:01:39. > :01:47.Alun Cairns said he would hold a summit next week to look at ways

:01:50. > :02:02.Mr Cairns, who replaces Stephen Crabb, says he wants

:03:31. > :03:36.exactly these announcements about North Wales and the city region of

:03:37. > :03:40.Swansea mean. They were made last week but no detail at all about

:03:41. > :03:45.whether there will be any money coming to help these areas. He has

:03:46. > :03:49.also lined up alongside Stephen Crabb for the Parliamentary Rugby

:03:50. > :03:55.team. Stephen Crabb will lead all of his skills to tackle his new job,

:03:56. > :03:58.and having met start at the DWP this morning he faced MPs to say the

:03:59. > :04:05.controversial cuts to personal independence payments for disabled

:04:06. > :04:08.people will not now be going ahead. As a one nation Conservative my

:04:09. > :04:12.vision is to support everybody to achieve their full potential and

:04:13. > :04:15.live independently. That means people having the stability and

:04:16. > :04:19.security of a decent job and children growing up at home with

:04:20. > :04:24.that benefit of that stability. In his new job he will recognise a

:04:25. > :04:31.familiar if not friendly ways. His Labour shadow is once again the MP

:04:32. > :04:36.for Pontypridd. May I start by saying... To the new secretary of

:04:37. > :04:41.state, that is Welsh for welcome and congratulations. I look forward to

:04:42. > :04:43.renewing our relationship and on the basis of these statements today it

:04:44. > :04:49.looks like it will be a bit more productive than the one I had with

:04:50. > :04:53.his predecessor. So I thank him. Back at the Wales are busy has left

:04:54. > :05:00.behind, there is another change with the Aberconwy MP taking the role

:05:01. > :05:04.vacated by Alun Cairns. Maybe one of his most important jobs will be to

:05:05. > :05:09.improve the relationships of his office with the Welsh government in

:05:10. > :05:13.Cardiff Bay. Yes, it will. It was striking talking to Alun Cairns. He

:05:14. > :05:17.kept using the word pragmatic, pragmatism. Not the rabble-rouser

:05:18. > :05:23.invasion that gets political leaders and voters jeering from the rooftops

:05:24. > :05:29.but in the last few days they have had, the Conservatives need some

:05:30. > :05:36.calming down with the Civil War in Cabinet about Europe and indeed the

:05:37. > :05:40.problems about disability benefit. It was very striking that Alun

:05:41. > :05:47.Cairns announced his priority was going to be the economy, really

:05:48. > :05:51.trying to put the constitution in second place. He talks about a

:05:52. > :05:56.better relationship with the Welsh government in Cardiff. All new

:05:57. > :06:00.secretary of state 's do that. Then politics tends to get in the way. I

:06:01. > :06:06.expect normal relations will resume at possibly after the Welsh general

:06:07. > :06:13.election in May. And a big job facing Stephen Crabb. Massive. You

:06:14. > :06:17.saw him in the House of Commons flanked by the Prime Minister on one

:06:18. > :06:22.side, unveilings what was announced in the budget last week. Unravelling

:06:23. > :06:27.it and saying these cards will not go ahead and that they have no plans

:06:28. > :06:34.to make any further cuts. Massive budgets. Something like ?170 billion

:06:35. > :06:40.per year for Stephen Crabb in charge as of now. Clearly he will have more

:06:41. > :06:46.say over day-to-day life in Wales than he ever did as Welsh secretary.

:06:52. > :06:53.The steelworkers' union Community has met the head of Tata steel

:06:54. > :06:56.in Europe to discuss the future of Port Talbot.

:06:57. > :06:57.What's been described as an urgent meeting

:06:58. > :06:59.comes amid reports that Tata could reject a plan

:07:00. > :07:04.The company's board is set to meet in India next week to decide

:07:05. > :07:06.Let's talk to our reporter Caroline Evans.

:07:07. > :07:15.Well you will remember that in January Tata steel announced more

:07:16. > :07:17.than 1,000 losses, 750 of those at Port Talbot.

