:00:58. > :01:07.In tonight's sport: It's the race every trainer wants to win,

:01:08. > :01:29.but there hasn't been a Welsh winner at the Grand National since 1905.

:01:30. > :01:33.Questions are being asked tonight about the Welsh Government's support

:01:34. > :01:35.for a businesswoman who is being pursued by former employees

:01:36. > :01:37.and Her Majesty's Revenue and Customs for unpaid

:01:38. > :01:45.Judie Thomas runs companies with links to the fashion industry,

:01:46. > :01:48.but a BBC Wales investigation has found that she was awarded funding

:01:49. > :01:50.despite leaving a trail of debt from previous business ventures.

:01:51. > :02:09.Kavanagh was an apprenticeship at Project WD, a close factory in

:02:10. > :02:13.Swansea. She was employed under the jobs growth wheels programme. She

:02:14. > :02:19.left the company in February because she wasn't paid all of her wages. I

:02:20. > :02:22.feel very frustrated. It is an added stress that I don't need at the

:02:23. > :02:27.moment. I thought it would be an excellent opportunity. I thought it

:02:28. > :02:33.would be too good to be true in the sense. I was left feeling confused

:02:34. > :02:37.and very angry. Helena is just one of a number of people who said they

:02:38. > :02:43.were not paid properly for the time at Project WD. Judie Thomas is the

:02:44. > :02:49.owner of the company. In 2010 the BBC Wales investigation revealed the

:02:50. > :02:53.trail of death and broken promises surrounding eventually promoted to

:02:54. > :02:57.showcase Welsh designers. Three years after the programme, temp one

:02:58. > :03:01.are still involved in the world of fashion, making clothes to order for

:03:02. > :03:06.designers. The Welsh Government give her ?9,000 of funding under a scheme

:03:07. > :03:11.designed to encourage employers to recruit redundant workers. Some of

:03:12. > :03:16.her former staff are now fulfilling court action to try to retain their

:03:17. > :03:20.wages. Judie Thomas did not respond to questions we approached her at

:03:21. > :03:25.her factory. Why have you not paid some of your staff? I am not willing

:03:26. > :03:27.to discuss it. Should the Welsh Government be giving you money

:03:28. > :03:38.considering your business background? Mrs Thomas? It is not

:03:39. > :03:43.only employees of object WD borrowed money. Chris Price from the civil

:03:44. > :03:47.engineering firm. For the past two years he has been pursuing a debt of

:03:48. > :03:51.?33,000 from another company of which Judie Thomas was a director

:03:52. > :03:55.after his firm to the subcontracting job for them. He was shot that she

:03:56. > :04:00.had received government funding. It doesn't take a lot of digging to

:04:01. > :04:05.find previous companies that have gone through, been wound up. I would

:04:06. > :04:10.have thought a bit more due diligence would have been in order

:04:11. > :04:14.there. The company that owes Chris money was forced into liquidation by

:04:15. > :04:20.HMRC last year. It is understood that Judie Thomas owes them between

:04:21. > :04:25.?65,000 and ?95,000 in tax. Colleges Wales aims to improve opportunities

:04:26. > :04:28.for learners. The headers raised concerns about how the Welsh

:04:29. > :04:31.Government came to support someone with a questionable business track

:04:32. > :04:37.record. I would like to see the Welsh Government ensuring that all

:04:38. > :04:41.reasonable steps, that it takes all of the practical options it has

:04:42. > :04:46.available to them to make sure that this money ends up with is intended

:04:47. > :04:49.to be. The Welsh Government says it is investigating its involvement

:04:50. > :04:53.with Judie Thomas and can comment that is ongoing but it says the

:04:54. > :04:56.companies participating in the scheme is must provide evidence of

:04:57. > :05:00.wages being paid before they can receive funding. Calendar says her

:05:01. > :05:03.wages have recently been settled by the Welsh Government.

:05:04. > :05:05.During term-time many children across Wales benefit

:05:06. > :05:08.Tonight, there are calls for something similar to be provided

:05:09. > :05:12.The Church in Wales says that it's too often left to the voluntary

:05:13. > :05:14.sector and the service can be patchy.

:05:15. > :05:21.From Wrexham, Teleri Glyn Jones reports.

