:01:11. > :01:30.insufficient action to safeguard a woman from Newport who was later

:01:31. > :01:33.stabbed by her ex-partner. That's the finding

:01:34. > :01:34.of an investigation Christine Evans called for help

:01:35. > :01:38.after 24-year-old Martin Bowen began texting her, in breach

:01:39. > :01:40.of a harassment warning. But officers did not go to her home,

:01:41. > :02:03.and hours later Bowen Martin Bowen 's violent past was

:02:04. > :02:08.known to police. They knew his former partner Christine Evans was

:02:09. > :02:13.at high risk of harm from him. When Christine called for help, she

:02:14. > :02:16.should have received a priority response but Gwent Police failed to

:02:17. > :02:21.get to her before Martin Bowen stabbed her in the neck and chest.

:02:22. > :02:24.The case prompted a review by the Independent Police Complaints

:02:25. > :02:28.Commission which found a lack of understanding and confusion among

:02:29. > :02:32.officers around risk assessments and seven failure to follow force

:02:33. > :02:39.policies and procedures. The report also found that the high volume of

:02:40. > :02:43."Rocks at the force control room was attempting to handle at the time was

:02:44. > :02:48.very concerning, raising wider concerns around public protection.

:02:49. > :02:57.From the start, from the time Miss Evans contacted the control room,

:02:58. > :03:01.through to the way in which she was dealt with, they failed to safeguard

:03:02. > :03:07.her. Charities say they are concerns these cases could deter others from

:03:08. > :03:11.seeking help. There is a concern it will put people off reporting abuse.

:03:12. > :03:16.We know that there have been a lot of improvements and there are a lot

:03:17. > :03:21.of good response is therefore people. We would say not to let this

:03:22. > :03:28.sort of put people off. At the IPCC commissioner also points out that

:03:29. > :03:40.this is not the handling of cases has been handed. There were striking

:03:41. > :03:45.similarities between the two cases. I wrote to the Chief Constable and

:03:46. > :03:50.highlighted the fact that the force really needed to go back to the

:03:51. > :03:55.beginning and overhaul all its systems and processes. Gwent Police

:03:56. > :03:58.who referred the actions of their officers to the IPCC says it has

:03:59. > :04:02.taken action against those officers involved in the case and has since

:04:03. > :04:08.made dramatic operational and organisational changes to address

:04:09. > :04:11.the issues raised. They added that they are constantly striving to do

:04:12. > :04:17.their best on behalf of the public. Christine Evans said -- survived the

:04:18. > :04:20.attack, a crime for which Martin Bowen is now serving an eight-year

:04:21. > :04:22.sentence. Cardiff Airport's missing

:04:25. > :04:26.according to a committee of Assembly But the Public Accounts Committee

:04:27. > :04:29.said the reasons for the Welsh Government's purchase

:04:30. > :04:31.of the airport were clear, and the ?52 million cost

:04:32. > :04:33.could be "justified." Our Business Correspondent Brian

:04:34. > :04:43.Meechan is there tonight. I think it is definitely proved

:04:44. > :04:49.harder ultimately to turn the airport around than many people

:04:50. > :04:52.might have expected. There were early victories, it has to be said.

:04:53. > :04:57.I think the management team won the Welsh government took over did

:04:58. > :05:02.manage to stop the rot that it has just pleaded along since then but

:05:03. > :05:07.there has been that influence of Flybe to recently. That has come in

:05:08. > :05:10.to help out. Get passenger numbers increasing again and now it seems

:05:11. > :05:17.the management teams here feel the momentum is firmly behind them. More

:05:18. > :05:21.and more of a site using Cardiff Airport. New routes have been added

:05:22. > :05:27.and facilities are being improved. But it has not been meeting the

:05:28. > :05:32.targets that were originally set for it by the Welsh Government which

:05:33. > :05:36.bought it in 2013. In the most recent financial year, 1 million

:05:37. > :05:41.passengers went through the airport. By 2018, that is due to grow to 1.4

