:00:00. > :00:08.The death of Private Matthew Boyd from the Royal Gibraltar

:00:09. > :00:13.Regiment in Brecon - a second man is arrested.

:00:14. > :00:17.All day local people have been leaving flowers and tributes

:00:18. > :00:41.The leader of the Welsh Conservatives keeps his

:00:42. > :00:43.job, at least for now, despite their performance

:00:44. > :00:47.Welsh steel transformed into solar panels.

:00:48. > :00:51.Tonight there are seven potential bids for Tata.

:00:52. > :00:54.Countdown to Euro 2016 - Chris Coleman names 29 players

:00:55. > :00:59.for a training camp ahead of the tournament.

:01:00. > :01:02.I think we're on a winner here, Trig.

:01:03. > :01:11.And he was the man behind so much of Britain's best loved TV -

:01:12. > :01:22.A soldier killed in the street in Brecon has been named tonight

:01:23. > :01:26.as Private Matthew Boyd of the Royal Gibraltar Regiment.

:01:27. > :01:29.Two men have been arrested and are being questioned by police

:01:30. > :01:34.Our reporter Nick Palit has been following events over the last 24

:01:35. > :01:44.Well, this is Lion Street, a normally quiet lane in the heart

:01:45. > :01:47.of Brecon town centre, but in the early hours of Sunday

:01:48. > :01:50.morning that peace was shattered by the killing of a serving member

:01:51. > :01:55.At first police said it was an unexplained death.

:01:56. > :01:59.Now they're treating it as a murder inquiry and two men, aged 22 and 23,

:02:00. > :02:03.The victim has been named as Private Matthew Boyd

:02:04. > :02:08.He and his family lived in Gibraltar but he was originally

:02:09. > :02:11.from Northern Ireland, where some of his

:02:12. > :02:12.relatives still live in Carrickfergus, County Antrim.

:02:13. > :02:18.The Watton Barracks is just 400 yards down the road and residents

:02:19. > :02:21.are used to having many soldiers around.

:02:22. > :02:23.Local people have naturally been shocked by what happened here.

:02:24. > :02:26.All day a steady stream of people have been leaving flowers

:02:27. > :02:30.One of the messages here sums up the shock in the town.

:02:31. > :02:33.It reads simply, an entire community, heartbroken at the loss

:02:34. > :02:37.The police have sought to reassure the public and earlier this

:02:38. > :02:39.afternoon a senior officer from the Dyfed-Powys force

:02:40. > :02:45.We would very much like to thank the military and the local community

:02:46. > :02:48.for all their continued support during this investigation of what is

:02:49. > :02:54.There was nothing to suggest that Matthew Boyd being a soldier was any

:02:55. > :02:58.motivation for this assault, nor is there any indication

:02:59. > :03:01.that this is linked to an act of terrorism.

:03:02. > :03:06.We would very much like to express our thoughts for Matthew's family,

:03:07. > :03:14.Remind us of the circumstances of Private Boyd's death.

:03:15. > :03:18.Well, he was first discovered injured and unconscious

:03:19. > :03:21.here in Lion Street at around one o'clock yesterday morning.

:03:22. > :03:24.He was taken to Neville Hall Hospital

:03:25. > :03:29.A forensic tent covered the spot where he was found and scenes

:03:30. > :03:32.of crime officers conducted a fingertip search of the area

:03:33. > :03:38.And as the police inquiry continues, detectives are still keen to speak

:03:39. > :03:42.to anyone who was in this vicinity in the early hours of Sunday morning

:03:43. > :03:51.Tata Steel says it has received seven expressions of interest

:03:52. > :03:53.for its UK business, including its largest

:03:54. > :03:58.Thousands of Welsh jobs were put at risk when the company announced

:03:59. > :04:02.in March that it was selling off its British operations.

:04:03. > :04:05.The company says the seven bids will immediately be

:04:06. > :04:08.taken to the next stage of the sale process.

:04:09. > :04:11.The news comes as experts warn that whoever buys Tata's operation

:04:12. > :04:14.will have to embrace new technologies and completely

:04:15. > :04:18.rethink the market for the steel it produces.