:05:22. > :05:29.Every morning during the school holidays these volunteers prepare

:05:30. > :05:37.packed lunches. How many hams do we want doing? This food is delivered

:05:38. > :05:43.to children and some of the most the prized areas in Wrexham. This scheme

:05:44. > :05:48.provides food for 140 packed lunches every day. That does not come cheap

:05:49. > :05:53.though much of this that is donated. It costs around ?350 per week. That

:05:54. > :05:57.is money that comes straight from the church in Wales or the community

:05:58. > :06:00.council. The church in Wales says that because there is no statutory

:06:01. > :06:04.provision in place to support children during the holidays,

:06:05. > :06:09.feeding the most needy in our society is being left the voluntary

:06:10. > :06:12.and more needs to be done. The provision is there during school

:06:13. > :06:17.term times and then suddenly there is a gap. While it is perhaps not so

:06:18. > :06:22.bad during half term, when it comes to the long school summer holidays

:06:23. > :06:27.some children can seriously use food over a prolonged period. I think

:06:28. > :06:31.that they should be doing some more, if they have the resource and are

:06:32. > :06:37.able to do it, because it is certainly true that for some

:06:38. > :06:41.families the budgets are so tight. The relationship between eating well

:06:42. > :06:43.and doing well at school is well-established, but research by

:06:44. > :06:46.Bangor University suggest that not having enough food during the

:06:47. > :06:51.holidays can take its toll in classroom. Teachers noticed that the

:06:52. > :06:54.children are not learning as well and it takes about a month even

:06:55. > :06:58.longer for them to catch up with where they were before they went on

:06:59. > :07:03.holiday. There is an argument that it would be a logical step for the

:07:04. > :07:05.government to step in because we already have free school meals

:07:06. > :07:10.during the times that children are in school and something similar

:07:11. > :07:15.needs to be provided and children are on holiday. This children's

:07:16. > :07:18.Centre is one of the scheme from the church's work and Gareth, one of the

:07:19. > :07:23.play leaders here, says that admits a real difference difference to

:07:24. > :07:28.some. It is very important. A lot of these kids spent hours dying here.

:07:29. > :07:32.They spend a lot of time down here, burn up a lot of energy. They will

:07:33. > :07:37.get engrossed in things so they forget that they have not had

:07:38. > :07:40.something to eat so to bring no food is important. It is back to school

:07:41. > :07:44.next week for these children. The situation here and across Wales will

:07:45. > :07:46.give decision-makers food for thought.

:07:48. > :07:49.So, Bethan, a call for free meals during the holidays.

:07:50. > :07:59.In school, children from homes claiming certain benefits are

:08:00. > :08:07.eligible for free school meals. At the moment around 19% of five -

:08:08. > :08:11.15-year-olds get free meals. Breakfast is available as well and

:08:12. > :08:14.some primary schools. What is being talked about here is what happens on

:08:15. > :08:20.holiday time. At the moment there is no statutory, legal responsibility

:08:21. > :08:25.on government on councils to provide anything. There are some examples of

:08:26. > :08:28.council run projects in poorer areas that involve free meals or what is

:08:29. > :08:31.being called for is for a that involve free meals or what is

:08:32. > :08:37.that would have to be provided across Wales.

:08:38. > :08:42.What other politician saying? It is to what extent did they want to use

:08:43. > :08:46.a substantial amount of public money on targeted support outside school.

:08:47. > :08:50.a substantial amount of public money Labour has said it has helped young

:08:51. > :08:52.disadvantaged people through programmes, Plaid come resettable

:09:10. > :09:14.welcome more volunteers to help the councils during the public holidays.

:09:15. > :09:17.The Typhoons were launched from Lincolnshire when the aircraft

:09:18. > :09:21.It's believed the plane is privately-owned and was experiencing

:09:22. > :09:31.Fire-fighters in Cardiff have been tackling a blaze which has destroyed

:09:32. > :09:34.almost half of a disused secondary school in the Ely area of the city.

:09:35. > :09:35.They believe it was started deliberately.

:09:36. > :09:49.Fire crews was called to the old high school just after ten o'clock

:09:50. > :09:53.last night. One block of the former secondary school was already well

:09:54. > :09:58.alight and such was the intensity of the blaze that it has had more than

:09:59. > :10:01.60 firefighters were needed. People living in nearby homes were

:10:02. > :10:06.understandably worried. It was a huge blaze but I am not a panicky

:10:07. > :10:11.person. We were lucky not to have any high winds that we get such a

:10:12. > :10:17.lot of. The smoke was going straight up. This morning council officials,

:10:18. > :10:22.including the director of education in Cardiff, was onside assessing the

:10:23. > :10:28.damage. The school is no longer used. It has stood empty for a year.

