:00:40. > :00:43.The Welsh Government has confirmed tonight it's taking legal action

:00:44. > :00:46.against its former property advisors - after a damning report

:00:47. > :00:51.into the BIGGEST sale of public land in Wales in recent years.

:00:52. > :00:53.It says it's also referred Lambert Smith Hampton

:00:54. > :00:56.to its Professional Body - over its conduct in the case.

:00:57. > :00:58.The latest development follows a report by Assembly Members

:00:59. > :01:01.in January which said the taxpayers had lost tens of millions of pounds.

:01:02. > :01:10.Our Political Editor Nick Servini has the latest.

:01:11. > :01:12.Exactly four years after the sale of 15 publicly-owned sites

:01:13. > :01:20.In January a report by the Public Accounts Committee

:01:21. > :01:24.described the sale for ?21 million as cavalier and scandalous.

:01:25. > :01:27.The sites were sold without an open tender by the regeneration

:01:28. > :01:31.investment fund for Wales, a body owned by the Welsh

:01:32. > :01:33.government to a company based in currency called South Wales Land

:01:34. > :01:36.Developments, owned by one of the richest men in Wales,

:01:37. > :01:43.These included a site in the Vale of Glamorgan which was bought

:01:44. > :01:46.from the taxpayer for less than ?3 million.

:01:47. > :01:49.It has since been sold on for housing by South Wales Land

:01:50. > :01:57.Another was bought for ?100,000 for 1.9 million.

:01:58. > :02:04.And the so-called jewel in the crown in Lisvane on the edge

:02:05. > :02:07.of Cardiff was bought off the taxpayer for ?1.8 million.

:02:08. > :02:09.The report says it now has a potential open market

:02:10. > :02:14.A third of that will be paid back to the public purse

:02:15. > :02:17.in what is called a claw-back arrangement.

:02:18. > :02:20.The findings prompted the First Minister to

:02:21. > :02:25.publicly apologise to assembly members.

:02:26. > :02:28.The way that it was managed fell well below the standards we expect

:02:29. > :02:34.as a government and for that we are sorry.

:02:35. > :02:36.This has been a long-running saga which included an investigation

:02:37. > :02:38.by the Serious Fraud Office but came to

:02:39. > :02:40.nothing, internal enquiries and do report by the public spending

:02:41. > :02:43.watchdog, the Wales Audit Office, which identified a conflict

:02:44. > :02:49.of interest as one Lambert Smith Hampton employee had represented

:02:50. > :02:53.both the seller and the buyer at the same time.

:02:54. > :02:57.The Public Accounts Committee had recommended

:02:58. > :02:59.the Welsh government carefully consider action against Lambert

:03:00. > :03:04.Smith Hampton and a referral to its professional body the Royal

:03:05. > :03:11.Both recommendations have been taken up by ministers.

:03:12. > :03:13.And so we have another major development in

:03:14. > :03:19.For years, those who sold this land insisted it was a good deal and then

:03:20. > :03:22.we had a series of damning reports and a public

:03:23. > :03:24.Now the prospect of those involved slugging

:03:25. > :03:29.As the government tries to reclaim lost

:03:30. > :03:36.There has been no comment from Lambert Smith

:03:37. > :03:40.Hampton in response to today's developments.

:03:41. > :03:43.A man from Caernarfon has been found guilty of attempted murder

:03:44. > :03:45.after attacking his wife as she walked their children to school.

:03:46. > :03:50.Mold Crown Court heard Sylvan Parry, who's 46, punched his wife

:03:51. > :03:52.Fiona Parry to the ground and repeatedly kicked her.

:03:53. > :04:01.The planned M4 relief road could cost over a billion pounds.

:04:02. > :04:03.That's despite the First Minister, Carwyn Jones, saying last year

:04:04. > :04:06.that the cost would be much lower than that.

:04:07. > :04:10.New figures show the preferred route, South of Newport,

:04:11. > :04:13.would cost ?857 million to build - but factors such as buying land

:04:14. > :04:24.A new report has recommended that the body which distributes

:04:25. > :04:29.public money to Universities should be SCRAPPED -

:04:30. > :04:31.and replaced with a new organisation.