:05:42. > :05:45.million per year but the original projection was for 2 million

:05:46. > :05:48.travellers by that point. The Public Accounts Committee has challenged

:05:49. > :05:52.those figures. It was very clear from the evidence that we received

:05:53. > :05:54.as a committee that basically the Welsh Government 's figures were

:05:55. > :06:02.overly optimistic that the time that the airport was purchased and on

:06:03. > :06:05.that basis, it was difficult, it was always going to be difficult for the

:06:06. > :06:09.airport which easily figures that had been placed in that span. The

:06:10. > :06:13.Assembly Members are concerned that there is no long-term plan for the

:06:14. > :06:19.airport. They also want to see more experts on the board. The committee

:06:20. > :06:24.of Assembly Members concluded that the ?52 million price tag for this

:06:25. > :06:31.airport could be justified and that the reasons for buying it were

:06:32. > :06:34.clear. They did however also hear from an expert who said that a

:06:35. > :06:39.private commercial company would not have paid the price for it. Flybe

:06:40. > :06:45.recently announced a series of new European roots celebrating with a

:06:46. > :06:48.traditional water cannon salute. The Welsh Government says the airport

:06:49. > :06:52.would have closed if it had not stepped in to buy it. Flybe has

:06:53. > :06:55.announced it will be flying four times a day from Cardiff to London

:06:56. > :07:00.City Airport for six weeks from September when the seven rail tunnel

:07:01. > :07:05.is closed so the real lines can be electrified. The managing director

:07:06. > :07:11.says developing new routes as part of their long-term plan. We had 21%

:07:12. > :07:15.growth last year which is phenomenal and our business. We had a new

:07:16. > :07:20.airline start with 15 new routes and we have introduced new destinations.

:07:21. > :07:27.I think in terms of the business, we are really on an upward trajectory.

:07:28. > :07:30.Companies which organise business loans and mortgages Reyaad Khan

:07:31. > :07:33.Spode links between Cardiff and London. They will benefit from the

:07:34. > :07:41.new airline service. I will be really keen to use it. It will cut

:07:42. > :07:49.down on travel time for us. In terms of the cost, it will benefit the

:07:50. > :07:54.business. Many businesses will be hoping the new Cardiff to London

:07:55. > :07:57.route could continue beyond the six weeks announced. For the airport, it

:07:58. > :08:04.is a sign of its future direction, rather than the committees

:08:05. > :08:08.assessment of the past. It is fair to say that they were eyebrows

:08:09. > :08:11.raised in the business world when the Welsh Government decided to buy

:08:12. > :08:15.the airport. There were questions raised about whether it was paying

:08:16. > :08:18.too much for the airport and I think in terms of the business world,

:08:19. > :08:21.things have just moved on now and people are much more focused on the

:08:22. > :08:25.support the airport can give to businesses and bed drive to create

:08:26. > :08:28.jobs and to support the wider economy.

:08:29. > :08:31.The former footballer, Ched Evans, won't hear if his appeal

:08:32. > :08:33.against his rape conviction is successful until next month.

:08:34. > :08:35.Judges at the Court of Appeal reserved judgment following the two

:08:36. > :08:39.day hearing, which included new evidence.

:08:40. > :08:42.The Wales international was jailed in 2012 for raping a 19-year-old,

:08:43. > :08:53.One lane of the A55 remains closed in both directions tonight,

:08:54. > :08:55.after a chemical spill from a lorry in Conwy.

:08:56. > :08:58.The road was first shut yesterday morning and traffic has remained

:08:59. > :09:00.slow after thousands of gallons leaked from the tanker,

:09:10. > :09:11.Plaid Cymru says hundreds of thousands of households in Wales

:09:12. > :09:14.would pay less council tax, if it wins May's assembly election.

:09:15. > :09:17.Under plans to reform the tax, which is based on property values,

:09:18. > :09:20.the lowest council tax bands would save up to ?400 a year,

:09:21. > :09:29.but the top 26% of households would have to pay more.

