:02:26. > :02:29.seven bridges every day. The tolls we pay have been described as a tax
:02:30. > :02:34.on entering Wales. One of the poorest parts of the UK. Today the
:02:35. > :02:42.Chancellor said tolls will be cut in half from 2018. They currently cost
:02:43. > :02:47.?6.60 for cars and ?19.80 for lorries and buses. He signalled his
:02:48. > :02:51.intention for future investment in Wales.
:02:52. > :02:56.We are committed to devolving power was to the Assembly and yesterday we
:02:57. > :03:00.signed ?1 billion deal for the Cardiff region. We are opening
:03:01. > :03:04.discussions on a city deal for Swansea undergrowth deal for North

:03:36. > :03:41.evidence, suggested the tolls should be reduced to around ?1.50 which
:03:42. > :03:45.would cover maintenance. While, if that is what they are on
:03:46. > :03:51.about that is good for business, isn't it? We are all trying to make
:03:52. > :03:55.money, so that's good. That would be good, then. Halving
:03:56. > :03:59.it. Lovely. Brilliant. The Chancellor
:04:00. > :04:04.also said he would negotiate a city deal for these once the region,
:04:05. > :04:09.that's a ?500 million plan to ensure that the area is at the centre of
:04:10. > :04:13.the next generation of technology. This business is already operating
:04:14. > :04:17.at the cutting edge of industry. It is one of Wales great success
:04:18. > :04:24.stories, making semiconductors that are exported across the world. If
:04:25. > :04:28.you have a mobile phone, the chances are, it was almost certainly got one
:04:29. > :04:32.of these products are decided. The Chancellor's support for the Swansea
:04:33. > :04:37.-based city deal with emphasis on technology is welcome here.
:04:38. > :04:42.When you look at innovation which is a key part of the Swansea city deal
:04:43. > :04:46.and also the Cardiff City deal, innovation is one of the most
:04:47. > :04:51.innovative industries in the world, it has been semiconductors. It is
:04:52. > :04:53.great that the Chancellor has recognised the importance of
:04:54. > :04:57.semiconductors. Helping taboos to investment is also
:04:58. > :05:03.part of the Chancellor's plans for Port Talbot which has been hit for
:05:04. > :05:06.job losses are Tartar steel. The aim to create an enterprise zone and
:05:07. > :05:09.more jobs. There are plans to ensure North
:05:10. > :05:11.Wales will benefit from being able to do business with the northern
:05:12. > :05:16.powerhouse. My question is where desert north
:05:17. > :05:21.Wales see it fits? In Cardiff they talk about links to London? Are we
:05:22. > :05:23.really talking about links to Liverpool and Manchester in North
:05:24. > :05:29.Wales. They are a lot closer. Sugary drinks
:05:30. > :05:33.manufacturers took a hit with a new levy. It will raise more than ?500
:05:34. > :05:39.million across the UK to Charcoal childhood obesity. Some of that will
:05:40. > :05:42.come to Wales. It is up to ministers hear how that money is spent.
:05:43. > :05:48.We need to do something, it is a real problem, putting strain on the
:05:49. > :05:52.national house. It will be interesting to see what BR reaction
:05:53. > :05:57.of other people is. Will a pay that money or avoid the
:05:58. > :06:02.drinks? I think grazing awareness is worth trying. It may put some people
:06:03. > :06:05.off. The Government also introduced a
:06:06. > :06:10.series of measures to boost the Welsh colony. They also talked about
:06:11. > :06:11.the election campaign in the coming weeks.
:06:12. > :06:14.So that's the business point of view, lets look now at how
:06:15. > :06:16.the Budget is likely to affect taxpayers in Wales.
:06:17. > :06:17.Here's our economics correspondent, Sarah Dickins.
:06:18. > :06:20.When we think about taxes there are taxes on what we directly
:06:21. > :06:22.earn as individuals and taxes on businesses.
:06:23. > :06:24.The chancellor today in effect cut taxes on both of those.
:06:25. > :06:27.Let's first look at the money in our pockets.
:06:28. > :06:30.Those of us who pay income tax will be a bit better off
:06:31. > :06:37.Around 1.3 million people in Wales pay income tax,
:06:38. > :06:43.and they start paying when they earn more than ?10,600 pounds a year.
:06:44. > :06:52.In Wales nine out of ten of those only pay the 20% basic rate,
:06:53. > :06:59.from next April all income tax payers will be able to earn ?11,500
:07:00. > :07:02.before they start paying tax, broadly a saving of about ?180
:07:03. > :07:17.Also from next April the 40% rate of income tax won't come
:07:18. > :07:22.in until people earn ?45,000, at the moment in Wales only 140,000
:07:23. > :07:37.Nathan Palmer is a tailor in Penarth.
:07:38. > :07:44.He employs six people on a part-time basis.
