:01:12. > :01:17.Tonight the city plays host to the final televised leaders'
:01:18. > :01:20.debate ahead of next week's election.
:01:21. > :01:23.Six party leaders will take to the stage to make
:01:24. > :01:29.In what may be an election with a low turnout, tonight's
:01:30. > :01:32.performances may be crucial to electoral success.
:01:33. > :01:35.And here's why debates like this can be so important.
:01:36. > :01:38.Last time around, in this constituency, Cardiff Central,
:01:39. > :01:42.the result was so close, Labour beat the Liberal Democrats
:01:43. > :01:50.And the constituency that lies to the north of the city regularly
:01:51. > :01:53.changes hands between the Conservatives and Labour.
:01:54. > :01:59.Among the lowest in Wales at just shy of 37%.
:02:00. > :02:03.So now you know the figures you'll understand why the leaders
:02:04. > :02:07.may be feeling the heat backstage as they rehearse
:02:08. > :02:15.Here's our political editor Nick Servini.
:02:16. > :02:19.It is all about performance tonight as the six main party leaders
:02:20. > :02:23.lock horns for the last time in the centre of Cardiff.
:02:24. > :02:26.But with fears of a low turnout, as the Assembly election has been
:02:27. > :02:29.overshadowed by the EU referendum and the steel crisis,
:02:30. > :02:34.what do people in Cardiff Central, Wales' tightest marginal seat,
:02:35. > :02:46.I am not interested in the Assembly really.
:02:47. > :02:51.I won't to decide until the very last moment just in case.
:02:52. > :02:53.Did you know there was a leaders' debate tonight?
:02:54. > :03:02.Taking part in tonight's vote will be Carwyn Jones for Labour,
:03:03. > :03:05.Andrew RT Davies for the Conservatives, Leanne Wood
:03:06. > :03:09.for Plaid Cymru, Kirsty Williams for the Liberal Democrats,
:03:10. > :03:15.and Alice Hooker-Stroud for the Greens.
:03:16. > :03:18.Inevitably it will be Carwyn Jones who is under most scrutiny
:03:19. > :03:21.because Labour have been the party in government
:03:22. > :03:25.but the opposition parties have to strike a balance.
:03:26. > :03:29.They want to get their blows in on Labour but, at the same time,
:03:30. > :03:33.in a positive way, set out what they would do
:03:34. > :03:39.Last week's ITV Wales debate came to life on the subject
:03:40. > :03:44.The expectation is that health will play a more
:03:45. > :03:49.I don't think anybody screwed up last week
:03:50. > :03:51.but I don't think anybody cut through either.
:03:52. > :03:54.I think some of the polling demonstrated that the electorate
:03:55. > :03:57.was warming to them in similar sorts of ways.
:03:58. > :04:01.We had a really interesting opinion poll figures earlier this week
:04:02. > :04:05.showing Leanne Wood connecting with the audience.
:04:06. > :04:09.Plaid Cymru are feeling pretty buoyed up.
:04:10. > :04:13.I can imagine them trying to do something to trigger a final sprint
:04:14. > :04:18.towards actually substantially increasing their seats next week.
:04:19. > :04:22.And one bit of advice from a former adviser to Welsh Labour who says
:04:23. > :04:28.above all, the leaders need to avoid getting bogged down in detail.
:04:29. > :04:32.We are not that sure how many undecided there are out there
:04:33. > :04:34.because people, the opinion polls are quite
:04:35. > :04:40.It could make a difference in some marginal seats
:04:41. > :04:42.but only if they really make a strong case.
:04:43. > :04:46.If all of the leaders focus on minor elements of manifestos of different
:04:47. > :04:49.parties and they start rowing with each other about
:04:50. > :04:53.percentages here and there, people will turn off.
:04:54. > :04:57.There are not many set piece events that give politicians
:04:58. > :04:59.the opportunity to reach out to those who would otherwise
:05:00. > :05:06.This is one of them and one they will all want to maximise.
