:00:40. > :00:43.as Private Matthew Boyd of the Royal Gibraltar Regiment.

:00:44. > :00:45.Two men have been arrested and are being questioned by police

:00:46. > :00:54.Tonight the Ministry of Defence paid tribute to Private Boyd.

:00:55. > :00:59."an excellent soldier and a highly respected comrade".

:01:00. > :01:04.There's no sign of the police activity that cordoned off much of

:01:05. > :01:08.this town yesterday, as Brecon tries to get back to normal.

:01:09. > :01:17.This quiet lane was where Private Matthew Boyd was killed.

:01:18. > :01:19.lived in Gibralter with his family but was originally

:01:20. > :01:29.For much of yesterday a blue tent covered the spot where he was found

:01:30. > :01:32.Forensic officers carried out a fingertip

:01:33. > :01:33.search of the area, looking for clues.

:01:34. > :01:37.23-year-old man on suspicion of murder and today they made a second

:01:38. > :01:45.Locals are used to having soldiers around, but the police

:01:46. > :01:48.were keen to reassure residents who were shocked by the incident.

:01:49. > :01:51.We would very much like to thank the military and the local community for

:01:52. > :01:54.their continued support during this investigation of what is truly a

:01:55. > :02:01.Matthew Boyd being a soldier was any motivation for this assault,

:02:02. > :02:03.nor is there any indication that this is

:02:04. > :02:10.All day a steady stream of people have been

:02:11. > :02:17.One of the messages he summed up the town

:02:18. > :02:29.shock, it was simply the entire community heartbroken

:02:30. > :02:31.at the loss of a hero, a soldier.

:02:32. > :02:32.Meanwhile, while the police enquiry continues detectives

:02:33. > :02:35.would like to speak to anyone who witnessed the incident.

:02:36. > :02:37.Tata Steel says it's received seven expressions of interest

:02:38. > :02:39.for its UK business, including its largest

:02:40. > :02:43.Thousands of Welsh jobs were put at risk when the company announced

:02:44. > :02:45.in March that it was selling off its British operations.

:02:46. > :02:47.The company says the seven bids will immediately be

:03:08. > :03:09.criticised the lack of information about the role, leading up

:03:10. > :03:16.The four PCCs were named yesterday, with a higher turnout than in 2012,

:03:17. > :03:19.but there were tens of thousands of spoilt or blank ballot papers.

:03:20. > :03:21.Some say publicly funded leaflets should have been sent to voters.

:03:22. > :03:29.More bobbies on the beat, tackling anti-social behaviour,

:03:30. > :03:36.Some of the pledges from our four newly elected

:03:37. > :03:39.They are the people in charge of our police forces.

:03:40. > :03:43.But how many of us know their job even exists?

:03:44. > :03:46.Some say there was not enough information during

:03:47. > :03:52.I intend to raise with the UK Government very much the issue of

:03:53. > :03:56.not being allowed the free post so that every household in Gwent could

:03:57. > :04:05.I think we need to do better in publicising what it is all about.

:04:06. > :04:10.This year, turnout for the election averaged 43%.

:04:11. > :04:12.Triple the turnout seen four years ago.

:04:13. > :04:15.It helped that the vote was held on the same day as

:04:16. > :04:19.On the form there was space for a first and second choice or

:04:20. > :04:23.preference but 50,00 first preference votes were rejected.

:04:24. > :04:28.The question, did voters deliberately spoil them because they

:04:29. > :04:31.disagree with Commissioners or did they not feel like they had enough

:04:32. > :04:33.information to choose them or were genuine mistakes made

:04:34. > :04:38.because the sheets were too complicated?

:04:39. > :04:43.Some criticised the lack of effort from the UK Government.

:04:44. > :04:46.There was a phone line on information online, but

:04:47. > :04:50.these posters were e-mailed to Welsh forces by the Home Office to

:04:51. > :04:54.publicise the election, but they were unusable.

:04:58. > :05:01.Mike Baker stood as an independent in south Wales.

:05:02. > :05:04.He has branded the lack of publicly-funded information

:05:05. > :05:08.appalling and says he spent around ?30,000 getting his message out.

:05:13. > :05:16.the spoiled ballots were turned over.

:05:17. > :05:19.Each one had a comment, the majority had a comment,

:05:20. > :05:25.which said, we don't understand, we don't know, what is this about?

:05:26. > :05:29.This afternoon, the body that helps advise on elections,

:05:30. > :05:32.the Electoral Commission, said it recognised that there are concerns

:05:33. > :05:39.It will be looking to see if changes can be made for future elections.

:05:40. > :05:45.and two Plaid Cymru Police And Crime Commissioners,

:05:46. > :05:47.each with individual priorities, but one goal -

:05:48. > :05:56.to make the post more relevant to the public.

:05:57. > :05:59.A man accused of forcing another to work against his will has told

:06:00. > :06:02.Cardiff Crown Court that he took him in when he had nowhere

:06:03. > :06:06.Patrick Joseph Connors is accused of forced labour, along

:06:07. > :06:09.They each deny all the charges against them.

:06:10. > :06:16.Patrick Joseph Connors has listened to allegations that he bought a man,

:06:17. > :06:18.beat him and forced him to work against his will for

:06:19. > :06:28.Today, it was his turn to give his side of

:06:29. > :06:32.He told them how he met Michael Hughes, who was then 18,

:06:33. > :06:38.He said he gave him work and for the first two

:06:39. > :06:41.weeks he stayed with him in the family home until he moved

:06:42. > :06:45.He was employed, he said, to do bricking and paving.

:06:46. > :06:48.He was paid ?20 a day, which went up to ?50

:06:49. > :06:53.He was asked about the allegations that Mr Hughes had escaped

:06:54. > :06:56.to Scotland and he had kidnapped him from outside the dole

:06:57. > :07:01.Mr Connors said Mr Hughes had wanted to come back,

:07:02. > :07:07.He said they were pleased to see each other and greeted

:07:08. > :07:14.On another occasion when Mr Hughes had gone to Scotland,

:07:15. > :07:20.he said he sent tickets and money to enable him to come back

:07:21. > :07:23.and Mr Hughes had even wanted his brother to work for him.

:07:24. > :07:26.Mr Connors told the court how Mr Hughes had been a guest

:07:27. > :07:28.at his daughter's wedding and a family christening.

:07:29. > :07:31.He said he was free to come and go and spent his evenings drinking,

:07:32. > :07:37.Asked if he had ever assaulted Mr Hughes while he was working

:07:38. > :07:39.for him, he replied, "No".

:07:40. > :07:42.Mr Connors and the three other defendants deny all the charges

:07:43. > :07:50.Funding for 30 new council houses in the centre of Flint has been

:07:51. > :07:57.Just under ?4 million has been earmarked for the scheme,

:07:58. > :07:59.which is part of a wider plan to build 500 new affordable