:04:19. > :04:21.Engineers at Swansea University say the Welsh steel industry

:04:22. > :04:25.won't have a sustainable future without research and innovation

:04:26. > :04:30.and funding that work needs to be an immediate priority for the Welsh

:04:31. > :04:37.Molten steel on the production line at Port Talbot -

:04:38. > :04:40.a familiar image of an industry in crisis.

:04:41. > :04:43.But this is the same steel on another production line

:04:44. > :04:49.It's being used to make heated floor panels that run on solar energy.

:04:50. > :04:52.And this is another innovation using Tata steel -

:04:53. > :04:56.metal cladding embedded with solar cells that allow buildings

:04:57. > :04:59.to generate, store and release their own power.

:05:00. > :05:02.Technology like this has been pioneered by engineers

:05:03. > :05:05.at Swansea University who are part of a multi-million pound

:05:06. > :05:10.This is a new product that incorporates steel

:05:11. > :05:13.manufactured at Port Talbot that is turned into a roofing

:05:14. > :05:17.component up in Shotton in North Wales to be incorporated

:05:18. > :05:22.Panels like these could allow the Port Talbot site

:05:23. > :05:26.to generate its own electricity, mitigating those high energy costs.

:05:27. > :05:29.Engineers here have also saved Tata ?5 million a year

:05:30. > :05:33.by making its blast furnaces more efficient.

:05:34. > :05:38.But experts are warning that without urgent investment

:05:39. > :05:41.in research like this, steel-making in Wales will never

:05:42. > :05:48.We should push quickly to form an innovation and knowledge centre

:05:49. > :05:51.around steel and a role of the government in the UK

:05:52. > :05:56.and in Wales is to underline the importance of innovation

:05:57. > :06:02.and technology by supporting that almost with immediate effect.

:06:03. > :06:05.Redefining steel production isn't cheap.

:06:06. > :06:09.This microscope at Swansea University costs ?1.5 million,

:06:10. > :06:13.but it has allowed engineers to modify metal particles at a size

:06:14. > :06:20.That's led to the invention of lighter, stronger steel that's

:06:21. > :06:23.now being used by the automotive industry.

:06:24. > :06:27.Developments like these could create a whole new market for Welsh steel.

:06:28. > :06:30.A lot has been made of the flood of cheap Chinese products.

:06:31. > :06:34.I think if we are going to have a successful

:06:35. > :06:36.steel industry in the UK, and I strongly believe

:06:37. > :06:39.there is the opportunity to do that, we have to look at making these

:06:40. > :06:45.these high-quality, innovative products in the UK.

:06:46. > :06:47.The steel industry is at a crossroads.

:06:48. > :06:50.But experts here believe that whoever takes over Tata's UK

:06:51. > :06:54.operation will have to put innovation at the heart

:06:55. > :07:01.of the business if Welsh steel is to have a long term future.

:07:02. > :07:08.Let's talk to Brian, our business correspondent. The impact of losing

:07:09. > :07:12.the steel industry is obviously going to be very far reaching, but

:07:13. > :07:16.even research and development in Wales could be affected. Research

:07:17. > :07:20.and development is incredibly significant in terms of how well we

:07:21. > :07:25.can keep with other parts of the world and we have already seen in

:07:26. > :07:28.the UK and Wales in recent years a reduction in the amount that is

:07:29. > :07:32.being spent on research and development so there are some

:07:33. > :07:37.incredible projects like Specific that are working really well. But it

:07:38. > :07:41.is about getting universities working with businesses to make

:07:42. > :07:46.things practical and getting the UK Government and Welsh government to

:07:47. > :07:51.back research and innovation. What more do we know about these seven

:07:52. > :07:55.potential buyers? We know they are interested in buying the whole

:07:56. > :08:01.business, including Port Talbot. Any bidder who only wants to buy parts

:08:02. > :08:06.of it, cherry picking the profitable bits, have been rejected by Tata

:08:07. > :08:10.Steel. Other businesses have also been asked to clarify their bids so

:08:11. > :08:12.it could be a minimum of seven at this stage but they could be even

:08:13. > :08:15.more going forward. A man accused of forcing another

:08:16. > :08:18.to work against his will has told Cardiff Crown Court that he took him

:08:19. > :08:21.in when he had nowhere Patrick Joseph Connors is accused

:08:22. > :08:26.of forced labour, along They each deny all the claims

:08:27. > :08:29.against them. Patrick Joseph Connors has listened

:08:30. > :08:35.to allegations that he bought a man, beat him and forced him to work

