:01:15. > :01:20.public health, but there's a warning tonight that cuts

:01:21. > :01:23.to Environmental Health budgets could leave Wales facing another

:01:24. > :01:26.outbreak of food poisoning like the e-coli outbreak

:01:27. > :01:29.in which a five-year-old boy died. The Chartered Institute

:01:30. > :01:34.of Environmental Health says the impact of further job losses

:01:35. > :01:53.could be catastrophic. Obviously everything is nicely

:01:54. > :01:59.packaged. Inspecting premises like this butcher 's near Haverfordwest

:02:00. > :02:02.is just one function carried out by an vendor -- environmental health

:02:03. > :02:08.officers. This shop gets a clean bill of health and it's not always

:02:09. > :02:13.that way. On occasion we come across premises which are infested with

:02:14. > :02:21.mice or cockroaches. You can come across a premises which was swimming

:02:22. > :02:26.in sewage. Officers like Peter are responsible as well for monitoring a

:02:27. > :02:30.quality, dog control and public health and other duties. According

:02:31. > :02:33.to the chartered Institute for environmental health lots of stuff

:02:34. > :02:38.across Wales could compromise the health and well-being of the most

:02:39. > :02:41.vulnerable members of society. Food poisoning has an appalling impact on

:02:42. > :02:45.the people who are involved in it. We know that from experience of the

:02:46. > :02:51.E. Coli outbreak. My concern is it so -- only a small step between cup

:02:52. > :02:54.and love and you have another rig of food poisoning. We need enough staff

:02:55. > :02:59.to make sure that standards are being monitored and that people know

:03:00. > :03:02.they are being monitored so they don't take short cuts and strain get

:03:03. > :03:07.away with it. It is an alarming prospect that Julie Jones. In 2005

:03:08. > :03:12.person was among the children who fell ill after eating E. Coli

:03:13. > :03:17.infected meat from a butcher who are supplying schools. He is living with

:03:18. > :03:23.the consequences of what happened. He is 20 now. It scarred me for

:03:24. > :03:28.life. I never want to be like that again. In every trade corners are

:03:29. > :03:36.cut but it's never going to change but they have to be monitored. They

:03:37. > :03:39.have to be finances in place to allow environmental health officers

:03:40. > :03:46.to monitor these people to prevent this happening again. That is always

:03:47. > :03:50.going to be somebody out there who thinks they can cut the corner. Back

:03:51. > :03:54.in Pembrokeshire cuts of ?300,000 are being made to the budget that

:03:55. > :03:59.the council here says it would mean losing experienced staff. What's

:04:00. > :04:03.coming down the line from Cardiff on a regular basis but no follow -- no

:04:04. > :04:09.money following it makes it difficult. We can attach some

:04:10. > :04:13.budgets because they had agreed they are protected so we have to look to

:04:14. > :04:17.find them. In Pembroke show we are trying to make sure the services of

:04:18. > :04:24.quality and yet change the way we do things. That means food outlets like

:04:25. > :04:29.this one who score consistently high will be trusted to stay that way

:04:30. > :04:33.without regular inspections. The government says councils have

:04:34. > :04:35.acknowledged their funding settlements are better-than-expected

:04:36. > :04:36.and it's up to individual authorities how they used the money

:04:37. > :04:42.available to them. A state of the art neonatal centre

:04:43. > :04:45.for North Wales has moved a small step closer after the Welsh

:04:46. > :04:47.Government gave the green light The unit will be able to treat many

:04:48. > :04:52.more seriously ill and premature babies who would normally be taken

:04:53. > :04:54.over the border. Matthew Richards is at Glan Clwyd

:04:55. > :04:59.hospital for us tonight. The Sub Regional Neonatal Intensive

:05:00. > :05:04.Care Centre, or SURNICC, would be based here,

:05:05. > :05:07.reducing the travel time But some campaigners hope that it

:05:08. > :05:12.won't be blighted by the recruitment problems which have affected

:05:13. > :05:19.maternity services here. Little Seren is ten days old,

:05:20. > :05:24.born prematurely at just 27 weeks. Her father, Alex, has had to travel

:05:25. > :05:27.from Bodedern on Anglesey to get to Glan Clwyd, a journey

:05:28. > :05:29.of over an hour. But other North Wales parents

:05:30. > :05:32.currently have to head to Merseyside A dedicated unit here will make

:05:33. > :05:47.a big difference Knowing that we have got a facility

:05:48. > :05:52.on the way and the care they do here, the instruments, the

:05:53. > :05:53.specialist, that isn't a word to explain the power of what they can

:05:54. > :05:57.do. The Health Minister has approved

:05:58. > :05:59.a provisional business case for the centre which

:06:00. > :06:06.could open in two years. It gives confidence to people in

:06:07. > :06:13.North Wales that this specialist part of the jigsaw because people

