0:00:13 > 0:00:14Good evening.

0:00:14 > 0:00:18The Welsh Conservatives say the only budget they would guarantee

0:00:18 > 0:00:21to protect would be the NHS if they win power in Cardiff Bay.

0:00:21 > 0:00:25The leader Andrew RT Davies says he'd like to see as much money

0:00:25 > 0:00:28going into public services as possible, but it would depend

0:00:28 > 0:00:32on the financial settlement from Westminster.

0:00:32 > 0:00:34From the Welsh Conservative conference in Llangollen,

0:00:34 > 0:00:36our Political Editor Nick Servini.

0:00:36 > 0:00:39Tea and scones for Andrew RT Davis in the tea shop

0:00:39 > 0:00:41in Llangollen this morning.

0:00:41 > 0:00:43And it's bread-and-butter Welsh Assembly issues he wants

0:00:43 > 0:00:46the conference to be about, rather than the EU referendum,

0:00:46 > 0:00:50which dominated David Cameron's speech to the party faithful

0:00:50 > 0:00:53yesterday.

0:01:04 > 0:01:11I would like to see as much money going into public services

0:01:11 > 0:01:14as possible here in Wales, but it would be wrong of me at this

0:01:14 > 0:01:17stage to say that I can guarantee X, Y and Z other

0:01:17 > 0:01:20than the health budget.

0:01:20 > 0:01:22We can guarantee that the 500 million that we will receive over

0:01:22 > 0:01:25the five years of the Assembly will go into the Welsh NHS.

0:01:25 > 0:01:27The big question for the Conservatives is what would

0:01:27 > 0:01:30happen to the education budget if they were in government.

0:01:30 > 0:01:33And the reason for that is that five years ago, their former party leader

0:01:33 > 0:01:37Nick Bourne floated the possibility that it may have to be cut by up

0:01:37 > 0:01:39to 20% in order to ring fence health.

0:01:39 > 0:01:42And their political opponents have not let them forget it.

0:01:42 > 0:01:45Despite the lack of a guarantee on anything other than health,

0:01:45 > 0:01:47the party insists that under its control, more money

0:01:47 > 0:01:51would be freed up for schools as a result of funding them directly

0:01:51 > 0:01:55rather than through councils.

0:01:55 > 0:01:59It also says there would be more cash available by scrapping Labour's

0:01:59 > 0:02:03university tuition fee subsidy.

0:02:03 > 0:02:06It's debates like these on public services Conservatives

0:02:06 > 0:02:09at the Assembly want to engage people in on the doorstep over

0:02:09 > 0:02:13the next two months.

0:02:13 > 0:02:16The question is whether they can amid a very noisy EU referendum

0:02:16 > 0:02:19campaign at the same time.

0:02:23 > 0:02:25cigarettes were seized in Wales last summer.

0:02:28 > 0:02:30sniffer dogs to help Trading Standards officers find

0:02:30 > 0:02:33tobacco which was counterfeit, illegally smuggled or on which duty

0:02:33 > 0:02:38had not been paid.

0:02:38 > 0:02:41There's a call for more to be done to improve the ethnic diversity

0:02:41 > 0:02:43of firefighters in Wales.

0:02:43 > 0:02:47Less than 1% of Wales' firefighters are non-white.

0:02:47 > 0:02:50According to Government figures, only 40 out of more than 4,000

0:02:50 > 0:02:52full-time firefighters in Wales are black

0:02:52 > 0:02:56and minority ethnic.

0:02:56 > 0:02:58The UK Government's Fire Minister, Mike Penning, says diversity is not

0:02:58 > 0:03:02an optional extra.

0:03:02 > 0:03:05Rugby, and the second half of Wales' crunch Six Nations match

0:03:05 > 0:03:08against England is underway at Twickenham.

0:03:08 > 0:03:10It wasn't a good first half for the Welsh side

0:03:10 > 0:03:13with England's Anthony Watson touching down in the corner to score

0:03:13 > 0:03:16the first try of the match in the 31st minute.