:04:32. > :04:33.A Welsh Government-commissioned review says a new 'Tertiary

:04:34. > :04:35.Education Authority' should REPLACE the Higher Education Funding Council

:04:36. > :04:38.The Education Minister says a decision will be made

:04:39. > :04:48.A national campaign has been launched to highlight the danger

:04:49. > :04:50.posed by people who stalk their EX-partners.

:04:51. > :04:53.The charity behind it - says the vast majority of women

:04:54. > :04:56.murdered by ex-partners will have been stalked beforehand.

:04:57. > :05:04.nearly 250 people reported suspected stalkers to police here.

:05:05. > :05:11.Jordan Davies has been to speak to a victim's sister.

:05:12. > :05:22.this is a sister, as you can seek to here was shaved off. She told us she

:05:23. > :05:24.had done it for a charity but we found in court that he had done it.

:05:25. > :05:26.Assia Newton was attacked regularly - by her husband

:05:27. > :05:30.After decades of abuse - she separated from Kelvin Newton.

:05:31. > :05:32.But he continued to turn up at her home unannounced.

:05:33. > :05:35.A few days before she was due to go on holiday.

:05:36. > :05:38.He turned up and strangled her with a dog lead.

:05:39. > :05:43.Now - her sister - Nadia Salaman believes Assia

:05:44. > :05:45.might still be alive - if Kelvin Newton's behaviour

:05:46. > :06:03.I would have thought stalking was a stranger outside your house, he was

:06:04. > :06:12.letting himself in the house, but he was unwarranted, she did not want

:06:13. > :06:17.him there, he was stalking. Perhaps if he had been arrested, it would

:06:18. > :06:19.have given my sister some breathing space, who knows what would have

:06:20. > :06:20.happened. New stalking laws were

:06:21. > :06:25.introduced in 2012 - campaign want more people to use

:06:26. > :06:30.them before it's too late. The charity says that over a recent

:06:31. > :06:33.two and a half year period - nearly 250 people reported suspected

:06:34. > :06:36.stalkers to Welsh police - The charity says many victims

:06:37. > :06:39.won't contact police until there have been

:06:40. > :06:48.over 100 incidents. A lot of the research has been

:06:49. > :06:53.published around stalking... Jane Monckton-Smith has written

:06:54. > :06:55.several books on The issue. And says the relationship

:06:56. > :06:57.between stalking and violence And that dangerous behaviour -

:06:58. > :07:06.can often be missed. The most dangerous form of stalking

:07:07. > :07:14.is that perpetrated by an ex-partner. Much more dangerous than

:07:15. > :07:18.stranger stalking. The research has come out of America showing that up

:07:19. > :07:19.to 90% of cases had stalking prior to the homicide.

:07:20. > :07:22.Nadia - who lives near Porthcawl - now realises there were warning

:07:23. > :07:31.She now wants people to report stalking sooner in the hope it'll

:07:32. > :07:35.Anglesey and Pembrokeshire County Councils have decided to charge

:07:36. > :07:38.owners of Second Homes - and long-term empty properties -

:07:39. > :07:44.Anglesey voted for a 25 percent extra charge,

:07:45. > :07:51.Meanwhile, Flintshire and Powys councils have already voted

:07:52. > :07:56.But critics say the hike could hit the tourism industry.

:07:57. > :08:03.We've got a huge issue with the service provisions we have

:08:04. > :08:05.to give to second homes and they contribute so little

:08:06. > :08:08.to funding those services but the priority must be to provide

:08:09. > :08:10.homes for our young people in particular in the county.

:09:09. > :09:16.People living in a village in Ceredigion say it's been split

:09:17. > :09:19.in half, after a historic bridge partially collapsed.

:09:20. > :09:23.The bridge in Llanfair Clydogau near Lampeter connects the village,

:09:24. > :09:26.but it was closed after part of it gave way at the weekend.

:09:27. > :09:35.It's stood in this village for over a century and half.

:09:36. > :09:37.But at the weekend the bridge in Llanfair Clydogau partially

:09:38. > :09:45.Now too unsafe to use it's closed and split the village in two.

:09:46. > :09:48.With half the village unable to get to the local shop unless the take

:10:21. > :10:30.It has taken me just over 25 minutes. I had to go into the

:10:31. > :10:36.village and in and out of two counties, no back into Ceredigion