:09:30. > :09:31.Major changes to social care services in Wales will soon come

:09:32. > :09:34.The Social Services and Wellbeing Act is the single

:09:35. > :09:37.largest piece of legislation passed during this assembly term,

:09:38. > :09:39.with the aim of giving a greater voice to vulnerable people,

:09:40. > :09:42.But there are concerns that with budgets squeezed,

:09:43. > :09:59.Neil Williams from Swansea has a mild learning disability. For

:10:00. > :10:02.Neil Williams from Swansea has a example of hours a week, he is given

:10:03. > :10:07.support with everyday tasks. He also spends a lot of his time working

:10:08. > :10:12.with Swansea people first, a local charity which supports others with a

:10:13. > :10:15.disability. Neal hopes these social services and well-being act will

:10:16. > :10:21.help enhance the lives of people like himself. It will give them more

:10:22. > :10:26.power to do what they want to do and if they do not like something, they

:10:27. > :10:31.can disagree with the situation. So it is all about power as well for

:10:32. > :10:37.the people with listening disabilities. -- learning

:10:38. > :10:41.disabilities. I hope to benefit myself and go on to do a lot more

:10:42. > :10:45.things. This video helps to explain how the new law which comes into

:10:46. > :10:50.force on the 6th of April will transform the delivery of social

:10:51. > :10:52.care in Wales. As well as giving vulnerable people a greater voice,

:10:53. > :10:59.it will also look to improve support for carers, make powers to safeguard

:11:00. > :11:02.people stronger and create partnerships between councils and

:11:03. > :11:06.health boards. This piece of legislation will introduce some big

:11:07. > :11:09.changes. It can be viewed as an app that which is the gap in the

:11:10. > :11:17.delivery of health and social care in Wales. And whilst the vast

:11:18. > :11:21.majority of people see it as a good thing in theory, some question how

:11:22. > :11:24.it will work in practice. Potentially, we will have the

:11:25. > :11:27.reorganisation of local authorities or you will have local authorities

:11:28. > :11:32.competing in terms of their own philosophies. We have a lot of

:11:33. > :11:37.things coming, a bit like a perfect storm you have some concerns over

:11:38. > :11:39.production of funding, the fact that local authorities are going to be

:11:40. > :11:43.merging and then this new change in philosophy. The Welsh Government

:11:44. > :11:47.says it is confident all bodies involved in the delivery of care

:11:48. > :11:51.will cope. We have taken powers to make sure the people who are already

:11:52. > :11:53.getting services will continue to have those services so there is a

:11:54. > :11:59.smooth transition from the one to the other. Whenever you have major

:12:00. > :12:04.change, you have to be able to prepare for the unexpected as well

:12:05. > :12:07.as the expected. We are confident local authorities and their partners

:12:08. > :12:12.in health and the third sector are prepared for the change and we will

:12:13. > :12:15.be working hard to make sure the act is a success. It will not happen

:12:16. > :12:18.overnight but it is hoped the future well-being of people like Neil and

:12:19. > :12:20.so money others in Wales will improve.

:12:21. > :12:23.BBC Wales has learnt that a senior Gwent Police officer has privately

:12:24. > :12:26.apologised for the way the force failed to connect information

:12:27. > :12:28.about a former head teacher, accused of historical sexual abuse.

:12:29. > :12:31.Jon Styler, who killed himself in 2007, is accused of abusing boys

:12:32. > :12:32.at schools in Newport and Worcestershire,

:12:33. > :12:43.Jon Styler when he was head teacher at the Malpas Church in Wales

:12:44. > :12:51.Solicitors for his alleged victims now believe he may one of Wales'

:12:52. > :12:54.Gwent Police received information about Jon Styler in 2005.

:12:55. > :12:57.But BBC Wales' Week In Week out programme revealed the force didn't

:12:58. > :13:00.link it to a formal allegation made in 2007.

:13:01. > :13:03.Jeff Parry, who first spoke to me last summer about the abuse says

:13:04. > :13:06.he suffered at the Malpas school, has now told BBC Wales he's received

:13:07. > :13:08.a private apology from a Detective Chief Superintendent

:13:09. > :13:20.over the force's failure to link the two reports.

