:01:40. > :01:43.from the Treasury, Welsh Government They say improved transport

:01:44. > :01:48.will make it easier for people to get into work and

:01:49. > :01:51.help businesses grow. Our economics correspondent,

:01:52. > :02:03.Sarah Dickins, reports. Two governments, for ministers and

:02:04. > :02:07.ten council leaders smile for the cameras as the Cardiff City deal is

:02:08. > :02:10.signed. There has been determination to get this partnership formed to

:02:11. > :02:16.deliver the metro, skills and jobs. I am confident the dynamism of this

:02:17. > :02:22.deal will drive things forward, bring in additional investment and

:02:23. > :02:26.make a difference to the whole region. The region is half the

:02:27. > :02:29.population of Wales as a whole so it's going to make a massive

:02:30. > :02:34.difference to a large number of people. If you look at transport we

:02:35. > :02:37.know from a lot of people the real issues about accessing jobs,

:02:38. > :02:42.affordability, getting to work quickly, that is what the transport

:02:43. > :02:47.scheme is designed to address. Not all the money is new. ?125 million

:02:48. > :02:52.of UK Government cash had already been pledged for the ledge the

:02:53. > :02:58.valleys. As the Metro develops it goes under the city deal pot

:02:59. > :03:04.bringing it to ?1.2 billion of 20 years. ?734 million for the Metro

:03:05. > :03:08.and electrification of the Valley lines at ?495 million for other

:03:09. > :03:12.projects. The area is not getting the money handed on a plate. The

:03:13. > :03:15.cash from the UK Government will come in instalments and to get that

:03:16. > :03:19.it has to prove it is making a difference but the whole economy has

:03:20. > :03:22.got what power behind it and more money is going back to the UK

:03:23. > :03:26.Treasury and taxes and that there are fewer people of the work.

:03:27. > :03:34.Involvement of the private sector is vital. There is talk of 25,000 jobs.

:03:35. > :03:39.We have heard about new jobs in Cardiff today. Those jobs will come

:03:40. > :03:43.from the private sector so does it make sense to have the private

:03:44. > :03:50.sector there from day one? Cardiff University software Academy is

:03:51. > :03:55.training students for a new colony. The deal plans to develop a new

:03:56. > :04:01.generation of businesses and cyber security firms. The deal covers

:04:02. > :04:07.councils from Chepstow to Maesteg but will some communities away from

:04:08. > :04:17.the M4 be left behind? A number of people living in the valleys cannot

:04:18. > :04:25.expect a larger Cardiff to fulfil their employment requirements. If

:04:26. > :04:28.this doesn't create locations for employment across South Wales it

:04:29. > :04:31.won't work. One of the driving forces behind the deal is adamant

:04:32. > :04:37.that valleys communities will benefit. Cardiff as a capital city

:04:38. > :04:41.is the fastest-growing capital city in the UK over the next ten years so

:04:42. > :04:44.we have to make sure those opportunities which come to Cardiff

:04:45. > :04:52.are filtered up into the valleys. The detail of whether stations will

:04:53. > :04:54.be opened has not been decided that the plan is for work to begin within

:04:55. > :04:56.a year. George Osborne's expected to say

:04:57. > :04:58.more about the City Deal when he delivers his Budget to MPs

:04:59. > :05:00.in Westminster tomorrow. Let's talk to our Parliamentary

:05:01. > :05:12.Correspondent, David Cornock. Let's look at the politics for a

:05:13. > :05:15.start. You have got two governments have different political

:05:16. > :05:19.persuasions, ten councils, all working together. That hasn't always

:05:20. > :05:24.been the case over the last few years. So that is a political

:05:25. > :05:29.development. When you look at the scale from Maesteg in the West

:05:30. > :05:34.through the Chepstow in the east and taking in the heads of the valleys,

:05:35. > :05:39.it is a very big deal. Also per head in terms of spend it is the biggest

:05:40. > :05:45.city deal yet. This is George Osborne's referred method of dealing

:05:46. > :05:50.with urban regeneration and economic development and the Chancellor

:05:51. > :05:52.believes this could be as transformational for Cardiff as the

:05:53. > :05:57.redevelopment of the docks were 25 years ago. If this works, you got

:05:58. > :06:03.Swansea waiting in the wings hoping for its own deal. What else can we

:06:04. > :06:07.expect in the budget tomorrow? George Osborne will deliver his

:06:08. > :06:11.eighth budget and MPs will be looking out for a number of things.

