:00:00. > :00:00.The future of steel making in Port Talbot hangs

:00:07. > :00:10.Thousands of miles away at Tata headquarters in India the board

:00:11. > :00:21.is deciding the Welsh plant's future.

:00:22. > :00:28.Everybody is very worried. Morale is down but people are up for the

:00:29. > :00:31.We think we can succeed if we get some backing.

:00:32. > :00:37.Tonight we're in India watching Port Talbot's fate unfold.

:00:38. > :00:43.I have been speaking to a representative. They are

:00:44. > :00:46.tight-lipped about the meeting and unwilling to confirm if we will have

:00:47. > :00:49.a decision on the fate of Port Talbot today.

:00:50. > :00:52.And I'm at the steelworks, where workers are fighting

:00:53. > :01:05.The school trip from Blaenau Gwent caught up that shooting

:01:06. > :01:15.Tonight an anxious mum's praise for the teachers.

:01:16. > :01:20.I can't wait for them to come home to thank them for everything they've

:01:21. > :01:25.And do you struggle getting an appointment to see you doctor ?

:01:26. > :01:27.The groundbreaking experiment in Prestatyn offering GPs and other

:01:28. > :01:33.It's the biggest steel plant in Britain and tonight the entire

:01:34. > :01:35.workforce of 4,000, along with many more thousands of jobs which depend

:01:36. > :01:39.upon it, are waiting to know if Port Talbot steelworks

:01:40. > :01:43.Its owners, Tata, have been meeting in Mumbai to consider

:01:44. > :01:46.whether to continue investing in the plant, which is losing

:01:47. > :01:49.a ?1 million a day or cut their losses.

:01:50. > :01:52.Tonight, we'll take you to India for the latest there,

:01:53. > :01:55.but we begin in Port Talbot where our Business Correspondent,

:01:56. > :02:11.It's dominated the Port Talbot skyline for generations, but the

:02:12. > :02:16.fate of the steelworks won't be decided here. The Tata board are

:02:17. > :02:20.meeting for the half thousand miles away in on by. They will have to

:02:21. > :02:25.decide whether to support a survival plan for forward in Port Talbot. One

:02:26. > :02:31.of the delegates who travels to India gave us his reaction.

:02:32. > :02:35.We are in the dark. The Tata board, as I understand it, are still

:02:36. > :02:39.meeting. We are waiting for a representative to come to the Hotel

:02:40. > :02:43.to speak to us. We have had no contact with them since meeting

:02:44. > :02:47.yesterday. We made the case for the fantastic

:02:48. > :02:50.workforce we have in Port Talbot that always delivers whatever it's

:02:51. > :02:55.asked to deliver. We left it at that. It was left them

:02:56. > :02:58.with an agreement that we would have another meeting after the board

:02:59. > :03:06.meeting to make. Tata pays more than 100 million

:03:07. > :03:13.pounds a year in salaries in Wales. ?750 -- jobs are going at the site.

:03:14. > :03:17.Everybody is very worried. Morale is down. People are left for the fight.

:03:18. > :03:22.They think they can succeed if they get some backing behind us.

:03:23. > :03:30.Some of the biggest departments as Port Talbot includes steel and slab,

:03:31. > :03:36.with 641 people are employed. 473 work in Ireland. 453 are in

:03:37. > :03:40.engineering. That is the worst hit section in the current round of

:03:41. > :03:44.redundancies with 40% of staff at risk.

:03:45. > :03:48.Tata has invested heavily in Port Talbot but the current plan calls

:03:49. > :03:52.for an extra ?100 million of investment.

:03:53. > :03:56.As with any big monthly national company there is competition within

:03:57. > :04:02.it for different parts of the business that wants extra funding.

:04:03. > :04:06.Concern is that with Port Talbot losing ?1 million a day, the boards

:04:07. > :04:11.in Mumbai might decide that enough is enough and refuse that extra

:04:12. > :04:17.investment. Save our steel! The Chief Executive

:04:18. > :04:26.of Tata Europe marched through Brussels with workers demanding that

:04:27. > :04:33.the EU take action to stop cheap Chinese steel folding into Europe.

:04:34. > :04:36.It's not only about the jobs at the steelworks, further redundancies

:04:37. > :04:41.here will also have a huge impact across the wider economy.