:07:18. > :07:21.It's part of a plan to save the plant and the rest

:07:22. > :07:28.Now over the weekend there have been reports in the media speculating

:07:29. > :07:30.that Tata will turn down this plan when the company's

:07:31. > :07:40.Today the Trade Union Community has been meeting with Hans Fischer

:07:41. > :07:44.the new European CEO and have reiterated their determination

:07:45. > :07:53.to make this plan to save the plant work.

:07:54. > :07:56.In a statement they say the union finds the reports that the Tata

:07:57. > :07:58.board in India will reject the turnaround plan "deeply

:07:59. > :08:01.concerning " and they will be doing everything they can to ensure

:08:02. > :08:05.the company does not go down this route.

:08:06. > :08:08.They say the workers at Port Talbot have achieved everything asked

:08:09. > :08:10.of them and deserve the continued support of Tata.

:08:11. > :08:19.But of course the problems are not confined to Port Talbot,

:08:20. > :08:22.the steel industry across Europe is under pressure from cheap Chinese

:08:23. > :08:27.steel said to be flooding the market.

:08:28. > :08:33.And tonight the community is urging the UK Government to join them

:08:34. > :08:36.in calling on Tata to suppport Port Talbot and help to make steel

:08:37. > :08:41.Of course not just at stake the steels jobs at the plant,

:08:42. > :08:43.but thousands more jobs in the local economy.

:08:44. > :08:45.The Severn Tunnel, the main rail link between

:08:46. > :08:48.South Wales and the rest of the UK, will be closed for six

:08:49. > :08:50.It's to prepare for rail electrification,

:08:51. > :08:53.which will speed up journey times between South Wales and London.

:08:54. > :08:55.It'll mean passengers will be diverted or will have to use

:08:56. > :08:57.replacement buses leading to concerns it could cause

:08:58. > :09:01.of the Severn Estuary for us tonight.

:09:02. > :09:15.From where I am in Monmouthshire it is a short trip to the other side of

:09:16. > :09:21.the border through the Severn tunnel, parallel to the bridge. From

:09:22. > :09:26.this September it will shut, causing delays to thousands of people using

:09:27. > :09:29.it everyday. It is because of railway electrification in the

:09:30. > :09:30.tunnel and I have had an exclusive preview of what has happened is down

:09:31. > :09:41.here. That happens down here. It is a bit like travelling back in

:09:42. > :09:46.time. It was built for the age of steam. It is now about to see a

:09:47. > :09:53.electrification. We are making our way through the tunnel. It is 130

:09:54. > :09:59.years old. And all of the cert that is built in overtime needs before it

:10:00. > :10:05.can be electrified. For months this orange Army have been busy preparing

:10:06. > :10:10.for the tunnel. This vast machine has drilled 7000 holes into the

:10:11. > :10:14.roof. Two calamitous inside and engineers are picking up where the

:10:15. > :10:21.machine left. This is precision work in what has been described as a key

:10:22. > :10:26.milestone this September. Four miles of rail will run along the roof of

:10:27. > :10:30.the tunnel and provide the power for the electrified trains. Another

:10:31. > :10:35.cable will run alongside it to provide back-up power. That work

:10:36. > :10:40.will take time. Closing the tunnel for a month and a half from

:10:41. > :10:44.September. Network Rail bosses say electrification will speed up

:10:45. > :10:49.journey times and that this is the most efficient way to get the work

:10:50. > :10:52.done. The issue is it would take our engineers about four years to

:10:53. > :10:56.complete the job if they only worked at weekends. That would have

:10:57. > :11:00.significant impacts on passenger destruction and delay the

:11:01. > :11:03.electrification. In the closure, passengers travelling from south

:11:04. > :11:08.Wales into London will be diverted via Gloucester, adding up to 40

:11:09. > :11:11.minutes to the journey. Passengers going to Bristol will have to use

:11:12. > :11:16.rail replacement buses, also adding 40 minutes. People are advised to

:11:17. > :11:23.trek which train operator websites for specific routes. -- check with

:11:24. > :11:29.operator websites. You have to get out one hour earlier. Not ideal. Any

:11:30. > :11:35.upgrade will be fantastic. But it will cause some real issues. The

:11:36. > :11:37.watchdog transport focus said the closure could cause massive

:11:38. > :11:43.disruption and says it will be watching for any unnecessary delays.