:06:12. > :06:17.There has been talk about the Severn bridge tolls being kept sooner than

:06:18. > :06:24.expect it. I think we might get the name of the person who's going to

:06:25. > :06:27.review the Swansea tidal lagoon project and there has been a lot of

:06:28. > :06:32.talk about air passenger duty being devolved to Wales. The rumours have

:06:33. > :06:38.been stronger in Wales than in Westminster. This budget affects all

:06:39. > :06:41.of us, our taxes, benefits, pensions, even the price you pay at

:06:42. > :06:45.the pub. Stay tuned tomorrow. A double boost for the South East

:06:48. > :06:50.than doubling its staff, creating 580 new jobs,

:06:51. > :06:52.as it moves its headquarters MotoNovo's expansion has been backed

:06:53. > :06:56.by a grant of ?3 million Here's our business

:06:57. > :07:12.correspondent, Brian Meechan. The company provides finance to

:07:13. > :07:18.people buying cars and motorbikes through dealerships. This company

:07:19. > :07:21.has seen its business grow despite the recession and economic downturn.

:07:22. > :07:26.It provided car loans at the time when traditional banks were

:07:27. > :07:30.withdrawing credit. Financial and professional services companies like

:07:31. > :07:35.this have been targeted by the Welsh Government as key areas for growth.

:07:36. > :07:39.It has been operating for 40 years in Cardiff but it has gone through

:07:40. > :07:43.changes of name and ownership. It was voted the sixth best UK company

:07:44. > :07:48.to work for in a recent survey. It is going to be a big change for a

:07:49. > :07:54.lot of people. A lot of people here live in the valleys but everyone has

:07:55. > :08:02.been positive because of the way the companies dealing with it. It's

:08:03. > :08:05.going to be more difficult but it is a great company to be in. The

:08:06. > :08:10.economy minister was given at tour of the new headquarters. The Welsh

:08:11. > :08:16.Government provided a ?3 million grant to the company. MotoNovo says

:08:17. > :08:22.a ?100 million project could have gone elsewhere. Critics argue Mr 's

:08:23. > :08:26.should be out of the Grants business providing loans instead of needed.

:08:27. > :08:31.Can they criticise the rest of the UK? No. Some companies need some

:08:32. > :08:35.help and assistance with the property infrastructure. They need

:08:36. > :08:42.help with training. There is nothing wrong with that if I can get 1000

:08:43. > :08:49.employees here in a few years' time. The umbrella group for the industry

:08:50. > :08:53.says 30,000 people now work on it. They forecast growth of 30% over the

:08:54. > :08:57.next three years with the creation of 10,000 new jobs. In terms of

:08:58. > :09:08.salary opportunities it's going to be from entry level is at 15 to

:09:09. > :09:15.?20,000 to the packages you would expect that the most senior levels

:09:16. > :09:18.which will be six figures. Cheaper office space than London make

:09:19. > :09:23.Cardiff attractive so too does education. The first thing that

:09:24. > :09:28.inward investors want to know about is the quality of the people we have

:09:29. > :09:34.in Wales and we can pay well if not better than any other region of the

:09:35. > :09:37.UK. We have got three magnificent universities with a great supply

:09:38. > :09:41.line of 70,000 students. The company plans to continue building is

:09:42. > :09:46.business but also intends to move into personal loans, insurance and

:09:47. > :09:48.lending to small firms. An example then avow Cardiff's financial sector

:09:49. > :09:51.is on the up. A rapist from Newport will spend

:09:52. > :09:54.three years in a young offenders' institution after his previous

:09:55. > :09:56.sentence was ruled unduly lenient. Luke Grender was spared jail

:09:57. > :09:59.because of the effect that the murder of his pregnant

:10:00. > :10:16.sister had had on him. Nicky did render, pregnant and two

:10:17. > :10:22.weeks away from her due date. Raped, murdered, her home set on fire. The

