:01:06. > :01:08.If the Welsh Conservatives are in government after May the 5th

:01:09. > :01:13.Above the M4 this morning Andrew R.T. Davies,

:01:14. > :01:17.the party leader, said it was time to look

:01:18. > :01:23.at the benefits of raising the speed limit on both roads to 80mph.

:01:24. > :01:27.The Welsh Tories say this proposal is about getting the economy moving.

:01:28. > :01:29.It would only apply to cars and light vehicles and

:01:30. > :01:33.it's an idea welcomed at the Castle Hotel in Conwy.

:01:34. > :01:37.The owner heads up the North Wales Tourism Organisation and says

:01:38. > :01:42.the quicker people can get here, the more they are likely to come.

:01:43. > :01:45.In theory it's a good idea in terms of saving people some time,

:01:46. > :01:48.potentially travelling from our main catchment areas of the north-west

:01:49. > :01:54.Bearing in mind the underlying problems of the A55 in terms

:01:55. > :01:57.of the volume of traffic, the biggest complaint we get

:01:58. > :02:00.is that they are stuck in queues, not able to do 80mph.

:02:01. > :02:03.Whoever is in government in Cardiff Bay after the Assembly

:02:04. > :02:07.election will receive new powers to control the speed limits.

:02:08. > :02:11.However, it is not certain when those powers will arrive.

:02:12. > :02:14.But like many things to do with the M4 and the A55,

:02:15. > :02:20.UK Government ministers announced consultation on raising the motorway

:02:21. > :02:23.speed limit to 80 five years ago and it didn't arrive.

:02:24. > :02:28.There was criticism from road safety groups then and there

:02:29. > :02:33.The charity Brake says evidence from that earlier consultation

:02:34. > :02:37.suggested an increase in the speed limit could potentially lead to 25

:02:38. > :02:43.more deaths and 100 more serious injuries every year.

:02:44. > :02:46.They also damage the environment and economy.

:02:47. > :02:48.Plaid Cymru say the real issue with these two roads

:02:49. > :02:54.The Welsh Liberal Democrats say they are taking this with a pinch

:02:55. > :02:57.of salt as nothing came from a similar consultation

:02:58. > :03:03.Welsh Labour say UK Government ministers scrapped similar plans

:03:04. > :03:06.over safety concerns and Ukip say they agree with the plans

:03:07. > :03:11.in principle but wonder how they will work in practice

:03:12. > :03:17.Some may argue it is already a struggle for motorists to reach

:03:18. > :03:21.the current speed limit on the country's two busiest roads.

:03:22. > :03:25.Others may say the speed limit hasn't kept pace with other motoring

:03:26. > :03:32.A skip hire company from Llanelli has been fined more than ?200,000

:03:33. > :03:34.for illegally dumping waste on farmland.

:03:35. > :03:36.The owners of Sospan Skips admitted environmental charges last year.

:03:37. > :03:39.Natural Resources Wales says this is one of the biggest fines handed

:03:40. > :03:49.Police are appealing for witnesses after a vehicle was driven

:03:50. > :03:51.into the side of a bank in Prestatyn yesterday afternoon

:03:52. > :03:57.It happened at the Barclays Bank on the High Street,

:03:58. > :04:03.The First Minister blamed funding cuts from Westminster when he faced

:04:04. > :04:05.hostile questions from a television audience about Labour's

:04:06. > :04:11.In tonight's Ask the Leader debate in Llangollen, he also stressed

:04:12. > :04:15.the importance of testing in schools as he defended

:04:22. > :04:24.This was always going to be dominated by scrutiny of Labour's

:04:25. > :04:27.record in power as Carwyn Jones became the last of the leaders

:04:28. > :04:33.In reference to well-documented problems facing health services

:04:34. > :04:37.in recent years the first question pulled no punches.

:04:38. > :04:45.Our budget was cut by 10% by the Conservative Government.

:04:46. > :04:48.Despite that, we have spent more on health than ever before.