:04:42. > :04:44.Port Talbot steel workers are relatively well-paid, so if people

:04:45. > :04:48.were to lose their jobs it's not going to be easy for them to find

:04:49. > :04:52.similar employment of the same salary. That takes purchasing power

:04:53. > :04:57.out of the local economy. Unions also want more to be done

:04:58. > :05:01.about the UK and Welsh government energy costs on business rates.

:05:02. > :05:06.We are determined to continue working with Tata to do everything

:05:07. > :05:11.possible to secure the longer term interests, strategic interest of the

:05:12. > :05:14.UK and protect and preserve as many jobs as possible.

:05:15. > :05:17.If Tata decide not to back the planet leaves Port Talbot with an

:05:18. > :05:19.uncertain future, the hope is that it won't mean steel-making vanishing

:05:20. > :05:23.for blood. -- for good. We'll be live in Port

:05:24. > :05:27.Talbot in just a moment. But first let me take you to Mumbai,

:05:28. > :05:30.in India, where Tata's board has been meeting and where that

:05:31. > :05:32.delegation from Wales, including steel workers,

:05:33. > :05:34.the Community Union and the local MP Stephen Kinnock have

:05:35. > :05:36.also met Tata officials. The BBC's Mumbai Correspondent,

:05:37. > :05:38.Yogita Limaye, has been It's a difficult decision

:05:39. > :05:41.that the Tata group have I've been speaking to

:05:42. > :05:45.a representative through the day. They have been in evasive

:05:46. > :05:48.and tight-lipped and will not confirm whether or not

:05:49. > :05:51.we were have a decision on the fate We've also been speaking

:05:52. > :05:57.to a delegation from Wales That's delegation includes members

:05:58. > :06:03.of the steel worker union They expect to meet a senior board

:06:04. > :06:09.member from Tata to find out It has been a difficult

:06:10. > :06:18.decision for the Tata group, they have been seeing one

:06:19. > :06:21.of the reasons why the businesses in the UK are suffering

:06:22. > :06:26.is because of cheap Chinese imports. They can't match the price

:06:27. > :06:31.the Chinese are selling this steel. One of the reasons why they say it's

:06:32. > :06:35.expensive to produce steel in the UK is because of the regulatory costs

:06:36. > :06:39.and higher electricity cost. The Port Talbot plant has been

:06:40. > :06:43.losing an estimated ?1 million, or $1.4 million every

:06:44. > :06:49.day over the past year. That's why there are fears

:06:50. > :06:52.that they might decide to close down The union, however, is hoping

:06:53. > :06:56.that the company will That plan comes at a cost,

:06:57. > :07:05.there will be job losses, 750 jobs will be cut at Port Talbot,

:07:06. > :07:09.but at least the plant will remain open and that means the bulk

:07:10. > :07:11.of the 4000 workers there So that's the picture in India

:07:12. > :07:17.where Tata's owners are based. Let me take you to Port Talbot now,

:07:18. > :07:31.and our Business Correspondent, Brian.

:07:32. > :07:37.Let's talk to two people who are watching and waiting for that

:07:38. > :07:42.decision to come from Mumbai. Barry Evans is a steel worker here, you

:07:43. > :07:48.also represent the community union and Tony Taylor, URA councillor and

:07:49. > :07:52.former steelworker. Barry, how sure are you that you can convince Tata

:07:53. > :07:57.of the need to go ahead with this plan as it is?

:07:58. > :08:01.Obviously, it's been backed and supported by independent experts.

:08:02. > :08:06.We believe in the workforce. We back the plan, we just hope we get the

:08:07. > :08:10.board's support today. It is a huge impact on the local

:08:11. > :08:15.community, these are well-paid jobs and the people put a lot of money

:08:16. > :08:21.into the local economy? That is correct. They've is no plan

:08:22. > :08:27.B. I keep reiterating all the time you are talking about 15,000 jobs,

:08:28. > :08:31.it's not going to be soaked up by the local community. They will be

:08:32. > :08:35.suffering, small shops closing and further deprivation.