:10:29. > :10:33.Fire crews said they managed to save 60% of the building. This school is

:10:34. > :10:36.no longer used it is a derelict property in the heart of this

:10:37. > :10:41.sprawling housing estate. Firefighters believe the blaze was

:10:42. > :10:42.started deliberately and there are investigations under way into the

:10:43. > :10:44.cause. Still ahead on the programme: It's

:10:45. > :10:48.the world's most famous steeplechase - could there be a Welsh winner

:11:13. > :11:15.Nathan Gill, has spoken for the first time about controversial

:11:16. > :11:17.comments made by one of the party's leading candidates

:11:18. > :11:19.in the Assembly election, who blamed litter problems

:11:20. > :11:21.in Cardiff on immigrants. He said Gareth Bennett had not been

:11:22. > :11:26.racist, but was speaking in a personal capacity,

:11:27. > :11:28.rather than on behalf of Ukip. In the last of our interviews

:11:29. > :11:31.with the party leaders, our Political Editor,

:11:32. > :11:32.Nick Servini, caught up with Nathan Gill

:11:33. > :11:43.in a hotel in Penarth. Nathan Gill, welcome to Wales today.

:11:44. > :11:51.The party has a great opportunity in this election coming up. What is the

:11:52. > :11:56.point of Ukip assembly members after the EU referendum in June? There

:11:57. > :12:05.will be a huge point for us. But the cause has gone. We have had 17 years

:12:06. > :12:09.of failure in Cardiff Bay. It is not just independence from the EU, it is

:12:10. > :12:13.independence from big government, from jobs were telling you how to

:12:14. > :12:19.live your lives, independence from taxation. You have followed the

:12:20. > :12:22.script so far in terms of the campaign. A lot of infighting,

:12:23. > :12:27.controversial statements from candidates. I want to bring up the

:12:28. > :12:30.latest one, Gareth Bennett, one of your leading candidates in South

:12:31. > :12:33.Wales, he said in an interview talked about making the connection

:12:34. > :12:39.between a letter problem in the Welsh capital and Eastern European

:12:40. > :12:44.immigrants. 16 fellow candidates thought offensive, the route to

:12:45. > :12:48.complain. He is staying in that position. You have never spoken

:12:49. > :12:52.about this before. What you think about what he had to say? Gareth

:12:53. > :12:59.spoke for himself, he was not speaking for the party. He equated

:13:00. > :13:03.the problem with glitter with the fact that there had been a massive

:13:04. > :13:12.increase in immigration in that area. Was he right to do that? That

:13:13. > :13:16.is as he says empirical evidence for that. I wouldn't have done at the

:13:17. > :13:20.way that he did it, obviously not, but I think he has highlighted a

:13:21. > :13:28.serious and legitimate situation in the fact that our councils, our

:13:29. > :13:36.governments, our councils prepared for unmanaged immigration? Of course

:13:37. > :13:39.they are not. They need to manage the issue. He blamed the problems on

:13:40. > :13:46.Eastern Europeans. Yes, and that was of his own volition. It was

:13:47. > :13:50.aggressive? No, of course it wasn't. Racist against what race? You spoken

:13:51. > :13:55.what he thought was the issue and what he thought was causing the

:13:56. > :13:58.problem. It is not Ukip policy. He was speaking for himself it was his

:13:59. > :14:02.own analysis, have become to a situation in the world where we want

:14:03. > :14:07.politicians not to speak their minds? It is easy to blame

:14:08. > :14:11.immigrants for a lot of problems in the same way that you remember when

:14:12. > :14:15.Nigel Farage was clear for a rally in Port Talbot, he painted on

:14:16. > :14:20.immigrants on the M4 for causing traffic jams. This is the kind of

:14:21. > :14:24.dog whistle politics had thought you were trying to get away from.