:10:23. > :10:28.Newport suburb left in disbelief. Her brother, Luke Grender, was 13 at

:10:29. > :10:35.the time. A few years later he raped a 12-year-old girl three times. In

:10:36. > :10:40.January this year, Luke Grender appeared here in the dock at Newport

:10:41. > :10:45.Crown Court crying as a judge told him he would be speared a prison

:10:46. > :10:52.sentence for his crime. Experts said he was left a psychological mess

:10:53. > :10:55.after what happened to his sister. The judge said there were

:10:56. > :11:00.exceptional circumstances and he believed it was the reality that a

:11:01. > :11:05.two-year community sentence would give him more help and would better

:11:06. > :11:11.protect the public more quickly than sending him to jail. But today the

:11:12. > :11:16.Court of Appeal cited the violence he used against somebody he knew was

:11:17. > :11:20.underage. It ruled the previous suspended sentence was unduly

:11:21. > :11:30.lenient. He was sentenced to three years in a young offenders

:11:31. > :11:33.institution starting tomorrow. He will be able to access the necessary

:11:34. > :11:39.support and have increased monitoring. Tonight the survivors

:11:40. > :11:42.trust, a charity for the Thames, has welcomed the increased sentence but

:11:43. > :11:45.warns it still would reflect the lifetime impact Luke Grender has had

:11:46. > :11:48.on his victim. A coroner has called on the Ministry

:11:49. > :11:51.of Defence to improve safety following a helicopter

:11:52. > :11:52.crash in Afghanistan, which killed two Welshmen alongside

:11:53. > :11:54.three other servicemen. Lance Corporal Oliver Thomas,

:11:55. > :11:56.from Brecon, and Captain Thomas Clarke, from the Vale of Glamorgan,

:11:57. > :11:58.died during training when an Army Air Corps

:11:59. > :12:02.Lynx crashed in 2014. The MoD says it will study

:12:03. > :12:11.the coroner's findings carefully. A heart patient from the Afan Valley

:12:12. > :12:14.might still be alive today had he not faced unacceptable

:12:15. > :12:18.waiting times, according to the Public Services

:12:19. > :12:20.Ombudsman for Wales. 57-year-old Gareth Lewis Jones died

:12:21. > :12:23.in 2013, weeks before cardiac surgery that could

:12:24. > :12:25.have saved his life. Sadie Jones has been fighting

:12:26. > :12:35.for three years for an apology Her brother, Gareth,

:12:36. > :12:42.who had a heart defect, died in 2013 weeks before he was due

:12:43. > :12:45.to have heart surgery. He had waited 11 months to be put

:12:46. > :12:49.on the waiting list and that is why Sadie complained about his treatment

:12:50. > :12:51.to the Public Services Ombudsman for Nothing is going to compensate

:12:52. > :12:57.for the fact that He was only 57 and I feel that

:12:58. > :13:02.because he had coped with the difficulties he had

:13:03. > :13:05.all his life and got on with life and worked for as long as he could,

:13:06. > :13:09.I feel he deserved to have that treatment and the chance

:13:10. > :13:11.of a longer life. The Ombudsman investigated the case

:13:12. > :13:14.and found a lack of urgency about getting treatment for patients

:13:15. > :13:16.with Gareth's condition. In his report, Nick Bennett also

:13:17. > :13:19.said the health board should have been prompted to act

:13:20. > :13:21.after several near misses. The ombudsman says the time

:13:22. > :13:25.Gareth Lewis Jones spent waiting for surgery was unacceptable

:13:26. > :13:31.and that his death was avoidable. The Welsh Government's guidance

:13:32. > :13:36.for treatment targets of 26 weeks was missed and this patient had

:13:37. > :13:40.to wait almost twice as long, 50 weeks, and unfortunately died

:13:41. > :13:43.just before he was due Also, there is evidence

:13:44. > :13:48.that the health failed to provide adequate information

:13:49. > :13:52.about the symptoms, the worrying symptoms associated

:13:53. > :13:57.with this disease. This is the hospital

:13:58. > :14:00.where Gareth Lewis Jones died. The health board which runs it says

:14:01. > :14:03.they have apologised to his family but insist several significant