:06:14. > :06:17.are to travel much further away, that will now be available closer to

:06:18. > :06:23.home. We have deliberately put it where we are going to because that

:06:24. > :06:27.is where the most needy families are to be found. I hope the people in

:06:28. > :06:29.North Wales will take confidence from the fact this is definitely on

:06:30. > :06:34.track, definitely going to happen. Many protested against plans

:06:35. > :06:37.by Betsi Cadwaladr Health Board to temporarily remove consultant led

:06:38. > :06:41.maternity services from Glan Clwyd They won that battle but this

:06:42. > :06:46.charity campaigner says he's suspicious that the long gestating

:06:47. > :07:01.project has received a boost just The announcement was made in May

:07:02. > :07:06.2014 and we were so pleased about that but Carwyn Jones said he was

:07:07. > :07:08.not gone to kick it into the long grass but the grass seems to be very

:07:30. > :07:35.to go out there and say, look we are developing a new service and you can

:07:36. > :07:38.be part of this and it has helped us in recruiting more staff.

:09:22. > :09:24.It's been claimed that the managing director of a Gwynedd bus company

:09:25. > :09:27.doctored the books to make it appear it was carrying more bus pass

:09:28. > :09:32.John Hume denies falsifying documents and a fraud worth nearly

:09:33. > :09:44.Arriving at Caernarfon Crown Court today, John Hume.

:09:45. > :09:46.He was managing director of Padarn Bus in Llanberis after it

:09:47. > :09:50.merged with another local bus company.

:09:51. > :09:54.He had, the prosecution said, a controlling role over the finances

:09:55. > :09:59.In this case it is accepted that a fraud took place.

:10:00. > :10:02.What is at issue here is whether John Hume had anything

:10:03. > :10:07.When he was managing director Padarn Bus over-claimed nearly half

:10:08. > :10:10.a million pounds for carrying bus pass passengers.

:10:11. > :10:14.After he was suspended the company continued to claim to the tune

:10:15. > :10:17.of another third of a million pounds.

:10:18. > :10:19.Another former director of the company has already admitted

:10:20. > :10:25.Padarn Bus went out of business in 2014 when the fraud

:10:26. > :10:30.At one stage it ran 43 buses with more than 70 staff.

:10:31. > :10:34.It had contracts with Gwynedd Council for school bus runs

:10:35. > :10:40.Like other bus companies it was paid through the council for carrying

:10:41. > :10:42.passengers who were travelling free under the Welsh Government

:10:43. > :10:48.According to the prosecution, what John Hume did was change dates

:10:49. > :10:51.in the recording system so that effectively some passengers

:10:52. > :10:58.In one month alone Padarn Bus claimed for 50,000 bus pass

:10:59. > :11:01.journeys when there had only actually been 37,000.

:11:02. > :11:03.That meant the company was paid ?30,000 more than it

:11:04. > :11:09.It was a dishonest doctoring of the paperwork,

:11:10. > :11:13.John Hume denies fraud and false accounting.

:11:14. > :11:21.The trial is expected to last a week.

:11:22. > :11:27.Let's take you back to our main story and the warnings that cuts to

:11:28. > :11:28.environmental health budgets could lead to another outbreak of food

:11:29. > :11:31.poisoning. Hugh Pennington is emeritus

:11:32. > :11:33.professor of bacteriology He led the inquiry into the 2005

:11:34. > :11:37.e.coli outbreak in Wales. The Chartered Institute

:11:38. > :11:40.of Environmental Health would protest about cuts

:11:41. > :11:59.to E=environmental health They have a point. They are a

:12:00. > :12:03.professional body but they have a point. It is something I have been

:12:04. > :12:08.going on about in Wales for a long time. The problem with environmental

:12:09. > :12:13.health is if they are doing their job properly nothing happens. There

:12:14. > :12:18.aren't any food poisoning outbreaks. They are essential, going in to make

:12:19. > :12:23.sure businesses have the right procedures in place for protecting

:12:24. > :12:30.the public. We know that words like E. Coli which caused that terrible

:12:31. > :12:41.outbreak in 2005 are still around. So I am concerned that if any

:12:42. > :12:46.further cuts occur it raises the likelihood we will get another rig.

