the British military will be assembled and tested

:17:59. > :18:01.in Merthyr following almost ?4 billion worth of contracts

:18:02. > :18:03.between the firm The Welsh Government also provided

:18:04. > :18:06.a loan to the company. When it reaches full scale

:18:07. > :18:09.production, around 250 people will be employed here,

:18:10. > :18:15.many of them unskilled, will be employed here,

:18:16. > :18:17.many of them in skilled, General Dynamics usually

:18:18. > :18:20.leases its properties around the world, but it has

:18:21. > :18:22.bought this facility - a sign, the company says,

:18:23. > :18:26.of its long-term commitment. It will be using half of the site,

:18:27. > :18:29.so it has the potential to bid for more contracts and bring

:18:30. > :18:33.extra work in future. We were fortunate that we found this

:18:34. > :18:36.site which was well suited The former owner of this

:18:37. > :18:43.site did heavy vehicles, and so we had strength of floor

:18:44. > :18:46.here, we had paint booths that already existed that our

:18:47. > :18:48.vehicles will fit in. Ministers say it's a further

:18:49. > :18:54.demonstration of their success in attracting businesses

:18:55. > :18:58.in and they will continue to monitor When they first talked

:18:59. > :19:05.about a by pass for Newtown, Clement Attlee was Prime Minister -

:19:06. > :19:08.that was in 1949. Now, 67 years later,

:19:09. > :19:12.they've finally begun construction work to take pressure off

:19:13. > :19:14.the gridlocked town centre. The first of many diggers

:19:15. > :19:20.arrived at the site It may not look like much

:19:21. > :19:26.at the moment, but it is a historic This has been discussed

:19:27. > :19:30.for nearly 70 years. It is hoped it will ease this -

:19:31. > :19:34.bumper-to-bumper traffic. Congestion in Newtown has been

:19:35. > :19:38.a problem for decades, and many believe it has deterred

:19:39. > :19:46.people from going into town. A lot of people won't

:19:47. > :19:48.come to the town centre So a lot of the small

:19:49. > :19:52.businesses in the town centre who would normally be

:19:53. > :19:55.against a bypass of this kind in this case are very

:19:56. > :19:57.much supportive of it, because it will bring people

:19:58. > :19:59.back into town again. The Welsh Government gave the green

:20:00. > :20:01.light to the project The new road will stretch for four

:20:02. > :20:06.miles on the outskirts of the town. It is a small start

:20:07. > :20:10.to a major project. This Newtown bypass is going to cost

:20:11. > :20:12.?53 million But people here in Newtown have been

:20:13. > :20:17.waiting a long time The bypass was first

:20:18. > :20:22.proposed back in the 1940s. Joy from the local history group

:20:23. > :20:27.showed me an article dating back to 1949,

:20:28. > :20:29.which first reported She never thought she would

:20:30. > :20:35.live to see the day. Edwards was in charge

:20:36. > :20:37.of the development agency, So I'm hoping I'll live long enough

:20:38. > :20:44.to get on it. The town has been looking forward