:08:36. > :08:40.It will decimate Port Talbot. What about that idea of there is no plan

:08:41. > :08:44.B? If they turn around tonight and say they don't accept the proposal,

:08:45. > :08:49.what next? Obviously, that is the worst-case

:08:50. > :08:52.scenario. We have two remain optimistic and hopefully will

:08:53. > :08:58.support us. They've been supportive up until now. Have faith in us, and

:08:59. > :09:00.we will repay them. We need support from the Welsh government,

:09:01. > :09:03.Westminster, and the UB and government as well.

:09:04. > :09:06.Are you satisfied with this sport you're getting?

:09:07. > :09:11.Not at all. The Welsh government should be doing a lot more.

:09:12. > :09:15.Westminster are making the right noises but doing nothing. I'm

:09:16. > :09:23.disappointed in our UPN MEPs. They should be backing the steel industry

:09:24. > :09:27.they should be dumping Chinese steel and subsidising energy prices. When

:09:28. > :09:31.you look at that plant it uses the same amount of energy as a city the

:09:32. > :09:34.size of Cardiff or Bristol. The least they can do is give us a bit

:09:35. > :09:38.of help. Both the Welsh government and UK

:09:39. > :09:44.Government has said they are committed to tartar and Port Talbot

:09:45. > :09:47.and want to try and make it work. We have a lot more on this urbanite

:09:48. > :09:49.including in the late bulletin. Back to you, Jamie.

:09:50. > :09:55.Tributes have been paid to a five-year-old boy who died

:09:56. > :09:59.Five-year- old Ned Jones, from Capel Bangor near Aberystwyth,

:10:00. > :10:01.and 77-year-old Margaretta Jones were among four people who died

:10:02. > :10:04.in the crash on the A470 in Powys on Friday.

:10:05. > :10:06.The Headteacher at Ysgol Gymraeg Aberystwyth,

:10:07. > :10:09.where Ned Jones was a pupil, described him as a "dear

:10:10. > :10:22.The Police are appealing for witnesses to the crash.

:10:23. > :10:28.Home owners will have to pay an average of ?47 more in council

:10:29. > :10:29.New powers allowing the Welsh Government to borrow

:10:30. > :10:32.millions of pounds to fund investment should be spent

:10:33. > :10:34.on building new houses, rather than on a new motorway south

:10:35. > :10:36.of Newport according to the Liberal Democrats.

:10:37. > :10:39.By 2018, Welsh Ministers will be able to borrow up to ?500 million.

:10:40. > :10:42.Labour wants spend some of this on a new M4 relief road.

:10:43. > :10:44.But Welsh Lib Dem leader, Kirsty Williams, says its priorities

:10:45. > :10:50.Parents in Blaenau Gwent have praised teachers at a local high

:10:51. > :10:52.school after pupils were caught up in a shooting

:10:53. > :10:57.No one from Tredegar Comprehensive was hurt, but one mother who spoke

:10:58. > :10:59.to her daughter during the incident says teachers were instrumental

:11:00. > :11:00.in helping to calm anxious loved ones.

:11:01. > :11:09.A man with a gun tries to enter the famous white

:11:10. > :11:15.Teenagers from Tredegar comprehensive were inside

:11:16. > :11:22.On the phone to her mum as shots were fired yesterday,

:11:23. > :11:25.recalling what happens again this afternoon.

:11:26. > :11:30.The police were running past us shouting things like 'Get out

:11:31. > :11:33.of the way' and stuff like that.

:11:34. > :11:38.Then one came back and said we need to hide in this room.

:11:39. > :11:49.For her mum it' s been an emotional couple of days.

:11:50. > :11:52.We put her on loudspeakers so we could all speak to her.

:11:53. > :11:55.Thinking she would tell us what sort of day she'd had.

:11:56. > :12:01.It wasn't the reaction I was hoping for when I answered the phone.

:12:02. > :12:08.She screams down the phone, saying that some man has a gun.

:12:09. > :12:11.No one from the school was hurt, the gunman is now in hospital

:12:12. > :12:16.The school has since posted photos of people's continuing their history

:12:17. > :12:24.Nothing can stop them according to one Facebook post.

:12:25. > :12:27.Parents are full of praise for teachers.

:12:28. > :12:30.The teacher I spoke to was reassuring, she was calm

:12:31. > :12:35.If she is calm, the kids are calm as well.