:05:07. > :05:09.Well, the technical rehearsals are underway,
:05:10. > :05:14.Nick, this really is a significant evening
:05:15. > :05:30.That's right. This is where all the action will be denied. In an
:05:31. > :05:33.election campaign, hundreds of people are involved
:05:34. > :05:37.behind-the-scenes but over the next few hours, it really does come down
:05:38. > :05:42.to the six key individuals and point is, at this stage in the campaign,
:05:43. > :05:46.if there is a strong performance by a particular leader, it could really
:05:47. > :05:51.generate a sense of momentum as we head into the final week. In terms
:05:52. > :05:55.of the content tonight, I have spoken to the debate produces, and
:05:56. > :06:00.they say they have had loads of questions on the of the NHS. The
:06:01. > :06:04.likelihood is that that will be the first subject and topic that is
:06:05. > :06:08.discussed. The opposition parties were like that. Expect lots of
:06:09. > :06:14.criticism on things like waiting times and access to GPs. In way of
:06:15. > :06:18.defence from Carwyn Jones, is that lots of talk of the junior doctors
:06:19. > :06:23.strike in England and how there is not one in Wales. Also expect 20 on
:06:24. > :06:28.the economy, not just the steel crisis but also the major
:06:29. > :06:34.infrastructure and plans for an M4 relief road. And also education, may
:06:35. > :06:38.be the surprise package in previous debates, in terms of the Passion it
:06:39. > :06:40.has aroused. All to play for in what will be the last set piece events of
:06:41. > :06:43.this campaign. And you can see the debate
:06:44. > :06:45.on BBC One Wales and Elsewhere today, Ukip leader
:06:46. > :06:54.Nigel Farage says he hasn't spoken to Neil Hamilton
:06:55. > :06:57.during the Assembly Speaking in Caerphilly earlier,
:06:58. > :07:02.Mr Farage insisted he supported all the party's candidates and hoped
:07:03. > :07:07.Mr Hamilton would do a very good job Senior party sources have said
:07:08. > :07:13.Nigel Farage and the Ukip Wales leader Nathan Gill were unhappy
:07:14. > :07:17.Mr Hamilton was selected. I have supported all
:07:18. > :07:20.of our candidates. I have come back again and again
:07:21. > :07:23.to Wales, repeatedly. I am here today, I will be
:07:24. > :07:26.back again next week. This election matters to me,

:07:48. > :07:50.says there's no guarantee that government efforts
:07:51. > :07:53.to save the British steel industry will be successful,
:07:54. > :07:57.but it's doing everything it can. The UK government said last week it
:07:58. > :08:02.would consider taking a stake in Tata's UK operations
:08:03. > :08:15.after they were put up for sale. While I want to do everything we can
:08:16. > :08:19.to secure the future not only for Port Talbot but also
:08:20. > :08:22.for Scunthorpe and steel-making in Britain, we are coping
:08:23. > :08:25.with a massive oversupply, a collapse in prices from China,
:08:26. > :08:28.so we must do all we can. There is no guarantee of success,
:08:29. > :08:31.we will work hard, get a proper sales process and get behind it
:08:32. > :08:35.on a bipartisan basis, Well, our business correspondent
:08:36. > :08:40.Brian Meechan is here. Brian, what more did
:08:41. > :08:51.the Prime Minister have to say? There has been some speculation
:08:52. > :08:55.around today in newspapers that because the ground has completely
:08:56. > :09:02.shifted since Tata put these sites up for sale, Tata could be having a
:09:03. > :09:06.rethink about that. Now there is that 25% state that the UK
:09:07. > :09:10.Government has offered, potentially hundreds of millions of extra
:09:11. > :09:14.investment. The UK Government has said that co-investment is for
:09:15. > :09:18.another buyer, it is not available for Tata. It has said if the
:09:19. > :09:23.#colourgreen does decide to change its mind, it will look at whether
:09:24. > :09:30.financial help or whether there will be any financial help made available
:09:31. > :09:35.to the company. I think we are where we work, ultimately. We have got the
:09:36. > :09:40.two businesses, Liberty and the management buyout, going through the
:09:41. > :09:43.process publicly, but there are other interested parties who have
:09:44. > :09:49.not gone public. And we will be hearing from the Business Secretary
:09:50. > :09:53.Sajid Javid tomorrow. He is going to talk to the business committee in
:09:54. > :09:57.the House of Commons. We will also hear from Tata. We have not heard
:09:58. > :10:01.from them since a lot of the new information has come out. So plenty

:11:33. > :11:37.It's an effort for people to get a Queensferry at the moment
:11:38. > :11:43.The work will step up a gear next week as the major A494
:11:44. > :11:46.The work has taken longer than expected.
:11:47. > :11:51.Flintshire Council has apologised for the delay and disruption
:11:52. > :11:54.caused by the works but says access to the properties
:11:55. > :11:56.and businesses in the vicinity will be maintained throughout.
:11:57. > :11:59.However, many business owners feel they are losing customers
:12:00. > :12:02.because local people are staying away from the area
:12:03. > :12:05.and potential passing trade is being lost in traffic queues.

:13:23. > :13:26.in the Senedd but if the Abolish the Welsh Assembly party wins seats,
:13:27. > :13:29.they won't want to be here at all, but will fight to close
:13:30. > :13:36.The Assembly now wants more powers, they want more Assembly Members,
:13:37. > :13:42.a pay rise, tax-raising powers and a separate legal system.
:13:43. > :13:51.The Welsh Office and our 40 MPs in Westminster did the job perfectly
:13:52. > :13:59.A crisis in the steel industry has arguably overshadow the Assembly
:14:00. > :14:02.election campaign and focused the minds of politicians
:14:03. > :14:07.The Welsh Communist Party wants the next Welsh government
:14:08. > :14:09.to nationalise the steel industry and are calling on Labour supporters
:14:10. > :14:13.to give their second vote on the regional list to the party.
:14:14. > :14:17.There is so much that could be done with a thoroughly modernised steel
:14:18. > :14:20.industry but we don't have those resources at the moment.