:08:36. > :08:38.against his will for Today, it was his turn

:08:39. > :08:44.to give his side of He told them how he met

:08:45. > :08:49.Michael Hughes, who was then 18, He said he gave him work

:08:50. > :08:53.and for the first two weeks he stayed with him

:08:54. > :08:57.in the family home until he moved He was employed, he said,

:08:58. > :09:02.to do bricking and paving. He was paid ?20 a day,

:09:03. > :09:05.which went up to ?50 He was asked about the allegations

:09:06. > :09:11.that Mr Hughes had escaped to Scotland and he had kidnapped him

:09:12. > :09:15.from outside the dole Mr Connors said Mr Hughes had

:09:16. > :09:20.wanted to come back, He said they were pleased to see

:09:21. > :09:25.each other and greeted On another occasion when Mr Hughes

:09:26. > :09:31.had gone to Scotland, he said he sent tickets and money

:09:32. > :09:35.to enable him to come back and Mr Hughes had even

:09:36. > :09:39.wanted his brother to work for him. Mr Connors told the court how

:09:40. > :09:43.Mr Hughes had been a guest at his daughter's wedding

:09:44. > :09:46.and a family christening. He said he was free to come and go

:09:47. > :09:50.and spent his evenings drinking, Asked if he had ever assaulted

:09:51. > :09:56.Mr Hughes while he was working for him, he replied,

:09:57. > :09:58."No". Mr Connors and the three other

:09:59. > :10:02.defendants deny all the charges They lost three seats

:10:03. > :10:08.and dropped to third place But the Welsh Conservatives tonight

:10:09. > :10:13.have said there's universal backing The party's Assembly

:10:14. > :10:18.members met this afternoon. Our political editor Nick Servini

:10:19. > :10:30.is at the Senedd. Was there a threat to Andrew RT

:10:31. > :10:33.Davies' position? The Tory Assembly Members could have triggered a

:10:34. > :10:39.process that would have led to a leadership election. But that is not

:10:40. > :10:44.going to happen now. He has a number of things on his side. The big one

:10:45. > :10:49.is that there is a sense that the prevailing winds did not help him.

:10:50. > :10:53.The threat from Ukip, the European referendum, which would cause

:10:54. > :10:57.problems for any leader of the Welsh Conservatives in an election at this

:10:58. > :11:01.point in time. There is also the fact that there is no obvious

:11:02. > :11:06.candidate waiting in the wings. Mr Davies is not doing any interviews

:11:07. > :11:10.tonight. We are told he has universal backing in that meeting

:11:11. > :11:15.but some dissent in the ranks nevertheless. I have just spoken to

:11:16. > :11:19.Nick Ramsay, the Conservative Assembly Member for Monmouthshire,

:11:20. > :11:25.who told me that Andrew wants to stay in the job, he has his full

:11:26. > :11:28.support, but nevertheless, if he had been in his position, he would

:11:29. > :11:35.probably have acted differently and resigned. Mr Davies, we should say,

:11:36. > :11:39.is not entirely out of the woods yet because there is an internal review

:11:40. > :11:45.being carried out by the Welsh Conservatives into what went wrong.

:11:46. > :11:49.That is due to published in July, after the EU referendum. Presumably,

:11:50. > :11:54.if it is very critical of the Welsh Conservative leader, this is a

:11:55. > :11:57.subject that will be revisited. You get a sense that the dust is

:11:58. > :12:05.starting to settle now after the election? First of all, a sense from

:12:06. > :12:09.the new Labour Welsh government of the timings. Carwyn Jones will be

:12:10. > :12:12.nominated as First Minister on Wednesday and then the hotly

:12:13. > :12:17.anticipated announcements on who will form his cabinet. Labour don't

:12:18. > :12:20.have an overall majority. They will need support from Plaid Cymru in

:12:21. > :12:24.order to get budgets and other things through. It is a key

:12:25. > :12:31.relationship that has come under a lot of strain. A senior figure in

:12:32. > :12:36.Plaid Cymru on the weekend, Adam Price, said relations between Labour

:12:37. > :12:40.and Plaid Cymru are at an all-time low. Tomorrow, Carwyn Jones will