:12:36. > :12:41.I'm sure all the parents appreciate everything that they've done.

:12:42. > :12:44.I really can't wait for them to come home to thank them

:12:45. > :12:49.Chelsea's Brother, Kyle had this message for his sister

:12:50. > :12:57.It was never likely to be a mistake any of them would forget,

:12:58. > :12:59.mums and dads still anxiously waiting to see them

:13:00. > :13:10.Do you struggle getting an appointment to see your doctor ?

:13:11. > :13:12.The groundbreaking experiment in Prestatyn offering GP

:13:13. > :13:20.And despite defeat a couple of players stake a claim to be

:13:21. > :13:30.in Chris Coleman's Wales squad for this summer's tournament.

:13:31. > :13:32.UKIP leader Nigel Farage says the funding Wales gets from Brussels

:13:33. > :13:36.would be available from Westminster if Britain left the EU.

:13:37. > :13:39.Tonight in Newport he'll be addressing a rally as part

:13:40. > :13:44.of the campaign for a Leave vote at June's referendum.

:13:45. > :13:48.Before the event, Mr Farage distanced himself from a UKIP

:13:49. > :13:51.assembly candidate who has linked a rubbish problem in part of Cardiff

:13:52. > :13:57.As part of a series of extended interviews.

:13:58. > :14:00.from both sides of the debate, he spoke to our political

:14:01. > :14:16.Another busy day at the medical centre, it has 18,000 patients on

:14:17. > :14:20.its books and along with smaller practices in the area is ending its

:14:21. > :14:25.contact with the health board at the end of the week. It is because of a

:14:26. > :14:30.failure to replace MPs retiring. There are no doctors coming through.

:14:31. > :14:35.There is no foreseeable way to bring doctors in. When you look at those

:14:36. > :14:41.factors you've got to remodel. They are hoping as we are that this new

:14:42. > :14:45.model will work. My sincere apologies, that is the

:14:46. > :14:49.wrong film. I'm going to tell you a little bit about that now. It is

:14:50. > :14:54.about whether you have trouble getting to see your doctor. In

:14:55. > :14:57.Prestatyn they will be a new approach to primary health care.

:14:58. > :15:03.Betsi Cadwaladr Healthboard will transfer services to Ahab in the

:15:04. > :15:07.town, the former council building, it will be run by the health board

:15:08. > :15:16.following the decision by two of the town's practices to close.

:15:17. > :15:16.following the decision by two of the Richards has that report.

:15:17. > :15:19.Another busy day at the medical centre, it has 18,000 patients

:15:20. > :15:22.on its books and along with smaller practices in the area

:15:23. > :15:24.is ending its contact with the health board at the end

:15:25. > :15:36.It is because of a failure to replace GPs will retire.

:15:37. > :15:38.There is no foreseeable way to bring doctors in.

:15:39. > :15:41.When you look at those factors you've got to remodel.

:15:42. > :15:43.They are hoping as we are that this new

:15:44. > :15:56.This building will eventually replace the existing GP surgery in

:15:57. > :15:59.Prestatyn. Until then the health board is trying a new system to

:16:00. > :16:03.reduce pressure on doctors and meaning patients get seen more

:16:04. > :16:08.quickly. The solution they have come up with

:16:09. > :16:12.is based on a system pioneered in Alaska and parts of London,

:16:13. > :16:16.assigning patients to a team of health care specialists instead of

:16:17. > :16:21.one doctor. We've assigned patients in Prestatyn

:16:22. > :16:25.two teams, each team contains the professionals you would previously

:16:26. > :16:31.have seen in primary care like GB 's, practice nurses, but some new

:16:32. > :16:38.roles like occupational therapists and a stronger input from

:16:39. > :16:42.pharmacists. As well as social care and prescribing professionals who

:16:43. > :16:45.can help us. We are not just focusing on tablets, but on the

:16:46. > :16:50.person. Whatever the reason for the change,

:16:51. > :16:53.existing patient support is optimistic, although the transition

:16:54. > :16:56.period is causing problems with appointments.

