:00:51. > :00:52.has told BBC Wales exclusively that the latest proposals

:00:53. > :00:54.would bring local authorities back on board, and retain investment

:00:55. > :00:56.of more than ?350 million from insurance company Aviva.

:00:57. > :00:59.It would also reduce the amount of money the Welsh Government

:01:00. > :01:05.Here's our economics correspondent Sarah Dickins.

:01:06. > :01:10.It's been as high-adrenalined as the bikes themselves.

:01:11. > :01:18.financing of the Circuit of Wales has raised more questions and 24

:01:19. > :01:20.hours ago, the Welsh Government walked away from the

:01:21. > :01:23.deal, saying it could not underwrite all of the ?350

:01:24. > :01:32.Now a new proposal is on the table, which reduces the risk to Welsh

:01:33. > :01:33.Government and keeps the Aviva investment.

:01:34. > :01:36.At levels below 80%, then the government may be able to get

:01:37. > :01:38.themselves more comfortable with the risk of sharing

:01:39. > :01:43.So this 80%, is that what you've put on the table today?

:01:44. > :01:46.We've put on the table that we'd like to explore with government an

:01:47. > :01:50.option that reduces the government guarantee to below 80%.

:01:51. > :01:51.Yes, that's what we put on the table.

:01:52. > :01:57.Ideally, the reason we're going below 80% is probably a nuance

:01:58. > :02:04.It becomes much easier for all parties

:02:05. > :02:07.to get comfortable with the potential risks

:02:08. > :02:10.of challenge from a perspective, from the government.

:02:11. > :02:15.So there are state aid use looming in the background, then?

:02:16. > :02:18.More than 80% might invoke state aid complaints?

:02:19. > :02:22.There is always going to be state aid to challenges when

:02:23. > :02:26.governments provide guarantees, so I think the state aid

:02:27. > :02:29.would be less of a challenge if we were below 80%.

:02:30. > :02:32.And that's what we've reverted back to.

:02:33. > :02:35.These are the plans that the company hopes will become the reality.

:02:36. > :02:41.construction, no taxpayers money would be used to underwrite it.

:02:42. > :02:44.The Welsh Government's underwriter, which would now be less than 84% of

:02:45. > :02:49.the project, would only kick in if it had financial

:02:50. > :02:53.And the government, they claim, would gain the assets.

:02:54. > :02:55.Investing in a start-up venture like this,

:02:56. > :02:57.especially with something that

:02:58. > :03:02.is as popular as motorsports, meets the risk reward balance.

:03:03. > :03:09.This is not a frightening risk for a major investor.

:03:10. > :03:11.The new proposals have only been on the Welsh Government's

:03:12. > :03:15.desk for a few hours, and maybe still too risky

:03:16. > :03:18.The company also hopes to renew support from

:03:19. > :03:22.local authorities, who dropped out last year.

:03:23. > :03:25.It is hoped that the project will bring other automated

:03:26. > :03:28.companies to the area and bring much-needed jobs.

:03:29. > :03:31.Sports car company TVR announced last month that it

:03:32. > :03:34.will make its latest model next door to Circuit of Wales.

:03:35. > :03:38.Circuit of Wales hopes that the decision will

:03:39. > :03:41.come from the Welsh Government on the new deal within six weeks.

:03:42. > :03:45.In response, a Welsh Government spokesperson said tonight

:03:46. > :03:50.they "remain open to considering any new or revised proposals to take

:03:51. > :03:56.Well, the recent doubts hanging over the Circuit of Wales have been most

:03:57. > :03:58.keenly felt in Ebbw Vale and the surrounding area.

:03:59. > :04:01.With the promise of thousands of jobs, many there have seen

:04:02. > :04:04.the project as a real opportunity to transform an area

:04:05. > :04:07.which is struggling with the highest unemployment rate in Wales.

:04:08. > :04:12.From Blaenau Gwent, Paul Heaney reports.

:04:13. > :04:15.If things had all gone to the original plan, this rugged field

:04:16. > :04:19.would now be a hive of building activity.

:04:48. > :04:53.It has been very frustrating, waiting for it to come to something.

:04:54. > :04:56.As far as we knew, private investment.

:04:57. > :04:59.Then all of a sudden, we've got these property investors

:05:00. > :05:02.want the Welsh Government to underwrite it.

:05:03. > :05:09.I don't really know what the argument is about.

:05:10. > :05:11.The local MP was part of initial discussions back four

:05:12. > :05:24.There's lots of goodwill around to try and make sure

:05:25. > :05:28.What we need to do now is redouble efforts and get people

:05:29. > :05:31.The Circuit of Wales have insisted all day

:05:32. > :05:34.that this isn't the end of the line for the project.

:05:35. > :05:36.Albeit we might have to wait at least another

:05:37. > :05:38.six weeks to find out if the development just

:05:39. > :05:40.over the held there will definitely go ahead.