:14:04. > :14:07.changes have been made. They now employ specialist cardiac

:14:08. > :14:10.nurses who monitor and track and keep patients informed of

:14:11. > :14:13.the progress during their time here. But they do concede that more can be

:14:14. > :14:17.done and they have asked for extra funding to ensure that no more

:14:18. > :14:20.patients like Gareth die Apart from organ donation

:14:21. > :14:30.legislation, what else has the Welsh Government achieved over

:14:31. > :14:33.the last five years? And a pep talk from former Wales

:14:34. > :14:37.captain Ryan Giggs ahead of Wales' first major football championships

:14:38. > :14:48.in nearly six decades. A woman from Abergele wants the UK

:14:49. > :14:51.Government to allow her elderly mother to come and live

:14:52. > :14:53.with her here in Wales. Abeer Jones, who's originally

:14:54. > :14:56.from Syria, has lived in Wales for 10 years and says she fears

:14:57. > :15:13.for her mother's safety This is the reality of home on the

:15:14. > :15:16.front line. Films by the women who live here they have survived the

:15:17. > :15:23.blast from a mortar round. But they know that tomorrow the bombs might

:15:24. > :15:27.fall again. This is how each day begins for this woman who lives with

:15:28. > :15:35.her daughter in Syria's largest city. It is very cold and I am very

:15:36. > :15:41.worried about my mother because it is very cold here and we don't have

:15:42. > :15:46.electricity. Peace talks are under way but fighting continues in

:15:47. > :15:49.Aleppo. The family are desperate to get the mother who was badly injured

:15:50. > :15:55.last year out of Syria and to safety here in Wales. She has been refused

:15:56. > :16:00.the Visa to live with her daughter, Abeer Jones in Abergele and she has

:16:01. > :16:04.started a petition calling on the Home Office to change its mind. I

:16:05. > :16:09.don't want anything from the government. I have been here ten

:16:10. > :16:13.years and have not claimed a penny. I will give my mother my bed. But

:16:14. > :16:19.she is not the only Syrian in Wales trying to help family members trap

:16:20. > :16:22.in the conflict. This woman settled in Cardiff last year after being

:16:23. > :16:28.smuggled into the UK while she was five months pregnant. Her son was

:16:29. > :16:31.born in Wales and she has been given refugee status which means she can

:16:32. > :16:35.live here for five years. This was the moment when she was reunited

:16:36. > :16:39.with her husband who she had to leave behind in Jordan. It's the

:16:40. > :16:45.first time he has seen their baby son. They now have visas which allow

:16:46. > :16:51.them to work and they say they want to give that to the country that

:16:52. > :16:56.took them in. I want to be a good woman and my husband wants to be a

:16:57. > :17:00.good man. We will work and make everything good for this country.

:17:01. > :17:04.Amnesty International is calling on the UK Government to relax

:17:05. > :17:09.immigration rules so that people fleeing war zones can enter the

:17:10. > :17:14.country more easily. If they have relatives here who can financially

:17:15. > :17:20.support them. The choice not for Europe and for this country is not

:17:21. > :17:25.too we want to see more refugees, the question is do we want to see

:17:26. > :17:30.refugees in an audit, planned and managed away or do we prefer to see

:17:31. > :17:34.refugees in a chaotic and uncoordinated way? A Home Office

:17:35. > :17:39.spokesman said all these applications are considered on their

:17:40. > :17:42.individual merits and pointed to a scheme bringing in 20,000 of the

:17:43. > :17:49.most foldable Syrian refugees over five years. 1000 of whom are due to

:17:50. > :17:52.come to Wales. With peace talks starting there may yet be hoped to

:17:53. > :17:54.Syria but for those caught in the crossfire daily life has yet to get

:19:06. > :19:08.cross-party support, but not everything has been

:19:09. > :19:13.so ambitious says a lobbyist who directed the campaign

:19:14. > :19:17.for lawmaking powers. They have handled it pretty shrewdly

:19:18. > :19:20.overall in terms of getting Whether it is the most dynamic

:20:16. > :20:18.all the tough decisions and there haven't been that many

:20:19. > :20:22.really tough decisions in the Assembly chamber put forward