:12:41. > :12:44.meet Plaid Cymru leader Leanne Wood for the first time since the

:12:45. > :12:49.election and he will try to take the heat out of the situation. They will

:12:50. > :12:53.discuss the EU referendum and the steel crisis, areas they both agree

:12:54. > :12:57.on. There is a lack of clarity tonight on who will have the role of

:12:58. > :13:01.Presiding Officer. The person who will have to try to keep all the new

:13:02. > :13:07.make-up of Assembly Members under control during debates in the

:13:08. > :13:12.chamber. The reason that is that the man widely expected to get that job,

:13:13. > :13:13.the Conservative David Melding, today ruled himself out of that

:13:14. > :13:15.position. Much more to come

:13:16. > :13:18.before seven o'clock. Who will make it into

:13:19. > :13:22.Chris Coleman's squad And he was the man behind some

:13:23. > :13:36.of Britain's best loved comedy - Some of Wales' newly elected Police

:13:37. > :13:47.and Crime Commissioners have criticised the lack of information

:13:48. > :13:50.about the role leading The four PCCs were named yesterday

:13:51. > :13:57.with a higher turnout than in 2012 but there were tens of thousands

:13:58. > :14:02.of spoilt or blank ballot papers. Some say publicly funded leaflets

:14:03. > :14:18.should have been sent to voters. More bobbies on the beat, tackling

:14:19. > :14:24.anti-social behaviour, putting victims first. Some of the pledges

:14:25. > :14:27.from our four newly elected Police and Crime Commissioners. They are

:14:28. > :14:32.the people in charge of our police forces. But how many of us know

:14:33. > :14:36.their job even exists? Sensei there was not enough information during

:14:37. > :14:40.this election about their role. I intend to raise with the UK

:14:41. > :14:43.Government very much the issue of not being allowed the free post so

:14:44. > :14:49.that every household in Gwent could get a leaflet from candidates. I

:14:50. > :14:56.think we need to do better in publicising what it is all about.

:14:57. > :15:00.This year, turnout for the election averaged 43%. Triple the turnout

:15:01. > :15:05.seen four years ago. It helped that the vote was held on the same day as

:15:06. > :15:11.the Assembly ballot. On the form there was space for a first and

:15:12. > :15:15.second choice or preference but 50,001st preference votes were

:15:16. > :15:19.rejected. The question, did voters deliberately spoil them because they

:15:20. > :15:22.disagree with commissioners or did they not feel like they had enough

:15:23. > :15:27.information to choose them or were genuine mistakes made because the

:15:28. > :15:34.sheets were too complicated? Some criticised the lack of effort from

:15:35. > :15:37.the UK Government. There was a phone line on information online, but

:15:38. > :15:41.these posters were e-mailed to Welsh forces by the Home Office to

:15:42. > :15:46.publicise the election, but they were unusable. The pictures to

:15:47. > :15:51.brewery when full size. Mike Baker stood as an independent in south

:15:52. > :15:55.Wales. He has branded the lack of publicly funded information

:15:56. > :16:00.appalling and says he spent around ?30,000 getting his message out. I

:16:01. > :16:06.stood at several of the counts and watched as the spoil ballots were

:16:07. > :16:10.turned over. Each one had a comment, the majority had a comment, which is

:16:11. > :16:16.said, we don't understand. We don't know. What is this about? This

:16:17. > :16:21.afternoon, the body that helps advise on elections, the Electoral

:16:22. > :16:24.Commission, said it recognised that there are concerns about the number

:16:25. > :16:30.of spoiled ballots. It will be looking to see if changes can be

:16:31. > :16:35.made for future elections. Wales now has two labour and two Plaid Cymru

:16:36. > :16:39.Police and Crime Commissioners, each with individual priorities, but one

:16:40. > :16:41.goal. To make the post more relevant to the public.

:16:42. > :16:44.The Labour MP for Ogmore, Chris Elmore, has been sworn

:16:45. > :16:46.in at the House of Commons after he won the parliamentary

:16:47. > :16:50.by-election with 52% of the vote last week.

:16:51. > :16:52.The former Labour MP Huw Irranca-Davies had stood down

:16:53. > :16:55.to run for the Welsh Assembly election, which he won

:16:56. > :17:00.It is very exciting. Incredibly surreal.