:04:49. > :04:51.42% of our budget at the start in 2011 of this term.

:04:52. > :04:55.2016, 46% of our budget is spent on health.

:04:56. > :04:58.The health service is staffed by fantastic people -

:04:59. > :05:01.doctors, nurses and health professionals, and they

:05:02. > :05:07.Carwyn Jones went on to say that the Government took

:05:08. > :05:10.action when it needed to, such as putting the main health

:05:11. > :05:14.board in North Wales, Betsi Cadwaladr, into special measures.

:05:15. > :05:16.The issue of education also came up repeatedly, including reference

:05:17. > :05:20.to a quote from a former minister who said the Welsh Government may

:05:21. > :05:27.Carwyn Jones responded by pointing to literacy and numeracy tests that

:05:28. > :05:35.One audience member described that testing as an interruption to real

:05:36. > :05:41.I want to know how my child is doing at seven, how my child

:05:42. > :05:46.That means having a testing system where not just parents can compare,

:05:47. > :05:48.but teachers can compare where their children are.

:05:49. > :05:51.I think it's important for us to understand

:05:52. > :05:56.It is not the be all and end all, I understand that.

:05:57. > :05:59.But there have to be benchmarks against which we can measure

:06:00. > :06:02.Elsewhere, Carwyn Jones defended his record on helping

:06:03. > :06:06.North Wales by pointing to four of his ministers representing

:06:07. > :06:12.It will soon be up to all of us whether they and him remain

:06:13. > :06:19.Ukip has published its Assembly election manifesto, with promises

:06:20. > :06:21.to bring back grammar schools and hold elections

:06:22. > :06:26.The party says it'll concentrate on devolved issues in

:06:27. > :06:29.the run-up to polling day, not on immigration and the EU.

:06:30. > :06:32.Ukip Wales' leader Nathan Gill said the party was "united",

:06:33. > :06:39.Emotions are running high because we do know that we will make

:06:40. > :06:42.a breakthrough this time round and so people

:06:43. > :06:44.want to be part of that breakthrough.

:06:45. > :06:49.We have got a united team, we've got a fantastic manifesto,

:06:50. > :06:52.we know what we want to achieve as a group of elected AMs.

:06:53. > :06:56.We will unite behind that and we will succeed.

:08:26. > :08:29.clear and behind it clear skies and brighter as we go through Saturday

:08:30. > :08:33.but we have got that northerly wind taking the edge off the

:08:34. > :08:36.temperatures. First thing tomorrow try and brighter further north and

:08:37. > :08:41.west but that front clearing south and eastwards. It will brighten up

:08:42. > :08:45.as most of us will see sunshine but also the brisk winds continuing

:08:46. > :08:48.through the day. For the rest of Britain we have that weather front

:08:49. > :08:52.across southern parts of England pushing south and eastwards. Some

:08:53. > :08:56.snow showers in Scotland but the further west you are it is dry and

:08:57. > :09:02.brighter. Temperatures below the average for the time of year. We

:09:03. > :09:07.have some sunshine so not feeling too bad if you can find shelter from

:09:08. > :09:11.the breeze. A few isolated showers along parts of the Southeast as we

:09:12. > :09:15.going to tomorrow afternoon. The bulk of the country's drive. The

:09:16. > :09:19.winds will ease as we going to tomorrow night. We will see

:09:20. > :09:22.widespread frost forming into the early hours of Sunday morning and

:09:23. > :09:29.those temperatures will dip down to minus one Celsius so it will be a

:09:30. > :09:35.chilly night. Sunday is the better day. The winds change to a westerly

:09:36. > :09:38.direction and we have sunshine. The odd isolated shower but most of us

:09:39. > :09:42.getting away with a fine day is still temperatures not quite where

:09:43. > :09:45.they should be. The settled theme will continue into the start of next

:09:46. > :09:50.week but still those temperatures cooler than they should be for

:09:51. > :09:52.April. We can look forward to some sunshine by the middle of next week.