:16:57. > :17:01.You can't make appointments until next week. Basically, the turnover,

:17:02. > :17:05.nothing is occurring. Is that frustrating was my great is

:17:06. > :17:08.at the moment, yeah. You just want to see the doctors or nurses, two

:17:09. > :17:15.can't do anything. It's going to be wonderful. We're

:17:16. > :17:18.going to have doctors, nurses, triage nurses, everything.

:17:19. > :17:20.You bet on appointment the same day. You think it will be a better

:17:21. > :17:26.system? Yes. Today the council agreed to

:17:27. > :17:33.lease the building to the health board. They will move here by the

:17:34. > :17:37.end of the year. Now I take you back to Nigel Farage who says that the

:17:38. > :17:43.funding Wales get from Brussels would be available from Westminster

:17:44. > :17:47.if written left the European Union. Tonight he is addressing a rally in

:17:48. > :17:55.Newport. Before the event, Mr Farage distant himself from a Ukip Assembly

:17:56. > :18:06.candidate who was link to rubbish problems in Cardiff to immigration.

:18:07. > :18:11.Nigel Farage book to Daniel Davies. Mr Farage, a few weeks ago we here

:18:12. > :18:16.at Romney Prime Minister saying that if the UK were outside the EU they

:18:17. > :18:20.would be no guarantee that Wales would get the billions of pounds he

:18:21. > :18:24.has in funding. He is right about that, isn't he?

:18:25. > :18:28.What the Prime Minister forgets is that money that comes to Britain

:18:29. > :18:33.from the European Union is our money. Half of it gets lost between

:18:34. > :18:39.going to Brussels on coming back. Some of the arguments that have been

:18:40. > :18:42.put by David Cameron, and indeed Carwyn Jones, Mr Jones suggested

:18:43. > :18:46.that agriculture would cease if we were not members of the European

:18:47. > :18:51.Union. The fact is Welsh agriculture has been going on for thousands of

:18:52. > :18:55.years and was waving before the Common market, exactly as it will do

:18:56. > :18:59.after. But that doesn't answer the

:19:00. > :19:05.question. You can't give a guarantee about that money that has been spent

:19:06. > :19:08.training people in the Welsh workforce infrastructure, all over

:19:09. > :19:15.Wales, subsidies to farmers, you can't guarantee... Subsidies are

:19:16. > :19:20.completely guaranteed. We would be a self-governing nation. We spent ?6

:19:21. > :19:25.million a year on agriculture subsidy. 3 billion of it is spent

:19:26. > :19:28.mostly in France! Do you have two adapt your message

:19:29. > :19:32.in any way to convince Wales specifically to vote for you?

:19:33. > :19:38.You compare what I said tonight to what I said in the rest of the UK.

:19:39. > :19:41.Belfast, London, it's the same everywhere. The one difference

:19:42. > :19:47.night, here in Wales, is that they will speak about steel. I will talk

:19:48. > :19:51.about the fact that expensive energy, initiative started in the

:19:52. > :19:55.European Union, and picked up and made worse by the British government

:19:56. > :20:00.has damaged steel and heavy manufacturing in this country.

:20:01. > :20:03.Let me ask you about your campaign for the Assembly election. Is Gareth

:20:04. > :20:08.Bennett going to be a candidate in that election?

:20:09. > :20:12.I am the leader of the party. I have nothing to do with candidate

:20:13. > :20:18.selections. My job is to chart a political path forward. All I can

:20:19. > :20:22.say is the utterances I have seen that of an individual, he doesn't

:20:23. > :20:27.look to me to be the kind of person we would be proud of in a few weeks'

:20:28. > :20:30.time. So what happens next's don't ask me,

:20:31. > :20:33.Ukip has its own... You must be able to see what the

:20:34. > :20:37.procedure is. If you want to interview the party

:20:38. > :20:42.chairman or those who deal with selection you are free to do so. As

:20:43. > :20:43.leader I have nothing to do with that but unless I'm impressed with

:20:44. > :20:47.what I have seen. Let's get tonight's

:20:48. > :20:49.sport now, here's Tomos. Football, and the Wales manager,

:20:50. > :20:51.Chris Coleman, says his side's preparations for Euro 2016 won't be

:20:52. > :20:56.undermined by their recent results. Last night's 1-nil defeat in Ukraine

:20:57. > :20:58.means Wales have won only one But Coleman believes