:14:25. > :14:29.Absolutely. It is not our politics. I don't want this election campaign

:14:30. > :14:32.to be about that. Yet he is still a leading candidate. He would have

:14:33. > :14:38.liked the decision to go the other way. It is irrelevant on high I

:14:39. > :14:44.wanted a one way or the other. The NEC have looked to what is said and

:14:45. > :14:48.are happy with him as a candidate, therefore he is my candidate in the

:14:49. > :14:53.backing. The reintroduction of grammar schools. At some stage a

:14:54. > :14:57.policy becomes unrealistic, it would require such a radical change of the

:14:58. > :15:02.education system throughout the United Kingdom. For it to have any

:15:03. > :15:06.merit. I don't understand why you would say that. Ultimately, if there

:15:07. > :15:14.was a better system than we need to look at it and we need to enact it.

:15:15. > :15:20.With social cohesion, with that feeling, social mobility has gone

:15:21. > :15:24.backwards, so the people from pleura backgrounds who are brighter are

:15:25. > :15:30.being field and let down by the one size fits all education system that

:15:31. > :15:34.we have in Wales. A return to an education policy that was forced 40

:15:35. > :15:38.years ago, really? A policy that work for so many of our politicians

:15:39. > :15:43.today, Labour and Conservative, or where they are today because of

:15:44. > :15:48.grammar schools. Yet the pools up the ladder behind them and stop them

:15:49. > :15:54.ability for people now. People now need mobility. The ability if they

:15:55. > :15:58.are right and capable, to succeed and to be in an environment where

:15:59. > :16:04.everybody is there pushing them to the limit. You strike me as being a

:16:05. > :16:09.reluctant leader at times. Do you want to be the leader in future? I

:16:10. > :16:13.absolutely want to be the leader, only because they have a vision for

:16:14. > :16:18.Ukip in Wales and where we can go and where we should be. The last

:16:19. > :16:24.time we ask you this she were not sure, but this is definitive. The

:16:25. > :16:28.want to remain as the Ukip leader in Wales. Absolutely. I know where we

:16:29. > :16:31.need to be in this party in Wales. I know the people of Wales, our

:16:32. > :16:36.membership and that we have wonderful men and women who want

:16:37. > :16:39.something better for us and they say that Ukip is the only way to get

:17:12. > :17:14.Ahead of the Assembly election campaign, we've been asking

:17:15. > :17:16.what you want from the next Welsh Government and many

:17:17. > :17:19.of you have raised business rates as your My Manifesto 2016 issue.

:17:20. > :17:21.We're a nation of small businesses that support thousands of jobs,

:17:22. > :17:24.and the money raised from rates goes on supporting local services.

:17:25. > :17:27.But some of you are concerned about the impact of those charges,

:17:28. > :17:28.including Howard Jones from Flintshire.

:17:29. > :17:30.His son Stewart runs a four-by-four repair business in Mold.

:17:31. > :17:48.There are five of us working here at the moment. We have four ramps, a

:17:49. > :17:53.lot of tools, a lot of headaches. Stuart Jones is proud of what he

:17:54. > :17:57.achieved. I rented a unit, came here with nothing. I learnt as I have

:17:58. > :18:01.gone along, basically, and have developed into the business I got

:18:02. > :18:05.today. It is a redundancy that forced his hand. He has since built

:18:06. > :18:14.a successful business, and expanded, but that group cost him. Business

:18:15. > :18:19.rates they -- he says there are no relationship to what he can pay. I

:18:20. > :18:27.had a letter saying I did not have to pay business rates, massive booze

:18:28. > :18:31.-- massive bonus. Then got a letter to say I owed ?6,000 of business

:18:32. > :18:38.rates were to have the best Christmas. I paid the first this

:18:39. > :18:42.February of over ?2500, which, again, for small businesses a big

:18:43. > :18:47.shock. Business rates or nondomestic rates as they are also known by the

:18:48. > :18:50.way businesses helped to pay for local services. The money is

:18:51. > :18:58.collected by local authorities, the County Colts and -- County Colts --

:18:59. > :19:03.county councils, then it is shared out across Wales. If you speak to

:19:04. > :19:10.business owners, the rates that they pay are often the biggest complaint.

:19:11. > :19:15.The five who work in this business include Andrea in the office and

:19:16. > :19:23.there are two apprentices. I got the apprenticeship era about three years

:19:24. > :19:26.ago. I am ready to sign it off. I love mechanics. I don't know what I

:19:27. > :19:32.will be doing that they didn't come here every day. I tried to take on

:19:33. > :19:37.another member of staff but there is just no chance at the moment. If you

:19:38. > :19:40.were First Minister, what would you do? We need to turn the country

:19:41. > :19:43.around and I think small businesses need some big help at the moment.
