0:01:09 > 0:01:13Now there are calls for the Ministry of Defence to lose that immunity.

0:01:13 > 0:01:18Since 2000, 135 service personnel have died in training.

0:01:18 > 0:01:2789 in the Army, 24 in the Royal Navy and Marines, and 22 in the RAF.

0:01:27 > 0:01:29The Bridgend MP, Madeleine Moon, chairs the defence subcommittee

0:01:29 > 0:01:32that is calling for the MoD to lose its immunity

0:01:32 > 0:01:33from prosecution.

0:01:33 > 0:01:43She says the lives of serving personnel are worth less

0:01:43 > 0:01:45no less than those of civilians, and those responsible

0:01:45 > 0:01:49for deaths must be equally liable under the law.

0:01:49 > 0:01:52We need to drive through the message of the lessons being learned

0:01:52 > 0:01:54and corporate responsibility where there is gross

0:01:54 > 0:01:55negligence being accepted.

0:01:55 > 0:01:57Families need to know that where there is a death

0:01:57 > 0:02:00that there will be a capacity to hold the Ministry

0:02:00 > 0:02:01of Defence to account.

0:02:01 > 0:02:03The defence committee accept that in times of war,

0:02:03 > 0:02:07the protection from manslaughter charges might be needed,

0:02:07 > 0:02:12but when it comes to training, they say, it is an anomaly.

0:02:12 > 0:02:15It is almost three years now since the reservists on the SAS

0:02:15 > 0:02:18selection programme died here on the Beacons as a result

0:02:18 > 0:02:21of heat related problems.

0:02:21 > 0:02:24The MoD say deaths in training are rare, but they acknowledge that

0:02:24 > 0:02:27more needs to be done.

0:02:27 > 0:02:32And last year, they set up the Defence Safety Authority.

0:02:32 > 0:02:34In a statement, the MoD said, "The safety of our personnel

0:02:34 > 0:02:39is an absolute priority."

0:02:39 > 0:02:41They say they will now carefully consider the defence committee's

0:02:41 > 0:02:50report and respond in due course.

0:02:50 > 0:02:53Wales should consider introducing compulsory voting.

0:02:53 > 0:02:56That's according to a Welsh government minister, Ken Skates.

0:02:58 > 0:03:01and Education told Radio Wales' Sunday Supplement programme that he