:17:01. > :17:03.And it has just been a bit of a whirlwind from the minute

:17:04. > :17:06.I arrived yesterday evening through to today.

:17:07. > :17:08.It has been fascinating, loving it so far, and looking

:17:09. > :17:14.Funding for 30 new council houses in the centre of Flint has been

:17:15. > :17:19.Just under ?4 million has been earmarked for the scheme,

:17:20. > :17:23.which is part of a wider plan to build 500 new affordable

:17:24. > :17:29.Two blocks of maisonettes have already been demolished as part

:17:30. > :17:37.The council there is also investigating why gates to a beach

:17:38. > :17:41.car park were left unlocked yesterday, allowing 20 cars to be

:17:42. > :17:46.The vehicles were left under water after a nine metre high

:17:47. > :17:53.The car park is normally closed before a high spring tide.

:17:54. > :18:01.With less than five weeks before the European Championships,

:18:02. > :18:05.the Wales manager Chris Coleman has named 29 players who'll travel

:18:06. > :18:09.to Portugal for a training camp at the end of the month.

:18:10. > :18:12.Gareth Bale, as expected, isn't included.

:18:13. > :18:24.The final 23-man squad will be revealed on May 31st.

:18:25. > :18:31.It is nearly make your mind up time. Chris Coleman's provisional squad

:18:32. > :18:35.will have to be reduced before the end of this month. Some will be

:18:36. > :18:42.disappointed. At least six are set to miss out on Wales' first major

:18:43. > :18:47.tournament for 58 years. The surprise addition, Wes Burns. He has

:18:48. > :18:51.played at Under-21s level and spent most of the season on loan at

:18:52. > :18:56.Fleetwood town. Having made his debut just two months ago, Walsall

:18:57. > :19:00.striker Tom Bradshaw is also included. But this former striker

:19:01. > :19:05.told me he expects the number of forwards to be cut from the squad. I

:19:06. > :19:11.don't think taking five or six strikers is going to be key. I also

:19:12. > :19:17.think it is difficult for League 1, championship players at

:19:18. > :19:22.international level to go and get four or five goals in a tournament.

:19:23. > :19:25.Chris Coleman will take the players on a five-day get-together in the

:19:26. > :19:31.Algarve but Gareth Bale won't be there. He will be preparing for the

:19:32. > :19:36.Champions League final. His Real Madrid side take on Atletico Madrid

:19:37. > :19:40.in Milan. Three days later, back home, and Chris Coleman will have to

:19:41. > :19:44.whittle his squad down to 23 players. The final squad will fly to

:19:45. > :19:49.Stockholm for a warm up game against Sweden. Then it is straight to their

:19:50. > :19:54.base in northern France, arriving just six days before the opening

:19:55. > :19:59.game of the tournament. Touch wood, no injuries will happen and people

:20:00. > :20:09.will come through unscathed. There is always a risk. That is the nature

:20:10. > :20:15.of the beast. I don't see any point in revealing all my cards but 75% of

:20:16. > :20:19.the team that starts will be the team that starts the first game of

:20:20. > :20:24.the tournament. Liverpool goalkeeper Danny Ward and Crystal Palace's Joe

:20:25. > :20:28.Ledley are included despite picking up injuries. Chris Coleman will have

:20:29. > :20:32.everything crossed that those in the frame to go to France won't suffer

:20:33. > :20:35.any last-minute injuries. Nervous times lie ahead.

:20:36. > :20:36.The Swansea City chairman, Huw Jenkins, has confirmed

:20:37. > :20:39.Francesco Guidolin's future will be on the agenda at a board

:20:40. > :20:45.Guidolin has guided Swansea to safety since his appointment

:20:46. > :20:50.Saturday's 4-1 win at West Ham took them to 11th place in

:20:51. > :20:58.Meanwhile, Port Vale's manager, Rob Page, says there is no truth

:20:59. > :21:01.in reports linking him to the head coach's job at Cardiff City.

:21:02. > :21:04.The former Wales international had a short spell with the Bluebirds.

:21:05. > :21:08.The club is looking for a new boss after Russell Slade

:21:09. > :21:15.Six competitors from Wales are part of the UK Armed Forces Team