:11:44. > :11:47.We are still planning things. We look at every eventuality is so the

:11:48. > :11:52.people will not be inconvenienced more than absolutely necessary.

:11:53. > :11:55.Electrification is exacted to cut 20 minutes from the journey time

:11:56. > :11:59.between London and Swansea but the almost ?3 billion project is

:12:00. > :12:04.exceeding the original budget and deadline. Network Rail say the

:12:05. > :12:08.letter vocation programme was revised after a review last year.

:12:09. > :12:13.This tunnel will be closed for almost a month and a half for work

:14:57. > :15:04.after a suspension from the company. Put together, the fraud at the

:15:05. > :15:08.company cost taxpayers ?800,000. The company had more than 70 members of

:15:09. > :15:11.staff and went out of business. A spokesperson for the Council which

:15:12. > :15:17.paid the money out on behalf of Welsh government said procedures are

:15:18. > :15:21.now being reviewed. Sentence on humour and price was adjourned until

:15:22. > :15:26.Thursday. The judge told John Hume through the trial it had become

:15:27. > :15:30.clearer, clearer and clearer that he was the author of the fraud, and not

:15:31. > :15:35.only that, but he showed Darren Price how to do it. John Hume was

:15:36. > :15:41.told to accept -- expect a custodial sentence.

:16:50. > :16:54.anywhere else in the UK and that should not be risked in an uncertain

:16:55. > :17:01.world. It is investment in all kinds of things, transport, skills,

:17:02. > :17:07.research, agriculture, tourism. You know, a host of benefits. I think

:17:08. > :17:14.when people grasp that, they will conclude that it would be madness to

:17:15. > :17:23.throw all that away and have a pig in a poke. Others long to take us in

:17:24. > :17:26.another direction. The Leave wants to make it a debate about control

:17:27. > :17:29.and say the only way to put the people of this country back behind

:17:30. > :17:34.the steering wheel is to get out of the European Union. When everybody's

:17:35. > :17:39.future will be brighter when we leave the union, we will be able to

:17:40. > :17:44.have control over our own laws, make foreign decisions, control funding

:17:45. > :17:49.in the United Kingdom, rather than letting an unaccountable system of

:17:50. > :17:53.bureaucrats in Brussels and Armani. By coincidence, shortly after we

:19:09. > :19:10.Trust working together. From this Easter,

:19:11. > :19:23.for the first time, lifeguards will be watching

:19:24. > :19:25.over Three Cliffs Bay. swimmers have drowned in these

:19:26. > :19:28.waters. There are signs warning

:19:29. > :19:30.people not to bathe, but in the end the community

:19:31. > :19:44.and landowners decided they needed We have increased signage. We are

:19:45. > :19:50.working with the RNLI and our neighbours to try this pilot and see

:19:51. > :19:51.how it goes. And just increase safety so that people can enjoy the

:19:52. > :19:52.place. At the moment the sea is calm

:19:53. > :19:59.and safe for swimming, but the problem is when the tide

:20:00. > :20:02.comes in and that creates a rip and it's that

:20:03. > :20:04.which is particularly treacherous. It proved so for

:20:05. > :20:07.40-year-old Benny Collins. He was fit and strong,

:20:08. > :20:12.an able swimmer. When he died after being swept out

:20:13. > :20:15.to sea last July the community launched an action group

:20:16. > :20:25.and got the RNLI on board. The lifeguards are here between ten

:20:26. > :20:28.o'clock and six o'clock and will be here every day over the Easter

:20:29. > :20:32.holidays and will be here weekends and holidays in May and June and

:20:33. > :20:36.full-time for peak season and the lifeguards will always be with the

:20:37. > :20:40.red and yellow flags when it is safe for people to swim so we would

:20:41. > :20:41.always urge people to look out for those.

:20:42. > :20:43.The charity will pay for this first year,

:20:44. > :20:45.but after that it'll be down to local businesses and residents

:20:46. > :20:48.to fund half the cost, which could be up to

:20:49. > :20:59.It is up to us now, the different businesses and villages, there was

:21:00. > :21:03.even a 90-year-old in the village, we want people to enjoy the beach

:21:04. > :21:06.but in a safe manner so working together, I think we can get this,
