:00:32. > :00:34.Launching his party's election campaign recently,

:00:35. > :00:40.Andrew RT Davies said he wanted to take Wales down a different path.

:00:41. > :00:43.Today he says that path should be towards being the low

:00:44. > :00:51.In a newspaper article, Mr Davies said:

:00:52. > :01:04.We want this to be a tool the sort of stimulate the economy in Wales,

:01:05. > :01:06.and to attract more employers, to attract more people

:01:07. > :01:09.to want to base themselves here and, you know, to really give

:01:10. > :01:14.To give them a tax break and let them keep

:01:15. > :01:18.At the moment the basic rate of income tax is 20p in the pound.

:01:19. > :01:20.A cut of 2p would cost the Welsh Government

:01:21. > :01:24.The power to vary income tax is expected to be devolved to Wales

:01:25. > :01:27.during the course of the next five-year Assembly term,

:01:28. > :01:29.but Labour insists the Tory proposals would mean less money

:01:30. > :01:39.This cut, if they made it, would of course take ?380 million

:01:40. > :01:42.out of our budget every year, and ?1.8 billion over five years,

:01:43. > :01:50.Where are they going to find that money?

:01:51. > :01:52.Plaid Cymru says income taxes should not be changed until public

:01:53. > :01:57.It may be a popular move with some people, but I think when people

:01:58. > :01:59.reflect and they realise the investment that is

:02:00. > :02:03.needed in our schools, in our health services,

:02:04. > :02:06.crucially in care for older people, I think people will see this

:02:07. > :02:10.While the Liberal Democrats say they want to lessen the tax burden,

:02:11. > :02:18.they think it needs to be done more gradually.

:02:19. > :02:21.If you are going to cut tax, we need to do it at a time

:02:22. > :02:26.So we're not going to be losing money on health and health

:02:27. > :02:28.and education and social services, the crucial services which people

:02:29. > :02:30.depend on all-round Wales, and so that balancing

:02:31. > :02:33.While Ukip supports lowering taxes as a principle,

:02:34. > :02:36.they think a referendum is needed before the Welsh Government gets

:02:37. > :02:39.We don't think that tax-raising powers should be devolved to

:02:40. > :02:42.the Assembly without a referendum, to allow the people to decide.

:02:43. > :02:45.It is much more likely on previous experience that taxes will actually

:02:46. > :02:48.go up rather than be cut, and the budget has got

:02:49. > :02:55.As the public purse comes under ever more pressure,

:02:56. > :02:58.any changes to how much money goes to this place after May's

:02:59. > :03:02.election will always be put under great scrutiny.

:03:03. > :03:07.Specialist staff were called into Swansea Prison after three

:03:08. > :03:12.inmates climbed onto the roof earlier today.

:03:13. > :03:13.The incident started just before 10am this morning.

:03:14. > :03:15.They've since come down and prison service staff say

:03:16. > :03:19.they worked to resolve the incident as quickly and safely as possible.