:13:21. > :13:22.They did apologise for what had happened.

:13:23. > :13:24.They did make it clear that at the time of the investigation,

:13:25. > :13:28.if the investigation had carried on, then they were sure that the two

:13:29. > :13:30.files would have been linked all the two complaints would have

:13:43. > :13:46.It's understood the complainant in 2005 didn't want to press charges.

:13:47. > :13:48.And that detectives believe the link would have been made

:13:49. > :13:52.One senior officers believe the force didn't let

:13:53. > :13:56.The Children's Commissioner for Wales, Professor Sally Holland,

:13:57. > :13:59.feels the way the case was handled by police should be looked at again.

:14:00. > :14:02.Detectives have now officially spoken to five people who say

:14:03. > :14:13.Gwent Police says when Jon Styler took his own life, he deprived

:14:14. > :14:29.Jon Styler denied all the allegations against him.

:15:03. > :15:04.Tonight, our political reporter, James Williams, takes a look

:15:05. > :15:07.at the billions of pounds of economic aid or structural funds

:15:08. > :15:15.that Wales has received since the turn of the millennium.

:15:16. > :15:19.One of the biggest decisions our country faces is fast approaching.

:15:20. > :15:22.For many, it's a question of economics - will we be better

:15:23. > :15:27.or worse off inside or outside the European Union?

:15:28. > :15:32.Has the EU helped or hindered us financially?

:15:33. > :15:33.It certainly helped Cardigan Bay Watersports,

:15:34. > :15:36.the New Quay business first took to the sea back in 2003,

:15:37. > :15:53.thanks, in large part, to an EU grant of almost ?165,000.

:15:54. > :15:58.It was a significant element. You would have two suggest a lot of

:15:59. > :16:00.money has come to West Wales and you have to question whether a

:16:01. > :16:06.centralised government would devote as much of it scarce resource in

:16:07. > :16:12.this direction. Now, this structural funding, as it is known in the

:16:13. > :16:16.jargon, that the company was able to access is Brussels' way of boosting

:16:17. > :16:19.the poorer parts of the European Union.

:16:20. > :16:21.Back in 1999, when Wales first qualified for this economic aid,

:16:22. > :16:24.the then First Minister Rhodri Morgan hailed it as a once

:16:25. > :16:27.in a generation opportunity, but 17 years later, and this part

:16:28. > :16:30.of Wales still qualifies for the highest level of support.

:16:31. > :16:33.By 2020, the West Wales and the Valleys region will have

:16:34. > :16:41.East Wales, a relatively richer region of the EU, will have received

:16:42. > :16:44.over 600 million by the end of the decade.

:16:45. > :16:47.To date, the money has benefited some 3,000 projects and created

:16:48. > :16:56.But despite the investment, the West Wales and the Valleys

:16:57. > :16:59.region, according to the latest EU figures, remains the poorest

:17:00. > :17:01.in the UK, unable to close the wealth gap with

:17:02. > :17:09.In the early days, the money is said to have been handled poorly,

:17:10. > :17:13.This fish farm on Anglesey wasn't monitored properly, while this rural

:17:14. > :17:19.Officials say improvements have been made and the focus is now on fewer

:17:20. > :17:21.but bigger projects, such as the newly opened

:17:22. > :17:29.But for those campaigning for us to leave, there is no such thing

:17:30. > :17:41.It is like a propaganda thing to them in a way because they get these

:17:42. > :17:45.signs up everywhere saying that this project was funded by the European

:17:46. > :17:48.Union and people then think that the European Union is good, it gives us

:17:49. > :17:52.all this money. They forget that we pay 50 mile -- 50 ?5 million per day

:17:53. > :17:57.to be a member of this club. Last month, David Cameron said

:17:58. > :18:00.there was no certainty this economic aid would continue under an UK

:18:01. > :18:02.government if Britain A few days later the Welsh

:18:03. > :18:05.Conservative leader, Andrew RT Davies, said

:18:06. > :18:07.he could "guarantee" it would. Just a flavour of some