:07:45. > :07:52.It's going to be fantastic for our business. It gives us the
:07:53. > :07:58.opportunity to reinvest what we save on tax on machinery, new staff, and
:07:59. > :08:01.taking on apprentices. I can't teach them the skills that I've learnt and
:08:02. > :08:05.it gives them the opportunity to expand and grow.
:08:06. > :08:08.What is clear is that the public sector in Wales faces more cuts
:08:09. > :08:12.The Chancellor says there needs to be another ?3.5 billion
:08:13. > :08:19.of savings to be made across the UK, in the next three years,
:08:20. > :08:31.that will take money out of the Welsh economy.
:08:32. > :08:37.It was at Westminster that the Chancellor delivered his budget, are
:08:38. > :08:43.Parliamentary correspondent is therefore for us tonight.
:08:44. > :08:48.MPs are also doing it number crunching tonight, looking at the
:08:49. > :08:51.budget. They will spend a week debating it. Stephen Crabb will be
:08:52. > :08:55.telling me in a moment what he thinks it is a good deal for Wales.
:08:56. > :09:00.But first you is a look at other Welsh political reaction.
:09:01. > :09:04.We know these targets, we know that growth is done. We know he is
:09:05. > :09:08.spending less on infrastructure. The worst thing of all is the way he has
:09:09. > :09:13.been hitting disabled people with this massive cat in the personal
:09:14. > :09:20.independent payment. It's what he didn't say that is most telling of
:09:21. > :09:25.the announcements regarding Wales we knew already, or the only affect
:09:26. > :09:27.England. The education announcements, the
:09:28. > :09:32.infrastructure announcements, the business tax announcements all
:09:33. > :09:36.relates to England. There are some interesting topics in
:09:37. > :09:42.this but there are big concerns and worries, not least the 5p worth of
:09:43. > :09:45.cuts which are going to impact on many people in Wales.
:09:46. > :09:50.There's just too much additional taxes, yet the Government is still
:09:51. > :09:56.boring. It's just busted back beyond the horizon, they'll deal with it in
:09:57. > :10:02.2019. -- was still borrowing. The Government is borrowing far too
:10:03. > :10:07.much. Stephen Crabb joins me now. Severn crossing tolls if you live
:10:08. > :10:15.near the motorway, if you don't, what will be the impact on that cut
:10:16. > :10:20.in the rest of Wales? Research has shown that the levels are high and
:10:21. > :10:24.it has a knock-on impact for, not just people who live near the
:10:25. > :10:27.bridge, but the businesses who use it.
:10:28. > :10:32.It has a knock-on impact for the south Wales and Welsh economy. The
:10:33. > :10:36.announcement today about slashing the tolls in half is good news for
:10:37. > :10:42.economic terms. So why not scrap them altogether?
:10:43. > :10:46.Well, the Severn Bridge is one of the most important bits of transport
:10:47. > :10:50.infrastructure in the UK, it requires a lot of maintenance every
:10:51. > :10:55.year. There are things we want to do to improve it in the future. We want
:10:56. > :10:58.to allow cars to move through three league so they can pay without
:10:59. > :11:08.stopping using digital technology. That needs funding. -- to move
:11:09. > :11:11.through really. George Osborne says the budget opens
:11:12. > :11:16.the door for a deal for North Wales, what does that mean, it's vague?
:11:17. > :11:20.People are asking the same question about the Cardiff City deal and
:11:21. > :11:25.yesterday we landed the largest ever deal with Cardiff with ?1.2 billion.
:11:26. > :11:30.Of course, people are asking the same questions were North Wales. I
:11:31. > :11:32.say the same thing we did 12 months ago, it's about beginning
:11:33. > :11:36.discussions with businesses, local authorities about what they want to
:11:37. > :11:41.see happen over the next 20 years to lift economic growth and investment
:11:42. > :11:45.in North Wales. There is massive potential there already. With a new
:11:46. > :11:49.growth do we can't ignore the rest of the next level.
:11:50. > :11:53.The Swansea city deal, nothing in the budget about the tidal lagoon
:11:54. > :11:57.project in which the local economy regeneration could depend?
:11:58. > :12:00.But right before the budget the Prime Minister was on his feet
:12:01. > :12:05.talking about the Swansea Bay tidal lagoon. He said, look, we set up a
:12:06. > :12:10.review to see if we can make this project happen. It is exciting, but
:12:11. > :12:11.it is expensive. We want to find out if there is a way to make this
:12:12. > :12:15.We want to find out if there is a way to make this happen.
:12:16. > :12:20.We'll have more on the budget later in the programme,
:12:21. > :12:22.but you can find more details about what's been announced
:12:23. > :12:32.Some of the day's other news now: Unemployment in Wales has fallen
:12:33. > :12:35.again, meaning the gap between Wales and the rest of the UK has narrowed.