:14:21. > :14:24.Only the Communist Party in Wales is standing in this election
:14:25. > :14:27.not only for a Welsh Assembly and government with real powers
:14:28. > :14:31.and resources to make a big difference but we believe this needs
:14:32. > :14:35.to take place within a federal Britain so that the wealth
:14:36. > :14:39.that is currently hoarded by the wealthiest 10%
:14:40. > :14:43.of the population, who avoid paying their taxes, would be
:14:44. > :14:46.redistributed to all of the nations and regions
:14:47. > :14:52.The Monster Raving Loony Party have launched a so-called manic-festo
:14:53. > :14:57.Policies include re-routing any M4 relief road to boost
:14:58. > :15:00.tourism in Porthcawl, Tenby and even take it
:15:01. > :15:05.We are offering an alternative for people and we are saying
:15:06. > :15:10.If you don't like what is being offered in the mainstream,
:15:11. > :15:15.We will be on everybody's ballot paper and everybody in Wales
:15:16. > :15:18.gets the chance to vote for the Monster Raving Loony Party.
:15:19. > :15:22.There are plenty of people and parties after your vote.

:16:21. > :16:25.She got in touch to tell us what she would do
:16:26. > :16:31.If I was First Minister, I would stop the NHS
:16:32. > :16:36.Annie was told a drug which had not been approved for use
:16:37. > :16:39.on the NHS because of its cost could prolong her life.
:16:40. > :16:42.Patients in Wales can apply to their health board
:16:43. > :16:45.to get these treatments in exceptional circumstances.
:16:46. > :16:47.Annie's health board turned her down.
:16:48. > :16:50.Provision for cancer in Wales is really different
:16:51. > :16:55.First of all it was drugs and then there were other things as well.
:16:56. > :16:59.I started to look to find out where do I need to live in Wales
:17:00. > :17:01.to optimise my life span and I couldn't get any
:17:02. > :17:05.information, but I could get information about England.
:17:06. > :17:07.Annie went to stay with her daughter in London
:17:08. > :17:12.She claims it would have been easier being closer to home.
:17:13. > :17:15.When you have a terminal diagnosis, one thing you want to do is spend
:17:16. > :17:18.as much of your time with your family, you don't
:17:19. > :17:22.want to be going up and down to another place for treatment.
:17:23. > :17:26.It would have reduced the most terrible amount of trauma
:17:27. > :17:32.Health boards were set up so funds can best serve the local population.
:17:33. > :17:35.Annie says if she was First Minister, a single power
:17:36. > :17:39.would decide who could receive non-approved drugs or treatments
:17:40. > :17:43.rather than one for each of the seven health boards.
:17:44. > :17:46.And she is not just talking about cancer patients
:17:47. > :17:51.Annie's cancer is no longer responding to treatment
:17:52. > :17:58.but she hopes in the future patients will have more choice.
:17:59. > :18:01.The guilt of having sorted myself out is enormous
:18:02. > :18:07.It has been my nine to five job, Monday to Friday, for the last
:18:08. > :18:11.three and a half years, because I want to make sure that
:18:12. > :18:16.other people can be discerning if they want to and they can make
:18:17. > :18:22.And I just hope, if by having cancer and being the person I am,
:18:23. > :18:26.things might change for the better in future,
:18:27. > :18:35.Well, let's talk to our health correspondant Owain Clarke.
:18:36. > :18:50.Let's be clear, Annie Mulholland is not talking about any differences of
:18:51. > :18:54.policy between Wales and England, merely asking whether there is a
:18:55. > :18:59.level playing field within Wales. New drugs for a range of conditions,
:19:00. > :19:03.often expensive, are developed all the time, but how do you judge
:19:04. > :19:08.whether the benefits of those drugs justify the costs when you consider
:19:09. > :19:13.the needs of the entire population? Expert panels covering Wales and
:19:14. > :19:18.England make those calls. If they say yes, the drugs should be
:19:19. > :19:22.generally available but even if they say no, patients and their doctors
:19:23. > :19:26.can try to get the NHS to pay for them through a different route. But
:19:27. > :19:31.in order to do that, they need to demonstrate they are exceptional
:19:32. > :19:35.cases, which can be tricky to define, and different health boards
:19:36. > :19:37.have different panels making those decisions and the concern is they
:19:38. > :19:44.might be reaching different conclusions. As this issue been
:19:45. > :19:47.looked into? The cross-party health committee at the Assembly suggested
:19:48. > :19:53.a few years ago perhaps there should be a single panel for Wales. The
:19:54. > :19:57.Welsh government had a review of the process subsequently. New guidelines
:19:58. > :20:01.are on the way. One changes, if there is a critical mass of similar
:20:02. > :20:06.requests across Wales, perhaps they should be a more consistent
:20:07. > :20:11.decision-making process. And what are the parties saying about this? A
:20:12. > :20:15.lot of parties talk about finding new drugs but the Lib Dems say they
:20:16. > :20:21.should be a symbol panel, so do Plaid Cymru, who say it should be
:20:22. > :20:24.judged on the benefits for patients, not exception allergy. Labour want
:20:25. > :20:30.to get the best access for new drugs that are proven to work, the
:20:31. > :20:34.Conservatives promising millions for clinical trials and new drugs and
:20:35. > :20:38.Ukip say that if you have the opportunity to elect health boards,
:20:39. > :20:40.that makes them more accountable. Thank you very much.