:12:47. > :12:55.That is good public health just about money? No, it's not just about

:12:56. > :12:58.money. It's also about the seniority, quality and experience of

:12:59. > :13:07.staff and one of the problem is when you reduce staffing levels it is the

:13:08. > :13:11.senior people tend to go first. They take early retirement and you are

:13:12. > :13:14.left with junior staff who may be competent but don't have the

:13:15. > :13:26.experience of the older people have. This was a problem in the 2005 at

:13:27. > :13:28.rig. -- outbreak. It is having a feel for whether a food business is

:13:29. > :13:34.safe or not and that is very important. It is something I have

:13:35. > :13:40.been going on about for a long time. We are reducing the competence as a

:13:41. > :13:43.consequence of the senior people going and leaving a hole in the

:13:44. > :13:52.experience that is essential. Alan's mum raised ?30,000

:13:53. > :14:03.to pay for the technology. And he says it's the biggest

:14:04. > :14:05.win of his career. Geraint Thomas is the first Welshman

:14:06. > :14:14.to win the Paris-Nice race. Working parents will get free care

:14:15. > :14:17.for their children from the time they're nine months

:14:18. > :14:20.old if the Liberal Democrats win The party says it would provide 10

:14:21. > :14:25.hours of free childcare a week, once a family's paid maternity

:14:47. > :14:52.in May's elections say they'll offer more and the Welsh Liberal Democrats

:14:53. > :14:56.say they're the only ones who'll Once working parents

:14:57. > :15:02.finish their parental leave, they'd be entitled to 10 hours

:15:03. > :15:06.a week for 38 weeks of the year. When those children are aged

:15:07. > :15:08.between three and four, parents would receive

:15:09. > :15:11.15 hours a week. Here's what the Welsh Liberal

:15:12. > :15:13.Democrats' education spokesman, Aled Roberts, had to

:15:14. > :15:18.had to say earlier. Basically, we have looked

:15:19. > :15:20.at the research and in particular the Institute for Public Policy

:15:21. > :15:23.research which has said the biggest barriers to parents returning

:15:24. > :15:26.to work, are for those children whose parents have finished

:15:27. > :15:30.their parental leave up until the age of three

:15:31. > :15:33.and that is why we have responded to what we consider to be the best

:15:34. > :15:39.evidence based research. The other parties who currently have

:15:40. > :15:42.seats in the Assembly are focussing Labour is offering 30 hours a week

:15:43. > :15:47.for 48 weeks a year, the Conservatives 30 hours a week

:15:48. > :15:51.during term time, roughly 39 weeks of the year,

:15:52. > :15:57.with Plaid Cymru offering the same. UKIP says it would relax regulations

:15:58. > :16:01.to increase the supply The party says the main problem

:16:02. > :16:07.is the limited supply of childcare. Some see childcare policies as vote

:16:08. > :16:11.winners but a report out last month suggests more free childcare

:16:12. > :16:15.would make little difference to reducing poverty or getting

:16:16. > :16:19.more women back to work. All of these pledges will now go

:16:20. > :16:23.into party manifestos and we can A ten-year-old boy from Swansea,

:16:24. > :16:32.who had both his hands amputated after an illness, has become

:16:33. > :16:34.the first person in Wales to be Alan Gifford's mother raised ?30,000

:16:35. > :16:40.to fund the state of His family says it's made a huge

:16:41. > :16:46.difference to his life and are now raising money for

:16:47. > :17:06.a second bionic hand. am ten years old and I live near

:17:07. > :17:09.Swansea. This bubbly little boy spends his time playing video games

:17:10. > :17:20.and sometimes even doing his homework. And he has big plans. He

:17:21. > :17:24.was born with a serious heart defect. It affected his circulation

:17:25. > :17:31.and slowly his hands turned black. Just that there is third birthday

:17:32. > :17:39.they said he was well enough to go for the operation to have his hands

:17:40. > :17:46.removed. After the operation he came through it OK and he was back and

:17:47. > :17:50.alive, that is all that mattered. Over the past year his family have

:17:51. > :18:00.worked to raise ?30,000 for a bionic hand. Allen, at his age, has managed

:18:01. > :18:07.to master as much as I think we are going to be able to with him. Which

:18:08. > :18:14.is why we decided he needed something to help them. Alan 's hand

:18:15. > :18:19.was fitted in Scotland where he spent a week learning how to use it.

:18:20. > :18:25.What we've got here is a silicon socket. It is a forgiving material

:18:26. > :18:37.and it is comfortable next to the skin. We have zip which allows it to

:18:38. > :18:44.open up to allow Alan to fascinate. For the first time in seven years

:18:45. > :18:50.Alan moves his fingers. It was heart-wrenching to see him do that.

:18:51. > :18:55.I have never seen him using his hand before. Using muscle movement, Alan

:18:56. > :19:01.is able to complete more complex tasks. It is amazing to watch

:19:02. > :19:08.because he has never been able to do anything like that without

:19:09. > :19:15.assistance. When Allen gets back to Wales he is keen to show his friends

:19:16. > :19:21.what he can do. His teacher says he is already more confident and like a

:19:22. > :19:27.different child. It is nice to meet you. His family are now raising

:19:28. > :19:32.money for a second bionic hand. In the meantime, Alan is enjoying many

:19:33. > :19:34.of the things he always dreams of doing.