:12:36. > :12:38.The rate now stands at 5.2% compared to 5.1% across the UK.
:12:39. > :12:41.The number unemployed here between November and January
:12:42. > :12:56.was 79 ,000 that's 13,000 fewer than the same time last year.
:12:57. > :12:58.Equipment has started to arrive at a collapsed power plant
:12:59. > :13:01.in Oxfordshire, to help recover the bodies of three workers,
:13:02. > :13:04.34-year-old Christopher Huxtable, from Bonymaen, was part of the team
:13:05. > :13:06.preparing one of the buildings at Didcot Power Station

:13:31. > :13:33.But the drug Vimizim has been approved for use here.
:13:34. > :13:39.Gracie Mellalieu is having her weekly lesson at
:13:40. > :13:42.Clwyd Special Riding Centre near Mold.
:13:43. > :13:44.It's something that's been made possible by the treatment she's been
:13:45. > :13:49.Morquio Syndrome is a life-limiting condition which affects her vision,
:13:50. > :13:55.Until now she's been included on an experimental trial of a drug
:13:56. > :13:57.called Vimizim which appears to help her symptoms.
:13:58. > :14:06.She's growing really well, aren't you?
:14:07. > :14:11.She doesn't need a wheelchair in school.
:14:12. > :14:15.I used to just walk there, but now I'm starting
:14:16. > :14:21.But the trial was coming to an end and there was a question mark over
:14:22. > :14:25.whether the NHS in Wales would fund the therapy as it costs around
:14:26. > :14:28.?900,000 a year to treat the small number of patients here.
:14:29. > :14:31.The recommendation has come from the All Wales Medicines
:14:32. > :14:33.Strategy Group which decides on the clinical
:14:34. > :14:38.Patients can provide personal testimony and health boards must
:14:39. > :14:44.make funding available within three months of the decision.
:14:45. > :14:47.But until now we've only had therapies that helps people
:14:48. > :14:51.to manage a condition, this new drug, Vimizim,
:14:52. > :14:54.actually makes a difference to the condition itself.
:14:55. > :14:57.It will really make a difference, and although it's very expensive
:14:58. > :15:01.and very rare, the advice is that we should fund it in Wales,

:17:01. > :17:06.from the Conservatives after the spring conference which saw a lot of
:17:07. > :17:11.divisions between the party in Wales and number ten. They have now been
:17:12. > :17:15.given a gift from the Chancellor, and the Welsh Tories will look to
:17:16. > :17:18.use that in the Assembly campaign. The other parties here are saying
:17:19. > :17:23.they welcome the reduction in tolls but would like to see them scrapped
:17:24. > :17:25.altogether. The pressure won't stop on that front.
:17:26. > :17:32.Another very interesting potential development would be the extent to
:17:33. > :17:34.which it really focuses minds on plans for the M4 relief road in
:17:35. > :17:44.Newport. Baby ideas, new tolls -- lower tolls
:17:45. > :17:52.-- the reality is that it would put things under severe strain. It is
:17:53. > :17:58.not often we say this extraordinary developments here at the Senedd. The
:17:59. > :18:03.final piece of legislation of this Assembly term, the public health
:18:04. > :18:08.Bill. The most contentious parts are banning the use of electronic
:18:09. > :18:12.cigarettes in public places. Labour, which doesn't have a majority, was
:18:13. > :18:17.going to get support from Plaid Cymru members, but what happens
:18:18. > :18:19.earlier is that the Labour minister, Leighton Andrews referred to an
:18:20. > :18:25.earlier deal between Labour and plied as a cheap date, Plaid Cymru
:18:26. > :18:31.have taken offence and withdrawn their support. As things stand, this
:18:32. > :18:35.bill is going to fail. So, it would be the first time that any proposed
:18:36. > :18:40.legislation from this government would have failed at this stage, an
:18:41. > :18:45.enormous waste of hours and time, and efforts from officials and
:18:46. > :18:51.Assembly members and, strikingly, it will cause enormous divisions
:18:52. > :18:56.between Labour and Plaid Cymru. One senior Labour spokesman told me
:18:57. > :18:57.that if this bill is rejected it would show that Plaid Cymru are
:18:58. > :19:02.would show that Plaid Cymru are unfit to govern.
:19:03. > :19:04.The Chief Executive of the only Health Board in Wales that's
:19:05. > :19:07.in special measures has said the structure of the NHS in Wales
:19:08. > :19:11.Gary Doherty was appointed the Chief Executive of North Wales'
:19:12. > :19:13.Betsi Cadwaladr University Health Board last month after moving
:19:14. > :19:28.There's less fragmentation here, what you've got our GPs, hospital
:19:29. > :19:35.doctors, community nurses, other staff, all in the same organisation,
